Equal not fair: the new direction for education?

So Boris wants a ‘superb’ education for all children. His recipe for achieving this is to offer all primary and secondary schools the same cash amount per pupil of some £5,000. No mention of special education, further education or indeed higher education in that part of his speech.

As this blog has recorded in the past, post-16 and further education is seriously in need of a cash injection, probably even more than the schools sector. Although secondary schools will benefit from more cash for their Key Stage 3 & 4 pupils under Boris’s idea, this won’t help fully fund sixth forms and will leave further education colleges still drifting towards financial meltdown in some cases.

What is the future for the High Needs Block of funding and a ‘superb’ education for all our pupils with special educational needs? I guess much will depend upon how Mr Williamson, as the incoming Secretary of State for Education, interprets the words of his boss? Personally, I hope he reminds Boris that Eton doesn’t charge the same fees as many other private schools and asks whether he believes that what is right for public education should be applied to private schooling as well?

More seriously, the idea of the same cash for all is based upon a very simplistic notion of education, where equal means ‘the same’. In 2002, I wrote a paper for the Liberal Democrats espousing the ‘compensatory principle’. This is based upon funding the needs of a child to reach the outcome levels desired by the system: some children need more resources to achieve the desired outcome than others.

Such a principle recognises the need for additional funding for both specific children and particular areas within local government boundaries. The Coalition introduced the Pupil Premium to recognise this need, and the Mrs May’s government created additionally funded ‘Opportunity Areas’. What happens to these modification of £5,000 for all will be a real test of the values of this government.

Extensive research shows all children do not arrive at school with the same degree of development, whatever their innate capabilities. The system should recognise that fact and take it into account in funding. Furthermore, if the State mandates the same funding for all schools, should it allow schools in more affluent areas to top-up the State grant and once again create a funding differential?

The teacher associations have calculated that the headline £5,000 for all is relatively cheap to implement, costing only about £50 million a year according to the BBC. However, to restore funding levels to where the teacher associations would like them to be might cost close to £13 Billion rather than a few million pounds. Such a sum, even without the demands of the further education sector, is a different order of magnitude.

Sadly, for a Prime minister that likes headlines, the £5,000 is a good headline figure and seems like a lot of money: these days it isn’t. How schools are treated will reveal the true values off the new government.

STRB: good summary, not much new

Regular readers of this blog will find little to surprise them when they read the latest report from the STRB (School Teachers Review Body) https://www.gov.uk/government/publications/school-teachers-review-body-29th-report-2019 Much of the data has already been discussed on this blog when it first appeared. Nevertheless, it is good to see the information all in one place.

The key issues are nicely summed up by the STRB as follows:

This year the evidence shows that the teacher supply situation has continued to deteriorate, particularly for secondary schools. This has affected teachers at all stages of their careers:

  • The Government’s target for recruitment to postgraduate Initial Teacher Training (ITT) was missed in 2018/19 for the seventh successive year. There has also been a marked decline in the number of overseas teachers being awarded Qualified Teacher Status (QTS).
  • Retention rates for teachers in the early years of their careers have continued to worsen, a trend that we have noted for several years now.
  • There is also evidence that retention rates are starting to deteriorate for experienced teachers, and there has been a marked increase in the number of teachers aged over 50 leaving the profession.
  • Retention rates for head teachers have fallen in recent years and our consultees report that it is increasingly difficult to attract good quality applicants to fill leadership posts at all levels. We have heard similar concerns from some of those we spoke to during our school visit programme.

Taken together, these trends paint a worrying picture. This is all the more concerning as increasing pupil numbers mean that there will be a need for more teachers in coming years, particularly in the secondary phase and for English Baccalaureate (EBacc) subjects.

The last comment is one I would take issue with in relation to languages, history and geography, subjects where TeachVac data doesn’t reveal significant shortages and the DfE data published last week also doesn’t suggest a rising demand for MFL teachers.

I am also slightly surprised that more isn’t made of regional disparities in both demand for teachers and in terms of the data about recruitment and retention. Matching age and experience with regional trends might have been helpful in understanding the degree that the teacher supply crisis affects the whole country and not just London and the Home Counties.

More information on the primary sector, and some understanding of the special school and alternative education sectors would also have been helpful.

I fully agree that the Report should be published much earlier in the year. Why cannot the timetable revert to a publication date in either February or March?The comments on challenges in leadership recruitment aren’t really backed by good levels of evidence in the Report, and that’s a pity since at TeachVac we have seen fewer re-advertisements for primary headships in some places this year. I am sure that the NAHT and ASCL have this data available. Compared with say a decade ago, are there really fewer applicants for headships. This is an important measure of possible challenge going forward.

Finally, I wonder what happened on page 32 where there is a mention of Figure 7 that bears no relation to point under discussion. I think it should be a reference to Figure 5? Is this a proof-reading issue or does it reflect some re-writing of this section?

How to manage schooling in England?

The Confederation of School Trusts, led by their able chief Executive, Leora Cruddas, don’t often rate a mention on this blog.  However, their latest attempt to cut through the Gordian knot left by Michael Gove’s half completed reform of the school system in England does at least offer an opportunity for those interested in the matter to once again state their views and why they hold them?

As an elected Councillor, Deputy Chair of an Education Scrutiny Committee, and a long-time supporter of a school system with local democratic involvement, unlike the NHS where most decisions are driven either from Whitehall or by professionals, I might be thought to be miles apart from CST’s view: we shall see.

The CST introduction to their latest survey focuses on five key areas for their White Paper:

  • One system – as opposed to the current “expensive and confusing” two-tier system, one of standalone schools maintained by local authorities and one of legally autonomous schools, many operating as part of a group or school trust
  • Teacher professionalism – the CST is proposing to establish a body of knowledge which supports initial teacher education, induction and post-qualifying professional development
  • Curriculum – the CST proposes that school trusts have clearly articulated education philosophies and harness the best evidence on curriculum design and implementation so that every pupil is able to access an ambitious curriculum
  • Funding – the CST is today launching an online tool to help schools and school trusts strategically plan, and is also publishing a paper highlighting where strategic additional investment is needed
  • Accountability – the CST believes there should be a single regulator and, separately, an independent inspectorate, each with clearly understand authority, decision-making powers, legitimacy and accountability

On the first bullet point, I would add that in my view is really 3 systems, with standalone academies and free schools being different to MAT/MACs.

Can Academies and Free schools be like the voluntary school sector of the past and MAT/MACs act like diocese in relation to local authorities?

How many organisations do we need? There are 150+ local authorities of varying sizes: how many do we need at that tier, 200, 250? Certainly not the wasteful and expensive arrangements that currently exist across the country. The fact that the government has had to clamp down on top salaries in MATs, this at a time when schools are strapped for cash, makes the point more eloquently that any diatribe about CEOs pay packets.

Pupil place planning and in-year admissions are key tasks needed in a properly managed system. Someone needs to guarantee children taken into care for their own safety and moved away from the parental home can secure a new school place quickly, and also ensure in-year admissions for pupils whose parents move home are not left for long periods of time without a school place, especially if they have special needs and an EHCP.

Perhaps a national fund to help ensure rapid transfers for pupils with an EHC plan or needing SEN support might help. Local Authorities could draw on the fund without it affecting their High Needs block funding.

The CST also needs to reflect how school transport is to be managed in any changed system.

On teacher professionalism, will the CST support my view on the need for QTS to be defined more closely than anyone with QTS can teach anything to any pupil in any type of school?

Retention still an issue?

The School Workforce data for 2108 published yesterday is always worthy of several posts on this blog. Indeed, this is the third in the series so for about the 2018 data. You can find the data at https://www.gov.uk/government/statistics/school-workforce-in-england-november-2018

Slightly fewer teachers left the profession in the year up to the 2018 census than in the previous year, 42,073 compared with 44,376. This was a reduction in the percentage of the teaching force departing, from 10.2% to 9.8%, the lowest percentage since 2013. However, apparently, only among the over-55s did the percentage of the age group leaving decline. This suggests that more teachers may be remaining in service longer and the number retiring early may be falling. Certainly, the number of recorded retirements reduced from 8,188 in 2017 to 6,294 in 2018.

This blog has raised concerns about the growing loss to the state school system of teachers with five to seven years of experience, those that might be expected to take up the middle leadership vacancies. In the data released, the DfE have updated the table of the percentage of the cohort starting in a particular year remaining in each subsequent year. This Table has data that stretches back to the 1996 entry cohort, of whom 45.9% were still teaching in state schools some 22 years later. The notes to the Table suggest there may be some under-recording of part-time teachers, by about 10%.

Of more interest is the fact that the 2018 entry cohort was the smallest since 2011, and, at 23,820, almost exactly the same as last year’s 23,829 entrants. Only among teachers with 10 years’ service was the percentage remaining in 2018 above the percentage reported last year, at 62% compared with 61.7%.

Record lows abound across the Table, with the 70% level now being breached after just four years and the 60% level after 11 years of service. Of course, there was a data collection change in 2010, when the School Workforce Census was introduced, although the Database of Teacher Records is still used to help provide a complete picture where schools do not fully complete the Census each November.

The DfE is yet to update the Teacher Compendium that put real numbers to the percentages and allows for analysis by different phases and secondary subjects https://www.gov.uk/government/statistics/teachers-analysis-compendium-4 and although the overall picture is helpful to know, it is the data relating to certain subjects and teacher retention that is of even more interest, as would be data on geographical trends in retention. Do more teachers in London leave teaching in state schools earlier than those in the north of England and in the South West?

Interestingly, young women teachers under the age of 30 earn more than young men in both the primary and secondary sectors and also across both maintained schools and academies. However, the effect or differential promotion rates and greater numbers of women taking a break in service for caring responsibilities means that as a whole male teachers on average earn £1,400 more than their female compatriots. However, there are more women in the primary sector earning more than £100,000 than there are men. The same cannot be said for the secondary sector.

More facts about the teaching profession

Those of my generation will remember the verse from the folk song about ‘where have all the young men gone?’ Written by the great Peter Seeger in the 1950s and, so Wikipedia informs me, based on a Cossack song and an Irish lumberjack tune, it became one of the most covered and well known of political folk songs of its generation.

I was reminded of the line when looking through the detailed tables in the DfE’s Workforce Statistics for 2018, published earlier today. Among men under the age of 25 there are just 3,159 working as classroom teachers in secondary schools across England compared with 2,005 working as classroom teachers in the primary sector.  Surprisingly, that’s better than a generation ago. In March 1997, the DfE recorded just 900 male primary school teachers under the age of 25 and 2,070 in that age group working as teachers in secondary schools. So, net gains all round and proportionally more so in the primary sector.

However, if you also look at the 45-49 age grouping for the number of men working as classroom teachers, the numbers are dramatically lower. In the primary sector, down from 8,215 classroom teachers to just 2,053, and in the secondary sector, from 23,602 to just 7,882, in the years between 1997 and 2018. Overall male teacher numbers fell from 31,000 to 25,311 in the primary sector between 1997 and 2018, and in the secondary sector from 90,100 to 64,513 during the same period.

The differences at more senior levels are not as easy to discover as less attention was paid in the 1990s to the gender of head teachers. However, I suspect that men have more than held their own in head teacher appointments, especially in the secondary sector, where women still from only a minority of the nation’s head teachers.

The proportion of non-White teachers in the profession remains small, especially in the more senior leadership posts. Whereas some 15% of classroom teachers are not White British, along with 10.3% of assistant and deputy heads, and some seven per cent of head teachers, these numbers fall if White Irish and other teachers classified by the DfE as from ‘any other white background’ are included. BAME percentages fall to less than 10% of classroom teachers and little more than four per cent of head teachers. Many are, I suspect, located only in a few distinct parts of England.

Overall numbers of entrants to the profession were static in 2018 compared with 2017, but this masked a fall in full-time entrants that was balanced by an increase in part-time entrants. The number of full-time entrants was at the lowest level since 2011, and must be some cause for concern, especially with the secondary school pupil population on the increase. Also of concern is the fact that the percentage of entrants under the age of 25 was at its lowest percentage since before 2011, when the workforce Census started, at 26.4% of entrants.

The profession cannot afford to lose any of its youngest teachers. A future post will look at trends in the retention of teachers.

 

Worsening PTRs herald a sign for the future?

The DfE has today published a raft of statistics about schools, their pupils and the workforce. This post will concentrate on the data about the teacher workforce, collected by the DfE in the 2018 School Workforce Census completed by schools during November 2018. https://www.gov.uk/government/statistics/school-workforce-in-england-november-2018

As ever, and as under any government, the DfE highlights what it sees as the positive: more teachers and teaching assistants and fewer leavers, but readers sometimes have to dig down to uncover the nuances behind the numbers However, the time series graphs by themselves are very revealing. For instance, although sixth form numbers aren’t rising yet, the pressure of an increased number of Year 7 pupils may well be behind the increase in Pupil Teacher Ratios in the secondary sector to 1:16.3. This is the fourth increase in a row, and takes the ratio from 1:15 in 2014, to its present level, an increase of 1.3 pupils per teacher and not far short of a 10% increase since 2011. By contrast, the primary sector has only seen PTRs increase from 20.5 in 2015, to 20.9 in 2018, the same level as it was in 2017.

The DfE has produced an interesting one page infographic of the teacher workforce that shows 74% of teachers are women – on a full-time equivalent basis – and that nearly a quarter of teachers are aged under 30. Just over 13% of teachers are BAME and almost a quarter of teachers are part-time. In the year up to 2018, entrants to teaching exceeded leavers, but not by very much, and this followed a relatively good year for recruitment into training in 2016-17.

So, excluding short-term supply teachers, there were 453,411 FTE teachers employed in November 2018, up from 451,968 in 2017. Although the number of teaching assistants also increased, the number of other support staff decreased from 232,031 to 229.949, a sign of the pressure school budgets are now under.

The upward trend in the full-time numbers of ‘teachers’ without QTS continued, possibly as more primary schools have recruited School Direct salaried entrants to the profession, no doubt in some cases converting them after a period as a classroom assistant. Although the number of part-time teachers with QTS increased over the 2017 figure, it was still the second lowest number recorded since 2010. However, the dip in the recorded number of occasional teacher recorded in the 2017 figures was revered in 2018, with an increase to 12,853 such teachers recorded by the DfE.

Technicians, mostly employed in secondary schools, were the support staff group that continue to bear the brunt of cuts, falling to their lowest number since the 2010 Census. By contrast, teaching assistants were at record high numbers in 2018.

Part-time teaching is still dominated by women, with just 8,745 qualified male teachers working part-time, compared with 111,755 qualified women teachers working part-time in 2018. The ratio among unqualified teachers is a slightly lower number.

Over the next few years, as more pupils enter the secondary sector, with its lower PTRs, and assuming post-16 numbers in schools don’t fall, then teacher numbers will probably increase in the secondary sector but fall in the primary sector. I expect that secondary PTRs will continue to worsen for 2019. Beyond that it will depend upon any funding injection schools do or do not receive in the next spending review.

 

More about Middle Leaders

In the previous post, I discussed the issue of how many new entrants to teaching this September were likely to end up as a middle leader, and whether the supply pipeline was sufficient to meet the likely needs of schools. Since the DfE now provide a useful compendium of statistics from the Teacher Workforce Census, it is possible to look back and compare the data in the previous post with what might be happening this year, based upon the number of NQTs entering service from the 2014 cohort, including late entrants.

The cohort of 2014 were the first cohort where real evidence of a potential teacher supply crisis was beginning to emerge during the period when they were applying for teacher preparation courses , during 2013 and the first nine months of 2014.

As the table reveals, the number of new entrants in 2104 was generally sufficient to provide for a pipeline of middle leaders for 2019. However, even in music and to a certain extent in computing, that had a poor year for recruitment that year, there would have been signs of possible difficulties, had anyone wanted to look for them. Music is an interesting subject, since most departments are small and many teachers are forced into leadership roles as middle leaders quite early in their careers, as well as conducting orchestras, managing jazz ensembles and probably handling one or more choirs.

The real turnaround is in the vocational subject areas, such as business studies and design and technology, where recruitment into teaching has really fallen away since the end of the recession and the downward trend in unemployment rates. Whereas just 16% of the 2014 design and technology NQTs might be expected to be a middle leader after five years, this has increased to 75% of the 2018 trainees that are likely to be expected to take on middle leadership roles.

Fortunately, there were a few years of good to adequate recruitment that will allow some slack from which to provide the necessary supply of heads of department. However, the longer the crisis in ITT recruitment continues, the more there will be a crisis in middle leadership at some point in the 2020s.

As the IAC said in 1991, and I quoted in an earlier post, remuneration in teaching does need to keep pace with the rest of the economy if there are to be enough teachers. It is not good enough just for some head teachers and officers in some MATs to pay themselves market competitive salaries and for the government to ignore the pay and conditions of everyone else in teaching and other jobs in schools.

Also, as I warned in an earlier post, if potential applicants expect lower tuition fees, and don’t see that happening in the autumn, will they hold back their application this autumn in an expectation of lower fees at some point in the future?

Retention deserves more attention

The issue of teacher retention has been steadily climbing up the agenda, so that for many observers it now ranks alongside worries about recruitment into the teaching profession as a major area of concern. Taken together, the two factors are set to leave a lasting legacy in our schools that will have an effect, not only on classroom teaching, but also middle leadership, for many years to come. A shortage of teachers, and especially of middle leaders, also hampers actions towards improving the schools were staff need both stable and high quality teachers to ensure the best outcomes for their pupils.

So, how bad might middle leadership recruitment become over the next few years? In theory, since the required number of middle leaders is a fairly fixed quantity, each school needs roughly similar numbers regardless of size, it is only the creation of new schools that should increase demand for middle leaders. The other reason for increased demand is as a result of greater departure rates than normal. The demographic upturn currently working its way through the secondary sector is creating new schools across many parts of the country: so that is a concern as more posts are being created.

On the demand side, the growing loss of teachers with five to seven years of experience from employment in state schools, as revealed by the School Workforce Census data that will be updated for 2018 later this week, is a major worry, as these are the very teachers the system might expect to be taking on middle leadership positions at that stage of their careers.

Finally, of course, the relationship between the number of new entrants to the profession and the indicative Teacher Supply Model figure for supply requirements is an important predictor of trouble ahead, especially where the ITT census number is substantially below the indicative TSM figure, as it has been for some years now in certain subjects.

This table takes some subjects where the award of a TLR is likely to mean a substantial degree of middle leadership responsibilities, due to the size of the subject department. Mathematics, English and the Sciences are not included, as they often offer TLR posts below head of department level.  While science departments may struggle to recruit particular types of scientists to offer a broad curriculum, they should be less of an issue finding sufficient candidates to lead science as an overall subject.

Assuming that only 50% of those identified in the ITT census last November are still in teaching in five years, i.e. September 2024, and the TLRs on offer are similar to the situation so far in 2019, up to 21st June, then even in art and design, half of remaining teachers in the cohort entering teaching this year might expect to become middle leaders. For business studies and music, either there will need to be a drop in demand from schools, or teachers are likely to be promoted earlier in their careers to become middle leaders, sometimes before they are ready to do so.

This issue, and the concerns about ensuring middle leaders have the appropriate preparation for the role, deserves more attention than it has received. Indeed, this is one cogent reason why abolishing the National College was a strategic mistake, and detrimental to the progress of school improvement across all schools in England.

 

 

 

OECD’s Bill of health on teachers

Today the OECD publishes their latest TALIS report. (Teaching and Learning International Study) This report is about teachers and school leaders as lifelong learners. In addition to the full report, there are digests of the evidence from particular countries produced as separate country reports. It is important to note that the country report is headed England (UK). I assume that it is just schools in England included. This is important since education is a devolved activity.

When reading the report it is also of importance to start from the end and to note that the response rate from teachers and school leaders in England was generally only regarded as ‘fair’. Indeed, in some aspects the response wasn’t very far above the level regarded as too low to use in the survey. The other caveat, as far as I am concerned, is around the term ‘lower secondary’. This is not a discrete phase in England except in Central Bedfordshire, Northumberland and a few other towns around the country where 9-13 middle schools still exist, and, of course, in the independent sector where many ‘prep’ schools can be regarded as partly covering the lower secondary age range.  This may especially affect views on the nature of principals as, presumably most replying from the state sector in England were head teachers of secondary schools.

Almost all secondary teachers are trained through the post-degree professional training route, whether that training is in universities, SCITTs or schools. That is not the model throughout much of the OECD, where teacher preparation often still occurs alongside the acquisition of subject knowledge.

What is interesting is the relatively small degree of change recorded on a number of the items between the 2013 and 2018 TALIS studies, at least as far as England is concerned.

As the retirement boom of the first decade of this century fades into history, it is clear that the teaching force in England is generally younger than in many OECD countries. There is a slightly higher proportion of men in the workforce than across the OECD at 36% compared to 34% as the OECD average, but fewer women are principals – 41% against the OECD average of 47%. As a result of the age profile, the average length of service of a teacher in England is 13 years, compared to the OECD average of 17 years and more than 20 years in the small Baltic States.

Length of service is important in how it can affect attitudes to professional development. Older more experienced teachers may take a different attitude to professional development than that of teachers in the first few years of their careers; I dislike the TALIS term of ‘novice teacher’.

The BBC have chosen to highlight the issue of cyber-bullying and the fact that head teachers in England are more likely to face problems with pupils bullying online and misusing social media than in any other developed country. However, there seems to have been little change in classroom behaviour faced by teachers in England between the 2013 and 2018 studies.

Finally, although teachers saw the need for more funding and resources, the response of teachers to increasing their salaries was below the OECD average. This is despite teachers in England not being as well paid as those in many other OECD countries.

Too little: too late?

First it was Boris; then Mrs May and finally some of the other leadership contenders. What were they talking about? Not Brexit, although of course all the contenders for the Conservative Party leadership have been trying themselves up in knots of various tightness on that issue, but rather funding for schools.

Reading the runes of what was being outlined, it seems cuts to tuition fees might be some way down the track. If funding for schools and further education is back on the Tory Party agenda, it is difficult to see how the Treasury would be willing to spend more on higher education funding in the immediate future, especially once other Ministers put out their begging bowls. Sure, funding for International Development might be cut to below the level currently agreed to make some savings. This might be justified by citing Donald Trump and the USA level of aid. There might also be some cash to allow higher spending because of better tax revenues, but the police and Ministry of Justice have a real claim on extra cash to fight the rise in certain types of crime, including knife crime and the NHS can always do with more cash.

How much of the suggested increase in funding for education is real, and how much merely determined by the fact that pupil numbers will continue to increase over the next few years, is difficult to determine from the level of the pronouncements made so far, except for Boris’s statement on secondary schools. Not recognising the needs of further education and 16-18 funding might make Boris’s statement about £5,000 per pupil in the secondary sector look like vote catching idea, rather than a serious analysis of where the Tory Party’s current school funding policy has made a mistake. At least in the TV debate, FE, apprenticeships, and skills did receive a mention and, unless I missed, it selective education didn’t.

Any talk about increasing education funding by Conservative may be a case of too little and too late. The warning signs have been there for some time, and the fact that school funding didn’t play much of a part in either of the last two general elections was a bit of a surprise, although the effects on the ground were less obvious than the reductions in school reserves and the consequences of changes to come that are obvious to those that manage budgets, but were not then visible to parents.

For me the funding priorities are: 16-18 funding; early years and children’s centres; SEND funding and protecting rural schools facing falling rolls as the birth rate declines and the housing market stalls. There are other priorities, including metal health, although some cash has been allocated for this, and teacher preparation and career development. All staff will need competitive pay increases if the wider labour market remains as it currently is, but that will be true for the whole of the public sector and might reduce the amount specifically available for education; hence my earlier comment about the challenge in trying to reduce tuition fees.

Unless there is an emergency budget, any changes are not likely to reach schools before April or September 2021 at the earliest.
