The government probably won’t do much about education

Such is the position the government finds itself in that education was relegated to little more than a paragraph in today’s Queen’s Speech. As might be expected, the government, through Her Majesty, said;

My Government will continue to work to ensure that every child has the opportunity to attend a good school and that all schools are fairly funded. My Ministers will work to ensure people have the skills they need for the high-skilled, high-wage jobs of the future, including through a major reform of technical education.”

In the briefing there is little more by way of amplification. Does a good school mean a selective school where pupils already attend such schools and pupil numbers are on the increase or does it mean no expansion of selective schools? On funding, does it mean that the manifesto amplification that no school will lose money under the new funding formula holds good or will the formula be implemented as consulted upon?

Just saying, “we will deliver on our manifesto commitment to make funding fairer” isn’t really helpful.

The primary schools that sent letters home to parents today would certainly like to know where they stand. As would employees that can see the need for pay rises above 1% in the very near future.

It was interesting that the average cash balance for maintained schools in Oxfordshire dropped from £77,895 in March 2016 to £75,419 in March 2017. I don’t have data for academies and there are too few secondary schools to make the figures at all meaningful. I suspect that this is the first decline in average balances for quite a long time and even so hides the loss of a number of posts, with more to go this September.

The briefing note also explains that “we will continue to convert failing maintained schools into academies so that they can benefit from the support of a strong sponsor, and we are focused on building capacity across the system to enable this, including through growing new multi academy trusts.” In Oxfordshire, we still have a primary school that has waited for more than a year for a sponsor after having been inadequate, so here is some way to go with this promise.

The longest section is reserved for technical education. This oft overlooked sector does need serious attention and there is an interesting note about the introduction of Institute of Technology. Where will they fit in the landscape of UTCs, studio Schools and FE colleges?

Of course, not all developments in education will need legislation. My aim to ensure all looked after children can receive a school place within two weeks of being taken into care should be possible within existing legislation. I already have interest from Conservative and Lib Dem MPs in Oxfordshire and I hope they will be joined by the county’s Labour MP as this isn’t a party political issue, but rather a case of rectifying an unintended wrong created with the development of academies and free schools.

From TeachVac’s http://www.teachvac.co.uk point of view, the lack of any mention of a vacancy portal was interesting. As a way of saving schools money it might have featured in the paragraph on saving money and government tools.

Of course, if the vote next week were to be lost, who knows what will happen then?

What happens to graduates?

Last week the DfE published and interesting bulletin about graduate outcomes for all subjects by university using three time periods. The full details can be found at https://www.gov.uk/government/statistics/graduate-outcomes-for-all-subjects-by-university However, there needs to be a word of warning for anyone looking at the ‘Education’ information. Firstly, this should relate only to undergraduate outcomes, so PGCE and similar courses ought to be excluded, unless they are specifically a first degree outcome. Secondly, the JACS code used for ‘Education’ annoyingly covers both courses leading to QTS and those that just relate to the academic study of education in some or all of its guises. This lack of demarcation between professional and non-professional degrees is somewhat irritating, as at some universities there are students on both programmes and it seems impossible to differentiate their outcomes. This also makes comparing the education data with other subjects less than totally helpful.

However, Education, along with nursing, has a relatively flat profile in relation to median earnings five years after graduation. In subjects, such as law, the profile is exaggerated at both ends, with Band one universities providing the bulk of those at the higher end of the scale, with band two and three universities more frequently towards the lower end of the scale. Indeed, in law, the difference is around threefold in earnings with the median at the top end being around £60,000 after five years of graduation from one university. For Education, the highest median is around the £35,000 mark.

In most subjects, male graduates earn more than their female companions who studied alongside them as undergraduates. Indeed, for all subjects except English Studies, male median earnings exceed female median earnings at more than 50% of institutions offering that subject. In 12 subjects, male earnings are greater than female earnings at more than 75% of institutions.

It is in the remaining in employment information that the lack of separation between those on professional education degrees and others may be more starkly seen. Nursing degrees score the highest in terms of those with sustained employment or further study. Education graduates while towards the top of the list are probably not as high up the table as they would have been if those on QTS courses had been considered separately.  Hopefully, the work that the NfER are doing at present on retention in teaching compared with other professions may throw some light onto this question.

For the graduates of 2008-09 that entered the job market in the depth of the recession, those with education degrees seem to have managed relatively well in terms of sustained employment, with only a relatively small proportion being self-employed. By contrast, those with degrees in the creative arts and design had the lowest proportion with sustained employment of study and a relatively high proportion of self-employed graduates.

This is interesting research from the DfE but, apart from the issue of professional and non-professional degrees in the same subject area there are also issues such as the subjects where a percentage of graduates may be working overseas after five years and not likely to feature in the data collected. Still, this looks like an exercise that will reveal the graduates most likely to repay their student loans.

 

System autonomy or a system for the future?

Hard on the publication of the report from the social Mobility Commission, headlined in the previous post, comes a report from the Centre for Education Economics, the re-named CMRE or Centre for Market Reform in Education. This is a body that avowedly believes in market solutions to improving education. Now, generally I find the former CMRE view often too market orientated for my taste, but this new report by James Croft bears reading as it makes some interesting observations. I remain un-reformed in my view that if the democratic process has a place in education at a national level then it also has at a more local level. This report does at least recognise some role for local authorities, but it might be better if they were to have worked through case studies of what can actually happen. How much might bussing in rural areas cost to achieve greater parental choice and is it worth the expenditure. A key question surely for a centre concerned with economics one would have imagined.

I also conclude that if competition was such a good idea then large retail chains would not impose the discipline that they do on their stores. I think, more important, as I have said at two different conferences this week, is the issue of technological change and our approach to education. The ‘free marketers’ have become too obsessed with the ‘wrong’ question of parental choice and have missed the issue of how education should respond to a changing environment and what the consequences are for the system as a whole.

Before 1870, England assumed that parents that wanted education would seek it out and pay for it. With the advent of greater suffrage and votes for all came the thinking about educating the electorate and a necessity for State intervention; something many other countries had already embarked upon. Parents often now choose to rectify the deficiencies of the State system through paying for private tutoring and home schooling is on the increase.

I think a centre dedicated to education economics might well look beyond the issue of for profit or not in schools and widen the debate into ‘for profit’ activities in education and how we achieve the aims of social mobility discussed in the previous post. Especially, what part will changes in technology play in the future shape of learning for our citizens and their families?

The general election was a good example of backward thinking, with the debate largely about selective education. Why should the State pay for this form of education over any other. Again, an interesting question for economists to discuss. I suspect the return on State investment is much greater with non-selective education across all government services. But such a calculation is notoriously difficult to undertake effectively.

I am interested to know where Labour stand in the debate on the politics and economics of schooling. As a left-winger for most of his career, does Mr Corbyn want to see a return to full State control and is that local or national. After all, Labour nationalised the NHS in the 1940s, so presumably is comfortable in keeping schools out of local democratic control?

 

Class rules: not OK

The Social Mobility Commission is an advisory, non-departmental public body established under the Life Chances Act 2010. It has a duty to assess progress in improving social mobility in the United Kingdom and to promote social mobility in England. Today it has published a report which finds that nearly half of people (48 per cent) believe that where you end up in society today is mainly determined by your background and who your parents are. This compares to 32 per cent who believe everyone has a fair chance to get on regardless of their background.

The Social Mobility Barometer uncovers feelings of deep social pessimism among young people with half (51 per cent) of 18-24 year olds agreeing with this statement compared with 40 per cent of those aged 65 and over. The full report can be accessed at www.gov.uk/government/organisations/social-mobility-commission and is based upon data collected in March, well before the announcement of the general election, although during the period when campaigning in the shire counties for the county council elections was already underway in some parts of the country.

Although the report makes depressing reading in many aspects of its conclusions, there are some interesting and more optimistic observations on which those that believe in greater social mobility can use to build. It is clear that the country almost certainly did feel at the time the data was collected for this report that austerity had gone too far in hitting the poor. 49% thought that those ‘who are the least well off’ did not receive enough government support and this rose to 61% for ‘those just managing’, whereas 58% thought that ‘those who are the most well off’ received too much government support. I am sure that those sentiments played out in the voting patterns in the general election. What, because of my age, I call the 1945 effect. That was the election when the population was finally able to express an opinion on the 1930s decade of hardship and ignored the win in the war voted for Labour and social justice.

Anyway, back to the Social Mobility Commission’s report and a few other interesting nuggets. There are clear regional divides, with London and the South East being seen as the area of opportunity and the North East being seen as a part of the country where you may have to leave to seek opportunities elsewhere. Wales and Northern Ireland are also seen as ‘go from’ areas, something the DUP will no doubt be discussing with the Prime Minister in terms of the price for supporting her government.

The fact that 64% of respondents said that they had received a better education than their parents is encouraging and something we do need to preserve for the future. The supply and recruitment of teachers is absolutely key to achieving this goal. Respondents placed education as the future outcome where prospects were brightest over the next ten years with 40% expecting the next generation to receive a better education. There is a lot of trust being placed in us as educators by society.

It was also interesting to listen to the Oxford Dictionary representative on the radio this morning talking about the level of understanding of the use of language among primary school children. The fact that ‘Trump’ is their word of the year is also very reflective of how engaged young people generally are in what is going on around them.

Of most concern in the report is the fact that there is still general acceptance that educational opportunity is still shaped by background, with those from poor backgrounds having least opportunities and that the level of opportunity deteriorates between school and university.

I have written about the education divides locally in Oxfordshire in previous posts, this report reaffirms what we need to do. Recruit the best teachers and properly fund the schools in areas of least affluence and motive the parents to understand and support the benefits of education.

For government, spread the wealth from London and South East by opening up opportunities elsewhere or continue to see a southward shift in the population that could be accelerated after Brexit.

 

 

 

Plenty still to do for the Education Secretary

So, Justine Greening stays as Education Secretary. This is probably not a great surprise given the hand the Prime Minister had to play with after the general election. Any expansion of selective schools seems likely to disappear from the agenda in fairly short order, except perhaps for allowing grammar school places to increase in areas with selective schools in line with the growth in pupil number.

This may allow some space for other less contentious issues to be moved up the agenda. Here are three of those that matter to me. Firstly, children taken into care that need a new school should be guaranteed a place within 10 working days of arriving in care. It is unacceptable that some in-year admissions can take months for these vulnerable, but often challenging young people.

Secondly, I would iron out all the financial anomalies that have been allow to creep into the system. Whether it is the Apprenticeship Levy; Business Rates or VAT, all schools should be dealt with on the same basis. And as I mentioned in the previous post, the status of school funding should be quickly make explicit. Will no school now lose out under the new formula?

Thirdly, school playgrounds and other outside areas represent some of the most under-used assets in the country. Many are covered in heat retaining black asphalt or acres of green grass. These could be ideal spaces for a low cost renewable energy drive to make use of the space that for 99% of the year isn’t fulfilling its primary purpose.

On an equally big scale, the Secretary of State needs to tackle the teacher supply crisis, by both stemming the rate of departure of existing teachers and finding ways to attract new entrants, such as through a graduated loan forgiveness scheme, although it wasn’t a great success last time it was tried.

A cross-party efficiency drive to seek out areas where schools can save money might help identify cost savings, such as in recruitment through the adoption of free sites such as TeachVac that don’t cost the government or schools anything.

There are no doubt many other areas of procurement where savings can be made to allow the 1% salary cap to be raised, at least for young teachers. Action on workload would also help to make teaching look more attractive as a career. Perhaps the Secretary of State could invite the Local Government Association to take the lead on a cost saving drive as part of a recognition that municipalisation offers better prospects than just leaving decisions to the private sector.

A drive to revitalise professional development for teachers, from new entrants still learning the ropes of the profession to school leaders taking on the most senior roles is something that would gain the Secretary of State much respect and would not be politically controversial.

Finally, looking at how the teaching profession will celebrate the 150th anniversary of the 1970 Education Act and plan for the next 50 years of change would be a potential feel-good and low cost exercise that could create positive headlines. Such headlines will be needed if, as some expect, we might face another general election in the autumn, as in 1974.

Who would have thought it?

Education has suffered some high profile losses in the general election. Not only has Neil Carmichael, the chair of the Education Select Committee in the last parliament lost his  Gloucestershire seat, but Flick Drummond, another Tory MP with an interest in education, also lost her Portsmouth South seat to a surprise Labour victory. Edward Timpson, the Tory MP with a strong interest in the Children’s Services part of the DfE brief also lost his Cheshire seat to a Labour education activist.

Sarah Olney, given the education brief for the Lib Dems after John Pugh retired from parliament, also narrowly lost the Richmond Park seat she had so recently won in the by-election.  Sir Ed Davey once held the education brief for the Lib Dems, but he may be earmarked for another role this time around. Layla Moran, the new Oxford & Abingdon MP might be a possible Lib Dem spokesperson, but she has little or no experience of the State school system except in relation to the examination system.

Now that the Conservatives have returned as the largest Party at Westminster, to be once again called Conservatives and Unionists after their success in Scotland and with the need to rely upon the Northern Irish DUP for a working majority at Westminster, where does that leave the manifesto? Much, I suspect, will depend upon the make-up of the ministerial team and their preferences and support for different policies.

I have already written about how TeachVac www.teachvac.co.uk can cheaply and quickly fulfil the idea of a national vacancy portal and almost certainly at a much lower cost than anyone else can offer. That would be a quick win on savings to offset possible issues of further pay restraint. I suspect that industrial action over pay won’t be far off if the government sticks to the one per cent limit on pay rises.

Although, I suspect, the DUP may favour selective schools, I find it difficult to see the spread of new selective schools really taking hold in such a finely balanced parliament. After all, some Tories were not greatly in favour of axing successful comprehensive schools in their constituencies and can be expected to remain sceptical of the idea that has been so strongly associated with the Prime Minister.

Even more urgent, and top of the new Secretary of State’s agenda, may be sorting out the effect of the -U- turn on funding announced during the election campaign. Is the National Funding Formula dead in the water or will money be found to compensate the losers and still allow the formula to go ahead as planned? This will require some fast footwork between the DfE and The Treasury and it might be that the present arrangements will continue for another year, much to the displeasure of the F40 Group.

Personally, I would like to see the role of the local authority strengthened and a cap on the pay of Chief Executives and other senior staff in MATs in line with the pay of local government officers carrying out similar functions. But, that might be a bit too radical.

We are in a new era, whether it last a full five year parliamentary term looks very doubtful at present, but the Conservative won’t be keen to offer Labour a second chance anytime soon, unless they are forced to by circumstances.

 

Teacher Supply, Retention & mobility

Despite the fact that we are in a period of government purdah, the DfE has followed up its publication of the Teacher Supply Model with the publication of a new piece of analysis on the School Workforce Census between 2011 and 2015, the period when the economy was emerging from the recession and the coalition government was in place. https://www.gov.uk/government/statistics/teachers-analysis-compendium-2017

Effectively the analysis deals with teacher recruitment and turnover up to September 2015, so the data is now two recruitment rounds out of date. Accurate up to date data on the present recruitment round is available from TeachVac www.teachvac.co.uk the free school recruitment site for teaching posts in all schools across England. However, the analysis is well worth a look for those interested in the teacher labour market.

The DfE analysis provides some interesting information. Entrant rates, (defined by the DfE as the percentage of teachers in a subject identified as an entrant divided by the number of teachers teaching the subject) include all teachers of the subject regardless of their qualifications to teach the subject. In some subjects, the entry rates needed to be high because wastage was also high. The DfE singled out physics and mathematics as the subjects with the two highest entry rates as also being subjects with high wastage rates. Of course, since this is a data driven exercise, there is no information about why wastage rates are higher in these subject areas, but both are subject areas where the skills of the teachers may be in demand across the labour market and not just in schools.

Of more concern is the decline in NQT entry rates, especially in the non-EBacc subjects. It is really only in History and geography, still strong recruiters into training in 2017, where NQT entry levels have remained really strong. Mostly, the growth has been in returners to teaching, especially in the non-EBacc subjects but also in physics and IT within the EBacc group of subjects.

Entrants can come from one of three sources; NQTs, those new to the state funded school sector and from returners. Of course, schools may also recruit existing teachers creating a ‘churn’ effect if the departing teacher needs to be replaced.

Late entrants provide a relatively small proportion of the annual intake. The proportion of intake that are NQTs has varied from 60% plus, in history and Classics, to below 40%, in business studies and design & technology. Business Studies has recruited badly into training and has a Teacher Supply Model target that has been too low for several years and design & technology has usually under-recruited against it training target. By comparison, history never has any difficulty filling the training places and has over-recruited in some years.

The later sections of the paper on wastage and turnover do seem to support the TeachVac claim that vacancies are more likely to arise in London, where pupil growth has been strong, and the DfE data also reveals the increasing mobility of teachers from London to elsewhere exceeding the percentage moving in the opposite direction in every year under scrutiny. The differences in percentages appears to have doubled between 2011 and 2015. London is presumably, as a result, more dependent on returners and NQTs to fill this gap. The pay cap of 1% across the board may, therefore, be affecting London schools in their attempt to recruit teachers during the latter part of the period under review. At TeachVac, we suspect this trend in departures has continued into 2017. An analysis of applications and offers for training in 2017 does not bode well for the teacher labour market in 2018 in London unless there is a change of direction on the pay front.

 

School Direct in trouble in the secondary sector?

The wider world seems to be receiving the message in the Conservative manifesto. At least as far as graduates looking to train as teachers are concerned. The latest data on applications and offers was published by UCAS earlier today.

Offers in geography and history, EBacc subjects, have reached new highs for this time of year, easily exceeding the numbers reached last year and the year before at the same time. At the other end of the Range, for business studies, chemistry, music and physical education, offers are below both last year and the year before at this point in the cycle. In IT the number of offers is the same as last year, but below the year before. In the other subjects tracked, biology, design and technology, English, mathematics, physics, Religious Education, art and modern languages, the number of offer made so far this year is below this point last year, but still above the figure for two years ago at this point in time, albeit in some subjects only just.

Time is running out, with only three months of the recruitment round left before courses commence and less than two months before school start the summer holiday period. This means how new graduates react to the possibility of a career in teaching once finals are over is key to the outcome of the recruitment round and whether some subjects will confront a sixth year in a row of not meeting the government’s identified trainee numbers needed. Frankly, with the present economic climate and demand for graduates, I don’t currently expect a large rush into teaching, even with a vague promise from the Conservatives of some debt forgiveness for those that stay in teaching.

So, how bad is it looking overall? The crisis, to the extent that there is one, is most severe in School Direct in the secondary sector. Offers made for secondary School Direct Salaried route places are down from 1,130 at this point last year to just 730 this year. Of these, only 100 firm placed students are on this route, compared with 160 at this point last year. Uniquely, there are even fewer potential trainees holding offer than last year. Elsewhere, the increase in applicants holding an offer is the one bright spot in a generally dismal picture for secondary training places. Secondary higher education applications have actually increased from nearly 25,000 last year to 25,260 this year, as have applications to SCITTs. The two School Direct routes have seen a drop of round 4,000 in applications. This is a significant decline by any standards.

This blog has remarked on the decline in applications from recent graduates in previous posts looking at the earlier months of this recruitment round. The trends continues, with more than 1,000 fewer applicants under 22 than last year; a drop almost ten per cent from this age group. As this group cannot apply for the School Direct Salaried route it would seem that older applicants are applying to higher education rather than School Direct, although the reason for this trend cannot be determined from the data.

Overall, the assessment must be that School Direct in the secondary sector needs the attention of the in-coming Secretary of State as a matter of urgency. The ideological battle to take secondary teacher preparation away from higher education seems under challenge from the behaviour of the very applicants it was designed to serve. After so many –U- turns, perhaps this is another one that might be worth considering by the new government.

This is one area where you can say, job done, even before the election.

Hats off to hard working volunteers

One of the privileges of being a parliamentary candidate is the opportunity to meet some amazing groups of people. Shortly after writing the previous post I went to meet a group of parents of children on the autistic spectrum or in the process of being diagnosed. The testimony of each and every one really reinforced the views I expressed in the previous post.

Here are a group of parents battling a dysfunctional education system that is lacking in resources and where many of the primary schools face cuts in funding under the new national funding formula. Light years ago, when common sense prevailed, local authorities had teams of SNASTs working with schools on special needs issues and training. After all, a new teacher cannot learn everything in a 39 week postgraduate course or a three year degree. Indeed, school-based training for teachers may make the exclusion of this type of special need from discussion during training even more likely.

The lack of a training syllabus for leadership also now means it is hit and miss whether new school leaders are properly prepared for their role and helped to understand the place of EHCPs and how to liaise with the health service. Local authority services are also under strain and the government’s policy towards the creation of new special schools seems lacking in definition and awareness of need.

The growing visibility of mental health issues and a greater understanding of autism has helped in some cases, but I am sure hindered in others as head teachers decide the challenges are too great and seek to offload pupils to special schools where with a little extra support and training they could be educated in community schools.

I know that charities such as MIND provide general training for teachers on the whole spectrum of mental health issues, and also that many issues don’t become apparent until pupils are in secondary school. Autism and its associated conditions need early detection and this is helped where class teachers and the other members of the classroom team, especially of the youngest children, are alert to any signs of a lack of development not fully within the normal parameters. Eyesight and hearing issues need monitoring, but so does the signs of a lack of social interaction and sensory issues that may act as pointers.

For all these reasons, special needs is an area that needs careful coordination and sensible use of resources. Government has decided that adoption services are too important to be left to single local authorities and has regionalised the service. I would argue that special needs is too important to leave to individual schools and MATs and is another function where a democratically elected local authority has a real and effective role to play in creating an excellent service. If a local authority fails, take it out of their hands, but also understand why it has failed and create the support for future success. Measuring failure without creating the opportunity for success is no way forward.

So, my best wishes to the parents I met and all other facing challenges they didn’t expect and the system doesn’t want to know about.
