Plenty still to do for the Education Secretary

So, Justine Greening stays as Education Secretary. This is probably not a great surprise given the hand the Prime Minister had to play with after the general election. Any expansion of selective schools seems likely to disappear from the agenda in fairly short order, except perhaps for allowing grammar school places to increase in areas with selective schools in line with the growth in pupil number.

This may allow some space for other less contentious issues to be moved up the agenda. Here are three of those that matter to me. Firstly, children taken into care that need a new school should be guaranteed a place within 10 working days of arriving in care. It is unacceptable that some in-year admissions can take months for these vulnerable, but often challenging young people.

Secondly, I would iron out all the financial anomalies that have been allow to creep into the system. Whether it is the Apprenticeship Levy; Business Rates or VAT, all schools should be dealt with on the same basis. And as I mentioned in the previous post, the status of school funding should be quickly make explicit. Will no school now lose out under the new formula?

Thirdly, school playgrounds and other outside areas represent some of the most under-used assets in the country. Many are covered in heat retaining black asphalt or acres of green grass. These could be ideal spaces for a low cost renewable energy drive to make use of the space that for 99% of the year isn’t fulfilling its primary purpose.

On an equally big scale, the Secretary of State needs to tackle the teacher supply crisis, by both stemming the rate of departure of existing teachers and finding ways to attract new entrants, such as through a graduated loan forgiveness scheme, although it wasn’t a great success last time it was tried.

A cross-party efficiency drive to seek out areas where schools can save money might help identify cost savings, such as in recruitment through the adoption of free sites such as TeachVac that don’t cost the government or schools anything.

There are no doubt many other areas of procurement where savings can be made to allow the 1% salary cap to be raised, at least for young teachers. Action on workload would also help to make teaching look more attractive as a career. Perhaps the Secretary of State could invite the Local Government Association to take the lead on a cost saving drive as part of a recognition that municipalisation offers better prospects than just leaving decisions to the private sector.

A drive to revitalise professional development for teachers, from new entrants still learning the ropes of the profession to school leaders taking on the most senior roles is something that would gain the Secretary of State much respect and would not be politically controversial.

Finally, looking at how the teaching profession will celebrate the 150th anniversary of the 1970 Education Act and plan for the next 50 years of change would be a potential feel-good and low cost exercise that could create positive headlines. Such headlines will be needed if, as some expect, we might face another general election in the autumn, as in 1974.

Teacher Supply, Retention & mobility

Despite the fact that we are in a period of government purdah, the DfE has followed up its publication of the Teacher Supply Model with the publication of a new piece of analysis on the School Workforce Census between 2011 and 2015, the period when the economy was emerging from the recession and the coalition government was in place. https://www.gov.uk/government/statistics/teachers-analysis-compendium-2017

Effectively the analysis deals with teacher recruitment and turnover up to September 2015, so the data is now two recruitment rounds out of date. Accurate up to date data on the present recruitment round is available from TeachVac www.teachvac.co.uk the free school recruitment site for teaching posts in all schools across England. However, the analysis is well worth a look for those interested in the teacher labour market.

The DfE analysis provides some interesting information. Entrant rates, (defined by the DfE as the percentage of teachers in a subject identified as an entrant divided by the number of teachers teaching the subject) include all teachers of the subject regardless of their qualifications to teach the subject. In some subjects, the entry rates needed to be high because wastage was also high. The DfE singled out physics and mathematics as the subjects with the two highest entry rates as also being subjects with high wastage rates. Of course, since this is a data driven exercise, there is no information about why wastage rates are higher in these subject areas, but both are subject areas where the skills of the teachers may be in demand across the labour market and not just in schools.

Of more concern is the decline in NQT entry rates, especially in the non-EBacc subjects. It is really only in History and geography, still strong recruiters into training in 2017, where NQT entry levels have remained really strong. Mostly, the growth has been in returners to teaching, especially in the non-EBacc subjects but also in physics and IT within the EBacc group of subjects.

Entrants can come from one of three sources; NQTs, those new to the state funded school sector and from returners. Of course, schools may also recruit existing teachers creating a ‘churn’ effect if the departing teacher needs to be replaced.

Late entrants provide a relatively small proportion of the annual intake. The proportion of intake that are NQTs has varied from 60% plus, in history and Classics, to below 40%, in business studies and design & technology. Business Studies has recruited badly into training and has a Teacher Supply Model target that has been too low for several years and design & technology has usually under-recruited against it training target. By comparison, history never has any difficulty filling the training places and has over-recruited in some years.

The later sections of the paper on wastage and turnover do seem to support the TeachVac claim that vacancies are more likely to arise in London, where pupil growth has been strong, and the DfE data also reveals the increasing mobility of teachers from London to elsewhere exceeding the percentage moving in the opposite direction in every year under scrutiny. The differences in percentages appears to have doubled between 2011 and 2015. London is presumably, as a result, more dependent on returners and NQTs to fill this gap. The pay cap of 1% across the board may, therefore, be affecting London schools in their attempt to recruit teachers during the latter part of the period under review. At TeachVac, we suspect this trend in departures has continued into 2017. An analysis of applications and offers for training in 2017 does not bode well for the teacher labour market in 2018 in London unless there is a change of direction on the pay front.

Hats off to hard working volunteers

One of the privileges of being a parliamentary candidate is the opportunity to meet some amazing groups of people. Shortly after writing the previous post I went to meet a group of parents of children on the autistic spectrum or in the process of being diagnosed. The testimony of each and every one really reinforced the views I expressed in the previous post.

Here are a group of parents battling a dysfunctional education system that is lacking in resources and where many of the primary schools face cuts in funding under the new national funding formula. Light years ago, when common sense prevailed, local authorities had teams of SNASTs working with schools on special needs issues and training. After all, a new teacher cannot learn everything in a 39 week postgraduate course or a three year degree. Indeed, school-based training for teachers may make the exclusion of this type of special need from discussion during training even more likely.

The lack of a training syllabus for leadership also now means it is hit and miss whether new school leaders are properly prepared for their role and helped to understand the place of EHCPs and how to liaise with the health service. Local authority services are also under strain and the government’s policy towards the creation of new special schools seems lacking in definition and awareness of need.

The growing visibility of mental health issues and a greater understanding of autism has helped in some cases, but I am sure hindered in others as head teachers decide the challenges are too great and seek to offload pupils to special schools where with a little extra support and training they could be educated in community schools.

I know that charities such as MIND provide general training for teachers on the whole spectrum of mental health issues, and also that many issues don’t become apparent until pupils are in secondary school. Autism and its associated conditions need early detection and this is helped where class teachers and the other members of the classroom team, especially of the youngest children, are alert to any signs of a lack of development not fully within the normal parameters. Eyesight and hearing issues need monitoring, but so does the signs of a lack of social interaction and sensory issues that may act as pointers.

For all these reasons, special needs is an area that needs careful coordination and sensible use of resources. Government has decided that adoption services are too important to be left to single local authorities and has regionalised the service. I would argue that special needs is too important to leave to individual schools and MATs and is another function where a democratically elected local authority has a real and effective role to play in creating an excellent service. If a local authority fails, take it out of their hands, but also understand why it has failed and create the support for future success. Measuring failure without creating the opportunity for success is no way forward.

So, my best wishes to the parents I met and all other facing challenges they didn’t expect and the system doesn’t want to know about.

 

Low cost private schools: any appetite?

Some of you may have come across the magazine that exists for those interested in investing in education. From time to time its journalists ring me up to ask about issues relating to the private sector in education As a business operator, albeit with TeachVac (www.teachvac.co.uk) using disruptive modern technology, I understand their need to assess opportunities and I happily share my thinking with them.

Recently, the magazine hosted a conference in London. Mostly, the topics discussed were in the higher education realm, an area of less direct interest to me at present than schools. However, there was a session about low cost private sectors schools and possible opportunities in England. Now that’s a topic of more direct interest to me, although they may not know that fact. Many years ago I undertook a piece of research for a client about the possible opportunities in the private school market for a low cost model at a time when school fees were rising sharply. My conclusion was that such a school might well struggle as it offered neither exclusivity nor the small classes that were both the trademarks of many private schools.

Has my judgement changed? Well, I haven’t done any in-depth analysis, so this is very much my first thoughts, but my hunch is that if anything the market is less propitious for new entrants than twenty years ago. With an expansion of selective state schools on the horizon, there may be opportunities in the primary sector, but less so in the secondary. Why pay for what you can achieve for nothing? Paying for tuition is also a cheaper option than paying for a school with some parts you won’t need.

Much could depend upon where the bar for entry to selective schools is set if the Conservative were to go down that path where they to be re-elected. Too selective and they will have little overall impact on existing comprehensive schools in most areas. Too low and we really have a return to the two-tier system of yesteryear. In that case, there might be an appetite in urban areas for fee-paying schools for those pupils that just missed out on a selective school, especially in a period of growth in pupil numbers. However, the existing fee-paying schools should be able to cope with that demand, especially if there were the transfer of some traditional entrants from these schools to the selective schools as parents feel they no longer have to shell out on school fees. You only have to look at what happens in areas with sixth form colleges with a high reputation and the distribution of fee-paying schools.

So, I think that I would be wary of thinking the future holds significant opportunities for the low-cost private school market. There might be some specific groups of parents still wanting to exit the state system but, while there is the chance of a free school paid for by the State, surely that would seem like a cheaper option for them.

Where I have always thought there might be a market is in the vocational skills area for the 14-18 age-group, especially if an institution is closely linked to the local job or apprenticeship markets. Even better, if you can persuade employers to subsidise the cost of the school in return for a fast track into the challenging sections of the labour market. The armed forces have historically understood this section of the market with their apprentice training colleges of yesteryear.

A school offering direct entry into the hospitality or travel industries, where the local further education college isn’t doing a good job, is one possibility. This section of the market also comes with less need for expensive building requirements associated with teaching the full range of curriculum subjects. So, find a niche that can be taught in traditional office type accommodation near a park or other outside space and in an urban area with good transport links and it might be worth creating a business plan; especially if the wages for lecturers can be low, but still better than when working as an experienced professional in the sector and you might have something worth taking further. But, there may well be some other opportunities in the education world for many investors.

Transfer at 14; good idea, badly executed?

Schools Week has been running a story about the failure of many UTCs and Studio Schools to attract pupils for September. Their latest news is that Plymouth UTC will now not take any pupils at 14 this coming September http://schoolsweek.co.uk/troubled-utc-plymouth-pauses-recruitment-at-14/ Here in Oxfordshire the news on that front is better, with two of the three UTC/Studio schools fully subscribed. Indeed, the Didcot UTC has made 120 offer for 120 places equal to its Planned Admission Number and the Studio School in Bicester exceeded its PAN of 50 with 53 offers to the 60 applicants. Now, whether or not they all turn up is another matter, and we won’t know until parents have considered issues such as how much it will cost to transport their child to the school.

The Space Studio School in Banbury follows the trend identified by Schools Week, with 16 offer for the 75 places available. But, located as it is in the grounds of the town’s largest academy it has always seemed to me to be a bit of an oddity.

Despite these good recruitment numbers, there remain for the schools in Oxfordshire the same issues rehearsed before in this column. Existing Oxfordshire secondary schools will lose the funding of 173 pupils if all those offered places move to the Didcot and Bicester schools. That’s the best part of £700,000 in one year. Over four years it would amount to not far short of £3 million pounds after allowing for inflation. Put this drain on income on top of the 8% the Institute for Fiscal Studies suggested might be the cuts to school budgets over the rest of this decade and you have the potential for financial problems at other schools.

To make the most of a system, you need a degree of planning or unlimited funds. We don’t have either at present and we don’t seem to have a government that understands that in times of austerity you need to make the most of the resources that you do have available.

The issue in Oxfordshire is, what will be the consequences for schools losing pupils at 14 and 16, whereas elsewhere the consequence is the opposite. What happens to the schools that don’t attract enough pupils to pay their bills? The silence from the Regional Schools Commissioners and the National Commissioner on the need for a rational approach is of concern. These civil servants must not be high priced rubber stamps approving new academies without understanding the consequences.

In the end, it will be the much maligned local authorities that will have to sort out ant mess. It may be no surprise that the Plymouth UTC operates in a selective school system. In such a system, few pupils will leave a selective school at 14 making it even harder to recruit from the remaining schools with the pupils that didn’t take or pass the selection process.

It is probably time to look at how the transfer of pupils at 14 is going to work in the longer-term: leaving it to the market isn’t really an option.

Funding formula to go?

There are reports that the National Funding formula is to be abandoned. I received this from the Lib Dem press office just a few moments ago.

The Liberal Democrats have responded to reports that the Conservatives are to bow to massive backbench pressure and abandon their proposed shake-up of school funding.
Liberal Democrat Education spokesperson John Pugh said:
Finally, the Conservatives have been forced to re-think their deeply flawed funding formula, which would see savage cuts to schools in most areas of the country. Their proposals were utterly cynical, taking from some areas to give to others, rather than committing to give all schools the additional funding they need.”I am surprised to hear this even being discussed during purdah as it amounts to a change of policy already under consultation.

Locally, if it proves to be true and not just electioneering, I am both glad for the rural primary schools, 100 of them in Oxfordshire, where the cash for the school was going to be cut (see earlier posts), but sad that Oxfordshire and the other F40 authorities will have to wait longer for a fairer distribution of funds to schools.

However, I am not surprised at the possibility of an announcement. Trying to reform school funding in the middle of the largest increase in pupil numbers in almost half a century was always going to lead to electoral disaster. One wonders why the Tories backbenchers waited until the day before the local elections to put on the pressure as any announcement has surely come too late to influence the voters in the shire counties voting tomorrow.

Then there is the issue of where the Conservatives now stand on funding schools? Unless they can come up with something better than just a U-turn on their formula they will still be leaving school looking at a funding shortfall over the life of the next parliament. Reciting the mantra of strong leadership on school funding just looks silly in the circumstances.

Finally, it doesn’t look like good government to change your mind in this way. There will certainly need to be some clarification of the government’s position. And, what next, a change of mind over selective schools?

 

Heading towards disaster?

The latest UCAS data on the number of trainees offered or holding places for 2017 graduate courses to train as a teacher makes for grim reading. This blog has been warning, without trying to use sensational language, for some months now that all wasn’t going well. The figures issued today, based upon offers recorded up to Easter, show new lows over the last four cycles at this point in the year in terms of offers made and accepted in some subjects. So far, the serious issues are only in Business Studies, Chemistry, IT and music, and in two of these subjects a decline in teaching time over recent years means the Teacher Supply Model may be over-estimating the likely demand for teachers. In Chemistry and Business Studies, the lack of offers so far this year may be more serious for schools in 2018, especially where there are rising rolls.

The one crumb of comfort is the increase in offers in both history and geography. Elsewhere, in Mathematics and English, the trend line look unpropitious for the remainder of the recruitment round, unless there is a major shift in direction. This may be less of an issue in Mathematics than English. There are already shortages in English in 2017 according to TeachVac’s data. In Mathematics, as ever, it is not just the numbers, but also the quality of mathematical knowledge and the teaching ability of trainees that matters to schools. Hopefully, lower numbers don’t mean fewer high quality applicants.

Overall, around 2,000 less offers have been made in this recruitment round across England compared with April last year. Applicant numbers are down in all age groups, but significantly down for the younger age groups. For instance, women 21 and under are down from 3,990 applicants last year to 3,490 this year, with a similar fall of 410 in applicant numbers for those aged 22, but smaller falls among the older age groups. Only 1,100 men age 21 or under have applied so far this year; a drop of around 10% on last year at this point in time. Overall, applications from men are down by just over seven per cent, a greater decline than for applications from women.

In total applications are down to only just over 90,000, meaning most applicants have made full use of all their choices.  The good news is that there are 10 more applicants in the South West than last year; the bad news, 500 fewer in London. Indeed, there are 770 fewer offers to applicants applying to London than this point last year: with rising rolls that is really bad news for 2018.

School Direct Salaried has attracted around 500 fewer applicants for the secondary sector this year, with only 80 confirmed placed applicants so far in 2017. As these are all graduates with work experience, this number is disappointingly low and down on the 120 of April last year. The conditionally placed number is also down, from 790 to 530. Undoubtedly, some of the decline is due to the Easter holidays, but that would also have been true for 2016 figures. The one potentially bright spot is the increase in applicants holding offers, but until these numbers turn into placed applicants they are always at risk of disappearing. On the face of it, and without overall allocation numbers, primary offers seem to be holding up relatively well. It is the secondary sector that remains the key area for concern.

With purdah upon us, we can but hope that the increased DfE marketing budget, the topic of an earlier post, will help to attract more applicants over the summer. However, uncertainty over the future direction of secondary education and selective schools might put off some would-be teachers educated in the comprehensive system. Either way, 2018 looks like being a challenge for schools in London and the South East needing to recruit teachers. Minutiae for manifestos

Political parties are now frantically writing their manifestos for June 8th. The headlines are probably obvious: selective schools; funding; workload; testing; standards; teachers, and ensuring that there are enough of them, and possibly something about free schools and academies. But, beneath the surface there is room to include some specific ideas that might help various groups. Special education doesn’t often get a mention, nor do children taken into care, but both are among the most vulnerable in society.

Put the two factors together and make a placement outside of the local authority responsible for taking the child into care and you have a complex situation that the present governance of education regulations don’t really provide for. Hopefully, schools are willing to cooperate and offer a rapid re-assessment for an Education & Health Care Plan, where that is necessary and provide a place. But, what if a school doesn’t want to do so and is an academy, as an increasing number of special schools are becoming. Who has the right to demand that such a child is placed in an appropriate school setting as quickly as possible? It really is unacceptable for the government to worry about pupils that miss a fortnight’s education for a family holiday and fine them, but take no action for a child out of school for several months because no school place can be found for them. The 2016 White Paper suggested that local authorities should once again have the last word on in-year admissions, regardless of the type of school. I hope that all political parties will pledge to look at the issue of school places for children taken into care mid-year, as most are. If a fortnight is too long for a holiday, it is too long for a child taken into care.

At the same time, I would like a review of the school transport arrangements. It is grossly unfair that children in London, regardless of parental income, receive free transport, but those outside the TfL area are subject to archaic rules designed nearly 150 years ago. How many cars could we take off the roads if pupils travelled by bus or train to school for free, as in London? The free transport rule might also help with encouraging parental choice, as well as reducing traffic on the roads.

I would also like to see figures for the percentage of pupils from each primary school that received their first choice of secondary school rather than just figures for the secondary school. This would help to identify areas where there are either significant pressures or unrealistic choices being made by parents.

Finally, I would like to require an academy or free school considering closure to have to go through the same consultation process that a locally authority school is required to undertake. At present, academies and free schools can effectively just hand back the keys at the end of term, rather as sometimes happens in the private sector. However, this should not be allowed with State funded schools even after an unexpected Ofsted visit.

Bank holidays for teachers?

The Labour Party’s announcement of wanting to introduce four new bank holidays on Saint’s Days (I thought Corbyn’s Labour didn’t do religion) is either an attempt to lose the education vote or the parents’ vote.

Either way, if implemented, it would likely harm the education system. Drop 4 days from the education year, reducing it down to 186 and school staff including teachers benefit, unless on term-time only contracts and these are seen as not being term-time days. Parents have to find four more days of childcare if they have to work on bank holidays. Since these days move around, they won’t even create long weekend every year.

However, keep the school year at 190 days and teachers and other workers in schools won’t see the benefits of the extra holidays. This reminds me of my previous post about Labour and pay policies in the 1970s and the effects on teachers working conditions and benefits when non-pay benefits were more important than pay rises.

Labour needs to tell the education community what the announcement means for them, apart from more disruption in November, March and sometimes April as well. I wonder why Labour didn’t go for celebrating the Tolpuddle Martyrs; Annie Besant’s birthday; Emily Pankhurst Day and perhaps Revolutionary Figures (non-sexist) Day to celebrate those that fought against Empire and oppression around the world. Saint’s Days seem just a bit passé and what we might have chosen as a country to take as holidays before the Reformation.

With an economy that doesn’t boast the best productivity record, adding another four days to the paid holiday calendar doesn’t seen a great way to run the economy either. Perhaps Labour is really thinking of the trade union workers that can charge extra pay for working on bank holidays: do they still have a day off as well? For them, it will be a great bribe to vote for Corbyn, especially if the Conservatives really don’t pledge not to raise taxes in the next parliament.

At least none of these Saint’s days fall within the main examination period, so there won’t be the disruption there has been in higher education where the summer term bank holidays all seem to fall on a Monday. But, perhaps Labour has given up on increasing manufacturing as the solution to our nation’s economic problems post a hard BREXIT and sees the way forward as a dance and skylark economy.
