Teaching a global profession? What do the physics ITT numbers tell us?

My previous post contained the good news for the government in the headline data about their annual census of those on teacher preparation courses. The footnote about undergraduate routes should not be of concern as there are relatively few such courses for secondary subjects, and the numbers on primary undergraduate courses have been declining over the longer-term.

Of much more concern is the decline in percentage of accepted candidates for physics from the UK and Ireland, down from 43% last year to 32% this year. This has been balanced by and increase from 54% to 66% for candidates from outside the UK and EEA areas.

As there has bene a dramatic increase in the numbers of trainees in physics, does this matter?

On these percentages, the increase in UK and Irish trainees has been from only around 185 last year to 220 this year. That seems like a very small number and worth investigating to see if I am correct?

If I am correct, then the key issue is, where will the trainees from the rest of the world be able to teach? Will the present government’s stricter policies on immigration mean that they won’t be able to teach in England, or as graduates earning a good salary will they be given visas?

Of course, they may choose to teach in the new British state sponsored selective school being established in both India and the UAE that was recently approved by the Labour government.

British Education is a global export, regardless of the PISA scores of home students, and the destination of trainees, both within the state and private systems, as well as overseas, is an important piece of information Minister should pay more attention to than they do at present.

The number of Uk trainees is likely to be boosted in physics by those training through the High Potential route (Formerly known as Teach First), However, the data for those candidates is not included in the census this year.

No doubt there is room for some interesting parliamentary questions about trainee teachers and where they come from and where they go on to teach, especially for those that receive bursaries and other financial support from the State.

London appears to have fared better than the rest of England in terms of the percentage decline in trainee numbers. That said, there isn’t yet time to investigate any a regional breakdown by subject.

Since some parts of the South East region already have limited access to trainees in some subjects, the overall decline in trainee number sin that region must be of concern.

Of more interest to schools is the likely open market numbers after removing those on the high Achievers (Teach First) programme and on apprenticeships or the salaried route where the trainees may be committed to a particular school. Assuming that 5% of the remainder don’t end up in state schools for any one of a number of reasons; this may be an underestimate in some parts of the country, the ‘free market’ pool of trainees likely to be looking for a September 2023 teaching post looks something like the following table

Should this table be anywhere near correct, then there will be shortages in many subjects from quite early in 2023. As mentioned in the first of this series of posts, schools might do well to ensure that they can retain staff. Paying large sums to try to recruit teachers may just be a wate of money.

Although all ethnic groups have seen a decline in trainee numbers since 2019, the decline has been most obvious in the ‘White’ group where there are around 5,000 fewer trainees this year compared with 219/20. Most other ethnic groups have seen only a small decline in trainee numbers since 2019.

Part of the reason for the decline in ‘White’ trainees may be the reduction in the number of trainees needed for the primary sector where this group has dominated in certain parts of the country.

More worrying is the loss of young graduates coming into teaching. These are the potential leaders of tomorrow. Although undergraduate numbers are up; postgraduate numbers are nearly 800 below their pre-pandemic level

Higher education seems to have bene most affected by this decline in interest in teaching among new graduates and those in the early years of their careers. This year, the number of men entering teaching as graduates fell to 7,155 well below the 9,229 of 2019/20.

As I commented in the two previous posts today about the ITT census, these are challenging numbers for the government and very worrying for schools.

It is a fair comment to say that comparing this year’s data on trainees with last year doesn’t take into account the covid pandemic effect. Because it could well be so, I have looked back at trainee numbers reported in autumn 2019, before we had ever heard of the term covid, and compared those trainee numbers with the current ITT census

The good news is that six subjects recruited more trainees this year than in 2019/2020, providing a total of 432 additional trainees in secondary subjects to offset against the more than 4,500 fewer trainees in other key subjects. Now, some of the reductions may be due to changes in targets in popular subjects, but with over recruitment still possible it is difficult to see why providers would take that approach.

The chaos that is science recruitment continues, with biology providing nearly 1,300 fewer teachers this year. Do we need a ‘general science’ category, and for all science trainees to receive similar bursaries if that is still the favoured route to attract new teachers?

The decline in trainees in English, so that there are this year fewer trainees this year than in mathematics and more than 1,000 fewer than in 2019/20, must be of concern as must be the collapse in Modern Foreign Languages trainees, especially if we are to remain a trading nation, not only with the EU, but across the world. Whatever happened to Mr Gove’s 5,000 Mandarin teachers?

Is it good news that the decline in design and technology and business studies has stopped or should we still be worried that the decline has been arrested at such low levels?

The decline in primary trainee numbers must partly reflect the decline in the birth rate and the expected continued decline in the primary school population. Nevertheless, this sort of overall number may cause some local staffing issues for the sector unless the trainee numbers are well spread across England to meet the needs of all primary schools.

There may be a glimmer of good news in the fact that non-Ebacc subjects fared better than Ebacc subjects over the period. Might this be providing a portent of a change in the overall labour market that with the coming recession might meant that this years’ numbers really were the bottom of the cycle? The first set of applications data should provide clues for the 2024 recruitment round when the DfE issues them; hopefully next week.

ITT disaster

Congratulations to the DfE. The ITT Census of trainees published this morning Initial teacher training: trainee number census 2022 to 2023 – GOV.UK (www.gov.uk) shows a lower percentages of trainees this year compared with last year in every secondary subject except design and technology. In that subject there was an increase from 23% of target to 25% this year.

These trainee numbers are grim news for secondary schools that will be looking to recruit teachers for September 2023, and January 2024. Retention of existing staff must be high on the agenda for school leaders.

Even if all trainees were to complete their courses, and want to work in state schools, there would only be 444 physics teachers entering the market. Allow for in-course wastage and a proportion working either in private schools or Sixth Form Colleges and there may only be around 300 or so looking to work as physics teachers next September in State Schools.

Even in history and physical education, where over-recruitment to target continued again this year, actual trainee numbers appear to be down on last year, with a combined loss of around 600 potential teachers.

Overall, just 59% of secondary target places have been filled this year, even after taking the over-recruitment into account. Physics, as predicted by Jack Worth at NfER and suggested by this both reached only 17% of target.

Modern Foreign Languages slumped from 71% 0f target last year to just 34% of target this year. Even biology, usual a banker for good recruitment in the sciences only managed 85% of total this year.

What should the DfE do now? The bursary scheme isn’t working, and is inefficient and difficult to market. Perhaps it is time to revert to offering a salary during training to all trainees allowing them to build-up pension credits and making career switching more attractive. Some decisions must be taken, otherwise the levelling up agenda is dead in the water as far as schools are concerned.

Bad News?

At the recent NfER webinar on the labour market for teachers some scarry numbers were banded around for this year’s applications for ITT postgraduate courses. On 30th March the DfE released the latest data on applications up to 21st March 2022. Initial teacher training application statistics for courses starting in the 2022 to 2023 academic year – Apply for teacher training – GOV.UK (apply-for-teacher-training.service.gov.uk) For comparison purposes, in 2021, the similar UCAS data was up to the 15th March, so this year’s data contains numbers from an extra week.

Despite the extra week compared with last year, overall candidate numbers at 23,264 are below the 27,170 cited as being domiciled in England in the March 2021 UCAS data. In reality, the DfE’s 23,264 includes around 3,000 domiciled outsides of England, including 514 from Northern Ireland and 2,000 from the EEA plus ‘rest of the world’. So, the domiciled in England number is perhaps no more than 23,500 at best. This would be more than 3,000 below the March 2021 number. Not good news.

Equally disturbing is that the decline in candidates from across the age ranges, with a notable decline in the 25 to 29 age group from 5,900 in 2021 to 4,684 this March. These are often career switchers dissatisfied with their initial career choice after graduation, and choosing teaching as a second career. One of the smaller reductions is in the youngest age group of those age 21 and under, where this year’s number is 4,227 compared with 4,490 in March 2021.

This year, there 6,525 men have applied to become a teacher, compared with 7,620 in March 2021. Female applicants are down from 18,930 to 16,525 for the same comparative period. Last year, by March 2021, 680 men had been ‘placed’ or what is now termed ‘recruited’. This year, 234 have been recruited by March. Fortunately, only 1,515 men has been unsuccessful so far with their applications, along with 2,619 of the 16,525 women.

Applications, as opposed to candidates, are down from 79,790 in March 2021 to 61,755 this year. Higher Education has had 29,566 applications this year compared with 37,050 in March 2021. Not surprisingly, apprenticeship applications are up from 1,680 last year to 2,397 this year. However, the School Direct salaried route only has 3,618 applications compared with 6,460 in 2021. Only 14 have been recruited to this route compared with 40 placed by March 2021. SCITT numbers at 8,458 compared with 9,490 seem more buoyant than the other school-based routes.

Providers across England are reporting lower regional numbers for applications, with London applications down from 16,740 to 14,277 and in the South East from 10,540 to 7,605. Only in the Yorkshire and The Humber Region does the fall seem smaller, at 7,052 compared with 7,980 in March 2021.

These number make for grim reading in a month where TeachVac recorded record numbers of vacancies for teachers posted by schools across England. The aims of the White Paper published earlier this week cannot be met if there are not enough teachers. I still think the NfER prediction for physics that less than 20% of the target number would be reached is alarming, but it is almost certain that the target will be missed for another year, and not only in physics, but also in a range of other subjects.

After 12 years in power at Westminster, a solution to the teacher supply problem must be found by the present government.

More doctors: fewer teachers?

The news that the government may be raising the cap on places at medical schools for trainee doctors is surely a good outcome for society, but may be a concern for those that are involved with teacher preparation courses.

Both are areas of funding where the government keeps close control over the supply of places. As has been discussed in previous posts on this blog, the recent market review into ITT by the DfE plus a falling birth rate and a reducing school population due to outward migration and an increase in home schooling, has raised the spectre of reductions in the number of primary teacher training places likely to be sanctioned in the short-term by the DfE, and a likely reduction in the number of secondary places once the decade reaches its midway point.

If the DfE has to find more funds for training more doctors, might it be tempted to bring any reduction in teacher preparation numbers forward to start in this autumn’s announcements for 2022 entry? Higher Education might like the reduction to be in postgraduate provision, but the DfE could make more top line savings by reducing undergraduate primary numbers. However, it seems likely that students not offered places on undergraduate course might still decide to attend university and enter teaching through the postgraduate route.

One consideration should be determining which route provides the applicants that best meet the needs of the sector? For instance, how do the ‘A’ level points scores of undergraduates starting primary teacher preparation courses match the scores of their postgraduate colleagues starting such courses.

The regular annual performance profiles might also offer some indications of the type of courses the DfE would possibly favour if there are reductions in places on offer. However, that will also be determined by the DfE’s priorities in terms of quality and other factors, such as employment outcomes and no doubt the contribution to the ‘levelling up’ agenda.

The takeover by the DfE of the postgraduate recruitment process from UCAS adds another uncertainty into the mix. Will the data be available from the DfE, as it has been from UCAS, and before that the GTTR (Graduate Teacher Training Registry), weekly and then monthly data that allowed seasoned ITT watchers to predict the outcome of the recruitment round as early as February or March of each year?

If it isn’t forthcoming, the answer might be regular monthly FOI requests until civil servants understood the message about the need for transparency in data that is best described to the Office for National Statistics as management information rather than statistics.

Teach First trainees have already started their courses, and many other providers will be gearing up for a start early in September. As ever, I wish the staff and the trainees well, and hope that those embarking on a career as a teacher will enjoy the experience of what can be a wonderful, but at times challenging career. Every bit as good as being a doctor, even if not as well paid.

ITT: hiccup not a change in direction?

Secondary schools across England might want to start thinking about their staffing needs for 2022 and 2023. Evidence from the data released earlier today by UCAS about application levels for postgraduate ITT courses reveals some disturbing trends.

This time last year, the pandemic caused something of a flurry of applications to train as a teacher. Applications have continued to increase this year and are currently about 24% higher for primary sector courses- why supply is generally adequate – but only 10% high for the secondary sector overall. Within that sector there are some significant increases, but also some worrying numbers in terms of applications.

Looking at the key curriculum subject,s there must be concerns that in IT, design & technology, geography, languages, business studies and physics there will not be enough applicants of suitable quality to meet the number of places on offer. In business studies and physics there are more applicants than last year, but current trends suggest that unless there is a wave of new graduates seeking to enter teacher preparation courses over the summer the targets won’t be universally met.

In languages, the total number of applications this years is down in most languages on the May 202 number. The same is true for design and technology, where applications are down from 1,190 in May 2020 to 980 this May. So, far only 260 applications have been offered places, with just 30 fully placed.

A significant proportion of the increase in applications are in subjects such as history (+1,100) PE (+1,000) and mathematics (+1,830), whereas geography has 650 fewer applications than last year and biology around 2,000 fewer. History and PE are not subjects where more applicants are needed to meet targets, although more should equate to more choice and better teachers.

These numbers don’t suggest a golden age for secondary school teaching as a career, and should do more than cause a pause for thought at the School Teachers’ Review Body.

In the North East region the number of applicants, at 1,450 this May, is actually around 50 below the figure for May 2020. Fortunately, in London there are some 1,300 more applicants than last year and around 700 more in the South East. Applicants are also still remaining in the process, withdrawals are holding at 23% of applications, and are only up from two to three per cent of applicants.

Another interesting straw in the wind is that there are has been virtually no increase in applicants over the age of 40 when compared with May 2020 total for this age group. Younger career switchers are still looking at teaching as a career, but the increase in new graduates still remains sluggish. This is an area where better data would help flesh out the real picture in the secondary sector. How many of the applications for PE have come from personal trainers that have seen their business disappear? And why are applications for design and technology so low. At current levels, it is difficult to see a future for the subject in our schools, a point made in the past by this blog.

Finally, the Postgraduate Apprentice route seems to be heading towards a situation where it will take over from the School Direct Salaried route. How much longer can that route survive with less than 200 offers in the secondary sector, and fewer than 400 in the primary sector?

If there is not an influx of applicants in some subjects between now and the start of courses, then schools will find recruitment in 2022 challenging. If these numbers are a portent of a decline in interest in teaching, then the levelling up agenda may well be wishful thinking, unless a new strategy for teacher supply is introduced.  

Teacher Shortages in 2022?

The present satisfactory state of recruitment into teacher training looks likely to be short-lived if the messages from this month’s UCAS data are interpreted in a particular way. After almost 30 years of looking at either weekly or monthly data on applications and acceptances, one can start to discern trends and patterns. Covid threw a spanner in the works of what was an emerging teacher supply crisis. Has that spanner now been retrieved?

One the one hand, applicant numbers are still up on last year. The increase is just over 5,000 for those with a domicile in England, from 26,280 in April 2020 to 31,460 this April. Interestingly, there has been virtually no increase in applicants from the North East, but a large increase in applicants domiciled in the London region. This should be good news, as it is in London that there is a strong demand for teachers.

More worrying is the relative lack of interest from new graduates in teaching as a career. There are only around 700 more new young graduates 21 or under this year compared with the same time in 2020, whereas there are 1,300 more in the 25-29 age group. Career changers, perhaps furloughed or made redundant by the pandemic, seem more interested in teaching than young new graduates. Indeed, there are only 60 more male applicants in the youngest new graduate age group than this time last year. A trickle rather than a flood.

The most worrying number is the drop in applications for design and technology, from 970 in April last year to 880 this April. In April 2019 it was 950, so the decline must be of concern. Applications to train as a languages teachers are also weak when compared with previous years. However, the increase in applications to train as a mathematics teachers from 5,390 last April to 7,450 this year is good news, as ARK noted in their recent ITT bulletin.

The bizarre over-recruitment of both history and PE teachers continues, with 1,500 offers in PE and 1,230 in history. This compares with 380 offers in physics, 230 in design and technology and 330 in computing.

School Direct Salaried as a route continues to decline, whereas School Direct non-salaried continues to grow, if not to thrive. Higher Education has done well in attracting applications for primary courses, up from less than 14,000 to over 18,000 this year. The increase is slightly less for secondary phase courses. Apprenticeships have taken up some of the slack from the School Direct Salaried route, but offers in the secondary sector remain derisory at this point in the cycle.

So, there will be problems in 2022 recruiting design and technology teachers, physics teachers and probably business studies teachers as well, but a glut of history and PE teachers in most parts of England.  This blog will look at the likely outcomes in other subjects once the trends of the next couple of months become apparent. We don’t expect a big rush into teaching unless new graduates suddenly discover there are no jobs elsewhere and turn to teaching once their courses have finished and they finally have a degree.

UCAS end of 2020 cycle ITT data

UCAS has today published the end of cycle data for courses that started last autumn. Regular readers that follow this blog will know that much of what is contained in the data has been commented upon in posts on this blog la the August and October.

However, ‘The End of Cycle’ (EoC) report contains much more information than the regular monthly updates published during the cycle. One area is in that of the ethnicity of applicants and the percentages accepted. Why gender is seen as capable of being revealed each month and ethnicity is not is an interesting question. I assume it is down to the fact that numbers in some categories would be too small to make publication viable or appropriate.

Regardless of the reason, the EoC report contains some interesting data.

Black male applicants had less than a four in ten chance of being accepted on to a course compared with 74% of white females that were accepted. It would be interesting to drill down into these figures to see whether there are regional and subject/phase differences within the categories.  

My assumption would be that London courses perform well in terms of acceptance of ethnic minority candidates and those courses in regions furthest from the capital may attract few applicants from ethnic groups other than the White group. This can pose another issue if a few courses receive the bulk of say Black African Male applicants. The policy should be to take the most suitable applicants.

I don’t know how much effort the DfE puts into monitoring these statistics and how they respond to the outcomes? Are civil servants content with the disparity between the different groups or should more work be undertaken to reduce the differences across gender and ethnicity?

Male applicants domiciled in London had one of the lowest acceptance rates overall for me of just 50% of applicants. It would be interesting to cross-tab the domicile by region with ethnicity. By contrast, 86% of women applicants domiciled in the north east appear to have been accepted That seems like a high figure to me and it would be interesting to see how many of these were accepted before say, Christmas. Providers that fill courses quickly can save time and money but such a practice begs the question about whether there should be a closing date for applications to allow more equal chances not determined by how quickly you decide upon teaching as a career.

ITT: not all plain sailing

Normally during a downturn in the economy, and the associated rise in unemployment, teaching does well as a career choice, and applications for places on graduate teacher preparation courses surge; they only peak when the labour market shows signs of picking up again.

The trend during the pandemic of the past year has been slightly different to this pattern. Yes, overall applications, and applicant numbers are up, as commentators that just look at the overall numbers have noted. However, for those more concerned with the details, the picture is more nuanced.

In primary, applications have not yet reached the peak seen in the 2016/17 round, and are some 5,000 or so below that level, and only 8,000 applications above the low point reached in March 2020 before the full extent of the current pandemic had become clear. There may be a warning here about the desirability of becoming a primary school teacher among the group that society has relied upon to ensure an intake of high quality new teachers each year. The public data doesn’t allow for any further comments, but someone should be taking a look at the detailed data.

It is in the secondary sector that the outcome is more nuanced. Three subjects stand out for concern. In biology, overall applications are down on March 2020, by around a thousand, to 2,360. While there will be plenty of chemistry trainees this year, with applications double what they were in March 2020, physics, as a subject, seems unlikely that it will meet its target for the year unless applications pick up in the second half of the year. As a result, any shortfall in biology may leave school struggling for science teachers for September 2022, if demand return to more normal levels next year.

In geography, applications are down by around 300 this year on last, meaning offer levels are not much above the low levels seen seven and eight years ago. However, with ever more history trainees competing for jobs, schools will be able to replace geography teachers with humanities teachers. Whether their quality of subject knowledge will be acceptable is an issue for others to debate.

Design and technology, the ‘ugly duckling’ and neglected child of the school curriculum is a real and serious concern. Applications by mid-March were just 760, compared with 820 at the same point in 2020. That’s application and not applicants. As a result, offer levels are at their lowest point for March for any year in the last decade.

I would content that design and technology is an important subject, and the DfE needs to address where the future stock of teachers is to come from? An urgent look at the details of applicants and why only 190 offers have been made is needed. In reality, this could be a few as 100 actual applicants offered places on design and technology ITT courses by mid-March.

Nearly half of the growth in applicants can be found in the London and South East regions. Whether this means that some rebalancing of ITT places might be required, as these are the two regions with the greatest demand for teachers, is no doubt a matter for active discussion. It would be foolhardy to leave places unfilled in other parts of the country whilst turning away acceptable applicants from London, especially as London often produces a higher percentage of BAME trainees than other parts of England.
