The new NPQs

The DfE has published a one-off document about participation in the National Professional Qualifications. Participation in the reformed NPQs in the academic year 2021 to 2022 – GOV.UK (www.gov.uk) The report identifies the number of confirmed starts for all NPQs funded by the DfE by region. The data covers two starting points, Autumn 2021 and Spring 2022. The DfE make the point that starts don’t equate to actual numbers of people, as it is possible to start more than one NPQ.

The total starts over the two cohorts were 29,153. I though it would be interesting to see how that compared with the number of advertised vacancies in 2021 for promoted posts with a TLR and also for leadership posts across the primary and secondary sectors.

The data from TeachVac www.teachvac.co.uk suggests that there were around 13,000 vacancies recorded during the whole of 2021 where an NPQ might be a useful part of a teacher’s application.

So, that might suggest that if registrations continue at this level with another intake in Autumn 2022 there is potentially a healthy supply of teachers able to seek promotion with recent experience of an NPQ assuming not too many multiple registrations by each participant.

In the North East, there a much larger number of NPQ starters across the two cohorts compared with promotion opportunities identified by TeachVac than in London and the Home Counties. This raises interesting questions about the allocation of resources across the regions that might encompass the ‘levelling up’ agenda and the extent to which NPQs are useful in providing a pool of teachers equipped for promotion or whether the NPQs are to help the school where the teacher is currently employed?

It would be interesting to see a further breakdown by the local authority where the teacher’s school was located to further match provision against need. For instance, was there any difference between the estuarine part of the East of England along the north bank of the Thames Estuary and the two counties of Norfolk and Suffolk. The same might be asked between Oxfordshire and Kent in the South East?

The data relates to ‘starters’. I hope the DfE will eventually publish data about completers. I remain in awe of teachers that take on professional development on top of a working week in the classroom. The fact that nearly 30,000 did so in a year when covid was rampant speaks volumes for the teaching profession.

Opportunity for All?

The government published it Education White Paper today. They didn’t make it easy to find the whole document, but it can be accessed at Opportunity for all – Strong schools with great teachers for your child (publishing.service.gov.uk) For younger readers, it is called a White Paper because when such documents first appeared they had white covers. Later when documents with suggestions and not proposals appeared they were called Green Papers as they had a green cover.

Enough of the history, although it is worth looking back to the last education White Paper. It promised to look at returning in-year admissions to local authorities, but nothing happened. This time on page 53 there is a graphic that just says LAs will ‘manage’ in-year admissions. It is not clear where the management role will have sanctions to back it up. I hope so.  If local authorities are provided with ‘backstop’ powers to direct in-year admissions that will be a step forward and should be put into place as soon as possible. The intention is summarised in paragraph 163. As a final safety net to cover rare circumstances where collaborative working breaks down, we will consult on a new backstop power for local authorities to direct trusts to admit children. The news in the White Paper that local authorities can run academy trusts is to be welcomed as correcting one of the wrongs of Mr Gove’s original 2010 Academies Act. However, in the spirit of strong schools, will schools in existing academy chains be able to make a transfer either to another chain or to a local authority trust, and will local authorities be able to include schools outside their boundaries in a Trust, such as Swindon schools in a Wiltshire trust or Blackpool schools in a Lancashire Trust? Will there need to be Chinese walls between an LA Trust officers and other officers with powers to direct Trust, as over admissions?

The White Paper downgrades Regional School Commissioners to Regional Directors, a less threatening title to local democracy. However, the amount of power local authorities can wield will depend upon funding. At least local trusts should have the same financial powers as the present trusts to manage central costs.

Perhaps the biggest change in policy terms in the White Paper is the ending of the freedom of parents to control the education of their children as paragraph 77 make clear, the government will also introduce legislation to establish a register for children not in school, exploring how this data should be used by local authorities and multi-agency teams to undertake their duties and support children’s education. The 1870 Act required parents to educate their children. The 2022 White Paper now also requires them to tell the authorities how they are doing that education. Will the next step be to ensure that all children receive high quality education of id the white Paper’s real time ‘Opportunity for all in state funded schools?

Overall, the White Paper is not as dramatic as it was thought it might be.

Teachers need CPD in using technology: nothing new there

The DfE has published an interesting survey about the use of Educational Technology in schools. These days, unlike when I first started teaching, EdTech usually means IT related equipment. The survey can be found at Education Technology (EdTech) Survey 2020-21 (publishing.service.gov.uk) It is worth noting that the Review is based upon a survey of a limited number of schools and teachers and that classroom teachers views may less visible than views from IT specialists and school leaders.

Many years ago, in the days of the Labour government, the early use of IT equipment in schools was chronicled in a number of surveys. I recall writing about some of the results, for instance, in the TES on 4th January 2002 when government data suggested that the average secondary school already had more than 120 computers, and the average primary school more than 20.

In those days, the internet was still new and smart phones were only for enthusiasts. I also recall commissioning a Java app for the 2005 General Election based upon the cost of the War in Iraq: but that’s another whole story.

Schools these days take IT equipment for granted, but there are still differences between the primary and secondary school sectors. The Review rightly suggests that the need for ‘A review of the digital technology used for supporting pupils with SEND.’ (Page 22).  All too often the need for accessible technology can be overlooked.

Schools clearly need more support, not least in the area of cyber security training and safeguarding pupils and staff. The decision to abolish rather than update the national support for Education Technology in the great bonfire of the QUANGOs instituted by the Conservative Ministers in the coalition government really does look like a short-sighted move, whatever the shortcomings were at the time. This lack of on-going support is recognised in the suggestions for future development contained in the Review.

Schools indicated a range of barriers to future effective use of EdTech including

Financial barriers were by far perceived as the biggest barriers, especially cost and budgetary constraints, although availability of technology in school (which is also likely to be linked to school budgets), was also cited.

Pupil barriers were perceived by teachers to be major barriers and the availability of technology (94%) and internet connectivity (90%) in pupils’ homes were perceived to be the biggest barriers to increased uptake of EdTech after cost and budget. Secondary school teachers (in particular those from local authority ‘maintained’ schools) perceived these factors to be ‘big barriers’. Pupils’ digital skills were also perceived as a barrier, although to a lesser degree.

Staff barriers, including teachers’ skills, confidence and appetite for using EdTech also represented a substantial barrier. Almost nine out of ten headteachers (88%) and three-fifths of teachers (58%) cited teacher skills and confidence as a barrier to the increased uptake of EdTech. Teachers who mentioned this was a barrier for them were less likely to say that EdTech met their needs, saved them time and reduced their workload. These teachers were also less confident in their ability to deliver remote education.

Connectivity barriers in school were also commonly mentioned, although they were more likely to be cited as ‘small’ barriers rather than ‘big’ barriers.

Safeguarding and data concerns were also mentioned, especially by secondary school teachers, however, overall, this represented a ‘small barrier’ to the increased uptake of technology. (Page 20)

Implicit in the comments about barriers may be the different funding regimes between academy chains and local authorities, whereby it is easier for academy chains to manage development and purchasing strategies than it is for local authorities under the present funding arrangements.

The use of devices reflects the difference between class-base teaching in the primary sector and subject-based teaching across most secondary schools. This difference in teaching strategy may explain why fixed units such as PCs have greater exposure in the secondary sector and tablets and other more mobile devices are to be found in great numbers in primary schools where pupils spend the majority of their time in a single teaching base.

The past two years of the pandemic has helped change the landscape for learning in schools and the future must make the best use of the skills only teachers can bring to support the learner and the best use that can be made of technology.

Phoenix rising

The DfE has today published a Policy Paper putting more bones on the body of the idea of a career development framework for teachers Delivering world class teacher development policy paper (publishing.service.gov.uk) To those of us with long memories it reads a bit like the early 1990s justification for the creation of the Teacher Training Agency. At that time QUANGOs were fashionable, nowadays government departments like to keep a tighter hold on policy, and don’t let the overall control of this sort of structure outside of the Department’s oversight.

Today’s document is a bit of a curate’s egg. The clickthrough for the Institute of Education on page 8 goes to the document New Institute of Teaching set to be established – GOV.UK (www.gov.uk) not updated since January 2021, and containing quotes from (Sir) Gavin Williamson, the then Secretary of State and Nick Gibb, the former Minister.

Strangely, for a Policy Paper, readers are told to contact their local Teaching Hub to find out more than is in this relatively slight document. I hope that there is a coordinated response for those that do take the trouble to make contact.

The different strands linking together career development paths are ambitious, but necessary. However, it all looks a bit artificial and lacking in both sticks and carrots. Should teachers be required to recertify every few years or would such a move reveal the inability of the system to properly train those asked to teach our young people.

The lack of any mention of special needs, the sector with the highest percentage of unqualified teachers is disappointing, and the numeracy lobby will wonder why literacy is singled out for a specialist NPQ, but they do rate a mention?

In the end, the success of the project will come down to the cash on offer, and how career development will be paid for. The offering in today’s document is still a long way from Mrs Thatcher’s sabbatical term idea based upon the James Committee Report that was scuppered by the 1970s oil crisis. Indeed, it might be worth having a look in the library for a copy of that White Paper; Education – a Framework for Expansion that appear half a century ago.

Teaching Hubs and Regional School Commissioners are no real substitute for a coherent middle tier that can manage the local career development offering for teachers across a local area.

I would like to think that a career framework for all teachers wanting to make the profession their career for the whole of their working life will counter the notion of everyone having several different careers in a lifetime, but it is difficult on the basis of past outcomes to be anything other than sceptical about the needs of individuals rather than the wishes for a system. Will Phoenix make it out of the ashes of past attempts at career development for teachers? I am not sure based upon this Policy Document.

Teaching School Hubs: will schools be forced to use them?

Has anyone noticed the DfE vacancy site padding out the number of jobs on the site by repeating entries? It doesn’t happen with the search facility, but if you scroll through the pages, some jobs appear more than once. Today, it happened to me with the Head of Sixth Form at Burford School and the Principal at Phoenix College: there may be other examples as well.

Why was I scrolling through the DfE site? Two reasons, I wanted to see if the new Teaching School Hubs were advertising posts yet: at least one is, and I am always interested to know how TeachVac fares compared with the DfE in offering a free site to schools for their teaching posts.

After stripping out non-teaching posts from the DfE site – these include a maternity leave replacement for a cleaner and a school matron – that TeachVac doesn’t handle, the DfE comes in around 40% of TeachVac’s vacancies still within closing date. Both sites offer school a way to save cash for many ‘easy to fill’ vacancies.

The news on Teaching School Hubs https://www.gov.uk/government/news/new-teaching-school-hubs-to-be-rolled-out-across-the-country was announced on Wednesday and reminds me of the Teachers’ Professional Development Centre where I worked for two years in the 1970s. Those centres had the advantage of being neutral spaces not associated with particular schools, but the disadvantage of not having pupils on site for demonstration lessons.

The DfE said in the announcement that “Each hub, all of which will be operational and helping schools from this September, will have its own defined geographical patch and will be expected to be accessible to all schools within that area, serving on average around 250 schools each.”

Now this takes me even further back to McNair and his Report, and the development of what were known as Area Training Organisations. This approach, so contrary to the Conservative’s market model approach, suggests a more controlling approach. Will schools be able to buy professional development either where they want or will they be forced to support their local Teaching School Hub? 

Will the pupils in the schools benefit from the employment of the best teachers by the Hubs or will the staff of the Hub be fully employed on professional development and initial teacher preparation?

To whom will the Hubs be responsible and will they be inspected by Ofsted or some other body set up especially for that purpose?

What is clear is that the government has so emasculated professional development in the past that some sort of national programme, backed by research, is badly needed to help support the teachers working in our schools. I hope the Hubs will also offer support to those taking a career break that want to return in the future.

The Hubs must also address the conflict between the needs around the professional development of an individual teacher and those of the schools where they work. They may not be the same.

Finally, the government must be sensitive to the fact that next year many teachers will want to recover from the effects of the pandemic and Ministers must not be surprised if teachers want a quiet year to rest and recuperate even if that means avoiding after-school professional development activities.

DfE announcement on a Saturday!

The decision to announce both a new Institute of Teaching and the recommencement of the review of the ITT market, following a pause due to the Covid-19 pandemic, wasn’t something I expected to read this afternoon.

DfE announcements on a Saturday afternoon are rarer than hen’s teeth. So rushed seems the announcement on the recommencement of the ITT Review that it is unclear whether the statement that ‘The review is expected to report in summer 2020.’ Should have read summer 2021?

Anyway the announcement of,

A new Institute of Teaching is set to be established in England to provide teachers and school leaders with prestigious training and development throughout their career.

… with the Institute being the first of its kind in the world.’

May raise some eyebrows and questions about hyperbole in places as far apart as Singapore and Ontario.

This idea for this new Institute doesn’t seem yet to have the structure of the Area Training Organisations that existed across the country in the post-war period or even of the short-lived regional structure for leadership training in the days before GRIST and its derivatives.

Indeed, what of the wonderful National College created under the Blair government only to be axed by the Conservatives?  Admittedly that started with senior leadership and then expanded into other areas? Has it been air-brushed out of history?

To claim that the new Institute ‘will revolutionise teacher training and make England the best place in the world to train and become a great teacher’ will raise the question in many minds of what have the Tories been doing for the past ten years of trying to create a school-led training system. Is this an acknowledgement of failure?

There is no way that I believe the present system of ITT, or ITE depending on your point of view, is anything but high quality, but there is room for innovation, not least around technology and learning, as I have written in a recent blog.

The numbers quoted in the announcement also seem suspect. There are around 40,000 trainees teachers each year, so 1,000 represents about three per cent of the total. A higher percentage, of course, if targets for recruitment are not met. 2,000 early career teachers is an even smaller percentage and no figures are provided for the essential development of middle leaders where a national programme has been sadly lacking.

Where will the existing Teaching Schools fit into this new order, and how will geographical gaps be filled? Who will have oversight, and will there be a National Director of Training and Development with the ear of the Secretary of State?

A cynic might say this was an attempt to end a run of bad news for the DfE and its Ministers, and an attempt to regain the initiative. If so, I hope what emerges really does help develop the teaching profession.

Perhaps the Secretary of State can start by changing the rules about employing unqualified people as teachers. There is, after all, no point in an Institute focusing on initial teacher programmes if academies are free to employ anyone as a teacher.

A better announcement would have been that the term ‘teacher’ had become a reserved occupation term only allowed to be used by those with QTS.

Thin gruel

With not much cash to give away plus an increasing school population to fund over the next few years, schools and education were always going to have to whistle for much more than a few handouts from the Chancellor’s budget. Especially after more than three-quarters of a billion pounds had been guaranteed to win the battle with Labour for the undergraduate student vote.

So, as predicted here over the weekend, re-training for 8,000 IT teachers was one of the education headlines. How the money is to be spent will affect recruitment from September 2018, with the bulk of the cash being spent between September 2019 and the summer of 2020. £85 million, not the £100million mentioned over the weekend, has been included in the Treasury Red Book. The mathematics bonus won’t come into effect until autumn 2019 and is so arranged that it is of no help to the funds of 11-16 schools. I wonder whether it will be paid on registrations or numbers taking and passing examinations, in which case it won’t be paid until the summer of 2021. The devil will be in the detail, but don’t start spending the cash anytime soon.

The other proposals for maths schools look embryonic and a bit last minute. The CPD bonus for some teachers is interesting, but will only buy around 3-4 days of input, unless some special deals can be arranged. If cover has to be included as well, then it will not even buy that amount of professional development: perhaps it will be on-line in a teacher’s spare time. In that case, will the teacher associations veto involvement as it would be seen as adding to a teacher’s workload? Will teaching schools; MATs; providers or the private sector administer the Scheme?

Personally, I would have placed an emphasis on adding to the maths knowledge and skills of primary school teachers where I think this extra money could have achieved the most good. But, at this level of funding it looks like mere window dressing whatever use is made of it.

The real disappointment is the lack of any further increase in school funding. I am surprised the Chancellor didn’t mention the School Vacancy Service as a means of saving school’s money: missed a trick there. Perhaps he didn’t believe that the ‘fingers crossed’ reference by the Permanent Secretary at The Public Accounts Committee was a strong enough commitment to actually achieving something really workable in 2018. Not to worry, TeachVac’s free service to schools and teachers is already doing the job for the government and at no cost to the Exchequer.

The lack of progress on pay needs to be remedied by an early Pay Review Report, because when the budget was in the spring it was late in the recruitment season for announcements to affect decision-making by teachers. A November budget may well prompt teachers ahead of the 2018 recruitment round to consider their future career moves. My advice to head teachers is to dust off the rules about recruitment and retention allowances as they offer a way around the pay problems for schools that have the cash.

 

 

New measures merely sticking plaster

Over the weekend the Secretary of State announced new measures to deal with the growing unease about the costs of higher education. She capped fees; adjusted the level at which repayments commence and made some technical changes to support for trainee teachers as well as espousing the apprenticeship route to trained employment and the development of skills. However, she didn’t do anything about the 3.1% management free on the tuition debt charged to students and displayed a somewhat limited knowledge of economics by trying to blame universities for not introducing lower cost courses for some degrees. As this blog has pointed out in the past, why would any provider cuts income when supply exceeded demand? With the number of eighteen year olds falling over the next few years, universities might well offer lower priced degree courses, but will they be shunned as possibly of a lower quality by potential students: we shall see.

The announcements about help for schools, some teachers and trainee teachers seems to be just tinkering at the edges of the recruitment crisis and based on some dubious assumptions in areas where the DfE lacks credible up to date data, as the NAO recently pointed out in their Report on teacher supply issues.

The series of measures announced by the Secretary of State, include:

  • Piloting a new student loan reimbursement programme for science and Modern Foreign Language (MFL) teachers in the early years of their career, targeted in the areas of the country that need them most. The pilot scheme will benefit around 800 MFL and 1,700 science teachers a year. A typical teacher in their fifth year of work would benefit by around £540 through reimbursement, and this would be more for teachers with additional responsibilities. This is in addition to the benefit that teachers will get from the newly-announced student loan repayment threshold rise.
  • New style bursaries in maths will also be piloted, with generous upfront payments of £20,000 and early retention payments of £5,000 in the third and fifth year of a teacher’s career. Increased amounts of £7,500 will also be available to encourage the best maths teachers to teach in more challenging schools.
  • £30 million investment in tailored support for schools that struggle the most with recruitment and retention, including investment in professional development training so that these schools can benefit from great teaching.
  • Supporting our best teacher trainer providers, including top Multi Academy Trusts, with Northern Powerhouse funding to expand their reach in to challenging areas in the north that do not currently have enough provision so more areas benefit from excellent teacher training, and help increase the supply of great teachers to the schools that need them the most.

Leaving aside the fact that there are far greater shortages in some other subjects than MFL and the sciences, such as design and technology and ICT, and in places even English, there is no obvious shortage of biology teachers and the government has little or no idea of whether suspected shortage of languages teachers is in certain languages or across the board?

The new arrangement for maths teachers looks like a return to golden handcuffs, tried before and abandoned. I assume the £7,500 payments will be in the form of payments to certain schools to pay recruitment and retention allowances of perhaps £2,500 per year for a three year period?

The £30 in tailored support might mean a return of recruitment staff, although they are best employed at a local authority level. Providing extra funding for CPD won’t go very far and it isn’t clear whether this is a single payment or designed to be continued for several years.

In a DfE strapped for cash, changes were never going to be very generous. However, these look poorly thought out and are likely to make little difference to the teacher supply crisis in the subjects they target and none in the other subjects where schools are struggling to recruit teachers.
