Demand for middle leaders in schools during 2023

Continuing the look at the labour market for teachers during the first seven months of 2023, this post looks at the trend in advertised vacancies for promoted post – largely vacancies with a TLR attached to the advertised vacancy.

The advertisements for posts at this grade largely mirror the position for advertisements for classroom teaching vacancies for posts with no responsibility payments. Thus, fewer recorded advertisements in business studies and vocational courses, and also this year in religious education, and for leadership roles in special needs departments. One the other hand, there were above average increases in advertisements for physical education, the sciences and English, as well as some of the smaller subject areas such as computing and the humanities.

State schools still looking for secondary subject teachers

Secondary Sector

For many years secondary schools have controlled the location of their vacancy advertising. With the rise of the multi-academy trusts there have been some recent changes in the marketplace. Some trusts have consolidated all their vacancies into a single job board similar to that in use local authorities in the primary sector. Some Trusts have gone further and arranged with one of the emerging players in the recruitment market for them to handle the vacancies across the Trust’s schools.

To date the changes in the marketplace have not significantly dented the position of the ‘tes’ as a key website for vacancies, but there is no doubt that the market is undergoing its largest shake-up since the move from print advertising to on-line advertising.

Then there is the DfE site. Despite several years of operation and cajoling by Ministers and civil servants, schools do not always routinely post their vacancies on this free site. TeachVac and others have demonstrated how an efficient free service and covering all schools can operate at a lower cost to the taxpayer than the DfE site, and provide the government with a better real-time understanding of the working of the labour market.

As the Education Select Committee is currently conducting an enquiry into the supply of teachers, it will be interesting to see whether or not they address this issue when they come to write their report, presumably sometime in the autumn.

The outcome for the first seven months of 2023 was an overall increase of seven per cent in recorded vacancies for classroom teachers.

However, the increase was neither consistent across all subjects nor uniform in those subject groupings where there was an increase. Five subject groupings recorded decreases in vacancies during the first seven months of 2023, when compared with the same period in 2022: Business studies; vocational subject not classified elsewhere; teaching and learning; Special Needs without a TLR and the social science subjects not classified elsewhere.

Business Studies and design and technology (a 1% increase) are both subjects that schools have struggled to recruit teachers for many years. Perhaps the reduction in recorded vacancies means that schools have now accepted the difficulty in recruitment and stopped advertising. No doubt that will have affected the curriculum being offered as well.

The 34% increase in vacancies classified as for humanities that may have partly been the result of concerns from pervious years about the shortage of teachers of geography; not actually an issue in 2023. However, there was also an above average increase in recorded vacancies for teachers of geography and the vacancy rate is very different for the rate for history teachers, where demand is much lower. However, for 2024, the reduction in ‘offers’ may make finding even teachers of history more of a challenge next year.

The other key subject with a significant increase in demand, as measured by vacancies advertised was English. The recorded increase in vacancies was some 18%, and was entirely as a result of more recorded vacancies from schools in the state sector.

For most of the other EBacc subject groupings, the increase was in the range of 5-10% in 2023 when compared with the same time period in 2022.

However, independent sector schools as a group recorded a lower demand, as measure by vacancies advertised, during 2023. Down from 5,056 to 4,410, a reduction of 646 vacancies advertised. As will the state sector, there was not a uniform decline and some subject that were in the list of subjects in the state sector that experienced year-on-year declines in vacancy advertising did not do so in the private sector: business studies is one such subject.

The is undoubtedly an unmet demand for secondary school teachers in a range of subjects that will not be met until either recruitment into training increases or more teachers are persuaded to return to teaching in state schools. School and trust leaders would be well advised to focus their attention on retaining staff wherever possible and by whatever means as this is often a cheap option that trying to recruit a replacement member of staff.

Demand for teachers

How is demand for teachers shaping up so far in 2021 now that schools are returning to what might be described as the new ‘post-modern’ normal?

An examination of weekly vacancies this year compared with the past three years data conducted by TeachVac www.teachvac.co.uk has concluded that demand remains weak for teachers of:

Physical Education

History

Geography

Art

Mathematics

English

And Science overall, although demand for some specific subjects remains stronger.

Compared with pre-pandemic levels.

Over the past few weeks, demand has been strengthening for teachers of music (after a weak start to the year) and teachers of languages.

Demand remains strong for teachers of:

Religious Education

Business Studies

IT/Computing

Demand for teachers of Design and Technology is at record levels.

Some of the weakness in demand in Mathematics may be attributable to a better level of supply requiring fewer re-advertisements. Conversely, some of the increased demand for Design and Technology teachers may be due to increased levels of re-advertisements as schools struggle to find suitable candidates.

In terms of the location of vacancies, the South East region has witnessed the greatest demand from schools so far in 2021 whereas the North East region is still the part of England where jobs are hardest to find.

Vacancies are now reducing across all categories, as the summer holidays approach. The likely overall number of vacancies for 2021 is going to be somewhere between 55,000 to 60,000 as recorded vacancies by TeachVac. Up on last year, but unlikely to match the record level seen in 2019, when demand outpaced supply in many subjects across the year as a whole.

With reports that the independent sector has recorded a decline in pupil numbers, presumably due to a reduction in overseas students, any recovery in that sector will likely increase demand for teachers in 2022.

ITT Applications: Some surge; some not yet

Applications to subjects such as art and design and business studies have shown some of the largest increases in applications over the period between mid-March and mid-April– note this isn’t the same as an in applicants, because applicants may make a number of applications to different courses.

There have also been increases in subjects such as chemistry; mathematics; music, religious education, many of the European Languages and Computing. On the other hand, applications for design and technology; drama and history have remained at similar levels to last year. There are actually fewer applications for both physical education and geography, continuing the trend seen earlier in the year. Perhaps the most disappointing number, is revealed in the fact that applications for physics courses have also remained flat, at just some twenty or so applications below last April.

In terms of applications to the different sectors, the extra applicants have targeted the secondary sector; where applications are up from 40,560 in April 2019, to 43,270 this April. By way of contrast, applications for the primary sector courses fell from 32,350 in April 2019, to 31,920 this April.

Most of the extra applications are concentrated in and around London, with the East of England; South East and London regions accounting for the 680 of the 710 or so additional applicants. The number of applicants registered in the North East was actually below the April 2019 number; falling from 1,350 to 1,310. Although more applicants were registered in all age groups, the increase in those in the 30-39 age group, from 4,160 to 4,310 stands out as worthy of note. Relatively few new graduates have so far chosen to apply, as might be expected at this point in their courses, even though they may be facing a great degree of uncertainty over their futures.

The School Direct Salaried route and higher education courses seem to have borne the brunt of the decline in applications for primary sector places, with the Apprenticeship and School Direct Fee courses recording increases, and SCITT applications remaining broadly the same as last April.

In the secondary sector, all routes have recorded more applications, with higher education and School Direct fee courses experiencing the greatest increases.

As a result of the increase in applications to the secondary sector, there is little point in discussing the number of offers that have been made in the different subjects, as it is too early to tell anything about the quality of the additional applicants. However, as I hinted in last month’s report, this recruitment round is likely to take on a very different outlook than was being predicted even as recently as February. Indeed, it may well turn out to be the best recruitment round in some subjects since 2013.

My best guess is that with the increased number of those seeking benefits after being made redundant, and the possibility of some graduates having employment offers withdrawn as firms struggle to reduce their costs, we will see further increases in applications over the next couple of months.

Will the DfE consider the need for recruitment controls once again, in order to ensure government expenditure on student loans does not exceed a certain level as part of the need to cap some areas of government spending? Might some bursaries come under threat as part of any package of emergency changes forced upon the government?

Teacher Vacancies

1,000+ new vacancies for teachers posted since Monday by schools in England, according to TeachVac data.www.teachvac.co.uk

Of these vacancies, the majority were posted by secondary schools; with half of the vacancies located in 3 regions (London; South East and East of England). Vacancies included 87 for teachers of English; 138 for teachers of mathematics and 156 for teachers of science and specific subjects within the sciences.

Mixed messages from ITT data

On Thursday, UCAS published the data for applications to postgraduate ITT courses by mid-January 2020. I apologise for the delay in posting my comments this month, but I was on leave last week. With the DfE now trailing their own application site, it must be assumed that the UCAS data is no longer comprehensive in terms of applicants. However, I suspect it is still good enough to be able to identify trends in the recruitment cycle for September 2020.

The two key message from the data seem to be: fewer applicants, down from 14,650 last January to 14,240 this year. But, this number is so small as to make no real difference, and the whole of the decline is probably in applications to primary age courses. Applications for secondary courses increased by 130. This probably represents somewhere between 40-50 extra applicants this January compared with 2019.

What seems to be clear is that the application process has been moving faster this year, as there are more applicants that have been placed or offered unconditional offers than at this point in 2019. The other good news is that London and The South East have bucked the trend, with more applicants this January than in 2019. The London number is impressive, with an increase of more than four per cent over last January. BY contrast, the reduction in the North East is in the order of seven per cent over last January.

Applicant numbers have held steady across most age groups, except for those aged twenty two, and 25-29 age group where applicant numbers are down slightly on last year. There are fewer male and female applicants this year, with fewer than 4,000 male applicants this January.

In terms of applications, primary courses are over 1,000 applicants below this point in 2019, with only PG Teaching Apprenticeships showing any growth over last year. For secondary courses, SCITTs are the main winner, although there are more apprenticeship and School Direct (non-salaried) applications as well. School Direct (Salaried) courses continue to lose ground, but at a slower rate; down to 1,220 from 1,280 last January. Higher Education courses still remain the largest category with 10,830 applications compared to 7,270 for School Direct (non-salaried) courses.

The picture for individual subjects is more nuanced at this stage of the cycle. Subjects with large numbers of applications and strong competition for teaching posts, such as physical education, geography and history have seen some reductions in the number of offers made to candidates possibly as a result of reductions in overall applications in these subjects. More worrying is the decline in applications for mathematics courses, as well as for chemistry and physics courses. The latter may have seen applications down by just 30, but that means a total of just 500 applications this January, with just 90 of these applications either having been placed or holding an offer.

The good news is there are more applications in art, business studies, design and technology and music than at this point in 2019. However, the increases are not yet sufficient to ensure all places will be filled this year. But, any increase is to be welcomed.

Modern Languages look to be the main casualty, with fewer than 600 offers or placed applications, compared to close to 1,000 at the same point last year.

By next month the shape of the recruitment round with have become clearer, and it should be possible to make some realistic predictions. If I were to put my money on it at this stage, and assuming exiting the EU doesn’t upset the labour market too much, then I would say the outcome might be slightly better than in September 2019, but not enough to meet the Teacher Supply model numbers from the DfE.

How to advertise a teaching vacancy

Many schools still don’t seem able to work out how to achieve the best results from the changing world of advertising for teaching posts. The concept of ‘free’ adverts for schools is now firmly established as a key part of the marketplace, with the DfE’s site following along in the footsteps of TeachVac www.teachvac.co.uk that created the first free site for schools and teachers more than four years ago. Additionally, most schools now also place their vacancies on a specific part of their school website.

However, schools don’t seem to have reviewed their policy towards how they make the most use of the changing landscape for recruitment. Take science vacancies as an example: when you are paying to advertise a vacancy it makes sense to create an advert that will maximise the chance of making an appointment, especially if you are paying for each advert individually. Hence, a school is most likely to advertise for a teacher of science, with some specific indication in the text of any desired skills or subject knowledge, such as physics or chemistry beyond ‘A’ level.

Reviewing vacancies placed by London schools so far in 2019, TeachVac www.teachvac.co.uk has recorded more than 700 ‘advertised vacancies across the sciences by secondary schools in the capital. Of these, 73 are adverts for teachers of chemistry; 98 for teachers of physics and just 60 for teachers of biology, but 487 for science teachers. So, almost overwhelmingly, schools are still advertising for science teachers and nothing else. Many of those with adverts for chemistry and physics teachers are independent schools or schools that have a specific interest in teaching the sciences.

So here are a few suggestions for schools as the 2019 recruitment round reaches its peak. If it costs you nothing, try placing both an advert for a teacher of a specific science, say physics, as well as an advert for a science teacher, if you really want a teacher of physics. Sure, it makes some people’s task of analysis more challenging, but that’s not your problem. With lots of possible teachers of biology, if that’s what you want, say so.

Putting two different adverts on your web site costs a school nothing. The same with either registering and entering two different science jobs in TeachVac or letting TeachVac deal with them. For maximum effect, it is probably worth placing the vacancies a day apart. In most cases, where a school has a subscription to a paid service that doesn’t limit the number of adverts placed in a given period, the school could use the same tactics.

Indeed, between January and the end of April, it is worth considering precautionary advertising based upon the experience of previous years in order to build up a register of interested teachers. But, do remember that most teachers are mainly interested in finding a job, not specifically a job in your school, and if one comes up elsewhere, then they could no longer be interested in your vacancies.

Schools should also note that some candidates searching for vacancies may register only for physics, biology or chemistry vacancies and not for science vacancies as a generic term. Some sites create more restrictive matches than others. In those cases, some possible applicants might not see your vacancy.

A word of warning to MATs that use central recruitment sites, are you ensuring this works to the advantage of your schools?

Finally, a plea, do please check your vacancy adverts for simple errors, such as out of time closing dates and text that differs between headlines and copy text. You will be surprised how often TeachVac staff either cannot match a vacancy or have to contact a school for clarification, something they can only do if time allows them to do so before the end of the daily routine and the matching of jobs to teachers.

Increasing Science Teacher Capacity

The Gatsby Foundation has continued its contribution to the debate about how to solve the shortage of science teachers with a new pamphlet entitled: ‘Increasing the Quantity and Quality of Science Teachers in Schools: Eight evidence-based principles’. Although the document is primarily about science teachers, it has some generally applicable points that can apply to some other subjects as well. However, it is a bit potentially limited in its application in places, in that it doesn’t seemingly put the points into any order and it doesn’t discuss what might be the best scenario if some of the suggestions are impossible to implement. Take the second suggestion of ‘Providing Stable Teaching Assignments’ where the document suggests that:

‘Heads of Science should consider increasing the stability with which teachers are assigned to specific year groups. This may be particularly valuable in science departments that do not have enough staff to specialise across the three sciences. Assignment to specific key-stages is particularly important for early-career teachers, who are still gaining fluency in planning (Ost & Schiman, 2015). Where staffing pressures make it necessary to add new year groups to a teacher’s timetable, departments should provide additional support such as materials and mentoring.’

There is good sense here, but how do you protect the only qualified physics teacher if that is what the school has?

Teachers in other subjects where staffing levels do not permit this type of approach; religious education, music and often the humanities, for instance, might well ask how any school will compensate for the necessity of teaching across all year groups. Should non-contact time differ by subject and the amount of lesson preparation and marking required of a teacher?

In science, we seem to be returning, if indeed we ever left, to a situation where there are far more teachers in training with a background in biology than in the other sciences. The House of Commons Education Select Committee recently discussed the 4^th Industrial Revolution, and the needs for the future of British Society. If there is a lack of balance in the abilities of teachers of science to cover the whole gamut of the science curriculum, how might the needs of the future influence how the skills of those teachers the system does possess are most effectively utilised?

The Gatsby pamphlet also suggests flattening the pay gradient in the early years of a teacher’s career. However, if every school did this it might nullify the effects. There is an argument for looking at pay differentials and calculating the cost of turnover of staff and recruitment challenges against paying part of the recruitment costs to the existing workforce. Recruitment and Retention allowances make this a possible strategy for schools with the available cash. However, many schools would say that at present they do not have the cash to take such an approach to solving their staffing issues.

Some trends for 2019 in teacher recruitment

In two of my recent posts I looked at the prospects facing schools that would seek to recruit either a teacher of design and technology or a teacher of business studies during 2019. These prospects will also apply to schools seeking to make appointments in January 2020, as there will be no new entrants to the labour market to fill such vacancies. If, as happens in both the two subjects already discussed, there are sufficient vacancies for September to absorb the whole output from ITT courses, then schools faced with a January vacancy, for whatever reason, really do face a dilemma. In some cases agencies may help, but in others it is a case of making do until the summer.

As mentioned in the post that initially analysed the ITT census for 2018, the position in physics is once again dire, with less than half of the ITT places filled. Fortunately, there won’t be a shortage of science teachers, since far more biologists were recruited into training that the government estimate of the number required. However, recruitment of chemistry teachers will prove a problem for some schools as 2019 progresses, since one in five ITT places were left unfilled; the highest percentage of unfiled places in recent years. Perhaps some early professional development on increased subject knowledge for biology teachers required to teach the whole science curriculum at Key Stage 3 might be a worthwhile investment.

In 2018, there were not enough trainee teachers of English to meet the demand from schools for such teachers; it 2019 that subject will be less of a problem, but finding a teacher of mathematics might be more of an issue for schools once again, although various CPD initiatives may have helped improve the mathematical knowledge of those teaching the subject and may have helped to reduce demand. Only time will tell whether a shortage of teachers of mathematics will once again be a headline story for 2019.

Although state schools may have reduced their demand for teachers of art, the independent sector still generates a significant demand each year for such teachers. The fact that more than one in five ITT places weren’t filled in 2018 may have some important regional implications for state schools seeking such a teacher, especially where the demand is also strong from the private sector schools. The same issue is also true for teachers of religious education, where demand from the state sector was weak in 2018. Any increase in demand during 2019 would see schools experiencing more problems with recruitment than during 2018.

All these assumptions are predicated on the belief that rising pupil numbers, and the associated funding per pupil, will more than cancel out the pressure on school budgets across the country. Once again, TeachVac www.teachvac.co.uk expects that London and the surrounding areas to be the focus of most demand for new teachers and the North East, the area where schools will experience the least difficulty in recruiting teachers.
