Slow progress on ethnic minority headteacher numbers

Earlier today someone viewed my post from 2021 ‘We need more black headteachers in our schools’ | John Howson so I thought that I would review the data from last November’s Workforce Census to see how the position has changed since then.

My 2021 blog post included White minority groups as well as other ethnic groups, when creating the totals, and ignored the issue of uncollected data, whether because of refusal or the necessary field not being completed in the census to allow for ethnic recognition. This post just considers the five key groupings (Other Ethnic Group, Mixed, Asian/Asian British, Black/Black British and White).

Looking back over the whole period of the School Workforce Survey, from between 2011-12 to 2023-24, the percentage of headteachers recorded as White fell by 2.3% from 20,608 to 19,355 during this time period. During the same period, there were just under a thousand more headteachers across the other four groups.

Across the 15 years data has been Workforce Census data has been collected, the four ethnic groups have increased their headship numbers by an average of 64 additional headteacher per year. The Asian/Asian British group did best, averaging just under 30 additional headteacher per year. The Black/Black British group increased their number of headships by little more than 16 per year on average.

Taking the sex of the respondents into account meant that there were 48 more Black/Black British women heads over the period and 31 more Black/Black British male as headteachers.

Asian/Asian British women increased their numbers from 150 to 298, and Asian/Asian British men, from 56 to 112.

The Other Ethnic Groupa plus the Mixed Group increased by 124 women headteachers and 41 men as headteachers.

How accurate these figures are, of course depends upon how many minority heads either refused to disclose their ethnicity or the information wasn’t collected by the time of the census – presumably because a box was left empty.

Over the time period the number refusing to disclose ethnicity increased from 103 to 235: not a large increase. However, more concerning is the increase from 494 in the first census to 1,911 in the 2023/24 census from those described as ‘information not yet obtained’. Does this group contain a significant number of headteachers from ethic minorities? We just don’t know.

The good news is that all teachers and school leaders from the four minority groups have seen a 10%+ increase in their teacher numbers across all grades over the period between 2011/12 and 2023/24. This during a period where the school population has fluctuated, and by January 2025 was significantly smaller than it was a few years ago.

More classroom teachers will mean more headteachers if these individuals can be persuaded to stay in teaching. Sadly, there is a risk that won’t be the case. The lack of coordinated local governance of schooling across much of England makes the risk of departure greater than if local plans for retention across all groups of teachers were put in place. This is another governance issue the present system has created. Who cases about local policies for retaining teachers?

The governance of our schools – does pay matter?

Later this month Directors of Children’s Services will meet alongside their Directors of Adult Social Services colleagues for their annual conference. I am sure that one of the topics in the bar, if not in the conference hall, will be the pay grades for public servants.

In August this year, I once again started collecting data about headteacher vacancies, including starting salaries. This has been a research interest of mine since the early 1980s, and I still have my reports for the majority of years between 1984 and 2023, with the exception of the years between 2011-2014.

Unlike the pay of most teachers, and school leaders below the grade of headteacher, salaries of headteachers are less well controlled, and more subject to market forces. Interestingly, the first report of an advert for a headteacher on a salary of more than £100,000 was as far back as 1998. This was for the headship of a secondary school in an inner London borough.  

Fast forward to the autumn of 2025 and there have been four secondary schools with advertised starting salaries of £113,000. The most a headteacher of the largest schools can earn according to the pay scales is £158,000, if the school is located in the inner London Pay area.

Why does the pay of headteachers matter to directors of children’s services and their staff? At present, they still provide the governance backbone to much of the system-wide decision-making about local schooling. To do so effectively needs a pipeline of staff willing to take on the most senior roles supporting education.

These days, there are few educationalists in the top posts as directors as these are mostly held by those with a social work background. However, most authorities still have a senior post for an officer responsible for everything from SEND to school transport, pupil place planning and school building, whether opening new ones, closing existing ones because of falling roles or just maintaining the fabric of those open schools.  All this has to be achieved in cooperation with academy trusts, dioceses and the many others that now run schools across England.

When I came across a one form entry primary school, with just over 200 pupils in roll, offering a starting salary of £92,447, I wondered what the director earned in the same authority? Fortunately, senior officer salaries in local government are open to scrutiny, so I know that the director has a salary of less than £170,000, after a number of years of service. However, the most senior education officer earns less than £120,000, and little more than the advert for a secondary school headteacher quoted above.

The issue is about comparability. Chief officers of academy trusts earn more than their headteachers in most cases, sometimes substantially more. Is running a MAT much more challenging than being a senior officer in a local authority with responsibility for both community schools and authority wide strategy plus probably a couple of other roles as well? Are local government officers underpaid? I think you know my feeling on that issue, and I write as former cabinet member for children’s services.

Does it matter? I believe that it does, because it is another symptom of a refusal to understand the importance of a governance system for schooling that will help develop our schooling system for the needs of children that entered school at three this September, and won’t retire from work until the 2080s under present arrangements.

Governance matters, and for good governance you need good staff. Are current differentials between the salaries for headteachers, those running MATs, and our local government officers fair and equitable. I think not.

How easy is it for a mature entrant to become a headteacher?

The recent DfE research into promotions provides some food for thought School leadership in England 2010 to 2020: characteristics and trends

Page 69 of the report contains the following paragraph.

‘Teachers may enter a leadership grade more than one step above their current grade or may enter a leadership grade after being outside the system. These non-sequential promotions make up a significant minority of promotions. In primaries schools, for example, for every 100 senior leaders in 2016 who were heads in 2020, 12 classroom teachers, 12 middle leaders and 11 system entrants also became heads. In secondary schools, for every 100 senior leaders from 2016 who were heads in 2020, 3 classroom teachers, 5 middle leaders and 5 system entrants also became heads. Non-sequential promotions appear to be more common in primary schools, where leadership roles are more limited and ‘linear’ progression may be more difficult.’

Interestingly no mention is made in the text of the position in special schools, a disturbing oversight in view of the current concerns about SEND.

Following on from the text there is a histogram of ‘The Grade occupied by 2020 heads in 2016, split by school phase in 2020, in terms of FTE’.

There is no mention in the text of the fact that in many small primary schools there may be no senior leader, so any internal appointment would inevitably come from either a middle leader or classroom teacher.

What is interesting is the fact that almost one in ten headteachers in special schools in 2020 were system entrants in 2016. Where did these entrants come from, were they from special schools outside the state sector or did they bring other expertise to the post of headteacher.

How long does it take to become a headteacher?

In view of the fact that most headteachers seem to be appointed as a result of ‘linear’ progression through the different grades, especially in secondary schools, how long does it take to reach headship?

Is there an age or length of service by which, if a teacher has not reached assistant head grade, they unlikely to ever make it to a headship? If so, do mature entrants that become teachers after the age of thirty face a promotion ceiling in their careers? Is the position different in primary schools, with their flatter leadership teams, than in secondary schools with assistant, deputy and headteachers roles, often now overseen by an executive head.

The DfE research showed that in 2010, headteachers had a median of 27 years since qualification, and that this reduced to 23 years in 2016 and then rose slightly to 24 years in 2020. The median years of experience of senior leaders reduced from 18 years in 2010 to 17years in 2014 where it remained until 2020. The reduction between the upper quartiles for years since qualification was greatest for senior leaders, 24 years since qualification in 2020 compared with 30 years in 2010. There was virtually no change in the lower quartile between 2010 and 2020, for example, this was 13 years since qualification for senior leaders in both 2010 and 2020.

As this data covers both primary and secondary schools, it is difficult to know whether promotion is faster in the smaller primary schools, if you are lucky with turnover, that in large secondary schools with many more layers of leadership. Clearly, some mature entrants achieve headship, but the message must be that if you want promotion as a mature entrant, start your journey quickly and use the skills you have brought to the profession from your former career. Sadly, the research is silent about entrants from different subject backgrounds. Do historians and geographers, generally joining smaller department, find progress to a headship easier than teachers of English and mathematics where there may be several grades of middle leadership within the department?

We should encourage mature entrants, but make it clear that those joining after the age of thirty may find career progression more of a challenge, especially where governing bodies value length of service rather than skills and expertise for the role. No doubt MATs with more professionals involved in promotion decisions will be more open to those entering teaching later in life.

Are headteachers really staying less time in post?

As someone that started collecting data about the turnover of head teachers way back in the 1980s, and added deputy headteacher posts in the 1990s, and when the Assistant head grade was created added those to my dataset, the latest research from the DfE on leadership turnover is very welcome. However, it comes with a health warning. The methodology section contains the following

Exploratory analysis of Teacher Pension Scheme (TPS ….. suggests that the number of head teachers still in service but not being reported in the School Workforce Census has been increasing in recent years, substantially impacting the trends seen in this release. This warning needs to be borne in mind when considering the trends of length of service in post. The DfE data also excluded headteachers on a temporary contract, and those over 50 where retirement is likely to be their next career move.

On the face of it headteachers are spending less time in post.

Primary head teachers in post one year after appointment seem to be around 4% less for those appointed in 2023 compared with the class of 2011. After five years, there is around an 8% decline from nearly 79% to 70%, although we have yet to see the effect of covid on turnover.

For the secondary sector, turnover after one year has increased by nearly six per cent, and by around 5% after five years. In this respect, secondary teacher seems more likely to stay in post longer.

This is not surprising, as an appointment to a secondary headship historically was less likely to lead to another appointment, whereas in the primary sector many heads were first appointed to a small school and then took a subsequent headship in a larger school.

However, the defining feature of the period under discussion is the transfer of a large number of schools from maintained school status to becoming an academy. The next decade will help explain where that period of change was a temporary change in turnover rates or the creation of a new landscape where headteachers move more frequently.

The DfE research also has analysis on whether headteachers remain in any posts in a school within the sector. Again, secondary heads are more likely, (as retirements are excluded), to remain in a secondary school, whereas primary teachers are now less likely than in 2011 to remain in a school. It would be interesting to know where those teachers are now employed, and whether they are still working in education.

No doubt the pressure on the primary sector has been harder for heads to deal with than for their secondary colleagues since many primary schools do not have the same range of support staff as their secondary colleagues. Many more may have also had to content with the outcomes of an ofsted visit.  

This is a useful dataset, but it should be made more comprehensive by ensuing all MATs complete the School Workforce Census and that new categories of posts, such as Executive Headteacher, are captured within the census.

£10,000 to attract overseas teachers

There has been a lot of chatter across social media about the government’s offer of a £10,000 tax free relocation scheme for overseas students starting ITT in certain subjects, and teachers in these subjects being offered a similar package if they will come and work in England. These incentives are to help to overcome the dire shortage of teachers in many subjects that has been well documented in the posts on this blog. There is now even a letter in The Times newspaper on the subject.

Concerns about the incentive schemes range from the issue of stripping out teachers from countries that need them even more than we do. This theme rarely, if ever, looks at whether those countries are training sufficient, not enough or even too many graduates for the local labour market. Then, there is the argument, as in The Times, that teaching is now a global occupation, as it is, but that schools in England make it difficult for those that have worked overseas to return to teach in England. That is a problem the government could fix immediately, and not by offering cash payments.

The DfE could establish a recruitment agency alongside its job board and hire well respected headteachers to interview would-be returning teachers, and certify them as suitable for employment in England. These applicants could then be matched with vacancies on the DfE job board placed by state school and TeachVac for independent school vacancies, and their details forwarded to the school.

If the schools did not take the application forward, they could be asked to explain why these teachers were not short-listed for interview or, if interviewed, not appointed. The feedback could be used to help develop the scheme, if necessary, by offering appropriate one-term conversion courses. An autumn term course, offering say £10,000 to participants that complete the course, would mean these teachers would be available to fill January vacancies. These are vacancies where schools are really struggling each year to fill unexpected departures.

Such a scheme would also stop the return of headteachers flying off to Canada and Australia in search of candidates to fill their posts, as has happened in past periods of teacher shortage.

Expanding on the re-training scheme, the government might also look at the increasing pool of teachers trained for the primary sector that are unable to find teaching posts. Could a one-term conversion course to teach Key Stage 3 in a particular subject allow them to be employed by secondary schools, and release teachers with more subject knowledge to teach Key Stages 4 & 5?

The DfE has been happy to interfere in the recruitment market with its job board, but could be much more involved than just designing the current hands-off incentive schemes and other actions such as writing to ITT providers asking them to consider applicants from around the world. This letter was at the point in the ITT cycle where providers are mostly looking to keep places for home students in case they appear. After all, who knows when the next downturn in the economy will emerge and teaching will once again be a career of interest, a sit briefly was in the early days of the covid pandemic.

Some marks to the DfE for doing something, but there are more marks to be obtained for being even more creative in solving our teaching crisis.

School Leadership trends in 2022

This week TeachVac www.teachvac.co.uk has published its 2022 Review of Leadership Vacancies in schools across England. Next week, the report on classroom teacher vacancies will be published. These are challenging times for the public sector. Education, and in particular schools, has not escaped the challenges of a period of high inflation and full employment. However, the most serious effects in schools are to be found at classroom teacher and middle leader levels and the recruitment of non-teaching staff. These will be discussed in a future post once the Classroom Teacher Review of 2022 is published.

Leadership vacancies are mostly filled by those already working in schools or other posts in the education sector. Headteacher posts are frequently the final post in a teacher’s career, although some headteachers do change schools, often from a smaller school to a larger school, specially in the primary sector.

TeachVac’s main findings for 2022 are that:

  • There were more leadership vacancies on offer during 2022 that during the previous two years, when recruitment was badly affected by the covid pandemic
  • In the primary sector 2034 headteacher vacancies were recorded during 2022, compared with 1,556 during 2021. In the secondary sector, the numbers were 585 headteacher vacancies in 2022 compared with 368 during 2021.
  • For schools advertising during the 2021-22 school-year there was a re-advertisement rate for primary schools of 25%, and 19% for secondary schools. The South East was the region with the highest re-advertisement rate for primary headteachers
  • Schools advertising for a headteacher outside of the first quarter of the year were more likely to need to re-advertise their vacancy, as are schools that differ from the norm in size, type of school or control by a faith grouping.
  • After two years of lower vacancy number for deputy headteachers, 2022 levels recorded a rebound to pre-pandemic numbers across both the primary and secondary sectors.
  • There was a strong demand for assistant headteachers in both the primary and secondary sectors during 2022. The grade is now popular in schools across more regions than previously.
  • One effect of the covid pandemic may have been more retirements of senior leaders. Any effects resulting from ‘long covid’ on the labour market for senior staff in schools is yet to be fully appreciated. 

Readvertisement rates are for the 2021-22 school year to allow for re-advertisements during the autumn term to be included in the totals. Re-advertisement rates in the primary for headteacher vacancies are towards the lower end of expectations, whereas re-advertisements for secondary headships are at a percentage more in common with long-term trends.

The most interesting statistic is the increase in vacancies for assistant heads during 2022. Is this because middle leaders of large departments need the salary available on the Leadership Scale to attract them to apply for such posts, especially in high cost areas in and around London? Some of the increase may be due to new schools building up their leadership teams, but that fact alone does not seem sufficient to account for the increases.

What will 2023 bring in terms of leadership vacancies? As around half of such vacancies appear during the first three months of the year, we won’t have long to wait to find out.

London teacher labour market most active

August was a more active month than normal in the labour market for teachers. Although vacancies in the primary sector were subdued, the secondary sector remained active, with nearly 800 new vacancies published during the month according to TeachVac www.teachvac.co.uk

Nearly two thirds of the vacancies, 64%, were posted by located schools in London, the South East and East of England regions, with the remainder of the country accounting for only around a third of vacancies. In some subjects, the percentage was even higher, with 29 out of the 40 posts for teachers of geography listed by schools in these three regions. No such posts were tracked across either the North East or North West regions.

As might be expected, demand for teachers of history during August was limited, with just 14 posts identified. Interestingly, only two of these posts were advertised by schools in London and the three regions of London, the South East and East of England only accounted for 5 of the 14 vacancies.

TeachVac provides a regular monthly newsletter for both schools and teachers. The service is free to teachers, as is the use of the jo board to match teachers to vacancies on a daily basis.

Schools pay a nominal fee of £10 for their newsletter.

From the end of this month, TeachVac will end its free matching service for schools. To cover its operating costs, and ensure that data collection remains of the highest quality, from October schools are being asked to pay £1 for every match made between a teacher and one of their vacancies. There is an annual limit of £500 per secondary school, beyond which point remaining matches in the 12 months are free. For primary schools, the cap is set at £75. This means just 75 matches are required to hit the limit, and all further matches that year are free.

During September, TeachVac has put in place a special offer of £250 for secondary schools and just £50 for primary schools: effectively, half-price for an annual subscription regardless of the annual number of matches made during the year.

To date, in 2022, TeachVac has made 1.95 million matches between jobseekers and schools with vacancies, covering both state-funded and private schools across England. By the end of September, the 2 million matches mark will have been passed.

Headship: does school type matter when recruiting?

How much does the type of school matter when trying to recruit a new headteacher? More many years than I can count, indeed almost since I started researching the labour market for school leaders in England, way back in the1980s, it has seemed that data has always pointed to certain schools finding recruitment a challenge.

So, with a bit of spare time, I thought I would look at the experiences in one large shire county (not Oxfordshire) in the period between January 2021 and the end of July 2022.

Interestingly, although Infant schools appear to fare better than other schools in terms of recruiting after a single advertisement, three of the ten schools in the table placed their first advertisement during either June or July of 2022. Discounting those schools produces a 2+ percentage for infant schools of 61% and not 52%. This is the same as for Church of England Primary Schools.

However, although most infant and junior schools in this locality are Maintained schools, there are some Church of England Infant and junior schools, and they seem more likely than the maintained schools to have to re-advertise.

Indeed, Church of England schools account for all of the primary schools with more than two rounds of advertisements for a headteacher. These include one school with the original vacancy plus six rounds of re-advertisements and another school with the original advertisement plus nine further rounds of advertisements between May 2021 and June 2022.

In any normal year, about half of headteacher vacancies appear between January and March. Vacancies advertised later in the year tend to be harder to fill unless there is local interest in taking on the school. Unless a primary school has access to subscription advertising for its vacancies, this can become an expensive business, especially for a small primary school. MATs may be able to cover these costs, but with local authorities not able to top-slice school budgets in the same way, this can be an expensive problem for governing bodies, especially if headteachers only stay in post for a few years in such schools.

There is much less of an issue in filling vacancies for headteachers of secondary and all-through schools, although some of the same caveats about timing remain. Also, for the secondary sector, the type of school and its Free School Meals ranking outside of recessionary times may affect the degree of interest. These issues are discussed further in TeachVac’s annual review of the leadership labour market in England.

So, a community primary school advertising in January each year should have little difficulty finding a new headteacher. The governing body of a Church of England school whose headteacher needs replacing in June will probably find themselves facing a challenge in their search for a replacement.

The reports are currently useful for those considering the shape of teacher preparation provision in the future by demonstrating the actual need for teachers in specific parts of the country across both the State and private school markets. The DFE’s own evidence doesn’t take into account the private sector demand for teachers and misses out on some school in the TeachVac pool.

TeachVac’s reports can also be useful for those concerned with professional development by identifying middle and senior leader vacancies where the new postholder may need some professional development.

The basic reports on an individual or group of local authorities costs £250 per primary or secondary sector for a 12-month subscription.  Prices for other grouping or for multiple groupings are negotiable depending upon the amount of work required.

Forget the White paper: the crisis is now

There must be a lot of nervous secondary school headteachers at the start of this Easter break. Over the past two weeks TeachVac has recorded 7,800 new vacancies for teachers. These vacancies have been posted by schools across England, but especially by schools in the South East Region. Nationally, the total is a record for any two-week period during the past eight years that TeachVac has been collecting data on vacancies from state and private schools across England.

I can confidently predict that not all these vacancies will be filled, and that some will be filled by teachers with ‘less than ideal’ subject knowledge. So bad is the situation nationally that one major international recruitment agency is offering a rereferral bonus of £250, presumably to attract new teachers to its books to help fill vacancies. With the size of TeachVac’s list of candidates that are matched each day with vacancies that puts an interesting valuation on the company.

Seriously though, TeachVac has an index that compares recorded vacancies with the reported number of trainees from the DfE’s census. This system has used a consistent methodology for eight years and is now also showing signs of how much stress the system is under. Not for twenty years, during what was the severe recruitment challenge around the millennium, have secondary schools, especially in parts of the south of England, but not exclusively in that area of the country, faced recruitment challenges on the present scale.

As readers of previous posts will know, the intake into training for September 2022 isn’t looking healthy either at present as was confirmed in the chat during the recent APPG webinar on the White Paper.

With fewer partners of EU citizens probably coming to work here as teachers while their partners used to work elsewhere in the economy, and the international school scene not yet affected by the geo-politics of the moment, it is probably correct to talk of an emerging crisis now reaching most parts of the curriculum outside of schools recruiting primary school teachers and physical education, history and art teachers in secondary schools.

The predictions about any crisis and its depth compared to previous years will be confirmed if there are a large number of re-advertisements in early May, especially if they come with added incentives such as TLRs and Recruitment and Retention bonuses as schools seek to ensure timetables are fully staffed for September 2022.

One casualty of the present situation may well be the levelling up agenda in a market-based labour market. All else being equal, where would a teacher choose to work, a school that is challenging or one that is less demanding?  Last spring, I wrote a blog about the challenges schools in the West Midlands with high levels of free school meals faced in recruiting teachers when compared with other schools in the same area. TeachVac is again collecting this data for schools across England.  However, with this level of vacancies we won’t have the funds to analyse the data this year.
