Not more B…..y Vikings

During her interview on the Today Programme, just before 8am this morning, I heard the Secretary of State talking about the need to review how to remove duplication in the teaching of the National Curriculum. That very sentiment was in part the Reason Kenneth Baker introduced a National Curriculum in the 1988 Education Reform Act.

 In the 1980s, discussion was about the repetition of the same topic, with little additional learning taking place when it was taught in both the primary and secondary sectors, so that an eight-year-old was drawing the same Viking boat as a thirteen-year-old – we didn’t have ‘year with numbers’ back then. There was both duplication and a lack of progression.

This morning, the Secretary of State cited the lack of coordination over languages between what is taught in primary schools and the secondary schools they feed into as an issue.

Now, during the past forty years since the idea of a National Curriculum became common currency in education, progress has been made in codifying what is taught, and England’s PISA scores have increased. Both no doubt great achievements.

However, many of my maths friends tell me there has been a price to pay in their subject. I think the idea of a new diagnostic test in Year 8 for English and mathematics highlights the dilemma facing secondary schools. How do you staff a school to both develop pupils’ knowledge and experience when they are on track, but also work to try to build on the knowledge and skills of those that have fallen behind where they are expected to be at that age?

Will the test be used to see the difference a school achieves in Progress 8 between the end of Year 8 and GSCE? More importantly, what will be the consequences of under-achievement? If there are no consequences, then why would schools do more than pay lip service to these new tests?

 In the original National Curriculum, there were 10 levels, and every child had another level to aspire to reach. That was about motivation, not checking for failure. After all, as Phil Willis sometime Lib Dem spokesperson on education used to say, ‘you don’t make pigs fatter by just weighting them.’

But, back to the issue of continuity across all subjects. This requires mandated programmes of work about what is taught and when to be fully achievable across all schools. Such rigidity risks undermining teacher flexibility and professionalism as it has been recognised in the past.

However, in a more mobile society, some continuity of delivery across the country must be a price schools have to pay to support change. Hopefully, technology is the friend of teachers in that respect. The digitising of the curriculum is a useful suggestion, and one Oxford Brookes University’s School of Education first undertook in the early 1990s, when increased computer power made it possible.

Elsewhere, in the announcement, I applaud the extension of the National Curriculum to all schools, but am horrified that support for the IB has been withdrawn from the small number of schools teaching that curriculum. Here is another example of national direction versus local flexibility.

In Oxfordshire, with many parents from across Europe working in the science and technology industries, this rigidity of approach might be counterproductive if the Europa School cannot continue teaching a language-based curriculum.  Westminster may not always know best.

Is it fashionable to become a teacher once more?

The September 2025 data on recruitment to postgraduate teacher preparation courses was published earlier today by the DfE. Initial teacher training application statistics for courses starting in the 2025 to 2026 academic year – Apply for teacher training – GOV.UK

The numbers in themselves weren’t a surprise as the signs of recovery, almost across the board, in interest in becoming a secondary school teacher have been there for the past few moths. Indeed, I have remarked before that the teacher supply crisis of the past decade may now be at an end.

Almost across the board, both offers and numbers accepted are well up on September 2024, so that is god news for recruitment for next September.

The one ‘fly in the ointment’ is English. Here both offers – down from 2,487 last September to 2,161 this September and numbers accepted – down from 2,109 to 1,760 this September – must be a genuine cause for concern,

The questions that need answering are: is it across all age-groups or just new graduates or career switchers; is is across all regions or just some? Are there any other significant features that might need considering, such as whether a lack of financial support during training is a matter for concern.

In  other subjects, it won’t be until the ITT census is published in December that we will know how man y of those accepted actually turned up and stayed the early part of their course.

However, acceptances in maths, up from 2,251 to 2,617 and physics up from 988 to 1,313 are encouraging to see. The 30% increase in acceptance in physics might be unprecedented in recent history – the covid year apart.

The news in the arts, even apart from English is less good. RE accepted 418 (417 last year); Music 343 (322) Classics 42 (52). However, in art and design 902 (820) and history 936 (813).

It is worrying that the number accepted in the Southy West provider region fell, albeit from 1,800 to 1,799 whereas in London acceptances for training providers rose from 5,144 to 5,742.

Candidate numbers increased from those in the age-groups under-30, but either fell or were flat for candidates from the age-groups over 30. However, acceptances did not follow a similar pattern as more older candidates were accepted than last year. There needs to be a debate about the balance of new teachers necessary to provide for the leadership grade posts in twenty years’ time. Managing that issue within equality legislation is a real challenge. However, in a profession where senior leaders start as classroom teachers, it is one that should not be ignored.

How much of the interest in teaching as a career is down to the feeling that AI will remove many entry level graduate jobs is something to consider. However, if it means when applications for 2026 entry open in a couple of months’ time  that more graduates are considering teaching than in the past, I will heave a sigh of relief, as no doubt will the Secretary of State.

It’s a funny old world

On the day when nurses look as if they will join resident doctors in demanding more pay, figures about applications from graduates to train as a secondary school teacher hit decade high levels, even after removing the degree apprenticeship numbers from the totals. This month, according to DfE data, 58,880 candidates have submitted one or more applications to train as a teacher. This compares with 46,696 list July and 45,000 in 2108, before the pandemic. This July, there were 36,283 candidates applying to train as a secondary school teacher, compared with 17,997 wanting to train as a primary school teacher.

By comparison in July 2018, 26,060 women had applied, whereas in July 2025 that had increased to 31,439. However, applications from men had increased from 12,680 in 2018 to 18,904 this July

Traditional higher education and SCITT courses still account for the bulk of the routes into teaching selected by candidates. However, candidate numbers on traditional salaried routes were down this July, from 8,927 to 7,636, but that may be partly the 7,332 candidates that have applied for the Postgraduate teaching apprenticeship route, up from 6,433 last July.

The new Teacher Degree Apprenticeship route that has attracted 1,079 candidates so far this year. This is a new route and, presumably isn’t open to graduates.

Although applicant numbers from the ‘rest of the world’ group are down this July, from 9,586 in July 2024, to 8,563 this July – this number still represents nearly 20% of all candidates.

Some subjects, including art, physical education, physics, mathematics and computing have recorded their highest level of ‘offers’ this year since the 2013/14 recruitment round. How many are multiple offers or from candidate’s not able to fulfil visa requirements won’t be known until the courses start in just over a month’s time.  Interestingly, offers for English courses are below the number of offers made in July 2024.

Despite the significant increase in candidate numbers, some subjects will not hit their targets set by the DfE this year. Subjects most likely to miss their targets are business studies, drama, religious education, music and design and technology. In English, it looks touch and go at this moment in time as to whether or not the target will be hit.

In some subjects, such as physical education, where the target is 725, there is a risk of a significant overshoot in offers. Such a situation might leave large numbers of trainees with additional debt and little chance of a teaching post in England next summer. The DfE will need to be alert to this issue, especially if the growth in ‘AI’ changes the labour market for those with degrees in physics and mathematics, so as to make teaching look like an interesting career at current salary levels.

It would be a funny old world if incentives to train as a teacher had to be switched from mathematics and the sciences to English and the arts.

Death of the arts

The grim news from the July data on recruitment to ITT postgraduate courses starting this autumn is that most arts subjects are recording offer levels below those of last year. The 2022 recruitment round was the worst for many years, and while some subjects have recovered from the disastrous offer levels of last year, the arts subjects have continued their downward trend in offers in most cases. This is grim news for schools wanting to recruit for September 2024, as the data in the table below makes clear.

Subjects in italics are those where it seems likely that the 2023 target will not be met even if ‘offers’ are better this year.

Both art and music are subjects where offers are down this year compared with 2022. In the case of art from 910 in July 2021 to just 478 this July. For music, the fall during the same period has been from 410 offers to just 224 offers this July. Drama is down from 364 offers last July to 275 this July. Offers at this level, even if all candidates turn up, will not produce enough trainees to meet the needs of schools next year.

The good news, such as it appears to be, is in subjects such as English, languages (other than classics) and geography. These are subjects where the level of applications has been large enough to allow offer levels to mean that the target should be met for the year.

However, a word of warning. Recruited numbers in four regions, including both London and the South East are below the number recorded in July 2022. Overall ‘recruited’ total is 3,395 down on July 2022, of 3,911. Also, those with ‘conditions pending’ are down by 124 on last year, creating a net loss across these two categories. There must, therefore be some uncertainty about the outcome of the recruitment round in terms of trainee numbers that will turn up in September.

Numbers of applicants in the youngest age categories are still below those for July 2022, whereas applications from candidates in the older age groupings continue to be above the levels seen in 2022.

The number of rejected applications has increased from 31,124 in July 2022 to 52,350 in July 2023. Lat year that represented 31.5% of applications. This July, it represented 40% of applications. Whether or not this increase is related to the origins of the applications is impossible to tell from the data. However, it would not surprise me if many of those rejected were in the ‘rest of the world’ category.

Barring any last-minute change next month, and with many school-based schemes not actively recruiting now, it seems likely that 2024 with be another grim year for schools recruiting teachers, especially, but not exclusively in some of the art subjects that the independent sector values more highly that the government seems to do.

Are teacher vacancy rates slowing?

Were there really more teacher vacancies this May than during May 2022? There have been some suggestions that the answer is yes. I have seen an increase of seven per cent suggested. However, I am more cautious in suggesting any overall increase in vacancies.

Yes, there have been increases in some subjects, in some regions of England, but measuring a basket of 11 secondary subjects, no region recorded across the board increases in all subjects. In the primary sector, only the North West recorded any increase in vacancies, with a decline compared with the May 2022 number of vacancies in all other regions.

The North West and West Midlands recorded the largest number of secondary subjects with an increase in vacancies. The South East and Yorkshire & The Humber regions, the largest number of subjects where there was a decline on the May 2022 number of recorded advertisements for a classroom teacher or promoted post, according to TeachVac www.teachvac.co.uk where the data was compiled from their database of recorded vacancies.

So, why might there be a discrepancy in views about vacancies? One reason may be the treatment of repeat advertisements. I have long advocated a unique job number for each vacancy that accompanies it until it is either replaced by a different vacancy or the post is filled. Schools can be tardy at removing vacancies after the closing date, even when the post has been filled. TeachVac considers each vacancy it records and uses its own AI to decide whether to ask a human to review the vacancy, record it as a new vacancy, or discard it. This may account for some of the difference with other commentators.

TeachVac as a job board looks at teaching vacancies across both state and private schools. There is more work to be undertaken to see whether the slowdown has affected private schools more than state schools? The South East, a region with a high proportion of private schools, does seem to have seen more of a decline in vacancies than other regions. The Yorkshire and The Humber region had a strong year in 2022, so the decline in vacancies across that region may be a reaction to the number of vacancies recorded last year.

There is another possible explanation for any slowing of vacancies or even a downturn. In some subjects, notably design and technology, schools may finally have accepted that there is no point in advertising vacancies in the traditional manner, and either stopped advertising or moved to using an agency – hopefully on a no find no fee basis – or resorting to social media and other methods of recruitment advertising.

Of course, the uncertainty about pay levels for September may also now be causing schools, especially in areas where pupil rolls are not rising as fast as they have been, to become more cautious in their attitude to recruitment for September. Better to have unfilled vacancies and offer existing staff a new role than look forward to possible redundancies because of a lack of cash.

Looking at the TeachVac data for the first half of June, our recorded vacancies are still below those of 2022, except in England and Music, two subjects that largely resisted the downward trend in May.

There is more research to be undertaken, but perhaps the rise in mortgage rates is affecting the number of teachers either leaving the profession or in a position to take a maternity leave break that would require their job to be covered. Time will tell.

22% more teaching vacancies

How challenging has the teacher labour market been during the first three months of 2023? Certainly, there has been a recorded increase in vacancies compared with the first three months of 2022 in many secondary subjects as the data in the table shows.

Chemistry is the only major subject to have recorded a fall in vacancies compared with the first three months of 2022, and the fall was only two per cent or just nine vacancies below 2022.

Overall, TeachVac has recorded a 22% increase in secondary sector vacancies, with English recording a 32% increase from 2,566 to 3,392 vacancies during the three months. Geography has recorded a 37% increase in vacancies and pastoral type vacancies increased by 36% compared with the first quarter of last year.

As the number of trainees entering the labour market is lower than in recent years, the next few weeks when the labour market for teachers reaches its annual peak will be challenging for many schools seeking to make appointments for September 2023, especially for schools in and around London where the competition between state and private schools for teachers is at its most intense.

This lunchtime, the BBC World at One invited three conservative supporters – one MP and two think tank commentators – to discuss the challenges facing the teaching profession. All agreed that there were deep-seated issues of both pay and conditions of work than will need to be addressed if state schools are going to stop the departure of teachers from the profession and  encourage more new entrants into teaching.  

The rejection of the current pay offer made by the government by NEU members means strikes will now continue into the summer term and the examinations season unless Ministers can squeeze more cash out of HM Treasury.

I don’t envy those trying to construct school timetables for 2023-24 school year especially in challenging schools with a high staff turnover. Ofsted should take the recruitment crisis into account when inspecting schools. TeachVac will happily offer data comparing schools being inspected with the norm for the local area.

More on the ITT census

It is a fair comment to say that comparing this year’s data on trainees with last year doesn’t take into account the covid pandemic effect. Because it could well be so, I have looked back at trainee numbers reported in autumn 2019, before we had ever heard of the term covid, and compared those trainee numbers with the current ITT census

The good news is that six subjects recruited more trainees this year than in 2019/2020, providing a total of 432 additional trainees in secondary subjects to offset against the more than 4,500 fewer trainees in other key subjects. Now, some of the reductions may be due to changes in targets in popular subjects, but with over recruitment still possible it is difficult to see why providers would take that approach.

The chaos that is science recruitment continues, with biology providing nearly 1,300 fewer teachers this year. Do we need a ‘general science’ category, and for all science trainees to receive similar bursaries if that is still the favoured route to attract new teachers?

The decline in trainees in English, so that there are this year fewer trainees this year than in mathematics and more than 1,000 fewer than in 2019/20, must be of concern as must be the collapse in Modern Foreign Languages trainees, especially if we are to remain a trading nation, not only with the EU, but across the world. Whatever happened to Mr Gove’s 5,000 Mandarin teachers?

Is it good news that the decline in design and technology and business studies has stopped or should we still be worried that the decline has been arrested at such low levels?

The decline in primary trainee numbers must partly reflect the decline in the birth rate and the expected continued decline in the primary school population. Nevertheless, this sort of overall number may cause some local staffing issues for the sector unless the trainee numbers are well spread across England to meet the needs of all primary schools.

There may be a glimmer of good news in the fact that non-Ebacc subjects fared better than Ebacc subjects over the period. Might this be providing a portent of a change in the overall labour market that with the coming recession might meant that this years’ numbers really were the bottom of the cycle? The first set of applications data should provide clues for the 2024 recruitment round when the DfE issues them; hopefully next week.

Grim news on recruitment

The latest monthly statistics on applications and acceptances for graduate teacher preparation courses starting this autumn were published by the DfE this morning. These numbers mark the end of the first year of the DfE management of the application process for all graduate courses except Teach First.

Regular readers will not be surprised by what follows, as the headline outcome around under-recruitment for the year has been expected for several months, and this blog has commented upon the direction of travel each month in its regular updates.

The total number of applications at 39,288 falls well short of the 43,300 recorded for September 2021 as domiciled in England. More alarming is that the recruited number at 20,170 is just short of 7,000 lower than the 27,100 number of September 2021. The conditions pending number at 3,719 is also below the 2021 number of 5,980, and the remining possible applicants either awaiting a decision or from whom a decision is awaited on an offer are also lower than last year.

Compared with September 2021, there are 111,592 applications in September 2022 against 115,300 last year domiciled in England. Especially worrying has been the reduction in applicants from the youngest age groups of graduates. Those new graduates under age 25 form the bedrock of those recruited into teaching as a career and any serious fall is bad news.

These are the groups from where the future leaders of the teaching profession will be drawn. According to the data released today, there are just fewer than 15,000 females placed onto courses this year compared with just over 19,000 last September. For males the numbers are 5,514 this year and 7,550 in September 2021. Unknown or referred not to say increased from 440 in 2021 to 175 with only three not in the ‘prefer not to say category’. Fewer candidates with domiciles in each region have been recruited in 2022 than in 2021. However, more important is the split between primary and secondary sectors.

There are 9,763 applications recruited in the primary sector in September 2022 compared with 12,690 in September 2021. Unsuccessful applications have fallen from 38,800 in 2021 to 35,962 this September. However, the percentage of unsuccessful applications has increased from 72% to 74$. Of course, this may mean applicants being accepted and their other applications being shown as unsuccessful. We will need the ITT Census to determine the exact recruitment into both primary and secondary training.

For secondary courses the situation is more complicated because of the different subjects and the different sizes of their graduate pools. The good news is that both geography and design and technology are likely to recruit more trainees than in 2021. The bad news is that the increase, if confirmed by the ITT Census won’t be enough to meet targets set by the DfE. In other subjects, there will be sufficient history and physical education trainees and a large surge in applications for IT and computing may make the total in that subject ore respectable, if these trainees turn up and stay the course.

Overall, the assessment for the secondary sector is that for 2023 to be anything other than a grim labour market for schools and a great time for teachers, there needs to be more returners and fewer departure overseas. I am not sure that either of those conditions will be in place by the time schools start recruiting in January 2023 for September.

With the concerns over the shape of teacher recruitment following the DfE’s actions the next few months will be an interesting time in the labour market for teachers and likely outcomes even as far ahead as 2024. While the primary sector will probably not be too badly affected, the issue of selective schools now looms over the secondary sector to add to the other recruitment concerns.

Who wants to be a teacher?

In this time when history had gained a new relevance in our lives, I thought I would use the time available to me to look back at teacher recruitment in the 1990s. it would be interesting to look at recruitment in 1952, but the world of education has changed so much since then that the numbers really wouldn’t mean a great deal. In those days most teachers that were trained did so through the Certificate route and most only studies for two years. Graduate teachers were mostly untrained and in selective and independent schools. However, I was lucky to attend a state primary school where the headteachers was a physics graduate. How rare was that. W. W. Ashton an interesting character and a rarity in the primary sector of the 1950s.

The following data is taken from the pay review body Report of February 1996 (5th Report of STRB Table 27) I have selected 1994-95 to put alongside 2021-22, as that year marked the high point in recruitment during the five-year period between 1991-92 and 1995-96.

A couple of caveats. The 1994-95 numbers included recruitment in Wales, and the 2021-22 numbers don’t include Teach First and are based on August offers. The table can be updated once the ITT census appears at the end of 2022 as there will be late acceptances and some offered places earlier in the year might not actually start the course. Even with these caveats, there seems to be a story to tell.

Even taking off a number for the recruitment in Wales and adding in possible Teach First recruitment, the comparison shows the decline in interest in teaching in the secondary sector. The numbers are not matched against perceived need as defined in the DfE’s Teacher Supply Model but are nevertheless useful in showing the changing interest in teaching. Physical Education and history teaching are more attractive than in 1994-95, although there may have been a more rigorous cap on applications at that time than currently, so there may have been interested applicants that could not be offered places. For that analysis, the percentage of offer to total applicants will need to be investigated.

Maths and English are at similar levels with offer this year to recruitment in 1994-95 and with swap between the removal of Wales recruits and the addition of Teach First to the totals may well be ahead this year of the 1994-95 total.

For the other six subjects in the table, the picture is very different with savage reductions across the languages and for the design, technology and IT areas. Even if Art as a subject was added to the design/technology total that would still leave a significant shortfall this year.

The number for the sciences is an interesting case. In 1994-95 recruitment was to ‘science’ courses. Nowadays, there are separate totals for each science. This shift while welcome in some respects has meant the opportunity to over-recruit in some sciences is more difficult than previously where there are likely to be shortfalls in other science subjects. The move was a good idea but the need for flexibility of recruitment as the year progresses may still be important.

In 1994-95, the employment-based routes were still in their infancy, and university-based courses were the main route into secondary school teaching.

The question for the new government still remains as to how to reverse the trend in recruitment in so many subjects and once again make teaching a career of choice?

More bad news on ITT

Yesterday, The DfE published the ITT applications and acceptances data for the period up to the 20th June thus year. In this post I look at the acceptances for June 2020 compared with those in June 2019, the last year before the pandemic struck. By 2019, there was already concern about the decline in interest in teaching as a career. The pandemic to some extent reversed that trend and provided teaching with a recruitment boost. But, was it a false dawn?

On this basis, as I warned in my previous post, 2023 will be another challenging labour market for schools. Only in the same three subjects where there is least concern in 2022: history, art and physical education, is there likely to be anywhere near sufficient supply of new entrants unless there is a sudden rush over the next two months that frankly looks unlikely at this point in time.

The science number is based on an aggregation of totals from the three sciences and doesn’t represent whole new category of potential trainees. The most significant declines in the number of offers since 2019 are English, geography and computing. However, at these levels most subjects won’t reach their Teacher Supply Model number unless there is a significant input from other sources such as Teach First. I am not sure how likely that will be as they don’t publish their data in the same way to the general public whatever they share with the DfE. There are currently more ‘offers’ in mathematics than there are in English and at this level, English departments may struggle with recruitment in 2023.

Overall, there have been 32,609 applicants by 20th June. This compares with 37,790 applicants domiciled in England that had applied through UCAS by June 21st 2021. There are 2,229 ‘recruited’ applicants in 2022, when there were ,5830 ‘placed’ according to the UCAS data in June 2021. The conditional placed or conditions pending groups are 18,363 this year compared with 23,620 in June 2021. Many of these will be awaiting degree results, and this number will reduce next month just as the ‘recruited’ number’ will show an increase. Interestingly, the number that have declined an offer this year is shown as 760 compared with 370 in June last year. Another straw in the wind of how challenging recruitment has become.  However, withdrawn applications are down from 1,520 to just 1,002.

There must be a concern that applications – as opposed to applicants – in the South East provider region are down from 14,390 to 10,795. This is the region with the largest proportion of vacancies each year, and where the private sector vies most strongly with state schools of all types for teachers. An analysis of acceptances by subject by provider region would help schools identify the seriousness of this decline, and whether it is in both the primary and secondary sectors?

Applications overall are down for both sectors, with primary down from 48,520 last June to 39,712 this June, and secondary down from 61,480 to 48,047, a very worrying reduction. School Direct salaried continues to be replaced by the PG apprenticeship route that has had 3,864 applications this year compared to 5,315 for the School Direct Salaried route. However, similar numbers have been placed on both routes, at around 500 trainees on each route.

With some schools ceasing recruitment as term comes towards its end, it will be up to higher education to recruit most of the additional applicants over the summer. Will those providers threatened with not being re-accredited show the same appetite to recruit as they would if their future was secure in teacher education? The DfE must surely how so as every extra trainee is a welcome bonus for schools in 2023 struggling to recruit teachers.
