Ethnicity issues remain for new teachers

Data published by the DfE for the 2023/24 postgraduate cohort of trainees achieving QTS (Qualified Teacher Status) showed that differences still remain in regard of entry into the teaching profession between different ethnic groups on two counts. Firstly, the percentage trainees achieving QTS, and secondly, the percentage employed in State-Funded schools.

The outcomes were more favourable for the dominant White group. 94% of this group achieved QTS, compared with 93% for the Black and Mixed Group’s trainees and 93% from the Asian Group.

Teachers from the White group were also more likely to be working in a State-Funded school by the time the data was collected. 77% the White Group that had achieved QTS were teaching in a State-Funded school. This compared with 75% of the Mixed and Multiple ethnic groups; 74% of the black Group and just 69% of the Asian group.

Despite the number of teachers from the Asian group not working in State-Funded schools, this group still accounted for 12% of entrants. The black group accounted for 5% of entrants and Mixed and Other ethnic Groups together made up another 6% of entrants. The White group, of some 11,570 teachers, accounted for 76% of entrants. 

Sadly, it isn’t possible to track the whole journey from application to train as a teacher through to working as a teacher with QTS for each ethnic group. It is also not possible to see whether certain routes are more or less favourable to certain ethnic groups. Both those sets of data would help illuminate possible areas of concern within the process of how graduates become a teacher.

The DfE has also included some experimental regional data about outcomes that would also be useful to see by ethnic groups because, historically, the Asian and black groups applicants and trainees have tended to be concentrated in specific urban areas.

The DfE data suggested that fewer trainees achieving QTS were employed in State-Funded schools in the north of England than the south. The region with the highest percentage employed was the East of England, were 82% of those achieving QTS were employed in a State-Funded school. 

Another indicator where there are no published data on trainees by ethnic groups are in respect of new graduate and career changers. For the purpose of the employment data for those with QTS, the DfE splits the trainees into two groups; those under 25 that might be assumed to be mostly new graduates and those over 25 that will predominantly be career changers. Those in the over-25 group were less likely to achieve QTS, but there was no difference among those with QTS in terms of the percentage working in State-Funded schools.

What’s the purpose behind school funding?

The National Audit Office (NAO) has issued a report into school funding. https://www.nao.org.uk/report/school-funding-in-england/?slide=1

The present, and relatively new, National Funding Formula has exercised this blog on a number of different occasions. As recently as early May, I wrote that

The current National Funding Formula is fine as far as it goes. However, as I have written before on this blog, it is based upon a notion of equality that resembles the ‘equal slices of the cake’ model of funding distribution. That’s fine if that’s what you want out of the Formula, and the f40 Group of Local authorities have tirelessly campaigned for fair – more- funding for their areas. Again, they are right to do so.

However, if the new agenda has leveling up at its heart, then it is necessary to ask whether the present method of distributing cash to schools and other education establishments will achieve that aim? Leveling Up will need a new Funding Formula (posted 9th May 2021)

The NAO’s view as summarised in their conclusions is that:

‘With the introduction of the national funding formula, the Department has met its objective of making its allocations more predictable and transparent. However, it is difficult to conclude definitively on whether the Department has met its objective of allocating funding fairly with resources matched to need. There has been a shift in the balance of funding from more deprived to less deprived local areas. This shift has resulted mainly from changes in relative need and the introduction of minimum per-pupil funding levels. Although more deprived local authorities and schools continue on average to receive more per pupil than those that are less deprived, the difference in funding has narrowed. The Department must evaluate the impact of the national funding formula and minimum funding levels over time and use that information to inform whether further action is needed to meet its objectives.’

They also say of school funding in general that:

‘After real-terms reductions in school funding in the two years to 2018-19, the Department has since increased funding and plans further rises. Because of growing pupil numbers, average per-pupil funding was virtually unchanged in real terms between 2014-15 and 2020-21. The increases in cash funding did not cover estimated cost pressures between 2015-16 and 2019-20 but were projected to exceed them in 2020-21, although the Department has not factored in the potential impact of COVID-19 in this assessment.’

The message on deprivation is not good news, especially for the urban areas where large areas of deprivation are more closely linked to local government boundaries. The NAO make it clear that the DfE has allocated the largest funding increases to previously less well funded areas, which tend to be less deprived. (para 14)

Realistically, in my view, there needs to be a funding formula that is aligned with policy objectives. For instance, there should now be enough data about Opportunity Areas to see whether they have been any more successful that previous attempts at area based schemes to improve outcomes or whether national schemes such as the Pupil Premium offer better value for money?

This is an important report for anyone that needs to understand the niceties of school funding and there, as expected, some useful diagrams and charts to help explain how school funding works.

Poverty is not destiny – OECD PISA Report

OECD published the latest of its PISA studies today. This is a long and complex report and I am grateful to those that have already pointed the way to some of the key points. Generally, the data is for the United Kingdom and not just England.

As in previous studies, the urban regions of China entered plus some other Asian economies provide outstanding outcomes among fifteen years olds taking the survey tests, especially in maths and reading. The report can be found at: http://www.oecd.org/pisa/publications/pisa-2018-results.htm

What follows are some of the comments that caught my eye at a first glance. The most significant challenge, especially in the light of the Prime Minister’s comments on parity of esteem is whether selective secondary education is good for the economy? Such schools are certainly good for those that attend them. But, for the nation as a whole?

The OECD believes that “it remains necessary for many countries to promote equity with much greater urgency.” While students from well-off families will often find a path to success in life, those from disadvantaged families have generally only one single chance in life, and that is “a great teacher and a good school. If they miss that boat, subsequent education opportunities will tend to reinforce, rather than mitigate, initial differences in learning outcomes.

One in ten disadvantaged students was able to score in the top quarter of reading performance in their country/economy, indicating that poverty is not destiny. The data also show that the world is no longer divided between rich and well educated nations and poor and badly educated ones. The level of economic development explains just 28% of the variation in learning outcomes across countries if a linear relationship is assumed between the two.

In over half of the PISA participating countries and economies, principals of disadvantaged schools were significantly more likely than those of advantaged schools to report that their school’s capacity to provide instruction is hindered by either a lack of or inadequacy of educational material; and in 31 countries and economies, principals of disadvantaged schools were more likely than those of advantaged ones to report that a lack of teaching staff hinders instruction. In these systems, students face a double disadvantage: one that comes from their home background and another that is created by the school system. The report concludes: “There can be numerous reasons why some students perform better than others, but those performance differences should never be related to the social background of students and schools.”

Many students, especially disadvantaged students, hold lower ambitions than would be expected given their academic achievement. In the United Kingdom, about one in three high-achieving disadvantaged students – but fewer than one in ten high-achieving advantaged students – do not expect to complete tertiary education.

Some 81% of students in the United Kingdom (OECD average: 74%) agreed or strongly agreed that their teacher shows enjoyment in teaching. In most countries and economies, including in the United Kingdom, students scored higher in reading when they perceived their teacher as more enthusiastic, especially when students said their teachers are interested in the subject.

The OECD findings also reveal how the foundations for education success are laid early. Students who had attended pre-primary education for longer scored better in PISA than students who had not attended pre-primary education. Between 2015 and 2018, the share of 15-year-old students who had attended pre-primary school for three years increased in 28 countries. Despite this advantage, in 68 out of 78 education systems with comparable data, students who had not attended pre-primary education were much more likely to be socio-economically disadvantaged and enrolled in more disadvantaged schools at the age of 15. This highlights how access to pre-primary education often reinforces educational disparities

Are new graduate entrants to teaching still predominantly young, white and female?

In the Summer of 1996, I contributed an article to a special edition of Education Review – produced by the NUT’s (now the NEU) Education and Equal Opportunities Unit – this special issue was entitled ‘reasserting equal opportunities’ and my contribution was on the issue of equal opportunities in teacher training. I concluded that article by asking the question; “young, white and female, is this the picture of the average new entrant to the profession?” (Howson, 1996)

How much has changed since then? Is that picture of the new entrant still recognisable today? This question is especially interesting, as during the intervening two decades the undergraduate route into teaching has reduced almost to nothing for secondary trainees, and by a considerable margin for those wanting to train as a primary school teacher. At the same time, the various employment-based routes such as FastTrack and the GTP (graduate Teacher Programme) have come and gone, although Teach First has stayed the course and wasn’t in existence in the 1990s. School Direct as well as apprenticeships have appeared on the scene.

My original article used data from the middle of a recruitment cycle. For this comparative piece, I have chosen to look at either end of cycle data, or DfE data about the workforce, where comparable data about trainees no longer exists in the public domain.

The late 1990s were a period similar to 2019 with teacher training providers struggling to fill all the targets for training places set them by the then Teacher Training Agency (TTA) on behalf of the government’s Department for Education and Employment, as the DfE was then known. As I wrote in the 1996 article:

“Teacher Training is entering a period of rapid growth…. The challenge may be just to fill as many places as possible if graduate recruitment in the wider labour market remains buoyant. “ Howson, 1996, 36)

Such a comment could also easily have been made about the 2018/19 recruitment round.

The first criteria considered in the original article was that of the age of applicants. In 1997, as now, UCAS was responsible for managing the application process for graduate trainees into teaching. In those days it was through the Graduate Teacher Training Registry (GTTR), part of the UCAS Small Systems Department.  These days, the process is no longer handled by a separate department with its own Board and structure, but is part of the main UCAS system.

Although different age bands are now used for age groupings it is possible to consider three groups of applicants by age; those in their 20s, 30s, and 40 and above.

Interestingly, the profile of applicants is now older than it was in 1997. There has been a reduction in the share of applicants in their 20s, and an increase in the share of older applicants in their 40s or 50s. However, the change in profile might have been expect to have been in the other direction with the loss of many undergraduate training places meaning young would-be teachers might have been expected to seek a training place on graduation..

Nevertheless, because there are more applicants overall in 2019 than in 1997, there were more actual applicants from these younger age groups in 2018/19, but not enough to increase their share of the overall total of applicants.

There were some 9,159 applicants in the 20-22 age bracket out of a total of 33,612 applicants in 1997, but by 2019, the number had increased to 10.960 out of the total of 40,540 applicants.

How likely were applicants of different ages to be offered a place on a course?

In the 1997 group, there was a clear association of offers of a training place with the age group of the applicant

Altogether, around two thirds of the youngest and new graduates were offered a place compared with less than half of graduates in the 46-50 age-grouping. The percentage for the very small number of those over 50 seeking to train as a teacher suggests that many may have sought pre-selection before submitting a formal application to train.

Interestingly, by 2019, the same pattern of a decline in the percentage of applicants made an offer by increasing age group still held good. However   the percentage of applicants being made an offer was much higher, especially among the older age-groupings. For instance, although there was only a 14% increase in the percentage of the youngest group made an offer, the increase for those in their late 20s was around the 20% mark. However, the increase for applicants in their 40s was less at between 8-13%.

The changes in approaches to the teacher training landscape between 1997 and 2019, including the reduction of undergraduate places in both primary and secondary courses and the shift post-2010 to a more overtly school-led system, does not significantly seem to have altered the attitude to older applicants.

The case can be made that all age-groupings seem to have benefited from the change, but this would be to ignore the increase in demand for teachers in the period leading up to 2019, as the school population increased once again, firstly in the primary sector and more recently in the lower secondary years.

Sadly, it isn’t possible to identify trends in individual subjects at this point in time because UCAS no longer publishes a breakdown of applicants by subject, as was the case in 1997. The statistics are available for ‘applications’, but not for applicants, even at the macro level of the primary and secondary sectors. However, they are available for the regional level; a piece of data not provided in 1997.

This is not a precise measure, because it depends upon a number of different variables, including the pattern of applications across the year and the available number of different places in each secondary subject and in the primary sector there were to be filled in each region. However, since most secondary subjects did not have recruitment controls in places during the 2018/19 recruitment round, the latter concern may be less important as a factor than the former.

It is worth noting that London, the region with the greatest demand for new teachers from both the state and private sector schools, had the lowest offer ratio to applicants of any region in the country. By way of contrast, the North East, where vacancies are probably at much lower levels, had the highest percentage of applicants offered a place. One reason for this may be that the graduate labour market in London is much better developed than in the North East. As a result, applicants to teaching may be of a higher quality in the North East than in London, where there are more opportunities for new graduates to secure work. More applicants in the North East may also apply earlier when courses still have vacancies. However, this has to be just speculation.

The third aspect of the original article dealt with the race of applicants to teacher training. In 1997, UCAS produced excellent data about applicants and their declared ethnic backgrounds. In the 2018/19 monthly data from UCAS there is no information about this aspect of applicants. In some ways this is understandable, since the population is much more complex in nature now than it was even 20 years ago. There are more graduates that have family backgrounds that would lead them to identify as of more than one grouping. However, this lack of regular data does mean that it isn’t easily possible to determine whether all applicants are treated equally.

In the 1996 article, I wrote that:

“It is clear that members of some ethnic groups are less likely to find places on PGCE courses than white applicants.” I added that “These figures are alarming” and that “If graduates with appropriate degrees are being denied places on teacher training courses in such numbers, much more needs to be known about the reasons why.” During the period 2008-2011, I was asked to conduct two, unpublished, studies for the government agency responsible for training teachers (Howson, 2008, 2011). Sadly, the conclusion of both studies was that little had changed in this respect.

Fortunately, it seems as if more graduates form ethnic minority groups are now entering teaching. Data from the government’s annual census of teacher training reveals that between 2014/15 and 2018/19 the percentage of trainees from a minority ethnic group increased from 13% to 19% of the total cohort.

In numeric terms, this mean an increase of some 2,000 trainees from ethnic minority backgrounds during this period.

Although UCAS no longer provides in-year data about ethnicity of applicants, there is some data in their end of year reporting about the level of acceptances for different ethnic groups.

In the 1996 article, there was a Table showing the percentage of unplaced applicants to PGCE courses by ethnic groups in the three recruitment rounds from 1993 to 1995. What is striking about both that table, and the table below for the four years between 2014-2017 that presents the data on the percentages of ethnic groups accepted rather than unplaced, is that in both of the tables, graduates from the Black ethnic group fare less well than do White or Asian applicants. Indeed, the overwhelmingly large White group of applicants had the lowest percentage of unplaced applicants in the 1990s, and the highest rate of placed applicants in the four years from 2014-2017.

In the original article I noted that “39% of the Black Caribbean group [of applicants] accepted were offered places at three of the 85 institutions that received applications form members of this ethnic group. Thirty-nine out of the 85 institutions accepted none of the applicants from this group that applied to them.” Although we no longer have the fine grain detail of sub-groups within this ethnic grouping, nothing seems to have significantly changed during the intervening period.

Using the data from the government performance tables for postgraduate trainees, it seems that a smaller percentage of trainees from ethnic minorities received QTS at the standard time when compared to those from the non-minority community, with the percentages of those trainees both not awarded or not yet completing being greater for the trainees from the minority ethnic groups.

However, the percentage reported as working in a state school was similar at 80% for ethnic minority trainees and 81% for non-ethnic minority trainees. As there are no data for trainees working in either the independent sector or further education institutions including most Sixth Form Colleges, it isn’t clear whether the overall percentage in teaching is the same of whether or not there is a greater difference?

Conclusion

So what has changed in the profile of graduates training to be a teacher during the twenty years or so between 1997 and 2019? The percentage of trainees from minority ethnic groups within the cohort has increased. However we know their chances of becoming a teacher are still lower than for applicants from the large group of applicants classified as White as their ethnic group..

The pool of trainees is still overwhelmingly female, although there has been a shift in the age profile towards older trainees. This last change has implications, both good and more challenging, for the profile of the teaching profession. Career changers may be more likely to remain in teaching for the rest of their working lives than some young new graduates with little or no experience of the world of work. However, older trainees may reduce the possible pool of new school leaders unless those making appointments are prepared to offer leadership positions to older candidates.

However, all this may be of little more than academic interest in the present situation of a pandemic. How fast the graduate labour market, recovers, especially in London, will be a key determination of how the teacher labour market performs over the next few years and whether the gender, age and ethnic profile of those applying and accepted to become trainee teachers alters from its current composition.

Nevertheless, there are issues, not least around the ability of those graduates from some ethnic groups to access teaching as a career. There is also the continued under-representation of men seeking to join the teaching profession, but they are then over-represented in the leadership roles within education. How the government addresses the issue of equal opportunities in teaching as a profession also continues to be a matter of concern.

Equal not fair: the new direction for education?

So Boris wants a ‘superb’ education for all children. His recipe for achieving this is to offer all primary and secondary schools the same cash amount per pupil of some £5,000. No mention of special education, further education or indeed higher education in that part of his speech.

As this blog has recorded in the past, post-16 and further education is seriously in need of a cash injection, probably even more than the schools sector. Although secondary schools will benefit from more cash for their Key Stage 3 & 4 pupils under Boris’s idea, this won’t help fully fund sixth forms and will leave further education colleges still drifting towards financial meltdown in some cases.

What is the future for the High Needs Block of funding and a ‘superb’ education for all our pupils with special educational needs? I guess much will depend upon how Mr Williamson, as the incoming Secretary of State for Education, interprets the words of his boss? Personally, I hope he reminds Boris that Eton doesn’t charge the same fees as many other private schools and asks whether he believes that what is right for public education should be applied to private schooling as well?

More seriously, the idea of the same cash for all is based upon a very simplistic notion of education, where equal means ‘the same’. In 2002, I wrote a paper for the Liberal Democrats espousing the ‘compensatory principle’. This is based upon funding the needs of a child to reach the outcome levels desired by the system: some children need more resources to achieve the desired outcome than others.

Such a principle recognises the need for additional funding for both specific children and particular areas within local government boundaries. The Coalition introduced the Pupil Premium to recognise this need, and the Mrs May’s government created additionally funded ‘Opportunity Areas’. What happens to these modification of £5,000 for all will be a real test of the values of this government.

Extensive research shows all children do not arrive at school with the same degree of development, whatever their innate capabilities. The system should recognise that fact and take it into account in funding. Furthermore, if the State mandates the same funding for all schools, should it allow schools in more affluent areas to top-up the State grant and once again create a funding differential?

The teacher associations have calculated that the headline £5,000 for all is relatively cheap to implement, costing only about £50 million a year according to the BBC. However, to restore funding levels to where the teacher associations would like them to be might cost close to £13 Billion rather than a few million pounds. Such a sum, even without the demands of the further education sector, is a different order of magnitude.

Sadly, for a Prime minister that likes headlines, the £5,000 is a good headline figure and seems like a lot of money: these days it isn’t. How schools are treated will reveal the true values off the new government.

Funding still not fair?

Is opposition to the current National Funding Formula for schools growing? There are those that see it as neither national, because it has so many variations, nor a formula, because it carries so many restrictions carried over from what went before. Indeed, the F40 Group of local authorities that campaigns for fairer funding has issued a recent document outlining their concerns about the present state of play.

In one sense the idea of every child having a basic unit of funding tied to the provision of their education has been the Holy Grail of many educationalists ever since the autonomy of local authorities over education funding began to be curbed around the time that local management of schools or LMS began to be introduced in the early 1990s.

At that time there were wide disparities in the funding of schooling across the country. Local business rates meant that Inner London had access to vast resources of income generated from the City of London and the West End. At the other end of the scale were former manufacturing areas and many rural areas where income was insufficient and central government had to provide funds to support an education service. These areas were also joined by many of the shire counties where education competed with social services for a limited amount of resources.

The goal of those seeking a National Funding Formula was to level up less well funded areas, so that all received the same basic level of funding as close to that of the best as possible. Of course, if it wasn’t at the level of the best then there would be losers. The first attempt at a Formula created too many losers. It is now becoming apparent that the current version also has problems associated with it.

As the F40 briefing note says;

One of the key principles set out in the early NFF consultations, supported by f40, was that pupils of similar characteristics should attract similar levels of funding wherever they are in the country (allowing for the area cost adjustment).  Therefore, NFF should be applied to all schools on a consistent basis.  However, the protections applied, such as the 0.5% funding floor, ‘lock in’ some of the historical differences for those schools which have been comparatively well funded for several decades.

Their solution:

The government must continue to develop the national formula so that it is fit for the future i.e. is fairer, more easily understood, transparent and adjustable. Transition to the new formula is sensible but locking in past inequalities is not.

The F40 Group is also seeking continued funding flexibility to support specific local issues or organisational requirements. They assert that no two schools in the country are exactly the same, but the current formula assumes all schools are almost identical.  The F40 say that are good local reasons why some schools have costs that others do not have, and an inflexible national system cannot support these schools equitably.  As a result, some local flexibility is essential in achieving a fair formula that works and stands the test of time.

Here is the nub of the argument, how to manage a national formula with a degree of local flexibility. The government’s solution for academy chains is to allow funds to be moved between schools as necessary, but that approach doesn’t help either stand-alone academies or maintained schools.

With increasing pupil numbers and an under-funded 16-19 sector, the government has limited room for movement in the short-term, even if austerity really does come to an end as a policy objective. Perhaps we might see a return to the separation of funding into two separate funding streams with pay as one funding stream and other costs funded through a different funding stream more open to local flexibility to reflect local circumstances. This might imply a return to rigid national pay scales and limits of promoted posts to control the pay stream.

What is clear is that without more thinking, the present arrangements for school funding are likely to be unfair for many pupils across the country.

 

 

International Study on school funding by OECD

The DfE has a new benchmark by which to assess the National Funding Formula for Schools. The OECD has just published a thematic review of school funding ‘The Funding of School Education: Connecting Resources and Learning’. http://dx.doi.org/10.1787/9789264276147-en

This is an ambitious report into the issues relating to funding schools across just under 20 of the economies that make up the OECD block. In one sense the issues raised here aren’t new. Funding, and the relationship between funding and the aims of an education system, has always been a matter for debate. Indeed, ever since the governments first became involved in funding education, the key questions around how and to whom have never been far from the surface of political debate. At the most basic level, this is characterised by two of the issues discussed in the OECD report. How much funding is raised locally and where that isn’t sufficient how is it topped up, and secondly, how is the success of any funding model measured and what happens when schools fall short of successful outcomes? This includes the debate about what is meant by equality and equal opportunities. Providing every learner with the same opportunity is not the same as providing them with the same funding as something as simple as the payment of a London salary weighting in England clearly demonstrated well before the notion of Pupil and Service Children Premiums were ever considered. Finally, there is the issue of the governance, where those that raise the money often don’t actually spend it on education. This involves the quality and quantity of data necessary for this task to be effective without overwhelming the system.

The OECD Review notes that as school systems have become more complex and characterised by multi-level governance, a growing set of actors including different levels of the school administration, schools themselves and private providers are involved in school funding in many OECD countries.

The Review notes that :

While on average across OECD countries, central governments continue to provide the majority of financial resources for schools, the responsibility for spending these funds is shared among an increasingly wide range of actors. In many countries, the governance of school funding is characterised by increasing fiscal decentralisation, considerable responsibility of schools over budgetary matters and growing public funding of private school providers. These developments generate new opportunities and challenges for school funding policies and need to be accompanied by adequate institutional arrangements.

The OCED authors consider that to ‘support effective school funding and avoid adverse effects on equity in changing governance contexts, funding reforms should seek to: ensure that roles and responsibilities in decentralised funding systems are well aligned; provide the necessary conditions for effective budget management at the school level; and develop adequate regulatory frameworks for the public funding of private providers.’

It is disappointing that the home nations don’t form part of the review group of nations, although reference to issues and the literature arising from the Uk are to be found throughout the document, if the reader knows where to look., including  Dolton and Marcenaro-Gutierrez 2011 article in the journal Economic Policy, “If you pay peanuts do you get monkeys?

While this Review will be a mine of information to scholars researching the issue of funding, always recognising that some decisions are context bound and that, for instance, more rural economies may have different priorities than more urban and mixed economies, where the needs of the two groups compete with each other.

It is to be hoped that work will be undertaken to consider the differing actions of the four home nations with respect to funding against the issues raised in this review: the outcomes might be very illuminating.

 

 

 

What do we mean by equality of opportunity?

There is a lot of vacuous talk about the advantages of grammar schools, but I have yet to hear any advantages put forward for the non-grammar schools other children would attend. The general line is that they aren’t the same as secondary moderns of the 1950s.

For those that see Education Journal, there is an excellent deconstruction of Mrs May’s speech in the latest edition. It shows how she laced non-controversial points all could support with rhetoric about what she feels grammar schools do well. For an even more devastating demolition of her policy by a leading Conservative education thinker and former adviser to Mr Gove one could do better than read Sam Freeman’s piece at http://www.conservativehome.com/platform/2016/09/sam-freeman-selective-schools-destroy-choice-and-competition-why-conservatives-should-oppose-mays-plans.html it is worth noting where it first appeared.

On Tuesday, several Conservative councillors in Oxfordshire voted with the opposition parties on the county to support a motion opposed to the return of grammar schools. It will be interesting to hear whether that happens elsewhere in the country and, indeed, whether education will play a large part in the Witney by-election?

I think much of Mrs May’s approach to grammar schools is founded on a notion of equality that differs from that now accepted by many others. This was clear during the exchanges at PMQs in the House of Commons yesterday. Mrs May appears to believe we should use state resources to strive to allow everyone to achieve their best. Actually, this normally means allowing a few to achieve their best and many others to under-achieve unless you get the funding and organisation right. That’s certainly the history of selective systems.

Elsewhere the notion of equality has tended towards one where the State recognises the right of everyone to reach at least a minimum standard and that some pupils require more resources than others to achieve this goal; hence the Pupil Premium that Mrs May’s seems to support, although not perhaps as enthusiastically as her predecessor.

Many years ago Baroness Warnock discussed these different notions of education equality in a seminal article in the first edition of the Oxford Review of Education. How you allocate resources to an education system is as important as the structure of the system. A National Funding Formula probably won’t work with a grammar school system because these schools often have higher cost structures than comprehensive schools for a variety of reasons. If the grammar school policy is not quietly shelved at the end of the consultation period then I fear for under-funded schools in Oxfordshire. They are never likely to see the extra funds that they deserve.

Finally, on grammar schools, the issue of selection by house prices. I was sent the following by Chris Waterman that well known commentator on the education scene.

One of the hackneyed arguments being put forward in favour of the expansion of grammar schools is that selection by ability is fairer than selection by house price. On face value alone it’s a silly argument – it’s replacing one form of social selection with another form of social selection, and institutionalising it.

 However, it’s interesting to look at which schools command the biggest house price premium. The most recent report was published last week by Lloyds Bank. It looked at the house price premium for the top 30 state schools in England. And of course because the top 30 schools are mostly grammar schools, the schools attracting the highest house price premiums are all grammar schools. Three of the top five are Bucks grammars with Sir William Borlase among them.

 In other words, it is grammar schools that create the worst problems around house price inflation – contributing to social exclusivity in our communities. So, surely far from addressing the problem of selection by house price, more grammar schools will extend and entrench the problem?

For me, the aim is to create every school as a good school as the London Challenge strived to do, but that is not possible if we don’t recruit sufficient teachers. Perhaps the real impetus behind the move to more grammar schools isn’t to select pupils, but to select teachers.

Funding and equality

In the good old days Cabinet office guidelines recommended 13 weeks for a public consultation by a government department. The stage one consultation on the ‘Schools national funding formula’ was published on the 7th March and closes on the 17th April. This is but five weeks including Easter. The closing day is a Sunday. (There might have been an exclamation mark here, but I am trying to conform to the new DfE guidelines).

The interesting feature for me of the proposals centres on the attempt by the government to marry together two different notions of equality. The first of these is the notion that everyone should have the same funding. In essence it is the argument of the F40 Group of authorities that felt they were short-changed when the current rules were introduced. The second notion is that of equal outcomes. If every child is to achieve the maximum possible from their education some will need more resources than others. This principle has long been accepted in relation to SEN and with the Pupil Premium the issue of the need for other forms of additional support was formalised at a national rate. The Pupil Premium will remain for the lifetime of this parliament, but no guarantee has been given for after 2020. The consultation identifies three categories of additional needs.

Without fully worked examples, it is difficult to do more than comment on the building blocks of the new formula. I suspect the one that will worry schools that might be potential losers under a new formula is the area cost adjustment. The level this is set at will need to be able to compensate for areas where salaries are higher because of high cost of living and working in the area. However, if it doesn’t recognise the high cost of housing in some areas outside London, it won’t help schools in those areas attract and retain staff. This is important because, as the consultation recognises, staffing costs are the major part of any school’s budget. Ever since the introduction of Local Management of Schools in the early 1990s, the decision to fund on ‘average salaries’ rather than actual salary bills has benefitted schools with a relatively young staff profile and eaten up more of the budget of those schools with a high proportion of staff at the top of the Upper Pay Band. The new formula won’t change that. Indeed, it might see the end of scales and move towards a single point or a first year starting salary and then the same basic salary for all with additions for responsibilities and other reasons depending on what the school could afford.

The notion of support for exceptional circumstance such as split sites, sparsity and business rates, not to mention the PfI payments from the Building Schools for the Future programme, is welcome news, assuming the funding is enough to cover all current needs.

And here lies the issue. With more pupils to educate, how much more cash will there be in real terms? Personally, I would also want to see modelling of outcomes when the current pupil numbers currently going through primary schools move into the secondary sector. What will be the effects on primary schools, especially small primary schools, when secondary numbers are rising and primary numbers are static or again falling? The nature of the formula will especially affect small rural primary schools. Does a Conservative government want to design a formula that might lead to their wholesale closure or will the sparsity factor balance off against the area cost adjustment? This will, I am sure, worry some of the more rural areas of England, not least Northumberland where, according to the DfE website, Holy Island Church of England First School currently has a per pupil expenditure or more than £27,000. I am not sure whether the statutory walking distance to the nearest schools works in cases like that but it might be another factor to add to the list of exceptions that can be covered through additional funding.

This just goes to show how much work DfE officials have done on trying to create a fair formula, but how complex the issue remains until there is agreement on what a fair formula is. What it isn’t is just allocating the same amount to every pupil.

 

Tell it as is it – Part 2

In the summary it concludes that ‘… the Department for Education needs to be better at supporting schools to share and use best practice more consistently so that more schools use the Pupil Premium effectively. In addition, there remain inequalities in the core funding received by schools with very similar levels of disadvantage. As the impact of the Pupil Premium will take a long time to be fully realised, the Department needs to do more to demonstrate its emerging benefits in the meantime. We also urge the Department to carry out an early review of the effectiveness of the Early Years Pupil Premium.’

This seems to me to reinforce the point make in the study of the DfE by Dr Cappon, mentioned earlier this week by this blog in another post. Perhaps politicians have confused the concept of a market with the role of players within it. When I did Economics 101, or ‘O’ level as it was in the UK in those days, the first two lessons were on markets and effective demand. We were all told that we might like a sports car, but most of us would not be able to afford one. Our latent demand wasn’t the same as our effective demand for a second hand old banger as our first car. On markets, it was seen as the mechanism for determining the price of a good. Indeed, in areas such as the Stock Market, it still is. However, markets usually have winners and losers and losers react in different ways, such as by reducing supply or quitting the market.

Now the best thing to come out of the past twenty years in education is a recognition that there is more than one type of meaning to the term ‘equality’. It was a sharper focus on the recognition that spending on some pupils needs to be greater if they are to achieve a minimum standard of education that led to the Pupil Premium. I would argue that the Lib Dems were the first to articulate this concept under Phil Willis and Richard Grayson when he was at CentreForum as it then was. Indeed, Nick Clegg also brought an understanding of this notion of equality from his experience as an MEP to this debate.

The challenge, as the Public Accounts Committee and Dr Cappon make clear is, in a department of state where an idealistic notion of the market as a means of solving problems holds sway, how do you get consumers – the schools in this case – to use their resources to the end you seek: reducing the learning gap between the disadvantaged and others in society. Do you use a carrot – the equivalent of lowering prices – or a stick, send in Ofsted to create effective use of funds such as the Pupil Premium? The problem with the market model is that consumers -schools – have to want the same thing as the DfE, and that might not be their focus.

Is a ‘special offer this week – funds for disadvantaged pupils – buy here’ really the best way to eradicate the learning gap and increase social mobility? Clearly, the Public Accounts Committee don’t seem to think so. That they also think there are issues with the core funding of schools is another worry for another blog post.
