‘Fully funded’ often doesn’t mean what it says for school budgets

As usual, there is discussion about whether the recommendation of the School Teachers Remuneration Body (the STRB) about the level of increase for teachers’ salaries will be fully funded by the DfE this year. Of course, it depends upon what you mean by ‘fully funded’.  If the amount set aside by the DfE is less than the total pay bill, then clearly it won’t be fully funded.

However, even if it is ‘fully funded’ at the overall level, will that mean it will be fully funded for each and every individual school? Such an outcome is highly unlikely. Consider two schools; one has many young teachers and a high annual turnover of staff; the other, has a settled staff, mostly being paid at the top of their pay grade. Now also assume the first school is a maintained school with no top slicing, and the other part of a MAT that both top slices and pool reserves.

Are the two schools funded differently, assuming they are in the same local authority, with no differences in area cost adjustments or other factors. For the most part they won’t be, because of the working of the National Funding Formula that is largely based upon an amount per pupil.

There was less concern among school leaders about whether the pay bill was being met in full when pupil numbers were on the increase: it becomes much more an issue under the National Funding Formula when rolls are falling, and, as a result, a school’s income is set to reduce going forward.  

How did schools get into this position? In the 1990s when budgets were being devolved to schools from local authorities, schools could for the first time use their new freedoms to set their own staffing patterns.

Before the changes resulting from the Education Reform Act of 1988, local authorities set the staffing patterns for schools. Each school was allocated a Group, mostly from Grade 1 for the smallest of primary schools to Grade 7 for the largest secondary schools. Each grade had a point score, and that related to factors such as the number of promoted posts, and whether the school could employ a deputy head or heads. Special schools had their own grading that reflected their more complex staffing structure. The local authority picked up the staffing tab, much as some MATs do today.

All this central funding largely went out of the window with the devolution of funding to schools, although the salary of headteachers – especially in the primary sector – remained largely tied to the former group sizes for many years, often until the uncontrolled introduction of executive headteachers.

In these days of modern technology, it would be perfectly possible for the DfE to provide an uplift of the percentage recommended by the STRB that was related to each school’s salary bill. This would meet the need to ensure no school lost out from an average pay increase for all schools, but would have other consequences. I doubt the DfE would allow schools complete freedom over their staffing structure that they currently enjoy. Perhaps we might even see a return to the sort of structure that disappeared after schools’ gained control of their budgets: now there’s an interesting thought for a Labour government.

Cut recruitment costs

TeachVac is currently receiving a number of calls from schools that are finding either very few or no responses to their adverts for teaching posts. This is not a surprise to me because this blog has been predicting a very challenging recruitment round in 2023 ever since the DfE published its ITT census in December of 2022.

However, I imagine it must be galling to a school leadership team to have handed over thousands of pounds for recruitment advertising and not to have received a single response to an advert. Rates start from as low as £3 per vacancy registered, with users identifying the specific local authority area where the school with the vacancy is located and £10 for matches across a government region such as London or the South East. Matches are made for 21 days or until the closing date for the vacancy.

TeachVac is looking to use the income from schools to expand into offering a similar service for non-teaching posts and if enough schools sign-up the additional cost would be minimal. In the school-term, where schools offer a visa service for overseas applicants we will be introducing that fact into the matching service shortly.

TeachVac’s users are loyal, with 75% of all registered users still receiving daily matches,. This allows teachers considering a  move or looking for promotion to monitor the job market in the area where they are interested in working. Feedback tells us teachers used TeachVac to secure their job.

However, there are shortages of teachers in some subjects and TeachVac acknowledges that fact. But by not using the TeachVac platform for less than £10 per week schools can miss out on TeachVac sending their job details to those that are registered with TeachVac. Is it worth the risk for just £10 per week?

Tomorrow, TeachVac will publish an analysis of the first two weeks of 2023 compared with the same period in 2022 and compare the position with the government’s ITT census of trainees expected to be job hunting for a September 2023 post. The figures in some subjects will look extremely worrying.

London teacher labour market most active

August was a more active month than normal in the labour market for teachers. Although vacancies in the primary sector were subdued, the secondary sector remained active, with nearly 800 new vacancies published during the month according to TeachVac www.teachvac.co.uk

Nearly two thirds of the vacancies, 64%, were posted by located schools in London, the South East and East of England regions, with the remainder of the country accounting for only around a third of vacancies. In some subjects, the percentage was even higher, with 29 out of the 40 posts for teachers of geography listed by schools in these three regions. No such posts were tracked across either the North East or North West regions.

As might be expected, demand for teachers of history during August was limited, with just 14 posts identified. Interestingly, only two of these posts were advertised by schools in London and the three regions of London, the South East and East of England only accounted for 5 of the 14 vacancies.

TeachVac provides a regular monthly newsletter for both schools and teachers. The service is free to teachers, as is the use of the jo board to match teachers to vacancies on a daily basis.

From the end of this month, TeachVac will end its free matching service for schools. To cover its operating costs, and ensure that data collection remains of the highest quality, from October schools are being asked to pay £1 for every match made between a teacher and one of their vacancies. There is an annual limit of £500 per secondary school, beyond which point remaining matches in the 12 months are free. For primary schools, the cap is set at £75. This means just 75 matches are required to hit the limit, and all further matches that year are free.

During September, TeachVac has put in place a special offer of £250 for secondary schools and just £50 for primary schools: effectively, half-price for an annual subscription regardless of the annual number of matches made during the year.

To date, in 2022, TeachVac has made 1.95 million matches between jobseekers and schools with vacancies, covering both state-funded and private schools across England. By the end of September, the 2 million matches mark will have been passed.

Understanding Academy Finances

Recently, I came across a new study into the income and expenditure of academies by Xeinadin https://www.xeinadin-group.com/industries/academies/ When following up on that report, I also came across another and lengthier report from Kreston Reeves https://www.krestonreeves.com/news/academies-benchmark-report-2021/ published last month.

Both are interesting in their own ways. However, neither accounts clearly for the fact that there are different pay areas within the School Teachers’ Pay and Conditions Document and the annual recommendations from the School Teachers Review Body. Now, these differences do not matter when percentages are used, but comparing on cash figures may introduce some distortion in the outcomes if the difference between MATs in Inner London and those outside the London and Home Counties pay band areas are ignored, although the Kreston Reeves report does have some regional benchmarking data for six areas of England. Whether lumping together London and the South East and seemingly totally ignoring the East of England is helpful is a matter for the reader to decide.

Neither report considers the labour market for teachers nor the costs associated with it in detail, although there are discussions about both staff and supply teacher costs. Future reports might like to focus on both the costs of retention over recruitment, and the most cost effective ways of recruiting new staff.

I was interested to read in the Kreston Reeves report that:

“The full financial impact of the pandemic will not be known for a while yet. As schools went back in to another lockdown in January 2021, then the savings made in the first lockdown can perhaps be expected to recur, although as there are much higher numbers of key worker children in schools post Christmas, these savings are likely to be more modest. Where this leaves the Academy sector finances for the current academic year is anyone’s guess. The length and frequency of lockdowns, the criteria for allowing children into schools, and the education provided will all have an impact.” (Page 10)

Both reports discuss the matter of how much of a school’s budget is used for central costs of a MAT. They both seem to coalesce around a figure of 5%, although some MATs do seem to operate with either a much higher or lower percentage.  

The fact that academies are on a different financial year to local authority schools isn’t an issue for these reports, but is something that makes comparisons between the different types of schools more difficult, especially over a short-period of time.

How schools receive and spend their income is a matter for public interest, and these reports are helpful, in as far as they go, in understanding the academy sector, and especially the behaviours of MATs.

As most readers of this blog will know, I personally, prefer schools to be under the democratic oversight of locally elected councillors, albeit with a significant degree of autonomy. The fact that some schools have access to considerable letting income while other schools struggle to educate challenging groups of pupils on far less financial support is but one reason to ask for a system designed to benefit all pupils and not just some.

Sunak’s blunt axe

The media is full of stories about a probable pay freeze for public sector workers, to be announced by the Chancellor next week in his Spending Review. The freeze might last for up to three years, and end in the run up to the next general election. Interestingly it is almost a century since the famous Geddes Axe was on public expenditure was announced in 1922. (cmd 1581) for anyone interested.

So what might be the consequences for schools of what I suppose we ought to call Sunak’s chainsaw to bring the technology up to date? Might there be winners and losers?

The consequences for teachers will depend upon the approach chosen, but the winners and losers may well be the same whatever method is used. It is worth saying that the government doesn’t employ many teachers, and since it made the pay scales advisory, rather than mandatory, it might be dependent upon the actions of individual schools and Trusts to achieve its goal. Local Authorities can sit on the side lines, as budgets are devolved to schools and it is Schools Forums that will have to wrestle with the consequences of any announcement on their local areas.

Let’s assume that it is the National Funding formula that is frozen at current levels for three years, without even an uplift for inflation. Unless the rules are changed, schools can decide how much of their budget to spend on salaries and whether to protect teachers over other employees? Schools in areas where there is still high employment might ask parents to increase their contributions to school funds to buy items to release cash for salary increases. Such a move won’t help the ‘levelling up’ agenda.

Who might win under a pay freeze? We might see the shortest upturn in teacher recruitment on record if maths and physics graduates identify better job prospects in the private sector once again. New entrants considering teaching or nursing, not an unusual choice for some school leavers, might opt for the latter profession if NHS workers are exempt from any pay freeze. So long as the down turn in the birth rate continues, a reduction in the supply of new primary sector teachers might be manageable. But only for a short period of time, and it will have consequences in a few years’ time on leadership appointments

Teachers that change jobs might be offered more pay, so firms involved in recruitment might benefit if teacher ‘churn’ increases as a way to gain a pay increase. As my previous blog post showed, there are ways to overcome such an outcome, but it will need more than just announcing a pay freeze.

Schools with rising rolls, and especially those with generous parents, will benefit, whereas those in areas of high unemployment and low incomes might see their best teachers enticed away to other schools or even overseas if the global economy improves on the back of successful vaccines.

Private schools, assuming they can recruit pupils, will also benefit as they won’t be forced to raise fees to pay their teachers more if state school teachers’ pay is frozen.

The ‘levelling up’ agenda might be the biggest casualty of a crude one-size fits all pay freeze. After all, it was only a few years ago, in 2014, that the Social Mobility Commission proposed a 25% pay increase for teachers working in schools in deprived areas, during a previous period of pay restraint.

Should the Chancellor work out how to include the ‘levelling up’ agenda in his announcement without totally removing schools’ autonomy over the budgets, I would be happy to reconsider my views.

School Funding webinar: some thoughts

Last evening I listened in on a webinar about school funding. There are three points that arise from the webinar I found interesting.

Firstly, schools regularly claim to have made all efficiencies possible. However, despite the efforts of the DfE to establish a recruitment web site, and of my own company TeachVac to provide a free service, recruitment spending by schools still runs into many millions of pounds each year.

The problems with the DfE vacancy site are that it requires action on behalf of schools to post vacancies and that it is unattractive to teachers. This is because it does not include both state funded and private schools, and teachers may want a site where they can find all vacancies, such as TeachVac, especially when job hunting is a challenge.

In March, after lockdown, I offered the DfE a free feed of vacancies for three months to include all the vacancies that they didn’t carry on their site found by TeachVac, but was rebuffed. I have heard nothing since.

According to my analysis, the DfE site is still only carrying a proportion of all teaching vacancies, and about 3-4% of vacancies on the DfE site at any one time are vacancies that are not for teachers. The teacher associations seem to have little or no interest in persuading their members to switch to a free site.

Secondly, there is the issue of small primary schools and falling rolls. The current Funding Formula may adversely affect such schools where the loss of only a small number of pupils will impact upon the bottom line of their budget. Closing such schools means children cannot walk or cycle to school, but must be transported by car or bus and this can impact on Council Budgets if free transport is required for the youngest pupils required to travel more than two miles to the next school. In Oxfordshire, there are a large number of small village schools and any closure might have an effect on transport costs for the County. Transporting pupils also adds to climate change issues.

Thirdly, Luke from the IFS mentioned the loss of relative funding for the schools serving deprived areas. He queried whether local government re-organisation might be part of the cause. This seems odd since, apart from Cornwall and Wiltshire, most unitary authorities are smaller than the shire counties they replaced.

In Oxfordshire, one issue is around a small concentrated area of severe deprivation in South East Oxford that is masked within a generally affluent County. As a result, the Funding Formula does not take account of the need of these schools, and there is little by way of mechanisms other than the Pupil Premium to assist with further funding.

To add insult to injury, such schools cannot raise funds from parents as is the case in the more well-off parts of the City of Oxford. The government has experimented with Opportunity Areas, and Oxfordshire’s Education Scrutiny Committee has wondered whether such a scheme might be useful locally. However, there seems to be no mechanism to recognise this issue and provide for additional funding for schools in these areas. I am reminded of the book written in the 1970s about school funding called ‘depriving the deprived’. Seemingly we have headed back in that direction despite talk of leveling up.

1p on Income Tax for Education?

Are school underfunded? To politicians the question is probably more one of, ‘do parents perceive schools as being underfunded and will that affect how they vote?’ Despite a campaign ahead of the 2017 general election on this topic, my sense was that education wasn’t a major topic during that election. Would it be now? Has the growing campaign by some schools to ask parents for cash to fund their running costs pushed the issue up the political agenda for any post-Brexit era?

My genuine answer is that I am not sure. We have been here before. As this blog has pointed out in the past, the post-1979 period was one of financial hardship for public services that last through most of the 1980s. Indeed, I have looked back at my 1986 book on ‘Schools in London’s Commuterland’ to find that even then some schools in Surrey were asking parents for sum like £5 per term or £14 for new pupils.

Throughout the early 1990s the Liberal Democrats had a well-known policy of ‘1p on Income Tax for education’. The policy attracted voters, and was based upon a feeling that schools were under-funded. Could it be revived on the basis that the government has pledged more cash for the NHS, but not for education, and it seems likely that the present financial support from the public purse will not be sufficient to fund increases in all public services at present levels of taxation.

The alternative to public funding, schools going cap in hand to parents, lacks any real support for a social justice agenda. Parents in my Division in North Oxford, where I am the county councillor, can certainly afford to part with a small sum from their disposable income for the school their child attends. The same isn’t true for many other parts of the city, where parents live on much narrow margins between income and expenditure.

If you believe, as I do, in the philosophy that a state education system should provide a standard of education necessary to create a high level of outcomes for all pupils, encouraging parents to pay towards a school’s funds creates an unfair advantage for those with the cash to help.

The funding debate is often mentioned in relation to the issue of staffing. Ever since schools gained control of their budgets in the 1990s, head teachers and governing bodies have been free to decide how to reward teachers in a system where central direction and control has become increasingly weaker.

Few now understand that the Group Size of a school once controlled not only the head teacher’s salary, but also the number of promoted posts a school could deploy. As a result, since school control of budgets came into force, the government has only ever funded schools on the average cost of a teachers: schools with lots of young teachers often did well, but those with lots of teachers on the top of the pay spine and with TLRs had a salary bill in excess of what their funding would be each year. Should these schools be allowed to top up their funding from parents? Then there is the question of reserves. Any parent asked for cash should require the school to display their latest set of accounts so the actual financial position can be determined.  Finally, ought there to be benchmarks in terms of issues such as pupil-teacher ratios and class sizes that identify funding levels. But, there is still the issue of how to compensate for the fact that older more experienced teachers cost more than younger less experienced ones?

One solution is to even out the costs by increasing the CPD allocation to young teachers so the actual cost of a teacher to a school is the same wherever they are in their career.

Lollipops and Déjà vu

Yesterday’s budget handout of £400 million to schools reminded me of Gordon Brown’s budget of 2000 after he had stopped following the Tory plans for the economy set out under John Major’s government. Those with long memories will recall both the 1997 decision by Blair and Brown to continue with government spending restraint and the spending spree after the Labour government changed direction.

One of Gordon Brown’s rabbits was to announce from the dispatch box in his 1999 and 2000 budgets extra funding for schools. This was great news for the schools, but less so for the orderly planning of teacher supply. As now, the extra cash came at a point in time when recruiting new entrants into teaching was proving quite a challenge: the cash make the situation far worse as schools went out seeking to hire teachers that just weren’t there. Eventually, the Education Department stopped the rot by upping the salaries of existing teachers in a way that prevented unchecked growth in teacher numbers. The result was a period where teachers were relatively better paid than for a generation. The end only came with the 2008 recession and the freeze on public sector pay.

So, yesterday felt like a sense of Déjà vu, with a Chancellor pulling a rabbit out of his budget red box and handing an average of £10,000 to each primary school and £50,000 to each secondary school: so much for a National Funding Formula. Of course, these numbers aren’t anywhere near the amount Gordon Brown had on offer in real terms in his 2000 budget when he announced that:

To support these reforms in our secondary schools he will now make a payment to every head teacher for books, equipment and staffing.

 Last year he was able to make an extra payment for books and equipment of 2,000 pounds.

 This April every one of these 3,500 secondary schools will receive a minimum payment of 30,000 pounds and the largest schools will receive 50,000 pounds.

 A total of 300 million in new investment through these measures alone, money paid direct to the school and to the head teacher for use in the classroom.   http://www.ukpol.co.uk/gordon-brown-2000-budget-speech/

but if used to recruit extra teachers, the new cash announced yesterday could seriously affect the plans announced only last week by the DfE for the ITT allocations in 2019/20. After 2000, schools went shopping for teachers. Perhaps, this time the cash will be used to pay for the unfunded Leadership pay increases, rather than extra teachers. But, it could distort the distribution of teachers in real shortage subjects, such as teachers of Physics, if some schools decided to offer recruitment and retention allowances to attract such teachers. However, the confusion over the use of the word ‘capital’ alongside ‘little extra’ is budgets where schools can spend money mostly as they see fit and the timescale for the cash arriving in school’s budgets will make understanding of how the cash is spent challenging, even should the DfE really want to know.

The £10,000 will certainly make a difference for many small primary schools, especially those losing pupils as the birth rate has slowed down. For some it may make the difference between possible closure and staying open that bit longer.

There must be a question about the purpose of a National Funding Formula if a Chancellor can override it on the one hand and an academy trust can ignore it on the other hand. As ever, it seems like back to the future.

 

School reserves shrink

The news that the annual survey of school bank balances revealed that a third of schools surveyed were in deficit should come as no surprise. This blog along with many others has been charting the decline in school funds for some time.

Coincidentally, I asked the question at Oxfordshire’s Cabinet meeting this afternoon about school balances across maintained primary schools in Oxfordshire and how they changed between the end of the 2017 and 2018 financial years.

Since I haven’t yet had the data in the form of a spreadsheet, only as a written answer, I have yet to see whether Oxfordshire schools are faring better or worse than the national average. I hope to be able to answer that question later this week. However, there are a lot of minus figures in the table, even taking the effects of double entry bookkeeping into account.

At the Cabinet meeting, I also challenged the Cabinet member – part of the Conservative administration of the County – whether or not she would support the notion that money provided for schools in Oxfordshire should not be allowed to be transferred by Multi-Academy Trusts to support schools in the Trust located elsewhere in England.

I will need to check the minutes for her answer, but I am confident that she agreed with me. Personally, I would go further and not allow MAT or MACs to transfer funds between schools within the group even in Oxfordshire unless the same arrangements were possible for maintained schools and stand-alone academies.

Regular readers of this blog will know auditors of MAT/Macs were written to earlier this year by the Minister in the DfE about the issue of allowing the virement of funds between schools within MAT/MACs. However, schools outside MAT/MACs have no such facility available to them. Whether this should be seen as an invitation to join a MAT or to avoid doing so and keep the cash for the school will be a matter for local decision-making.

However, as I made clear above, if the DfE is going to have a National Funding Formula for schools it cannot, at least in my judgement, be correct for trustees to take money from schools in one area to provide for schools in another area.

Schools Forums up and down the country should take a long look at the issue or virement of monies between schools and consider whether they can draw up local guidelines. After all, the Schools Forum has a key role to play in school finances these days.

The F40 Group of local authorities might also want to have a say if cash were being transferred from their members to poorly performing schools in better funded parts of the country. Such a move would be a case of ‘depriving the deprived’.

After ten years of austerity it is no surprise that schools are running out of reserves. When they do then real cuts start being to be made. With a 3.5% pay rise to fund, expect 2019 balances to be far worse than they were this year.
