DfE and Teacher Vacancies: Part Two

The DfE is spending more money supporting their latest venture into the teacher recruitment market. The current DfE foray into the recruitment market follows the failure of the Fast Track Scheme of two decades ago and the Schools Recruitment Service that fizzled out a decade ago. The present attempt also came on the heels of the fiasco around a scheme to offer jobs in challenging schools in the north of England that never progressed beyond the trial phase.

The present DfE site rolled out nationally two years ago this month. How successful it has been was the subject of a Schoolsweek article earlier this year. https://schoolsweek.co.uk/dfes-teacher-job-website-carries-only-half-of-available-positions/  This blog reviewed the market for vacancy sites for teachers last December, in a post entitled Teacher Vacancy Platforms: Pros and Cons that was posted on December 7, 2020.

In that December post, I looked at the three key sites for teacher vacancies in England. TeachVac; the DfE Vacancy site and The TES. As I pointed out, this was not an unbiased look, because I am Chair of the company that owns TeachVac. Indeed, I said, it might be regarded as an advertisement, and warned readers to treat it in that way.

There is an issue with how much schools spend on recruitment of teachers. After all, that was why TeachVac was established eight years ago. The DfE put the figure in their evidence to the STRB this year at around £75 million; a not insubstantial figure.

Will TeachVac be squeezed out in a war between the DfE backed by unlimited government funding and the TES with a big American backer? At the rate TeachVac is currently adding new users, I don’t think so. After all, the DfE site doesn’t cover independent schools, and in the present market I believe that most teachers want a site that allows access to all teaching jobs and not just some. That benefits both TeachVac and the TES as well as other players in the market, such as The Guardian and Schoolsweek, as well as recruitment agencies.

How much the DfE will need to spend on ensuring they cover the whole of the state-funded job market in terms of acquiring vacancies by the ‘school entering vacancies’ method is another interesting question? As is, how much will it also cost to drive teachers to using the DfE site and not TeachVac or the TES?

A view of TeachVac’s account reveals that Teachvac provides access to more jobs for teachers at less than the DfE is going to spend on promoting their site over the next few months. Such spending only makes good commercial sense if you want to remove a player from the market.

So here’s a solution. Hire TeachVac to promote the DfE site and use the data TeachVac already generates to monitor the working of the labour market. After all, that was also one of the suggestions from the Public Accounts Committee Report that spurred the DfE into action and the creation of their present attempt at running a vacancy site.

Teacher Recruitment: How much should it cost to advertise a vacancy?

As someone that chairs a private limited company operating in the field of teacher recruitment, I always read the annual accounts published by the owners of the TES Group with interest. The latest, just released, provide details for the year up to the 31st August 2019, so aren’t all that recent. Normally, the annual accounts for the previous year appear on the Companies House website sometime in the following May. However, the accounts for the year up to the 31st August 2019 have only recently appeared.

The Group now files its overall Group accounts under the name of Tes Topco, for anyone interested in reading what has happened since the group was sold by one American Group to another.

I can sympathise with the directors. The bottom line for 2018-19 was a loss across the business, after everything, including finance costs, were taken into account, of some £67,000,000. That’s a chunky loss on revenue of less than £100 million, and was generated well before covid-19 affected the teacher recruitment market.

The ‘Attract’ part of the business – basically the on-line recruitment part of the Group, and once the jewel in the crown – registered a decline in turnover compared with the previous year, to around some £61,000,000. It isn’t possible to work out how much of this revenue came from schools in England, how much from schools elsewhere in the United Kingdom and how much for overseas.

However, let’s say schools in England paid upwards of £40,000,000 for what they could obtain for free from either TeachVac or the DfE vacancy website. Interestingly, as far as the TES was concerned, point of sale advertising revenue continued to decline in favour of subscriptions by schools.

This part of the business is supported by the large pool of teachers visiting the site to hunt for a job. Now that teachers are not a scare commodity, will schools want to renew their subscriptions? What happens if jobseekers divert in large numbers to either the DfE site or TeachVac? Is they do, why would schools continue to use the services of the TES job board?

An interesting question is whether the loss per teacher incurred by Tes Topco is anywhere near the level incurred by TeachVac? At present, TeachVac costs less than £3 per vacancy advertised to operate. You can do the maths for the Tes on say £40 million in revenue and possibly, being generous, 70,000 vacancies advertised by schools in England in 2018-19.

Looking forward to the effects of covid-19 on schools, the accompanying report estimates a loss on the vacancy and supply teacher part of the business of some £8 million. This assumes, as at present is the case that schools return for the autumn term, and there is no more lockdown across the board. The latest announcements for the autumn about what might happen do try to protect schools, but I am not sure that these measures will encourage schools to enter the teacher recruitment market unless absolutely necessary.

If TeachVac costs £3 per vacancy, and the DfE can spend anything it likes to keep its vacancy site alive, what future is there for an expensive paid site in England, regardless of whether schools pay for each vacancy advertised or take out a subscription?

I wonder if there is now more value now in the other parts of Tes Topco’s business than in the ‘attract’ part, even though it still dominates the revenue stream for the business.

Tidying Up

One of the side effects of isolation is the time to do those jobs you have been putting off doing for ages. In my case, this includes tidying up part of my study. However, as I a great believer in ‘creative chaos’ rather than the clean desk method of working, I find it all too easy to become distracted.

The latest distraction has been around two unique books in my collection. Both were given to me as leaving presents. In both cases I had made it clear to colleagues that the normal envelope passed around the staff wasn’t what I wanted. If people wanted to thank me for my time with the organisation, then they need to use their intellectual capital not their cash.

When I left Brookes University in 1996 to join the then Teacher Training Agency as its ‘Chief Professional Adviser on Teacher Supply’ to quote for the press release issued at the time, I asked staff for something that either inspired them in their own education or had been important to them in their career either as a teacher or working in an education establishment. They were kind enough to put the resulting collection to a book, and then to allow me to add some thoughts of my own. I have always wondered whether this might form the basis of an interesting anthology.

The second book was presented to me when I retired from Times Supplements in 2011, just under three years after they had bought my company. My then deputy, crafted a book containing many of the columns that I had written for the TES over the 11 year period when, in one form or another, I churned out a weekly piece, usually about numbers somewhere in the school system. In those days the government produced many more statistics than it seems to do these days.

In the past few years, I have returned to that compendium from time to time, either to check a fact or to reflect how some things have changed and others have stayed the same.

As many regular readers know, I wondered about stopping this blog in January with the 1,000th post. This is the 20th post since then, so that was a New Year resolution that didn’t last. But, looking at the other books, set me thinking whether I should produce two more? Firstly, a collection of the first 1,000 posts on this blog: the good; the bad and the plain indifferent, and secondly a shorter collection of the ‘best’ posts selected by readers?

Do please leave a comment and a suggestion either if you think it a good idea or if you think it a mere vanity project that should be discarded without further ado.

Either way, it is always good to hear from readers and I am still wondering who it was that downloaded every posts on Christmas Day 2019, creating a record score for views on any one day during the history of this blog.

 

1000 and out?

Seven years ago, in January 2013, I started writing this blog. Over the years the number of posts have fluctuated, as the table below reveals.

Seemingly, I have become less wordy over the years, with 2019 posts containing around 120 fewer words on average than the 2013 posts. There have been more than 1,000 likes for these posts, and slightly more comments from readers. I am especially indebted to Janet Downs for her many and helpful comments over the years.

Since early 2018, visitors numbers to the blog have started to reduce, and although Christmas Day 2019 saw someone view the whole archive of posts, making it highest day for views ever recorded, the trend has been for fewer and fewer views.

If this trend continues, is it worth my making the effort to write this blog? I started it in 2013 because I was concerned that there would be a teacher supply crisis, and I wanted a platform after writing regularly for the TES for over 10 years, and for Education Journal for a couple of years after that. It is interesting to look back at the discussions over teacher supply during the summer of 2013 that so upset some within the DfE. I would like to be able to predict when teacher supply will no longer be an issue, but on present trends that may not be until the second half of this decade for the secondary sector. There should be less of a problem in the primary sector.

Since 2013, I have established TeachVac, the largest free vacancy service for teachers, and also been elected as a county councillor in Oxfordshire – and, incidentally, stood in three general elections as a candidate– and found time for a range of other activities as well.

So I am conflicted as to whether or not either to continue this blog in its current form or just to sign off at this the 1,000 post? TeachVac continues to expand, listing more than 60,000 vacancies last year, and is already on track for more in 2020, and is consuming more and more of my time. Happily, it remains the largest free job site open to both schools and teachers in England, so is well worth the effort.

With the DfE’s move to take over the application process for graduate teacher preparation being trialed with some providers this year, even that monthly update provided by this blog may become impossible, unless the DfE allow access to the data on at least the same basis as UCAS have done over the past few years.

So, perhaps it’s time for a rest and a search for new horizons. Thank you all for your comments and questions.

 

 

Does Nationalisation always work?

Discussions about State ownership has been a feature of this general election campaign. As a Liberal Democrat (Candidate in Castle Point in Essex including the Canvey Island) I prefer J S Mill’s approach as espoused in his treatise ‘On Liberty’. Writing about the role of the state and education, Mill concluded that generally, it is not the role of the State to educate its citizens, but to see that they are educated. Not a view of liberty that is accepted by Jeremy Corbyn and Momentum.

However, even Tory governments are not afraid of a spot of nationalisation when it suits them. And here I must declare another interest, for the remainder of this blog is about teacher recruitment, and I am both the chair and the largest shareholder in TeachVac, the free on-line job board for teachers and schools.

Over the past year, the DfE has been developing its national vacancy site for those in schools; teachers and non-teachers alike. The genesis was a NAO Report followed closely by a Select Committee report and a Public Accounts Committee session that all highlighted how little the DfE know of the labour market for teachers in real-time. At the same time head teachers were complaining about the cost of advertising vacancies, one reason for the creation of TeachVac and its free service to schools and teachers.

The DfE could have created a portal to existing sites for teacher vacancies that would have cost little by way of public money. Instead, Ministers sanctioned a full frontal attack on the private sector with a government funded site where state-funded schools could place vacancies for free, with only the cost of training their staff to use the site being borne by the school. Fine, if it works and is value for money.

So how is the DfE doing with this use of public money? Taking a day in late November as a snapshot, it would seem not very well.

An analysis across the core platforms revealed the following numbers of vacancies for teaching posts being listed.

Of course, the DfE is hampered by not accepting vacancies from private schools, and that will always limit the attraction of the DfE site to teachers looking for vacancies in any type of school.

Apart from TeachVac, all other sites mix non-teaching vacancies up with teaching posts to some extent or other on their sites. This makes the numbers even more difficult to calculate. TeachVac only records teacher vacancies.

Then there is the question of how long vacancies are allowed to remain on a site. Best practice is to remove them the day after the closing date specified by the school in the advert. Some adverts don’t have a closing date these days, and TeachVac will generally ignore these as there is a question about whether there is a real current vacancy at the school or these are just attempts, quite legitimate, at talent banking for the future.

So, on this evidence the DfE is not using public money wisely. Might it, perhaps, be cheaper for the new government to buy a feed from either the TES or TeachVac than to continue to operate its own site.

 

 

The importance of soft skills and those that miss out

The report from the Social Mobility Commission on extra-curricular activities, soft skills and social mobility published today  https://www.gov.uk/government/news/extra-curricular-activities-soft-skills-and-social-mobility comes a decade after similar research, by the then DCSF, (Department of Children, Schools and Families) about schools that offered extended services, both before and after school. This research was conducted in the period before the age of austerity, and any large-scale use of breakfast clubs and food banks. I reported on the DCSF evidence for the TES in the ‘Stat of the Week’ column of 10th April 2009.

There are some striking similarities between the two reports. Today’s Social Mobility Commission report that is entitled ‘An Unequal Playing field’, and is based upon research conducted by the University of Bath, shows according to the press notice:

huge disparities in children’s participation rates across a wide range of extra-curricular activities depending on their social background. Children aged 10 to 15 from wealthier families are much more likely to take part in every type of activity especially music and sport.

The report looks at activities such as arts, music, sport, dance, voluntary work, and youth clubs. It shows that children’s participation in extra-curricular activities depends on the schools they attend; the area they are growing up and their socio-economic background.

As household income rises so does increased participation. Those from better-off families are also more likely to engage in a greater number of out of school activities. Children from the poorest families are 3 times more likely to not participate in any extra-curricular activities compared to those from wealthier families.

Some classes are expensive but there are other barriers for the less affluent. In some areas there are access difficulties – schools don’t provide the activities and local councils have cut back on their provisions for children and young people. Sometimes, however, children from disadvantaged backgrounds do not take part because they lack confidence or fear they will not fit in.

A decade ago, I wrote of the DCSF research that ‘pupils least likely to be using the facilities provided by extended schools are those from the more deprived groups.’ Seems little has changed here.

A decade ago the majority of activities offered through the extended school programme were after school activities, and I suspect that is this is still the case today. However, where before school activities were offered a decade ago, pupils were more likely to make use of them on more days of the week.

In 2009, I concluded that ‘the activities relating to having fun and socialising are the key activities of out-of-school activities’. The Social Mobility Commission chairman has concluded that

“It is shocking that so many children from poorer backgrounds never get the chance to join a football team, learn to dance or play music. The activity either costs too much, isn’t available or children just feel they won’t fit in. As a result they miss out on important benefits – a sense of belonging, increased confidence and social skills which are invaluable to employers. It is high time to level the playing field.”

But, how to level that playing field will be the challenge for the DfE, just as it was for DCSF a decade ago. Seems like not much progress, if any, has been made during the intervening years, and this is another casualty of austerity.

 

Education matters

Last evening saw the termly meeting of the APPG (All Party Parliamentary Group) on the Teaching Profession at Westminster. Chris Waterman has continued to do sterling work with this Group that morphed out of a previous ad hoc gathering, primarily established to discuss issues surrounding the teacher labour market as the country moved from surplus to shortage. No doubt those that attended had to ensure they dodged the TV cameras as they made their way through Central Lobby to the committee room for the meeting.

As I had other duties in Oxford, I was unable to attend last evening’s meeting, but did provide Chris will some extracts from recent relevant posts on this blog to distribute to those that were able to attend.

For those with even longer memories that stretch back beyond the creation of SATTAG by Chris and myself, they will recall that this blog started soon after I stopped writing a weekly column for the then TES, now branded as tes. After more than a decade of writing for that paper, I was suffering withdrawal symptoms, and a blog seem a good way to relieve them in a manner that didn’t take up much time.

Of course, the big concern at this present time must be about where the candidates for leadership of the Conservative Party stand on Education? For selection at eleven; complete academisation; more pay for teachers; cash for Children’s Centres? We all have a list of what we would want to ask our next Prime Minister, but are only likely to be able to do so through the professional associations taking a lead and quizzing the eventual finalist on behalf of the profession.

From the candidates’ point of view, they might want to reflect that being too radical can affect what will happen in the real world. Make teaching look too unattractive, and the present teacher supply problem could become even worse, especially if the exodus from the profession were to accelerate. With insufficient numbers entering the profession, losing those already in service at an even greater rate than at present wouldn’t just be unfortunate, but could be disastrous for both our society and the future of the economy.

Teaching is now a global activity and teachers trained in England are able to secure posts in many other countries in the ever-growing private school market of ‘international’ schools, increasingly run by those with the bottom line in mind. With UK higher education an attractive draw for many overseas students and their parents, being taught by teachers that understand the system here can be a help when it is time to apply to university.

So, my key question for Tory Candidates’ is, what support will you provide for your Secretary of State for Education and what will be the key priorities you will ask that person to address? If they don’t mention all of Further Education; funding levels and staffing then education will clearly not be a significant priority for them in the word post October 31st.

 

Growing pains, but not for TeachVac

Should the latest American owners of the TES be worried by the DfE’s vacancy site? Probably not in the short-term, but looking on a longer perspective there must be some anxiety. TeachVac, the other free service offering teacher vacancies to trainees, teachers and returners, where I am the chair of the board, monitors how the DfE site is doing compared with TeachVac www.teachvac.co.uk on a weekly basis.

Apart from the February half-term period, this week is the first time that the DfE site has broken through the 25% barrier in relation to TeachVac. Of course, the two sites aren’t directly comparable, since the DfE site carries non-teaching vacancies, but not vacancies from independent schools, and TeachVac carries the latter, but not the former.

Still, the DfE clearly won’t have a full analysis of the 2019 recruitment round as they will be missing so many vacancies in the first quarter of the year. The interesting time will come in the summer, when schools paying a subscription to advertise their vacancies on paid-for platforms will need to decide whether or not to renew their subscriptions or switch back to using them only when the free site such as TeachVac or the DfE fail to provide enough applicants to make an appointment.

This assumes that the DfE site is still in operation by the summer. With the start of the new government financial year next week, it must be expected that funding has been agreed to operate the DfE’s site for the whole of the financial year. From a point of view of schools, it is to be hoped it doesn’t follow the private sector approach of taking booking, or in this case vacancy adverts, right up to the point where the plug is pulled.

I think that schools have a right to expect a statement from the government that either the DfE site will continue for another year or that if it doesn’t it will be replaced by links to other sites providing details of vacancies, such as TeachVac. The latter would, of course, be a much cheaper option for the DfE, but I assume having spent money on the software for their site they will want to see a return on their expenditure.

TeachVac is breaking new records this year, both on the number of vacancies listed, and on the rate of applicants signing up to receive job matches. This on minimal marketing and in the teeth of indifference from all the teacher associations. Teachers, however, know a good thing when they see it and the fact that a job posted this morning can be matched to a teacher that has requested it by late afternoon shows what can be achieved.

 

Happy Texans?

So the TES now has new owners. Once again they are an American Group. The new owners are Providence Equity Partners. https://www.tes.com/tesglobal/articles/tes-announces-new-owners

At least, being headquartered on the East Coast of the USA, they are nearer the TES HQ than the former owners in Texas. Providence as a Group also invest in Autotrader that made a successful transition from print to on-line advertising and Burning Glass, a company that provided data for the Home Office’s Migration Advisory Committee study into teaching and subjects that should be eligible for Tier 2 visas in January 2017. Both may be able to provide helpful advice and expertise to the TES brand under Providence’s guidance.

Hopefully, Providence did more due diligence on the teacher recruitment market in England than just to rely upon the data Burning Glass, presented to the Migration Advisory Committee (MAC) that then appeared as Figure 4.4 of the MAC Report in January 2017. The manner in which Burning Glass counted job postings was very inclusive and over-estimated actual demand for teachers. You only have to look at the data for August in Figure 4.4 to recognise the difference between postings and vacancies.

The question for Providence that will have undoubtedly considered before they made their offer is, can the recruitment side of the TES be made profitable, in the face of the DfE’s new free job site and the development of the TeachVac brand (where I am chair of the Board), with the help it can receive from other Providence investments?  In addition, can the resources side of the TES business be made more profitable as part of a larger global enterprise? It might also be worth adding, can the education journalism side be developed into a global platform providing information and news to other Providence media investments?

What will happen to the TES team? Will Lord Jim Knight become chairman or even President of the company? Alternatively, has Providence already lined up a new team to take over the helm from the existing management team, as is sometimes the case when a company changes owners after a sale?

In the past, the recruitment income has been a key source of revenue for the TES, especially once reader subscription income started to disappear, as print was replaced by the move on-line. However, the TES is now a significant provider of initial teacher training. Will the new owners see this either as a distraction or alternatively as a possible avenue on which to develop a significant CPD business with a global reach? It goes without saying that the recruitment business will be developed into one with a significant presence in the global market for teachers. This is, after all a large and growing market.

As a former employee of the Times Supplements, after they bought my company just as the recession hit world stock markets, I am interested in seeing how the new owners will develop the title. As a competitor in the recruitment market though TeachVac, I am interested to see how quickly the new owners will move and whether there will be developments in time for the 2019 recruitment round that will peak in the spring. But, maybe Providence’s pockets are deep enough to not worry about 2019 and they will start to focus on 2020 and beyond.

An accident of birth

There is an interesting parliamentary procedure called a ‘Ten Minute Rule Bill’ that allows MPs to raise subjects they deem to be important, but that are not currently part of the legislative process. In some ways it is like a junior version of a Private Members’ Bill, but with even less chance of success.

Yesterday, a Bill was presented in the House of Commons with support from all three of the main political parties in England. This was the Criminal Records (Childhood Offences) Bill, presented by its sponsor, the Conservative MP, Theresa Villiers.

In her speech about the aims of the Bill, Teresa Villiers said,

‘A key problem is that we have no distinct criminal records system for children. Apart from some limited differences providing for slightly shorter rehabilitation periods and other timeframes, children are subject to the full rigours of the disclosure system that I have outlined. Records relating to under-18 offences are retained for life. I believe that the childhood criminal records system in England and Wales is anchoring children to their past and preventing them from moving on from their mistakes. It is acting as a barrier to employment, education and housing. It is therefore working against rehabilitation, undermining a core purpose of the youth justice system. The current rules also perpetuate inequality. The Government’s race disparity audit concluded that ​children from a black and minority ethnic background are sadly more likely to end up with a criminal record. A system that is unduly penal in its treatment of such records has a harder and more disproportionate effect on BME communities. I entirely agree. In September 2009, almost a decade ago, I wrote a piece for the TES in my regular column at that time. It was headed 93,601 – the number of 10-17 year olds gaining their first criminal record. https://www.tes.com/news/93601-number-10-17-year-olds-gaining-first-criminal-record

In that TES piece, I pointed out that some 700,000 young people gained a criminal record between 2000 and early 2008; not including those handed a caution or other out of court disposal. Fortunately, attitudes to dealing with petty offending have moved on from the days of Labour’s target culture and in 2016-17 there were just 49,000 proceedings against young people either in a court or by way of cautions for an admitted offence. Those children from a decade ago are now adults, but as I said in 2009, and Theresa Villier’s Bill sought to highlight, they carry the stigma of being an offender with them into their adult life. Not only must they declare it on an enhanced disclosure for a job as say, a teacher, but it can also affect their ability to travel to some countries that require visas, such as the United States.

My solution was that any summary offence, and most either way offences, including theft, should be removed from the record after a period of say five years free of offending.

I hope that the government will find time to either insert a clause in an appropriate piece of legislation or take up this Ten Minute Rule Bill and provide parliamentary time for it to proceed. Carrying a criminal record for the rest of your life should not be a matter of when you were born, but of the severity of your criminal behaviour.
