QTS numbers: no room for complacency

If you look at tables 6a and 6b of the ITT profiles published by the DfE this week, you can perhaps understand why some Ministers are sometimes dubious about a teacher recruitment crisis. https://www.gov.uk/government/statistics/initial-teacher-training-performance-profiles-2016-to-2017

In a whole range of subjects, the percentage of trainees in 2016/17 in employment within six months of gaining QTS was lower than in the previous year. A simple reading of those percentages might make one think that there were more unemployed teachers looking for work than the previous year, so that was alright wasn’t it. Not so. Although the number of secondary phase trainees awarded QTS in 201/17 was the highest since 2011/12, a whisker up on the previous year, there were still a range of subjects where the number of trainees awarded QTS was down on the previous year. However, it is worth acknowledging that 2015/16 and 2016/17 were better years for the award of secondary QTS than the two previous year. Sadly, 2017/18 isn’t like to continue the improvement; 2018/19 also looks like being another challenging year.

The DfE data on those with QTS in employment looks at both employment in state-funded and non-state funded schools, because of how the data has been collected. It is to be hoped that tying in QTS to the School Workforce Census will eventually revel better data about how many of those gaining QTS start teaching in locations other than state-funded schools.

In Physics, where 88% of those with known destinations from the 2016/17 were in teaching by six months from gaining QTS, the percentage a falls to no more than 70% of those that started a teacher preparation course. That’s a lot of bursary cash not producing a teacher in a state-funded school.

On the other hand, 88% of physical education trainees that started a course were teaching somewhere by six months after the end of their course. This is despite not having access to any bursary during their training and accruing fee debts of around £9,000 on top of their undergraduate debts. But, I suspect that the option for these graduates are less than for Physics graduates.

There are still worrying trends in some subjects, when comparing the differences in the percentage of trainees awarded QTS. The difference includes both failures as well as those that left the course after 90 days and those that failed to pass the Skills Tests for teachers.  The percentage of final year secondary trainees awarded QTS fell by a percentage point between 2015/16 and 2016/17 from 92% to 91%. However, the overall figure contains a range from 96% of PE final year trainees at one end of the scale to 83% of those on Physics courses. Even that percentage is better than the 79% of Physics final year trainees awarded QTS in 2012/13. Mathematics seems to have been stuck at just less than 90% for the past few years, whereas art and design and music recorded percentages awarded QTS in the mid-90% range most years. It may be that in these subjects technical subject knowledge is less of an issue with trainees and so more time can be spent on the application of the subject knowledge to classroom practice.

After two relatively good years, when the DfE recognised that there was a potential for a serious crisis in new entrants to teaching and upped the marketing on teaching as a career, the next two years are likely to see fewer new entrants with QTS. This is just at the time when pupil numbers in secondary schools are once again on the increase. Whether that will matter in 2019 will depend upon how many teaching staff schools will be able to afford to employ: it certainly mattered in 2018.

 

 

A sigh of relief

The UCAS data on postgraduate applications to train as a teacher as recorded for May appeared today. The combination of the arrival of offers affected by the Easter holidays plus the addition of almost an extra week of data compared with last year means the government can breathe a small sigh of relief. On the evidence of this data meltdown has been averted for 2018, except perhaps in music, religious education, design and technology and probably physics.

Overall applicant numbers have recovered to 29,890 in England, still down on last year, despite the extra days and some 10% down on May 2016 applicant numbers, but it could have been worse. The decline is still national in scope, with all regions recording lower applicant numbers than in 2016. The almost 3,000 fewer applicants than last year are also spread across the age groups, although the loss is probably greatest among early career changers in their mid to late 20s. This fact shows up in the further reduction in the number of ‘placed’ applicants compared with those with either ‘conditional firm’ places or ‘holding offers’. By domicile region of applicants, ‘placed’ applicants are down from 2,330 last year to 1,890 this May. In London, ‘placed’ applicants are down from 380 to just 300.  Of course, over the next few months the ‘placed’ number will increase as ‘conditionally placed’ applicants receive their degrees and complete any other requirements needed to move them into the ‘placed’ category.

All routes, apart from applications to secondary SCITTs, have been affected by the reduction in applications. Primary courses have lost more than 6,000 applicants compared with last year and numbers ‘placed’ only just exceed 1,000, with fewer than 10,000 applicants with ‘conditional places’ and a further 700 holding offers. In total, this is barely more than 11,000 potential trainees and marks the continued downward trend for the primary sector.

In the secondary sector, SCITTS have attracted just a couple of hundred more applications than this point last year, but that must be regarded as a success. Applications to School Direct Salaried courses have nearly halved over the past two years, although whether that is a drop in applicants or a decline in interest in this route on the part of schools isn’t clear from this data. At this rate there will be fewer than 1,000 secondary trainees with a salary come September (leaving aside those on Teach First).

Looking at some of the individual secondary subjects, music has just 200 possible applicants with offers of any type, compared with 260 in May 2017. Design and Technology is down to only ten ‘placed’ applicants compared with 30 in May 2017. Even in mathematics, numbers placed or holding offers is little more than 1,500; a new low for May in recent times.

Finishing on a good note, English is doing relatively well, with 1,640 offers, although that still isn’t enough to meet the Teacher Supply Number of just over 2,500 trainees.

Overall, perhaps the sigh of relief might only be a small one at the moment. Let’s hope for better times next month as new graduates that haven’t done anything about a job while studying start to decide how to spend their future.

 

Applications to train as a teacher still far too low for comfort

Let’s start with the good news: there isn’t going to be a shortage of PE teachers in 2019. Last month also saw some applications and acceptances for graduate teacher training courses. But, that’s about the good news that I can find from the latest UCAS data on applications and acceptances processed by mid-February 2018.

On the downside, a group of subjects are recording either new lows for February when compared with any cycle since the 2013/14 recruitment round or an equal joint low with the figure for February acceptances in the 2013/14 cycle that was the last really poor recruitment round. The list of subjects bumping along the bottom includes: Chemistry; IT; design & technology; mathematics; music; physics, religious education and art.

Applications for primary courses still remain a matter for serious concern, with just 26,430 applications compared with 39,240 in February 2016. Assuming around 2.5 applications per applicants that translates into less than 11,000 applicants for primary places. Acceptance rates amount to 7,320 for primary this February, compared with 10,910 at the same point two years ago in 2016. (Based upon place; conditionally placed and those holding an offer). The only spot of good news is that the number of offers being held is 1,020 this year for primary compared with 990 at this point in 2016. Nevertheless, with around 12,500 primary places to be filled by postgraduates, the current situation isn’t looking good.

Across the secondary courses, total applications of 27,910 are relatively in better shape than primary, since the fall from 2016 is only from 36,560 applications. As a result, applications for secondary courses continue to be above the total of applications for primary courses. However, there is little room for complacency as the following table relating to placed candidates and those holding offers in February and March of recent recruitment rounds for mathematics demonstrates.

In the 2011/12 recruitment cycle, before School Direct had been included in the UCAS process, applications totalled some 34,936 candidates at the February measuring point. This compares with 18,830 applicants domiciled in England recorded this February by UCAS; down from 24,700 in February 2017. Compared with recent years, applications are down from both men and women; all age-groups and from across the country. If there is a glimmer of hope, as noted earlier, it is in the fact that across both primary and secondary sectors the number of offers being held by applicants is above the level of February 2016, although not by any great number.

The DfE’s new TV campaign has now kicked in and, if targeted properly by the agency, this should help to attract some more applicants. However, between now and June, most final year undergraduates will be concentrating on their degrees and not filling in application forms. Hopefully, with the wider economy slowing, some older graduates might start to think teaching is once again a career to consider. This week’s bad news on the retail sector employment front could be good news for teaching, but I wonder how many store assistant are actually graduates?

 

First thoughts on ITT recruitment for 2018

Half-way through the first month of applications by graduates to train as a teacher on courses recruiting through the UCAS system and starting in the autumn of 2018, I thought that I would have a look at what was happening? At the end of the month it will be possible to make a comparison with previous years, but as there is a new allocation regime in place, I wondered whether this year might have seen a shift in behaviour by the early applicants.

Sadly, the regional information isn’t detailed enough to identify any trends. Higher Education providers still seem to be favoured amongst many of the early applicants, although it is impossible to tell whether there is also a degree of mix and match going on by applicants between school and higher education providers in the same location.

What is clear is that it was correct to treat physical education differently to other subjects. The nearly 4,000 applications for physical education received by the count point today is little short of 80% of the total for all applications for other secondary subjects. Depending upon how the applications are spread regionally, almost all courses could now have received enough applications, should applicants have used their maximum of three choices.

English is the second most popular secondary subject, followed by history, although taken together they only account for the equivalent of half the physical education applications. Mathematics is in third place, with the sciences in fourth place if you amalgamate the numbers across the three sciences: physics, sadly, contributes very little to the total and has the fourth lowest number of applications in the list. Only, business studies, classics and design and technology have lower totals.

Overall, there is very little to surprise in the rank order, although I might have expected a higher figure for primary even this early in the cycle, so that number will need watching over the next couple of months to see how it compares with previous recruitment rounds.

Although it is early days, indeed very early days, in the recruitment round, there is clearly not a large number of applicants that were awaiting the opening of the recruitment cycle, except in physical education. That does not bode well for the recruitment round as a whole, unless the pattern changes to that seen in previous years. Although late applications, especially in mathematics and physics have been a feature of recent years, such behaviour cannot be relied upon. However, as the Brexit date draws nearer that may influence the view of teaching as a safe haven, especially should the wider economy and the graduate job market start to turn sour. If, however, it booms, as some would have us believe, that might be less good news for teaching: certainly we might expect fewer applications for EU nationals, unless that is there is a last minute rush to beat any deadline.

So far, just under 200 applicants have been accepted with conditional firm offers. The largest number is in primary, with just under half as many conditional firm offers in physical education and a handful in history, English and languages. But, it is early days.

If the NCTL contact TeachVac, they can identify the schools currently recruiting, so that the government can offer these teachers directly and save schools the cost of recruiting. However, it seem a little late in the year for this exercise to be really effective. Hopefully, if allowed to continue as part of permitted migration post 2019, the timing will fit better to the annual recruitment round in future years. If it doesn’t, then there is the risk of a lot of disillusion teachers from parts of Continental Europe that signed on only to be told there was no job despite the shortages everyone knows about.

I am not sure how certain the government is about a shortage of teachers of Spanish say, compared with German or Mandarin? TeachVac is looking in depth at what schools are seeking in both languages and design and technology to better understand the market as Teachvac already does for Science and some other subjects.

For those that want to see the new 2017/18 TV advertising campaign to attract people into teaching as a career, it is apparently airing during the Educating Manchester TV series. I assume that the thinking is that those that watch aren’t ghouls, but potential teachers that can be persuaded to take the first step on the recruitment ladder. Not, of course, that they can apply until November when UCAS opens the application process for next year. If the government keeps to its timetable at least the allocations for autumn 2018 ITT places will have been published by then at the end of October, along with the latest version of the Teacher Supply Model.

Perhaps the new Select Committee might like to review the progress to a fully staffed education service as part of its work once the full membership is finally announced.

 

 

 

TeachVac issues end of term warning

Schools across England will find recruiting staff for unexpected vacancies in January 2018 challenging. This is the message from TeachVac, the free to use job board for teacher vacancies across all schools in England that is already saving schools large sums of money in line with the DfE policy of reducing unnecessary expenditure by schools.

TeachVac is celebrating entering its fourth year of operation. At the end of the summer term of 2017, TeachVac have rated 7 of the 13 secondary subjects it tracks as in a critical state for recruitment. This means that TeachVac is warning schools of recruitment difficulties in these subjects that might occur anywhere in the country and not just in the traditional high risk areas for recruitment.

The high risk subjects are:

English

IT/Computing

Design & Technology

Business Studies

Religious Education

Music

Geography

In the other six subjects tracked in detail by TeachVac, most schools will still find recruitment easier, although any specific demands such as subject knowledge in, for example, a specific period of history will always make recruitment more of a challenge. On the basis of current evidence, TeachVac expects schools will face the least problems in Physical Education and Art where, if anything, there is still some local over-supply against need in some parts of the country.

In Science overall, – but not in Physics and possible Chemistry – Mathematics; Modern Languages overall, but not in certain language combinations, and in History, supply should still be adequate to meet expected demand between now and January 2018.  Because most schools still advertise for teachers of languages and science and only specify within the advert the more detailed requirements it takes longer to analyse the data on vacancies in these subjects and that information is not yet fully available beyond the headline figures.

TeachVac can provide the data in a form useful to schools facing Ofsted inspection where recruitment may be an issue for the inspection team. For local authorities and others interested in the recruitment patterns over the past three years in specific locations and between different types of school such as academies and free schools, TeachVac now has a wealth of data available. TeachVac is also now looking in detail as senior staff appointments and especially leadership posts in the primary sector and the challenges some schools face in replacing a head teacher when they leave. The outcome of that research will form the basis of a further detailed report to follow the posts already written on the topic.

With recruitment to training for courses starting this September still below the level achieved last year, 2018 is also beginning to look as if it will be a challenging recruitment round, especially for schools not involved in training teachers either directly or through tie-ins with other training providers. This blog will update the situation regarding numbers offered places for September at the end of this month and again at the end of August.

 

 

Good news on Mathematics teaching

Is the crisis in mathematics teaching over? According to the data in the 2016 School Workforce Census, if not over, then the problem is at least well on the way to being solved, if you use two important measures for the teaching workforce.

On the basis of the percentage of teachers with no relevant post A -Level qualification teaching the subject, the data for mathematics is the best for many years

The 2016 figure is a remarkable turnaround on the 2015 percentage and probably the largest single year change ever recorded. There are similar improvements across many other subjects, with only physics not really following the general trend.

The improvement in Physics is only a marginal 0.2% over last year and still far worse than in 2013, although the number of teachers has increased from 6,300 to 6,500, the best level for many years.

To triangulate the data it is worth also looking at the hours taught in a typical week to pupils in years 7 to 13 by teachers with no subject relevant post A-level qualification. This is the measure used last year by the Migration Advisory Committee in their seminal report. The data can be found in Table 13 of this year’s School Workforce Census.

So, apart from in Physics, not only has the percentage of teachers with minimal qualifications been reduced, but the percentage of hours taught by such teachers is also down.

However, before everyone becomes too euphoric and proclaims the end of the teacher supply crisis, it is worth noting these are for Qualified Teachers only. It is not clear what impact both the School Direct Salaried and Teach First schemes have on these numbers. The ability of schools to correctly complete the School Workforce Census must also be taken into consideration. Recruitment into training in 2016 and the job market in 2017 may have played a part in helping the improvement as may the work undertaken by the government in mathematics in upgrading the knowledge and skills base of those teaching mathematics.

Whatever the reasons, these figures show an improving trend, although one in eight hours in mathematics taught be a Qualified Teacher with not even an A-Level in the subject is still not good enough. The fact that almost a quarter of Physics lessons are taught by such teachers, let along the hours taught by unqualified and trainee teachers in the subject even after several years of generous bursaries is not a happy situation. It also raises the question of whether the government is paying generous training bursaries to teachers that end up outside of the State school system. If that is the case, a loan forgiveness scheme or even better salaries for teachers in the State system might be better alternatives.

The concern about recruitment into training in 2017 together with the rising secondary school population means that even if the 2017 School Workforce Census produces similar results to the 2016, the 2018 Census may show a return to more concerning outcomes. But, since that won’t be published until 2019 that’s a world away in politics.

 

Do bursaries work?

I have been catching up on some of the reading I have missed from earlier in the summer. One document I hadn’t found time for until now was the Initial teacher training performance profiles: 2014 to 2015 published by the DfE in late July. https://www.gov.uk/government/statistics/initial-teacher-training-performance-profiles-2014-to-2015 Although the data deals with trainees, excluding Teach First and any remaining EBITT trainees, granted QTS in 2015, there are some important pointers buried within the data. It seems clear that the high levels of bursary haven’t always worked.

 The number of trainees granted QTS having taken a Physics ITT course appears to have peaked in 2011/12 at 629. In 2014/15 the number granted QTS was just 509, some 120 trainees fewer than in 2011/12, or around 20% less. Even more alarming is the fact that total trainee numbers in 2014/15 had been 614, so apparently 105 trainees didn’t receive QTS. That’s a completion rate of just 83% according to the DfE; the lowest amongst the subjects with a completion rate quoted by the DfE (Table 6 in main tables of Statistical Bulletin 31/2016). In mathematics, the completion rate was a much healthier 94%, but this still meant only 2,082 trainees were awarded QTS, some 400 fewer than in 2011/12.

The mathematics figures show that the number in a teaching post rose over the last three years up to 2014/15, to reach 1,847 in all types of school. This suggests that the bursary for mathematics may have made a difference. However, in Physics, the number recorded as in a teaching post was only 443 in 2014/15, down from a high of 535 in 2011/12, albeit a year during the middle of the recession. As the DfE model estimated need at around 1,000 physics trainees in 2014/15, this would suggest only 50% of potential need was met. The worrying factor is that a high proportion of these new Physics teachers may well have ended up in either an independent school or a grammar school as these are types of school most likely to have advertised for a teacher of physics according to TeachVac data. www.teachvac.co.uk

One the face of it, the bursary and associated scholarships offered don’t seem to have attracted enough potential teachers of physics into the profession and of these attracted a higher than expected percentage don’t seem to have made it through to QTS. Whether this is due to them leaving courses early or not being judged to have reached an acceptable standard isn’t possible to tell from the data.

With a growing percentage of Physics trainees located in schools on the Salaried or Fee School Direct routes, it seems likely that the ‘free pool’ of trainees has also diminished over the past few years. In that respect, we need to know more about how many of the 440 or so in a teaching post trained in the school where they are now working and how many were in the independent sector? This would make clear the likely number available for maintained schools not participating in the School Direct programme?

Whatever the numbers, there needs to be more Physics trainees to meet the demands of the growing school population over the next decade.

Back to the future?

According to a report in the Daily Mail, as quoted by the LGiU at the weekend, the Teaching Schools Council wants to see the first teaching apprenticeship scheme for 18-year-olds, which would see these youngsters go straight into the classroom as trainee teachers. Now if you are not familiar with the Teaching Schools Council, a government backed organisation, Schools Week did a good background story on the organisation in June this year that can be found at:  http://schoolsweek.co.uk/a-closer-look-at-the-teaching-schools-council/

The Daily Mail story, coming as it does in August, looks a bit like government kite flying. However, is it worth considering further? Take Physics as a subject where schools struggle to recruit enough teachers. Even though most of the degree courses are no longer concentrated in Russell Group universities, many other courses are four years in length necessitating extra tuition fee debt. There are also a very small number of undergraduate QTS courses in Physics or Physics with mathematics on offer for 2017. All this means that students missing the points score necessary to attend most Russell Group universities do have opportunities to Physics at university. However, whether there are enough places to satisfy demand outside of the teaching profession is something that needs to be considered.

So, does the Teaching School Council’s idea have merit? It certainly seems worth discussing further. However, an apprenticeship not linked to a degree as an outcome isn’t likely to find much favour across a profession that struggled so long and hard to move away from the pupil-teacher apprentice model that operated for so long in the elementary school sector that was the main type of schooling for the masses before the 1944 Education Act created the break at eleven.

The academic content issue of an apprenticeship must be dealt with to satisfy organisations such as the Institute of Physics. If they allowed student membership for these apprentices that might go a long way to guarantee standards and reassure the profession as a whole. However, there may well be other objections. Does the single apprentice model work or are apprenticeships more likely to succeed where there are a group of young people studying together, helping each other and challenging themselves to continue with the programme when they feel down, as inevitably happens from time to time.

If you start putting groups of these apprentices together in a teaching school, does that start to look like the old monotechnic training colleges that the Robbins Report was so concerned about in the 1960s and that led to the policy of moving employer-controlled training into higher education and away from the local authorities and the churches? The roots of that system can still be seen in the heritage of universities such as Worcester and Lincoln’s Bishop Grosseteste university.

So, is it ‘back to the future’ as with grammar schools? It is worth noting that Sir Andrew Carter is, according to the Schools Week article, on the Council of the Teaching Schools Council. He is certainly an advocate of the ‘grow you own style’ of teacher preparation, so the suggestion needs to be taken seriously. Perhaps it marks a new direction for School Direct and a new role for Teaching Schools?

17,500; 1,313; 3,500; 10; what’s the next number in the sequence?

According to the Number 10 website:

17,500 maths and physics teachers will be trained over the next 5 years over and above current levels, with schemes to attract more postgraduates, researchers and career-changers, and extensive retraining for non-specialist teachers.

The scheme will cost £67 million and will include a programme to offer school leavers a bursary to help pay for university, in return for a commitment to become a teacher when they graduate with a maths or physics degree.

That deals with the first and last numbers in the heading. The second number is the shortfall against the Teacher Supply Model number across both mathematics and physics over the past three years. 3,500 is the number required each year above the existing levels to reach 17,500. Perhaps 2,500 more mathematics teachers and a 1,000 extra physics teachers or about double the present training targets for schools. Of course, some of the additional numbers will work in the further education sector and some might be trained as leaders in maths and science in the primary sector. Even so, this looks like a big ask along the same lines as Labour’s famous plan in the late 1990s to expand maths and science teacher numbers using the expertise of a leading supply and recruitment agency. However, perhaps the clue to success lies elsewhere in the press release with the slightly different wording of:

New programmes will retrain 15,000 existing teachers, and recruit up to 2,500 additional specialist maths and physics teachers over the next Parliament, on top of existing plans.

If the government is going to offer new undergraduate bursaries to physics and maths students without increasing the number of degree places specifically for students whose ‘A’ levels fall just short of current entry requirements it might just set up a bidding war between education as a career and the other employers that are seeking such graduates. Expanding the number of degree places is absolutely essential. An alternative would be an apprenticeship model for would be teachers that want to earn a salary from the age of 18 with a degree as part of the package but that would involve using university education departments as well as subject departments and as such might not meet current attitudes to teacher preparation.

The rest of the Prime Minister’s announcement was about computing and technology, including the new GCSE, and the rightful return of coding to the school curriculum. No doubt we have moved on from turtles hurtling around the floor of primary school classrooms to scenes of six year olds flying drones above the school playgrounds to take Arial photographs of the school in its setting with all the programming coded by the pupils. That might need some updating of primary teachers qualifications, but I didn’t see anything about that in the announcement.

I hope we can find ways of improving both maths skills for the millions and physics for the masses, but the muddled nature of this press release not even announced jointly with the DfE doesn’t fill me with any certainty about a successful outcome. Reflecting on Labour’s attempts more than 15 years ago, I fear history may be about to repeat itself.
