Understanding Academy Finances

Recently, I came across a new study into the income and expenditure of academies by Xeinadin https://www.xeinadin-group.com/industries/academies/ When following up on that report, I also came across another and lengthier report from Kreston Reeves https://www.krestonreeves.com/news/academies-benchmark-report-2021/ published last month.

Both are interesting in their own ways. However, neither accounts clearly for the fact that there are different pay areas within the School Teachers’ Pay and Conditions Document and the annual recommendations from the School Teachers Review Body. Now, these differences do not matter when percentages are used, but comparing on cash figures may introduce some distortion in the outcomes if the difference between MATs in Inner London and those outside the London and Home Counties pay band areas are ignored, although the Kreston Reeves report does have some regional benchmarking data for six areas of England. Whether lumping together London and the South East and seemingly totally ignoring the East of England is helpful is a matter for the reader to decide.

Neither report considers the labour market for teachers nor the costs associated with it in detail, although there are discussions about both staff and supply teacher costs. Future reports might like to focus on both the costs of retention over recruitment, and the most cost effective ways of recruiting new staff.

I was interested to read in the Kreston Reeves report that:

“The full financial impact of the pandemic will not be known for a while yet. As schools went back in to another lockdown in January 2021, then the savings made in the first lockdown can perhaps be expected to recur, although as there are much higher numbers of key worker children in schools post Christmas, these savings are likely to be more modest. Where this leaves the Academy sector finances for the current academic year is anyone’s guess. The length and frequency of lockdowns, the criteria for allowing children into schools, and the education provided will all have an impact.” (Page 10)

Both reports discuss the matter of how much of a school’s budget is used for central costs of a MAT. They both seem to coalesce around a figure of 5%, although some MATs do seem to operate with either a much higher or lower percentage.  

The fact that academies are on a different financial year to local authority schools isn’t an issue for these reports, but is something that makes comparisons between the different types of schools more difficult, especially over a short-period of time.

How schools receive and spend their income is a matter for public interest, and these reports are helpful, in as far as they go, in understanding the academy sector, and especially the behaviours of MATs.

As most readers of this blog will know, I personally, prefer schools to be under the democratic oversight of locally elected councillors, albeit with a significant degree of autonomy. The fact that some schools have access to considerable letting income while other schools struggle to educate challenging groups of pupils on far less financial support is but one reason to ask for a system designed to benefit all pupils and not just some.

Head Teacher Vacancies increase this autumn

More head teachers are quitting this autumn. TeachVac, the national free vacancy service for the education market in England reported a 20% increase in advertised vacancies for primary head teachers in the three month from September to end of November 2020 compared with the same period in 2019.

The figures recorded by TeachVac www.teachvac.co.uk were:

There was no such corresponding increase in secondary school headship vacancies. However, that might be down to the greater number of academies in the secondary sector, and a different attitude to filling in-year vacancies by such Trusts..

This increase comes during what is normally a quiet period for recruitment at the start of a school-year.’

The concern must be that this is an early warning sign of a large outflow of head teachers at the end of the summer term next year. Are there deputies willing to step up to the top job? The pressure of head teachers during the past year has been immense, with some having had little or no time away from school since the start of the pandemic.

Over the year to the end of November TeachVac recorded 1,383 vacancies for primary head teachers compared with 1,315 during the same period in 2019. So far, in2020, there have been 355 recorded vacancies secondary school head teachers, compared with 342 in the period between January and the end of November 2019.

Recorded vacancies for assistant head teachers and deputy head teachers have fallen so far in 2020 when compared with 2019. In the secondary sector, there has been a small increase in vacancies at both grades during 2020.

The three months between January and the end of March normally constitutes the main recruiting season for new leadership appointments. Approximately half of all such vacancies are advertised during these three months.

Suggestions on Savings ahead of the Spending Review

How might the Chancellor save money on education? Apart that is from the possible pay freeze? Over the years this blog has explored a number of different possibilities for savings. Two obvious ones are in the teacher preparation market and the cost of advertising vacancies.

The DfE uses the Teacher Supply Model to identify how many places to fund for teacher preparation courses going forward. Each year, it seems to overfund the number of places in subjects such as history and physical education, so that there are always trainees looking for teaching posts at the end of the year. Should the modelling also take into account data about vacancies to match against that of the other inputs, such as pupil numbers and the proxies for vacancies currently used in the model? Possibly several millions could be saved in fees paid to universities.

The other saving championed regularly by this blog, albeit with a degree of self-interest, is the spending on recruitment advertising by schools. The DfE has made an attempt to reduce this expenditure, but it has been half-hearted at best, and lacking in understanding of how the market operates. In the spring I offered the DfE my help in making their site the ‘go to’ place for teachers seeking jobs, but was rebuffed. Fair enough, but it is worth reading my recent post of the £3 a vacancy cost for recruitment.

Supply teaching is another expensive cost to many schools, especially this year with teachers either self-isolating or off sick with covid-19. Could bringing this spending back ‘in house’ save money by removing the profit element from the cost? Worth a look given that perhaps there will be a million supply cover days this term across the country, if the estimate from one authority that I have seen is grossed up.

Procurement in general is a big area for savings, but like these other savings it challenges the assumption that market-based capitalism will regulate prices. That might be true if schools shopped around, but they don’t, and monopolistic suppliers, whether local or national, have few incentives to reduce prices and introduce new technological solutions that can cut costs for schools.

The whole area of leadership costs must be looked at. How many MAT CEOs do we need across the country? How much more does the system cost to manage than 20 years ago, and is any extra value for money as a result? May be the extra high paid jobs are an incentive for more teachers to stay in the system, rather than leave or better paid jobs elsewhere?

School need more funds, and it is worth reflecting what might happen if effective savings are not made quickly? Some small schools will close, some pupils where parents cannot afford to support the school will possibly receive a worse education than they would have do if funding had been better, and teaching will still not be a career of choice, except in a recession. Even then, it needs to be a global recession, as teachers can now find work anywhere around the world.

Enough potential school leaders?

When I wrote a blog recently about the significant level of head teacher vacancies recorded by both TeachVac and the DfE vacancy site during August, I promised to look into the possible size of the pool of school leaders able to step up to fill headships in the primary sector. The new arrangement for viewing the DfE Statistics of the School Workforce in November 2019 made this more of a challenge than in the past. Indeed, I have still not fathomed whether it is possible to add in age groupings as a variable in the composite table searchers are allowed to create from the data? This is an important variable in answering the question about leadership pool of talent since deputy and assistant heads in some age groups may be expected to be lacking in experience in post sufficient to consider promotion to a headship.

Even better would be details about age and length of service in post, something provided way back in the 1990s, but not seemingly available now without a specific data request. Perhaps the teacher associations might like to consider this issue in their next evidence to the Pay Review Body the STRB).

Historically, most head teachers are appointed from the ranks of deputy head teachers, although, as some small primary schools don’t have a deputy, a number of assistant heads or even teachers with a TRL have been appointed to headships in the past. More recently, deputy heads in secondary schools have been moved across to primary schools in the same Academy Trust in order to fill vacancies for primary head teacher posts.

Looking at the data for the last four years from the School Workforce Census, the number of full-time deputy heads in the primary sector has declined from 11,563 in 2017/18, to 10,729 in 2019/20. The number of part-time deputy heads during the same period has, however, increased from 1,062 to 1,236. Nevertheless, the size of the pool has not grown. This is despite the number of schools remaining almost constant during the same period, the total altering only from 17,191 to 17,178.

Assuming some 2,000 primary head teacher vacancies each year, with 25% being taken by existing head teacher changing schools, this would create a demand for 1,500 first time head teachers each year. Assuming ten per cent of the 12,000 deputy heads are too new in post to consider promotion and a further 10% are too old to be still interested in headship, the remaining 10,000 or so leaves a generous margin of possible applicants.

However, other considerations then come into play; type of school – infant, junior or primary; organisation – maintained or academy; religious affiliation or none – Church of England, Roman Catholic, Methodist, Jewish, Greek Orthodox; Sikh, Muslim; size of school – one form entry to four form entry or larger?

All these variables can affect the size of the possible pool of interested applicants. A further wrinkle is the time of year a vacancy is advertised. Historically, 50% of vacancies appear in the January to March period and are the easiest to fill as that is when the majority of applicants are job hunting. Happy Birthday

Today is the 150th birthday of the 1870 Education Act. This was the Act of Parliament that established State Schools in England for the first time. There had been funding for schools before this date, but 1870 marked the start of a State education system.

However, there was no requirement in the Act to send children to school, and there still isn’t. Parents must educate their offspring, but it is up to them how to do it. If they make no provision, then the state school system is the default catch-all option: parents cannot simply ignore the issue of education once a child reaches statutory school age.

It is perhaps symbolic that the Prime Minister has chosen today, probalby unknowingly, .to talk of the new term and a ‘moral duty’ to get all children back to school.

As I said in an earlier post, I worry not for the children, but for those they come into contact with both at home and at school. High risk teachers should be deployed working with high risk and self-isolating children that cannot attend school by using the developing technology to offer appropriate learning strategies available to all.

Much also needs to be achieved with those that have fallen behind over the past five months so that they can catch-up without just facing a diet of just English and mathematics.

Cash strapped local authorities need to consider retaining uniform grants for those pupils attending schools requiring special clothes whose parents are unable to afford the cost of this specialist clothing. Schools should also make uniform optional, and not mandatory, in the present climate, and certainly not use it as a means of discrimination against certain pupils.

The government must also not forget further education and apprenticeships. Those with long memories will recall the TVEI scheme of the 1980s. Perhaps it is time to create a 20th century version, so that no young person leaves education without some offer of continued education or employment.

Local authorities should investigate how much cash they have taken from maintained primary schools through the Apprenticeship Levy that is currently sitting in bank accounts and set up task forces to ensure it can reduce youth unemployment locally. There is no point in giving the cash back to government. The same is true for the MATs.

MATs, diocese and local authorities should also review the level of school balances. Now is the time to spend them and not to leave them in the bank doing nothing. It is just a rainy day, but a monsoon of unimaginable proportions. If head teacher need convincing, then offer suggestions for how the cash can be spent.

Finally, I have suggested before that the class of 2020 that graduated as teachers all be offered work in view of the steep decline in vacancies that has led to many not being employed for September.

Let us celebrate this special day in the history of education in England by working to provide the children of today with the best possible education in these unprecedented times.

Can a mean be mean?

When I first moved from teaching in a Tottenham secondary school to higher education in Oxford I brought with me an interest in the disparity of funding for schools. Partly this was because working in Haringey, and having been brought up right on the border with the London County Council – by then the Inner London Education Authority – I was aware of the disparity of funding for schools in Haringey compared with those just across the border in Hackney.

One of the early books I read on the subject was by John Pratt and his co-authors and was entitled ‘Depriving the Deprived’. Published in 1979 by what was then, Kogan Page. The book was based upon research that looked at school funding in one London borough over the course of a single year.

I was reminded of this when looking at the latest Free School Meals data for England, published by the DfE last Thursday. As a measure of potential deprivation it as good as it goes. If you consider Oxfordshire, generally rightly regarded as an affluent part of South East England, by the data on Free School Meals taken on census day for the six parliamentary constituencies, you find the following

Within Oxford East, some wards will be even worse ranked than others. Now this shouldn’t matter with a National Funding Formula for schools. But it does, because not all the funding calculations take into account differences between schools, rather than between local authorities. Indeed, if each district council area was a unitary council with education responsibility their funding might be different. But, none of the districts are large enough to ‘go it alone’ in the present funding regime.

As a result of the general affluence of Oxfordshire, the nine most deprived council wards in the county; five of which are in Oxford East constituency; three in Banbury and the other one in Oxford West and Abingdon constituency, probably lose out on funding compared to if they were part of a urban area. Such funding arrangements do not help close the achievement gap between high performing areas and the lowest performing schools in the county.

Now, of course, if all secondary schools in the county were in a single Multi-Academy Trust, the Trust could move funds around to mean the extra need of schools in deprived area, albeit by reducing the amount some schools received. However, with many different Trusts, and one remaining maintained secondary school, this option isn’t possible.

Another option of creating an ‘Opportunity Area’, used by Conservative governments in some other parts of the country, mostly in the North of England, doesn’t seem to be open to East Oxford, even though it has been suggested as an option.

So, taking the mean as a measure of funding may really mean depriving those living in some areas 40 years after the issue was exposed in one London borough.

Education for All

The new Report from the Education Policy Institute (EPI) about exclusions, building on their work earlier this year, is deeply worrying. https://epi.org.uk/wp-content/uploads/2019/10/Unexplained-pupil-moves_LAs-MATs_EPI-2019.pdf

Among the most concerning of EPI’s new findings are;

Amongst the 2017 cohort of pupils, we also found that approximately 24,000 children who exit to an unknown destination do not return to a state-funded school by the spring term of year 11.

The vast majority of unexplained exits do not appear to be a managed move.

51.9 per cent of all unexplained exits are to an unknown destination in the term following the exit.

Both LAs and MATs among the school groups with higher than average rates of unexplained exits, i.e. this is not a problem that is most prevalent amongst a particular structure of school governance. However larger MATs (those with at least ten schools with secondary pupils) all have above average rates of unexplained exits.

These snippets, taken from the Key Findings of a long and detailed report, suggest a system that is not operating to educate all children. Some teenagers have never been easy to educate. Indeed, challenging though schools are today most are not the same as they were up to the 1990s.

There is undoubtedly a trade-off to be had between the cost of educating challenging pupils and the funding a school receives. This trade-off may be starker in areas where Pupil Premium and High Needs Block funds are lower because of high employment and government funding calculations.

Nevertheless, the issue cannot and should not be solved by schools excluding pupils with nowhere to for them to go. EPI might also like to look at pupils that move into an area mid-year and the extent to which some of those with challenging problems are not offered school places.

The education of all our children is an issue for government to tackle. In the present governance hiatus, only central government can identify and tackle both the root causes of the problem and those schools and MATs that are the worst offenders. Ministers have been willing to take on academy trusts over the issue of high pay for Chief Executives. This is another issue for action by central government, with Ofsted, Regional School Commissioners and the Education and Skills Funding Council all acting together.

There is little local authorities can do except identify the size of the problem in their area and ensure missing children are identified and then put pressure on schools. But, with budgets largely in the hands of schools, there is little authorities can do even with maintained schools, and virtually nothing with these academy chains, often with headquarters located far away in another part of the country.

Sadly, one casualty of any intervention might be the right of genuine home schoolers to educate their children as they see fit without the need to keep the authorities informed. This principle goes back to 1870 and the start of state education. However, it must be at risk if it allows for a system that lets so many young people disappear from sight before the end of their statutory education. Out of sight must not mean out of mind.

More wasted cash?

The DfE has today updated the list of academies (SATs and MATs, but possibly not MACs) where there has been a change in overall responsibility, either from a standalone academy (SAT) into a multi-academy Trust (MAT) or between MATs. https://www.gov.uk/government/statistics/academy-transfers-and-funding-england-financial-year-2018-to-2019

These changes are generally not cost free. They can take place for a variety of reasons including, ‘due to intervention’, usually after an inadequate rating by Ofsted; ‘initiated by the Trust’ and as a result of the fact that the Trust ‘sponsor closed’. The last of these reasons seems to have incurred costs of around £3 million in the 14 months from January 2018 to February 2019. The DfE can offset such costs against any balances held within the Trust, but that cash cannot then be spent on educating the pupils.

Now it has to be recognised that in the past costs were incurred in dealing with failing local authorities. Hackney in the early years of the Labour government was one example, and I think that Bradford was another. Indeed Commissioners are still sent into Children’s Services rated as ‘inadequate’. However, the ability of trustees to effectively close their Trust brings a new dimension to this issue. I suppose that some of these Trusts might have, so to speak, fallen on their sword before they were the subject of intervention by the Regional School Commissioner’s Office.

Nevertheless, the fact that trustee can voluntarily decide to abandon one or all of their schools at a cost to the system does raise questions about the best use of scarce resources, an issue highlighted in the previous post on this blog.

There also doesn’t seem to be any requirement on trustees to think of others when making decisions to close a SAT or a MAT. There are times of year when such actions might be allowed, but others where it should be banned. I recall a few years ago a MAT announcing the closure of a school a couple of weeks before the notification of places for the following September was to be relayed to parents. The local authority had to re-run the whole exercise for that area, with a waste of time and money. Those costs would presumably not be included in the figures provided by the DfE, and I suspect the local authority were not reimbursed for the time an effort of their officers in ensuring every pupil had a place at secondary school that September.

The DfE might also like to publish a list of ‘orphan’ schools, declared ‘inadequate’ by Ofsted and requiring conversion to academy status but finding it a challenge to secure a MAT willing to embrace them.

I don’t know whether the Select Committee in their Inquiry into school funding looked into this sort of cost to the system, if not, then they might like to put such a study on their list for the future.

As I have written in previous blogs, there are some areas, such as pupil numbers increases, where costs cannot be avoided. There are other areas where reducing waste should be a real priority for the system. This looks like an example of the latter.

How to manage schooling in England?

The Confederation of School Trusts, led by their able chief Executive, Leora Cruddas, don’t often rate a mention on this blog.  However, their latest attempt to cut through the Gordian knot left by Michael Gove’s half completed reform of the school system in England does at least offer an opportunity for those interested in the matter to once again state their views and why they hold them?

As an elected Councillor, Deputy Chair of an Education Scrutiny Committee, and a long-time supporter of a school system with local democratic involvement, unlike the NHS where most decisions are driven either from Whitehall or by professionals, I might be thought to be miles apart from CST’s view: we shall see.

The CST introduction to their latest survey focuses on five key areas for their White Paper:

  • One system – as opposed to the current “expensive and confusing” two-tier system, one of standalone schools maintained by local authorities and one of legally autonomous schools, many operating as part of a group or school trust
  • Teacher professionalism – the CST is proposing to establish a body of knowledge which supports initial teacher education, induction and post-qualifying professional development
  • Curriculum – the CST proposes that school trusts have clearly articulated education philosophies and harness the best evidence on curriculum design and implementation so that every pupil is able to access an ambitious curriculum
  • Funding – the CST is today launching an online tool to help schools and school trusts strategically plan, and is also publishing a paper highlighting where strategic additional investment is needed
  • Accountability – the CST believes there should be a single regulator and, separately, an independent inspectorate, each with clearly understand authority, decision-making powers, legitimacy and accountability

On the first bullet point, I would add that in my view is really 3 systems, with standalone academies and free schools being different to MAT/MACs.

Can Academies and Free schools be like the voluntary school sector of the past and MAT/MACs act like diocese in relation to local authorities?

How many organisations do we need? There are 150+ local authorities of varying sizes: how many do we need at that tier, 200, 250? Certainly not the wasteful and expensive arrangements that currently exist across the country. The fact that the government has had to clamp down on top salaries in MATs, this at a time when schools are strapped for cash, makes the point more eloquently that any diatribe about CEOs pay packets.

Pupil place planning and in-year admissions are key tasks needed in a properly managed system. Someone needs to guarantee children taken into care for their own safety and moved away from the parental home can secure a new school place quickly, and also ensure in-year admissions for pupils whose parents move home are not left for long periods of time without a school place, especially if they have special needs and an EHCP.

Perhaps a national fund to help ensure rapid transfers for pupils with an EHC plan or needing SEN support might help. Local Authorities could draw on the fund without it affecting their High Needs block funding.

The CST also needs to reflect how school transport is to be managed in any changed system.

On teacher professionalism, will the CST support my view on the need for QTS to be defined more closely than anyone with QTS can teach anything to any pupil in any type of school?

Muddled governance doesn’t help teacher development and retention

The publication of the Education Policy Institute’s (EPI) study on teachers   https://epi.org.uk/publications-and-research/teacher-recruitment-progression-and-retention-in-multi-academy-trusts/ – based mostly around those in MATs – has coincided with the OECD’s TALIS report. I am not sure whether that is coincidence or a deliberate decision by David Laws and his team? Either way, there is some interesting information and some disturbing issues in the EPI document.

EPI divide the world into two, local authorities and MATs. The MAT group is then further sub-divided and, I assume, includes stand-alone academies? Both groups are considered by primary and secondary phase.

Given that academies were created to bring the free market into education, the notion of a governance system that requires such schools and groups to collaborate for the good of all is an interesting development.

At present, there are three parallel governance system with little overlap, maintained schools; stand-alone academies and MATs. This can produce either diverse policies in a local area or no policy at all. Indeed, it is significant that EPI avoided discussing the special school sector; as do so many commentators and think tanks. Planning for that system is shambolic at present and our most vulnerable learners are losing out, as the BBC revealed earlier today. https://www.bbc.co.uk/news/education-48663873 Local Authorities need to either be allowed to plan places properly for this sector or the DfE should take over the responsibility. The lack of geographical proximity may be one of the reasons for this MAT highlighted by the BBC is having problems in the SEN sector https://www.bbc.co.uk/news/uk-england-berkshire-48691736

As the period that EPI reviewed was one when many schools transferred to academy status, the findings on turnover and promotion might not be the same once the system has settled down. However, the ages of appointment to senior leadership don’t look very different to the longitudinal study of leadership appointments I conducted for the NAHT during the first decade of this century. These figures are still bad news for late entrants to teaching seeking a career beyond middle leadership.

On the issue of central recruitment by MATs, TeachVac has seen evidence of a return to individual school recruitment sites; presumably candidates don’t identify with MATs as a source of vacancies and, apart from TeachVac, many recruitment sites might not pick up these vacancies if candidates aren’t looking for them.

EPI ducks the central question of geography in its recommendations, focusing instead on what MATs might do, perfectly sensible as suggestions go, but not addressing the key issue. If there is a shortage of cash for education, why are we wasting it creating lots of min-school system without democratic accountability: has nothing be learnt from the NHS that has operated on such a model for all the time it has been in existence.

Even more than the NHS schools, and especially primary schools, are rooted in their communities. As Oxfordshire’s Education Scrutiny Committee members discussed with the RSC officials earlier this week the issue of who takes the lead if rural primary schools are financially nonviable. If the consequence of school closures is higher transport bills, paid for by council tax payers, can a policy that keeps the schools open for less overall cost be agreed between local authorities, MATs, diocese and the DfE. If not, not only is government inefficient, but also lacking in coherent strategic planning.
