Jam in 2022, but not cream as well

This blog has not so far commented on the largesse being promised to schools and the FE sector by the current government. I prefer to wait for specific proposals rather than broad gestures. As a result, the remit letter to the Teachers’ Pay Review body (STRB) announced today by the Secretary of State is worth considering for its implications for schools. https://www.gov.uk/government/news/30000-starting-salaries-proposed-for-teachers

Is there a risk that the announcement of a £30,000 starting salary in 2022 might be like David Blunkett’s maximum class size initiative for Key Stage 1 classes, something of a Pyrrhic victory for the government? Allowing for increases in teachers’ salaries of between 2-3% in both 2020 and 2021 then perhaps the starting salary will already be expected to be £26,000 by 2022 anyway.

The other question that will interest schools is how many teachers will be affected? It isn’t possible to work out how many full-time teachers are paid less than £30,000 – presumably less than £36,000 in Inner London? The School Workforce Census for 2018 revealed that there were nearly 103,000 teachers paid less than £30,000 at that time. However, this included both full-time and part-time teachers. The Census also revealed that there were 111,000 part-time teachers across the system, so it seems likely that a significant proportion of those earning less than £30,000 at that time might be have been part-time teachers?

If I were the STRB receiving the remit letter for Mr Williamson, I would want to look at the distribution of teacher shortages and ask two questions.  Firstly, is there a regional pattern to shortages and secondly, do we want to pay some teachers more than others in an overt manner by creating not just regional supplements but also supplements for specific subjects and other expertise that might be in short supply?

Failing to address the first of these questions could create a situation where the Secretary of State made matters worse by making teaching in lower cost housing areas more attractive than teaching in London and the Home Counties, just as David Blunkett made teaching in the suburbs more attractive than teaching in the inner cities by reducing class sizes in the suburbs, but not in the inner cities where they were already below 30 pupils per class in most Key Stage 1 classes.

All the evidence points to the teacher shortage being worse in London and the Home Counties and that these areas are also finding it more difficult to attract graduates onto teacher preparation courses. Personally, I would uplift the London salary rates more than those elsewhere. (See pages 36 onward of the 29th Report of the STRB for why I say this.)

The government also needs to remember that teachers start earning a year later than most graduates, including those being trained in other public sector graduate roles. For this reason, they might also consider returning to a training salary for all postgraduates and not just those on Teach First and the diminishing numbers on the School Direct Salaried route.

 

More lows than highs

Schools are going to have to rely upon reducing wastage rates among serving teachers and encouraging returners back into teaching in order to survive the 2020 recruitment round, if the data released by UCAS today about offers for teacher training courses starting this September don’t show dramatic improvements over the next couple of weeks. The DfE is doing a valiant job fast tracking enquiries received by their ‘get into teaching’ site, but so far it isn’t enough to prevent another potential year of problems for schools.

Let’s start with the good news: history has more offers than ever before, and languages; religious education and design and technology have recorded more offers than in August last year. However, design and technology is still way below target numbers needed to meet the Teacher Supply Model number for this year.

Biology, English, geography and physical education are at similar levels to this time last year in terms of recorded ‘offers’ and should produce sufficient teachers to meet needs next year on a national scale, even if there are local shortages because of where training is located. Chemistry is also at a similar level to last year, but that may not be sufficient to meet demand for teachers of the subject.

Now for the bad news: some subjects are recording lower offer levels than at this point in 2018. Business Studies and art, although lower than last year are not at their lowest levels for August during the past six recruitment rounds. However, IT, mathematics, music and physics are recording offer levels that are lower than at any August during the recruitment rounds since 2013/14. Schools across England are likely to experience recruitment challenges in these subjects in 2020 that could be worse than this year unless supply is boosted in other ways.

This grim news, is backed by a depressing 500 fewer placed applicants in England and slightly fewer ‘conditionally placed’ applicants. The additional 30 applicants ‘holding an offer’ do not make up the difference. Overall, some 72% of applicants domiciled in England have been made an offer (73% at August 2018). The published monthly statistics don’t allow for easy comparison by subject for applicants as opposed to applications which, as I have pointed out in the past, is a disappointment.

Nevertheless, most of the reduction in offers is to male applicants, where ‘placed’ applicants are down from 9,250 in August 2018, to 8,800 this August; a reduction of around 450 or the majority of the reduction in offer numbers. It is career switchers that have disappeared, especially those between the age groups of 22-29. The youngest ‘new’ graduate numbers are very similar to last year, but there are more applicants in their 30s than last year.

The School Direct Salaried route continues to be the big loser in terms of offers, but not in terms of applications. Only 770 applications are shown as with offers of any sort compared to 990 last August for the secondary sector. In the primary sector the number is higher at 1,840, but last August the number was higher at 2,000.

There are still very many offers recorded as ‘conditional’ even at this late point in the cycle. Only in history, Mandarin, PE and Religious Education, among the larger subjects, are ‘placed’ numbers shown as higher this August than in August 2019.

Next month will mark the end of the monthly date for this recruitment round. I wish I could say that I was optimistic, but despite the potential turmoil faced by the country over the political situation, I cannot be anything other than concerned for the teacher labour market in 2020 based upon these data.

 

Uncertain Times

One of the consequences of the prorogation of parliament has been the cancellation of the meeting of the All Party Parliamentary Group on the Teaching Profession that was scheduled for the 9th September. Below is the paper I would have presented to the APPG meeting. The text represents my first look at what might happen to the teacher labour market in 2020.

APPG Labour Market for Teachers: A first look at the outcome for September 2020.

In 2020, we will celebrate the 150th anniversary of the 1870 Education Act that brought state schooling to the whole population for the first time in our history.

The job market at the start of September 2019 is probably facing another year where the supply of teachers will not meet the demand, especially in many secondary subjects, and most notably across the South of England. The further North and West in England you move away from London, and in much of the classroom teacher market in the primary sector, there is less pressure overall on supply, but shortages in specific subjects remain, especially for January 2020 appointments.

However, the picture might change quite radically post-Brexit on 31st October. If there is a general slowdown in the world economy in the autumn and through to the start of 2020, as many economists seem to be expecting, this may be good news for schools. Recessions in the past have meant fewer teachers leaving the profession and more seeking to either train as a teacher, as other career avenues recede, or return to teaching as a secure, if not well-paid, profession. Additionally, if demand internationally for teachers from England reduces that may help retain teachers and reduce wastage rates, especially amongst teachers with 5-7 years of experience.

At present, reading the runes of teacher preparation courses starting this September that will provide the bulk of new entrants into the labour market in 2020, the picture is still one of shortages. In mid-August 135 preparation courses in London had vacancies, compared with only five in the North East of England.

As a result of this analysis, there are three possible scenarios for the teacher labour market in 2020:

Continuing shortages

Assuming no changes to the supply situation, and a cash injection into schools that is not entirely absorbed by increased salaries for the existing workforce, then the present supply crisis will continue and could intensify in some subjects and the parts of the country already most challenged by teacher shortages and increases in the secondary school population. This will make it the longest running supply crisis since the early 1970s.

A return to normal market conditions

As the supply of new entrants will be less than required to meet the demands of schools in 2020, this state of affairs is only likely to occur if both the rate of departure by the present workforce slows down and there is an increase in teachers seeking to return to work in state schools. A worsening economic and geopolitical situation, especially in the Middle East and in China might be catalysts for such an outcome, as might less that fully funded salary increase for teachers used as an incentive to help attract more recruits in the future into teaching as a career. In the short-term for 2020, any pay increase would likely attract returners in greater numbers if accompanied by improvements in workload and pupil behaviour initiatives.

More teachers than vacancies

This situation usually only occurs during a significant recession, such as that experienced ten years ago after the financial meltdown. It is extremely unlikely scenario for 2020, unless EU teachers also opt to remain teaching in England post-Brexit rather than return home, and there is a flood of returners to teaching concerned about redundancies elsewhere in the economy and a lack of other job opportunities. Such a scenario would also lead to increased applications for teacher preparation courses making it a more likely prospect for the labour market of 2021 than in 2020.

 

 

Teachers always needed in London

Four out of every ten teaching vacancies in England, advertised between January and the end of July this year, were placed by schools located either in London or the South East. Add in vacancies from the northern and eastern Home Counties, including Essex, Hertfordshire and schools located in a clutch of unitary local authorities and the figure for vacancies comes close to half of all teaching posts. This data come from TeachVac www.teachvac.co.uk, the company where I am Chair of the Board.

By contrast, the North East and North West together account for only 12% of vacancies. This increases to 20% if the Yorkshire and The Humber Region is added into the total. Of course, these are smaller regions than London and the South East, but that doesn’t account for all of the difference.

Undoubtedly, the school population is rising faster in London and the Home Counties than elsewhere, both because of the birth rate increase a few years ago and also because of the amount of house building, especially in parts of the South East. Oxfordshire has had three new secondary schools over the past few years, with more to come. This after a period when no new secondary schools were built in the county.

Although Teach First is now a programme spread across England, its influence in London can still be seen. Schools in the Capital generally topped the list for percentage of vacancies recorded by region, but were in second place in terms of the percentage of demand for teachers of English and only in joint first place with the South East in demand for teachers of mathematics, both accounting for 19% of the national total of advertised vacancies.

Another reason demand may be high in London and the South East is the significant number of private schools located in these regions.

Interestingly, ‘business’ in is various forms was the subject where London was further ahead of the rest of the country; accounting for a third of all vacancies advertised so far in 2019. Add in the percentage for the South East and the total for the two regions is more than half the total for the whole of England.

In business, as in a range of other subjects, schools needing to recruit for vacancies that arise for January 2020 are going to find filing those vacancies something of a challenge. Regardless of the outcome of Brexit and the state of the world economy, there won’t be a reserve of newly qualified teachers still looking for work in many subjects. Languages, history and geography within the EBacc being exceptions, although even here there are likely to be local shortages, regardless of the national picture.

Recruiting returners and persuading teachers to switch schools may be the best options for schools suddenly faced with a vacancy, for whatever reason. There will be some teachers coming back from overseas and TeachVac has seen more ‘hits’ on the web site from Southern Hemisphere counties over the past few weeks. But such numbers may only be of marginal help unless there is a really deep global recession.

One option the government might consider is offering teacher preparation courses starting and ending in January as well as September. The Open University used to be very good at offering courses that graduate teachers in time to meet the needs of schools looking to fill their January vacancies.  It might be worth considering such an option again.

Bad news on closing the gap

The Education Policy Institute’s 2019 Report on Education (EPI Report) has largely been noticed for the comments about social mobility and the stalling of attempts to close the gaps between disadvantaged and other pupils as this is a key feature of its findings  https://epi.org.uk/publications-and-research/epi-annual-report-2019-the-education-disadvantage-gap-in-your-area/ Reasons for this ending of the reduction in the attainment gap between disadvantaged pupils and other pupils as noted by EPI are the decline in funding for schools and the challenges some schools face in both recruiting and retaining teachers.

This latter explanation is one that has been regularly championed by this blog as likely to have an adverse effect on outcomes. So, it would seem that money matters, and the idea of just providing cash to under-funded local authorities, as seemingly suggested by the new Prime Minister, might not necessarily be the way forward.

However, I do have some concerns about parts of the methodology used by EPI as it relates to the presentation of the data. A focus on local authorities as the key determinant does tend to ignore areas, whether urban or rural that have wide variations in levels of disadvantage within the same local authority boundary. For the two tier shire and district council areas, it would have been better to use the data at a district council level, but that doesn’t help in cities such as Birmingham, Leeds, Liverpool, and boroughs where there may be wide variations between different parts of the authority. To some extent the data for an authority doesn’t reveal the whole picture and can provide results that might mis-lead the casual reader.

EPI avoids this issue to some extent by producing tables using parliamentary constituencies as the basis for the data. Thus the gap in months at the secondary level relative to non-disadvantaged pupils nationally can differ widely within one authority by looking at data at the level of the parliamentary constituency. For Birmingham, it is 13.6 in Selly Oak, but 19.6 in Ladywood; in Kent it differs between 27.0 for the Dover constituency and 13.8 in Tunbridge Wells.

This is not to say that drawing attention to the gap between where pupils start their education journeys and where they complete them isn’t vitally important at a local authority level. But, providing everyone with equal shares of the cake is not an answer for anyone that wants anything other than administrative simplicity, important though it is to ensure that base funding levels are sufficient for the task in hand.

EPI do make the point in their report that despite no progress in narrowing the disadvantage gap, overall pupil attainment has continued to rise. This suggests that an overall rise in standards does not guarantee a reduction in the disadvantage gap. (Their emphasis).

The Report also highlights the fact that the post-16 education routes taken by young people are becoming increasingly segregated by socio-economic status, with disadvantaged pupils disproportionately represented in certain routes. In particular, the increased segregation is driven by an over-representation of disadvantaged students in further education. These trends may damage the government’s ambition of rectifying imbalances between further and higher education. (Their emphasis).

 

 

20,000 fewer teachers?

The news that the Home Office are going to oversee the recruitment of either 20,000 new graduate police officers or people capable of earning a vocational degree must prompt the question; in the current labour market, where are these new police officers going to come from? Of course, it might be a preemptive strike by the government against a possible recession and the associated increase in unemployment. This must be on the assumption that any recession will hit the graduate end of the labour market at least as hard as it hits those with no qualifications.

After seven years of a failure to recruit enough new teachers into training – a back door cut – and facing an increasing pupil population, teaching also need more entrants than it has at present. Indeed, it seems likely that when the ITT Census for 2019 is published in November, this will be the eighth year of missed targets in some subjects. I recorded the disturbing decline of design and technology trainee numbers in one of yesterday’s posts, if anyone is interested.

So, might teachers switch to become police officers? I doubt it will be 20,000, but the loss of any experienced teachers will be a blow to the profession that has also seen retention rates worsen for teachers we might have expected to have reached the stage where they had become what one person described to me this week as ‘lifers’.

Potential teachers, especially those keen to be in London and not eligible for Teach First, might well weigh up the starting salary of a constable against the fees to be paid as a trainee teacher and the absence of any guarantee of a teaching post on completion of training.

I certainly think that this move to increase police numbers will reinforce the need for a review of the former training grant for all teachers, and not just payments to those lucky enough to be on Teach First or the School Direct Salaried routes or receiving a bursary. Of course, the government could wait and see, but that must be deemed a risk unless graduate unemployment rises both quickly and fast.

If the new Secretary of State for Defence wants more graduates in the armed forces and the NHS more nurses, then those actions will place more pressure on the teaching profession to be competitive in a labour market where it clearly isn’t competitive at present.

Do we really want a system that produces just enough qualified teachers of Physics to meet the needs of private schools, Sixth Form Colleges and the selective schools? Do we want a system that fails to produce enough teachers of design and technology; of music; even of art? According to head teachers that I meet, this isn’t even the complete list of subjects where recruitment is currently a challenge.

The other salvation is that a slowing down of the global economy might reduce demand from ‘overseas schools’ for teachers trained in England. Such a situation is possible, but with the switch of many of these schools to educating not the children of expat business families, but locals dissatisfied with their State system or unable to access it, not too much hope should be placed on this solution, at least for now.

More signs of recruitment concerns

You can tell how serious the teacher recruitment crisis is becoming for the government when you see TV adverts in July encouraging people to sign-up to become a teacher. Now comes news from SchoolsWeek, in an exclusive report on their website, stating that the ‘Skills Tests’ are to be ditched as well. https://schoolsweek.co.uk/qts-skills-tests-set-to-be-scrapped/ apparently, some one in eight of those taking the tests can fail meaning they are lost to the teaching profession even if they have the necessary GCSE grades.

Clearly, it is important to ensure a high standard of both literacy and numeracy in our teaching force, especially in those teaching the fundamentals of these curriculum areas. However, I am sure that the change, if announced by the DfE, will come as a great relief to career changers and those on programmes such as TeachNow that might be a bit rusty in the finer details required in the tests.

Indeed, I doubt whether I would pass either of the tests without a significant degree of additional effort. I can see why some might not want to make that effort, especially when QTS is handed on a plate to teachers qualifying in the USA and some Commonwealth countries.

In the same edition of SchoolsWeek there is another story that Teach First has offered places to 82% of their applicants that made it through the assessment stage, meaning there are likely to be 1,735 Teach First trainees this year, compared with 1,259 last year. This is good news for schools, but may be less good news for trainees on other routes if the increased numbers are in subjects where competition is still relatively strong for jobs and Teach First trainees, by already being in schools, have a head start. It would be interesting to see a breakdown by subject for the increased numbers over last year.

TeachVac, the free national vacancy site, where I am chairman, has data that shows this year to be one where many schools are facing real issues in recruitment in a wide range of subjects. For schools with unexpected vacancies in the autumn there may well be real issues recruiting across the board.

The government’s plans for more sport may also help to soak up the reservoir of physical education teachers created by training far too many for the needs of schools. Indeed, so valuable are some of these teachers to fill in across a range of subjects that this year there are fewer still available than in previous years. Indeed, it is humanities teachers that are probably struggling the most to find a job, and probably history teachers most of all across much of the country.

There are still just under two months to go before most teacher preparation courses commence in the early autumn, so the next few weeks are critical to the government in terms of recruitment and the 2020 labour market. An announcement of a significant pay increase for new entrants might help boost recruitment more than dropping the Skills Tests, but we must await the STRB report to see whether that will be the case.

An Auger effect already?

The publication of the data on ITT applications for June 2019 coincided today with the DfE’s date for publishing its annual raft of statistics on teachers and schools. The DfE data is, of course, backward facing, whereas the UCAS data tells us what to expect in the teacher labour market in 2020.

With only three months left in the current recruitment round, it is usually easy to predict the actual outcome of the recruitment round. However, with the current levels of uncertainty over issues such as the funding of schools after the new Prime Minister is elected by Conservative Party members, and assuming there isn’t a general election in the autumn, as well as what happens to tuition fees in the short-term, the past may not be a guide to the future. Nevertheless, this blog will try and made some inferences from the data as it currently stands.

Overall applications are down on last year. The current total of 32,720 applicants is some 490 below the figure for June 2018. Perhaps of most concern is the decline in ‘placed’ applicants in London and the South East, where the figure is down from 900 last year to 710 this year. There has also been a decline in ‘conditionally placed’ numbers in these two regions, although numbers ‘holding offers’ are similar to last year at this point.

There has been a reversal in the recent trend in age profile of applicants, with fewer applicants than last year in all age groups, except for new graduates 21 or under, where the number is up from 4,630 last year to 4,670 this year. ‘Placed’ applicants over the age of 25 are down this year by 130 to some 1,440. In the past, this age group has help keep applicant numbers up as younger applicants have fallen away.

The number of applications are down from both men and women, mostly as a result of fewer applicants being ‘placed’. As degree results are confirmed over the next month or so, the number of ‘placed’ applicants should increase rapidly over the next two months. This is a number that will need watching very carefully.

The data on application status by provider region (Table B6 of the UCAS monthly data) confirms that there needs to be a focus on what is happening in London. Placed numbers are down by 100, and ‘conditionally placed’ by 160, with only those ‘holding offers’ up by 50, for a net change across the three categories of around 200. Application numbers to providers in London are down by around 600. With London schools seeing growth in pupil numbers, and so far in 2019 having advertised 10 vacancies per secondary school (www.teachvac.co.uk data) these numbers must be of concern.

So far it is primary courses that have borne the brunt of reduced applications, down from 41,180 in 2018, to 38,880 in 2019, whereas applications for secondary courses are up from 52,530 to 53,250. But, before anyone hangs out the bunting and declares a ‘dance and skylark’, it is worth delving deeper into the statistics for individual subjects. History, English and biology al doing extremely well, and could recruit their largest numbers of trainees in recent years.

On the other hand, art, chemistry, IT, mathematics, music and physics are recording new lows for June in terms of those ‘placed’ and either ‘conditionally placed’ or ‘holding an offer’. Based on the evidence of previous years, none of these subjects will hit the required Teacher Supply Model number in 2019.  That’s bad news for the 2020 recruitment market for teachers.

Has the Auger Report with its suggestion for lower fees already had an effect on recruitment onto UCAS courses for this September? If so, the government must react sooner rather than later to stem any further losses ad protect teacher supply.

 

 

 

 

Treasury woes

Teacher recruitment crises are not a new phenomenon in England. Indeed, almost 30 years ago, at the start of the 1990s, the country was experiencing a very similar sort of teacher recruitment and retention crisis to that seen now. As a result, it is interesting to revisit the comments made by the then Interim Advisory Committee on Teachers’ Pay and Conditions, the forerunner of the present School Teachers’ Review Body, and the successor to the Burnham Committee.

In Chapter 6 of their 1991 report, at paragraph 7.13 the IAC said:

Our final key principle has been to support the provision of proper rewards for additional responsibilities and high performance. Put, bluntly, the teaching profession is no different from any other in needing to recruit and retain effective and ambitious people. Whatever the details of the pay structure, it seems self-evident to us that if adequate levels of differential rewards are not available, as they increasingly are elsewhere, then there will be serious difficulties in tackling the recruitment and retention problems we have highlighted.

I found this comment of interest, as I discovered it when I was trying to determine whether more teachers had access to allowances now than at that time before devolved budgets and the total freedom for schools to decide how to pay their teachers. At that time, in the early 1990s, although the pay scales were different and local management of schools was on the horizon, there was still a national structure for responsibility payments, and schools had little choice over the number of such posts that they could create. School size, as determined by the number and age of the pupils, was the key source factor affecting the chance of promotion for a teacher.

Interestingly, a quick look at DfE statistics for both 1989 and 2013, suggests that far more teachers in secondary schools than in primary schools had access to payments above their main scale salary in 1989, and that in both sectors the percentage of teachers paid above the main scale was higher in 1989 than in 2013. Additionally, in 2013, you were less likely to receive a TLR if you worked in an academy than if you worked in a maintained school.

Since 2013, the DfE has changed how it reports teachers’ pay, and it now uses cash amounts in bands as the reporting measure that doesn’t allow an easy identification of the percentage of teachers paid a TLR in addition to their main salary.

Of course, a few teachers have benefited from an opening up of extra posts on the Leadership Scale. But, could this lack of incentives, suggested as important by the IAC in 1991, be partly responsible for the problems with retention in years five to seven of a teacher’s career that have become a feature of recent years?

Conservative politicians, as the previous post on this blog has noted, are aware that current funding for schools is not only insufficient to pay support staff their pay award but also to reward and retain teachers in many parts of the country. The problem is, where to find the cash to pay for schools to recruit and retain effective and ambitious people, the same requirement as the IAC pointed out all those years ago.

 

 

Lower Fees: a threat to teacher education?

Will the promise of a possible cut in tuition fees held out in the recent Augar Review harm applications to teacher preparation courses, especially those courses for postgraduates?

Due to an accident of history, postgraduate teacher preparation courses with a higher education component are still usually linked to the student fee regime, at least in England. This anomaly has worked well for course providers in recent years, as they have mostly been able to charge the full fee or something close to that amount.

Although not generous, in terms of the cost of running these courses, the fee has generated more income than was possible during the period when the fee income meant that it was almost impossible to cover the cost of running a course from the income received and university management would every year have to write off deficits, often amid suggestions that teacher education would not survive.  Apart from in one or two institutions, it did survive, as it has survived the Govian era of regarding higher education as part of ‘the blob’.

Still, Augar poses new threats. In the short-term, probably the 2019-2020 recruitment round, will would-be teachers postpone applying for courses until the issue of a fee cut and changes to the interest rate on student debt are decided.

Any such reduction in applications would be a worry since noises from Whitehall now suggest that the government’s planned spending review may be delayed because of the change of Prime Minister.

Hopefully, those concerned with policy on teacher education will have raised the issue of the effect on recruitment of a possible future cut intuition fees with DfE civil servants. However, until their political bosses (is that a non-sexist word?) take a decision, there may be little that can be done in the short-term, except monitor what happens to applications and even that may be easier said than done next year.

I also hope that those on the teacher education side are talking both to civil servants and to the teacher associations about what happens to funding if fees are reduced to say £7,500? Will the shortfall from current levels of funding be made up by the government, and will that mean closer monitoring of recruitment again?

Course providers will need reassurance that the cost of running their courses will be covered if fees are reduced for students. If not, will we see further changes in the landscape, with some schools unwilling to participate for anything less than the current level of funding, especially with the pressures on school budgets at present?

Of course, I favour a return to the situation where all fees for post-graduate courses are paid by the government, and training to be a teachers doesn’t require an increase in the level of debt to the individual, especially if the length of time repayments must be made is also increased by ten years as Augar suggested.

With probably another five years of increased secondary training targets to come before the bulge of pupils passing through secondary schools can be provided with sufficient teachers, even if not the right mix of subjects, anything that deters new entrants should be avoided. A delay by applicants awaiting a decision on lower fees might end up as a loss of a number of potential teachers to the system.
