Improve teacher retention, but that’s not the whole solution

I have to confess that, as noted in the acknowledgements, I acted as a consultant to the team working on this project at NfER. During the various stages of the project the team issued research reports and the final documents brings all these together and amplifies them in a number of different ways not possible in the shorter documents. The Nuffield Foundation must be recognised for their help in funding the project.

At the launch last evening there were some interesting issues raised that may merit further analysis should funds be available. Firstly, the data on retention is presented in terms of the percentage of staff leaving the profession. This raises two issues: what is meant in terms of leaving the teaching profession is leaving maintained state funded schools as teachers – they may still be working in state funded Sixth Form Colleges or further education or as a teacher in the private sector. When comparing leaving rates with nursing it isn’t clear whether registration of nurses includes those working in non-NHS settings such as the private sector and as school nurse and thus affects how leaving rates are calculated. Additionally, for the police, there was a period where most police forces stopped recruitment, so departure rates may be depressed when there were no new entrants to create a pool of early leavers during part of the survey period.

However, the other issue with the data are the use of percentages of staff leaving. This can be problematic. Thus, in 2015, 20,700 leavers from the secondary sector were detected by the School Workforce Census – a rate of 9.2% for secondary teachers; in 2017 the rate increased to 10.4%, but the actual number decreased to 20,170.  There is no suggestion that the data used by NfER experienced this situation, but it highlights why I often prefer to use real numbers.

Leavers do so at different times in their careers in teaching. Much has been made by the National Audit Office in their study and in this NfER report on the advantages of retaining more teachers in state funded schools. To that end, there is an interesting chart on page 24 of the NfER Report showing where leavers typically may be going. Again, percentages are used, so let’s assume a hypothetical example based upon 40,000 leavers and how many might be persuaded to return at any point.

Since 30% are retiring, the pool can be reduced to 28,000 straightaway, assuming there aren’t a large pool of teacher taking early retirement. The 400 taking maternity leave, a somewhat low figure given the age profile of the profession, takes another 400 out of the total. Another 800 are removed because they are studying as students. I assume this will include future Educational Psychologists and those seeking extra qualifications, such as to teach children with special education needs. However, the biggest category of leavers are those teaching in the private sector; some 33% or another 13,200 off the total.

So, how many of the remaining 13,600 might be persuaded to return?  4,000 are employed in schools as teaching assistants or other non-teaching roles. Some of these might have decided teaching is not for them, but others may have left for other reasons and might be persuadable back into the classroom as a teacher: let’s say 50% or 2,000 could fit into that category, perhaps if better part-time teaching opportunities were available.

Of the remaining 9,600, the 1,200 unemployed might offer some possibilities if teaching didn’t run on a market based recruitment system. After all, if there are teacher shortages, and these teachers wanted to work, there must be an assumption that they are in areas where teaching posts are not available for those with their skills. The other big group worth exploring further are the 4,400 in our example listed as self-employed. Are they working as tutors or using their skills as musicians, artists, historians or scientists for positive reasons or because they gave up on teaching?

Let’s assume half might tempted back, at last part-time if offered better terms. We now have possibly 4,000 that might be enticed back. Add another 1,000 for all the other smaller categories NfER identified, and the total is some 12.5% of leavers. However, many might only be interested in part-time work, so that might only be half that in terms of full-time equivalent teachers, say 2.500. Worth trying to recruit returners, but this is still not the absolute answer to the teacher shortage issue. Certainly, it is worth exploring whether some of these leavers might have been persuaded to remain in the profession.

Leavers, remainers and entrants – new data from the DfE

Last week, the DfE published the snappily titled Teacher Analysis Compendium 4 that brought together a series of notes about the state of recruitment, retention and training within the state-sector teacher workforce. I am highly delighted to recommend the new tool that analyses the data relating to entrants; leavers and remainers. Regular readers will know that I have complained regularly that the percentage of the cohort remaining wasn’t backed by the actual numbers of the cohort remaining. Now everyone can see both sets of data: a great improvement and one worth saying thank you to civil servants for taking the time and effort to create.

If you have an interest in teaching take time to drill down into the data for say, secondary remainers by government region and compare inner London with the North East. I won’t put a spoiler alert here. There are many different combinations that interested researchers can create from the data and I am sure that it won’t be long before research papers and conference talks start using this data.

The one drawback is the historical nature of the data. Sadly, it cannot tell anything about whether the direction of travel has changed since the latest year in the tables – now two years ago – and that can be important information when there are changes in the labour market and alterations in the direction of the size of the school population. Fortunately, job boards such as TeachVac, and presumably the DfE’s own site, can provide up to the minute information of the operation of the job market.

Another shortcoming of the DfE data it that it cannot tell anything either about the crossover between the state funded and private sectors or between schools and further education. Both are useful pieces of data for policy makers. Job boards can advise on trends in recruitment in the private sector and it ought to be possible to link schools and further education data together at least at a high level.

University teacher trainers will no doubt be pleased with what the data says about retention over both the longer and shorter terms of their trainees in non-LA maintained schools. However, it would be helpful to have definitions of reference groups such as EBITT and where non LA Maintained schools refers to the school only when it was a non-maintained school or all data for that school during the time period by linking URNs together where a school has changed status?

Perhaps the most frightening of the tables is the one showing an age breakdown of teachers leaving the state sector. The table identifies three age groupings that might be described as; younger; mid-career and approaching retirement age. The increase across many of the subjects in departure percentages among the younger age group and also the actual numbers must be of concern, especially against the background of a rising secondary school population. These young teachers are the leaders for tomorrow. To provide but one example: the number of female teachers of English under the age of 35 leaving increased from 770 in 2011 to 1,123 in 2017 and that must be a concern.

UK Music Talent pipeline concerns

UK Music, is the industry-funded body established in October 2008 to represent the collective interests of the recorded, published and live arms of the British music industry.

At the Liberal Democrat Conference this week UK Music published a pamphlet entitled ‘Securing our talent pipeline’ https://www.ukmusic.org/news/securing-our-talent-pipeline

As they acknowledge, the UK music industry is doing well at present. It grew by 6 per cent last year and is now worth £4.4 billion to the economy with the live music industry contributing around £1 billion. However, that is exactly the time to reflect on the future.

UK Music say that while the immediate outlook is promising, there is growing evidence of a looming crisis in the music industry’s talent pipeline – a pipeline that they rely on for future stars and one that is a vital part of their industry’s eco-system.

Schools form an important part of developing that talent pipeline, so I thought I would take a look at the evidence from TeachVac, the vacancy site for teachers where I am chair of the board. www.teachvac.co.uk about recruitment and the supply of teachers of music.

The headline statistic is that music in our schools, as a classroom taught subject, is more of a shortage subject than mathematics. Sadly, TeachVac doesn’t keep data on instrumental and other specialist music teaching at this point in time.

Despite cuts to the curriculum in state funded schools, there have been more than 600 vacancies for main scale classroom teachers recorded so far in 2018 by TeachVac. This is slightly down on the 632 vacancies recorded by this point in 2017, but not significantly so. The previous two years, 2015 and 2016 recorded around the 550 vacancies mark by this point in September.

Allowing for better coverage in 2017 and 2018 by TeachVac, there doesn’t seem yet to have been a collapse in demand for classroom teachers of music. However, there are significant regional differences. Around half of the vacancies recorded in 2018 were from secondary schools in either London or the South East, the regions with the largest concentration of independent schools and the best funded state schools. Relatively few vacancies have been recorded from schools in the North East so far in 2018.

The real cause of any shortage of teachers of music is the failure of the DfE to attract enough trainee teachers of music over the past few years, and especially for entry into teacher preparation courses in 2017. Last September, the DfE estimate in the Teacher Supply Model was for 409 music teachers; 295 were recruited according to their census of trainees. This year, by the middle of August, potential trainee numbers were slightly below the same period in 2017 and on target for around 280 trainees overall.

Allowing for failure to complete for various reasons, this means the number of new entrants in 2019 could be in the range of 250-275 for the 4,000 or so secondary schools across England. Turnover would need to be as low as five per cent to ensure sufficient new entrants, even assuming the distribution across the country was as required: an unlikely situation.

So, music may well be a subject of concern in 2019 and UK Music are right to worry about the long-term consequences for their industry and the UK Economy.

 

 

 

Is it harder to recruit teachers of English than teachers of mathematics?

I can finally report that TeachVac, www.teachvac.co.uk the national vacancy site that provides free posting of jobs for schools and uses a defined alert system for teachers seeking to know about vacancies, now shows mathematics as a subject where schools anywhere in England might encounter recruitment challenges, if they are looking for a teacher to fill a vacancy for January 2019.

But, I hear you say, mathematics is a shortage subject and schools already cannot recruit teachers to teach the subject. That’s certainly the message put out by those in the mathematics world. Curiously, their colleagues representing teacher of English make much less noise about the shortages in their subject.

Both English and mathematics are key subjects, recruiting many new teachers each year, although not as many as the sciences overall as a subject area. If mathematics teachers are in really short supply, then a percentage of vacancies will in reality be re-advertisements for posts schools could not fill the first time they advertised them.

So far, in 2018, TeachVac has recorded around 300 more vacancies for teachers of mathematics than for teachers of English. However, with fewer trainees in English than were recruited to mathematics teacher preparation courses in 2017, this gap goes a long way to explaining why the autumn term could have seen some schools struggling to recruit teachers of English even more than they will teachers of mathematics.

Of course, part of the explanation for the level of demand might be that schools have bought into the message of a national shortage of mathematics teachers and not bothered to advertise a vacancy, instead filling it by using existing staff in a creative fashion.

There is another explanation that is linked to the way that schools are now starting to advertise vacancies. A growing number of schools don’t advertise specific posts but request interest from teachers seeking to work at the school or within the Multi-Academy Trust. The school or Trust then, presumably, sifts through these expressions of interest when a vacancy occurs and contacts the most likely candidates to see if they are still interested.

In the past schools may also have used recruitment agencies and one firm in particular still operates some micro-sites for schools. However, I suspect this may not be a cost effective solution, especially with free services such as TeachVac now being available.

Of course, there may be more ‘returners’ in English than in mathematics and that may help explain less concern over recruitment for teachers of English.

Hopefully, better recruitment onto courses preparing teachers of English in 2018 will make for a less challenging labour market in that subject for September 2019 and January 2020 vacancies. For mathematics, we must wait and see how many trainees were recruited and actually started courses this September.

One thing that is certain is that in 2019 there will once again be a shortage of teachers of business studies and probably shortages in a range of other subjects as well.

Will teacher supply worsen in 2019?

The problem with reports like the one published by the Education Policy Institute (EPI) yesterday is that they don’t help policy makers very much. Headlines of a teacher shortage are nothing new and looking at the position in 2016 doesn’t tell anyone what is happening now and will happen in the 2019 labour market. As I said in yesterday’s blog post, knowing where the hot spots are is a useful piece of extra knowledge, but is that really what the leading think tank on education sees as the best use of its resources?

I promised in my blog about the UCAS data, also published yesterday, to look at trends in August offer numbers. The following table looks at key subjects for this August and the previous two years, as well as the change between 2016 and 2018.

Despite the upward trend in pupil numbers, the trend in the number of offers has been downwards over the past two years. This suggests an even greater ‘crisis’ for schools in the 2019 labour market across some subjects, although the science numbers must be treated with  degree of discretion until the census appears in November due to a change in the method of recording offers by UCAS this year for applications. I doubt that Teach First will be riding to the rescue this year, although we must wait until November to find out their recruitment figures.

We don’t need more geography and history teachers, or last not as many more as have been recruited over the past two years. These offers don’t relate to the Teacher Supply model estimates of numbers needed, but many subjects will again fall short of that number. We will analyses the shortfall when the census appears. For a look at recent years, it is worth consulting the School Teachers’ Review Body’s latest report issued in July or you could look back through the posts on this blog. However, it is also worth remembering that EPI only looked at new entrants and didn’t fully factor in what might be happening with returner numbers, something NfER have been considering in their studies.

Might it be time to revive the posts of regional recruitment managers, used by the Labour government nearly 20 years ago during a previous recruitment crisis? Alternatively, do we need to make the most of the resources available by moving away from a free market? If it is acceptable for academy trusts to move teachers between schools should it not be acceptable to do so on a more national scale?

 

How has teacher expertise changed recently?

Following on from the previous post about today’s EPI study, I thought that I would update the Table from the Migration Advisory Committee report on teacher expertise, with the findings of the 2016 and 2017 School Workforce Census.

Now, there is a teacher shortage and this blog had a spot of bother back in the summer of 2014 when it first revealed a possible teacher supply crisis. It is also accepted that teacher shortages overall and of those most appropriately qualified are likely to be most significant in schools with higher levels of deprivation than in areas of affluence. It is also worth recalling that pupil numbers in secondary schools were falling in the years up to 2016, and that budget pressures can also play a part in determining class sizes as well as availability of qualified teachers.

In further posts today, I will examine the UCAS data both for August this year, as a predictor of the 2019 supply side of the teacher labour market and then consider how 2019 compares with the previous two years for August’s in relation to the expectation of trainee numbers.

There is room for a genuine debate about how the teacher stock can be best used to provide the best outcomes for all pupils. But, that may require a degree of intervention by government not acceptable in a capitalist economy: hence, presumably, EPI’s suggestion of market based solutions. The failure of the attempts by the coalition government, of which David Laws the head of EPI was a serving Minister in the DfE, to create either a National Teaching Service or a method of providing head teachers to challenging schools, shows how complicated the labour market in teaching can be when no one body has overall control and budgets are allocated to individual schools. But, that debate has been well-rehearsed already on this blog.

There is also the issue of where increasing recruitment into training would mean more teacher unemployment? Can the system absorb more trainees? Evidence from TeachVac www.teachvac.co.uk suggest that in mathematics that might be a challenge to employ increased numbers of trainees as there are unlikely to be many suppressed vacancies and increased supply might not be met be increased demand, unless those already teaching maths and regarded as under-qualified were either redeployed or made redundant in some way. Could making someone redundant to replace them with someone doing the same job, but with different qualifications, see some employment law challenges?

Fortunately, rising pupil numbers offers a way out of that dilemma, as does harnessing modern technology effectively to assist the teaching and learning process.

Keep older teachers in the profession?

Most of the discussion about issues relating to the supply of teachers revolves around the need to bring in more new entrants. Attention is then generally next focused on stemming the exit of teachers early in their careers, often at the point where they might be moving into middle leadership roles. Scant attention is ever paid to the idea of ‘keep in touch’ schemes for those leaving for caring reasons, whether because they have started their own family or are caring for elderly relatives to help retain their interest and understanding of the profession. Indeed, the DfE’s specific attempt at an approach to helping those seeking to return to the profession wasn’t an outstanding success, if you read the evaluation report published earlier this year.  https://www.gov.uk/government/publications/evaluation-of-the-return-to-teaching-programme

Probably, the least attention has been paid to altering the age at which teachers retire from the profession. I don’t mean the formal age of retirement as, indeed, there isn’t one these days, although working for more than 40 years probably doesn’t bring any extra benefits from a pension point of view. However, could encouraging teachers to remain in either full-time or part-time service for a year or two longer help reduce the staffing crisis faced by some schools?

Sadly, the answer is probably not. The School Workforce Census suggests that the number of teachers leaving over the age of 55 have been falling in recent years

Whether this is because either the cohort size has been falling or more are staying needs further work to determine. However, the Census does also record around 1,600 entrants from this age group each year, so the net departure rate may be less than shown in the table. Overall, in the 2017 School Workforce Census, there were some 25,800 teacher in service between the ages of 55-59 and a further 9,700 over the age of 60 still in service.

Providing more part-time opportunities could be one way to attract more of the leavers to stay, but it could carry the risk of persuading more teachers to consider switching to part-time work and supplementing their income through tutoring and other uses of their talents and experience. Indeed, the shift from a final salary pension scheme to one based upon average salary, however calculated, makes early departure less of a risk than in the past, even though the Teachers’ Pension Scheme remains an attractive scheme to its members compared with some other schemes.

Bringing in more over 50s to spend a decade or so in teaching is worth considering. Some 4,840 new entrants from the 45-54 age grouping were recorded in the 2017 School Workforce Census, but there needs to be sufficient new entrants to fill future leadership vacancies even after the inevitable wastage of teachers in their early years of service. In some subjects future head of department recruits are already looking few and far between and a high percentage of primary teachers that survive more than 20 years of service are likely to become a head or at least a deputy head.

So, we cannot escape the need to ensure new entrants to training meet the levels specified by the DfE if an optimum level for the teacher workforce is to be achieved.

Productivity gain or worsening working conditions?

Ahead of the ASCL Conference in Birmingham this weekend, there is a report in the press today about rising class sizes in secondary schools.

An analysis by teaching unions has suggested 62% of secondary schools have had to expand class sizes between 2014/15 and 2016/17. The study, conducted by the NEU, NAHT and ASCL – as well as non-teaching unions Unison, GMB and Unite – showed that of 150 local authorities, 83% saw a rise in average class sizes across their secondary schools, while 14% have seen a fall and 3% saw no change.

This report should come as no surprise to anyone connected with education. Indeed, I would predict that class sizes will continue to increase in size over the next few years as the secondary school population expands from its low point reached in 2014 and budgets also come under pressure.

However, there is an argument to be had about the usefulness of class sizes as a measure. They can be affected by factors such as the degree of non-contact time allowed to staff; policy over options at GCSE and for post-16 courses as well as space considerations.

An alternative measure is the Pupil Teacher Ratio. Even here there are now problems: how do you define a teacher. Do you only include those with QTS and exclude Teach First and School Direct trainees, as well as any other unqualified teachers or cover supervisors?

Anyway, I have included the changes in PTRs across different types of secondary schools since the School Workforce Census was introduced. The result confirms the findings from the unions and could have been researched without the need to waste valuable time in hard-pressed local authorities. As an added bonus, these are DfE approved numbers, so the government cannot quibble about them.

The big change has come since 2015 and probably reflects the loss of extra funding academies received in the early days of the Gove period at the DfE. The effect the loss of that extra cash has had on the funding of these schools is now obvious: sadly, once becoming an academy there is normally no way back. For that reason, heads gathering in Birmingham might want to examine the value for money of back offices at MATs.Source DfE SFR 25/2017 Table 17a

After all, it was the heads that complained for decades about the dead hand of local authority expenditure. Having been released from the frying pan of Local Authority spending patterns they must not fall straight into the fire of MATs with high relative overheads.

There are many other issues that secondary heads will need to consider at their conference. Perhaps one of the most pressing is finding the teachers to fill these classes that now have more pupils in them. It may be a productivity gain, but it does impose a greater workload on teachers and may the class size and PTR changes partly explain the growing loss of teachers with 3-5 years’ experience previously discussed on this blog.

In passing, the head teachers might also want to reflect upon the changing nature of the teacher vacancy market that helps provide the teachers. With the TES group reporting a loss of 2016-17 and the DfE working on a new vacancy platform, how teachers are recruited could become an important area for discussion over the next few years.

As one of the instigators of TeachVac, the free platform for vacancies, I am, of course, not an idle by-stander in this debate.

Déjà vu

The traffic light colours of Green, Amber and Red have become a popular method of distinguishing degrees of concern or providing a warning as we saw recently with the Met Office descriptions of the snow and ice events. TeachVac www.teachvac.co.uk has always used such a system to warn of shortages in the labour market for classroom teachers in the secondary sector.

Today, TeachVac has just issued its first Red warning for a subject this year. It will come as no surprise to regular readers of this blog that the subject concerned is Business Studies. The DfE’s Teacher Supply model seems to consistently underestimate the need for such teachers by schools. Additionally, in 2017, the failure to fill 20% of the places on offer to trainees has only exacerbated the situation.

The Red warning means that in TeachVac’s estimation schools anywhere in England could from now onwards struggle to recruit a teacher of Business Studies. This challenge will extend right through to January 2019 and the start of the new recruitment round. With Business Studies applications for 2018 teacher preparation courses already only tracking the 2017 levels, 2019 isn’t looking any more hopeful at present.

At the same time as TeachVac issued a Red warning for Business Studies it is within days of issuing an Amber warning for English classroom teacher recruitment. Here again, with 10% of training places unfilled in 2017, TeachVac will shortly be warning that some schools could start to face challenges in recruitment. There are fewer trainees on school-based preparation courses for English this year. As a result, demand in terms of advertised vacancies may well be greater than in recent years, when some schools employed School Direct trainees without needing to advertise vacancies. TeachVac expects recruitment to be especially challenging in areas where the pupil numbers are on the increase, namely London and the Home Counties.

If this all feels horribly familiar to regular readers of this blog, then they are correct. On the 8th March 2017, budget day last year, I wrote almost exactly the same post about the 2017 situation. Those that haven’t read it might like to compare the two posts.

Already in 2018, TeachVac has already also issued an Amber warning for Design and Technology. This is partly because only a third of places on teacher preparation course in this subject were filled in 2017. This meant total trainee numbers, including forecasts at the time of the DfE’s census, only amounted to some 303 trainees this year. Such a number is less than one trainee per ten secondary schools, even assuming all trainees both complete the preparation year and then want to teach in a state funded secondary school. Within some of the subjects that make up the Design and Technology family, the situation may be even worse: TeachVac is monitoring the spread of expertise requested within adverts, something nobody else even attempts to do to the same degree.

However, in this recruitment round, we do not expect any significant issues recruiting teachers to fill primary school vacancies. But, as the previous post have indicated, 2019 might be more of a problem, unless applications pick up over the next few months.

 

 

Blink and they are gone

Be quick if you want a business studies teacher for September 2018. As this blog pointed out when the ITT census for 2017 was published, there weren’t a vast number of trainees in this subject. Now in the first nine working days of 2018, TeachVac has already listed enough vacancies to attract 20% of the ITT census total of trainees. Interestingly, the vast majority of the 2018 vacancies recorded have been posted by schools in and around London. Only seven jobs have been posted so far in 2018 for business studies teachers by schools in the remainder of England.

Unless the current rate of vacancies starts slowing down, then TeachVac http://www.teachvac.co.uk will be issuing an amber warning of shortages in this subject by early February and the trainee pool will become exhausted well before the end of the current recruitment round for September. Since recruitment doesn’t meet the DfE’s target number it is perhaps not fair to complain that the Teacher Supply model seems to underestimate demand for teachers of business studies every year, just as it over-estimates the need for teachers of physical education.

London schools have certainly been quick of the mark in posting vacancies for September. Whether this is their relatively better financial situation; the result of anticipated growing school rolls; greater loss of teaching staff to other posts or a combination of all these factors isn’t obvious from the raw data. If schools were willing to post a reason for the vacancy, they would provide useful data to all sides in the teacher supply debate.

TeachVac will shortly be publishing two reports on the labour market for teachers in 2017. One will deal with the turnover of leaders in the primary sector and the other will consider the main scale vacancies in different secondary subjects.

The senior staff turnover report will restart the time series about senior staff appointments that went through 27 annual reports written by myself between the early 1980s and 2012. There are some illuminating facts in both reports. The secondary sector reports illuminates why some schools may find both the 2018 and 2019 recruitment rounds challenging, not only for business studies teachers but also for teachers in several other subjects. Schools would be well advised to arrange ‘keep in touch’ schemes for teachers taking career break whether for maternity leave or other reasons. Schools should also look at possible arrangements for teachers that want to work part-time.

TeachVac has now started a site for international schools and will be using this to also encourage teachers to return to teach in England by linking the site with vacancies in England across both state-funded and private schools.

The DfE are holding a meeting next week to update recruiters on progress with their embryonic vacancy service. With TeachVac already providing a free national service, it is difficult to see why the DfE wants to spend public money on something that already exists, especially given that apparently it cost the DfE £700,000 to revamp  the static Edubase site last year.
