Government action on teacher supply crisis

Yesterday, the government made two important announcements. Firstly, they capped the rate of interest on student loans at 7.3%, instead of the projected rate of more than 12% from September. The latter rate was based upon current rates of inflation. As the government press notice helpfully explains:

‘This is the largest scale reduction of student loan interest rates on record and will mean, for example, a borrower with a student loan balance of £45,000 would reduce their accumulating interest by around £180 per month compared to 12% interest rates. This is on the total value of the loan, as monthly repayments do not change.’ Student loan interest rates capped – GOV.UK (www.gov.uk)

So, the balance doesn’t change and could still be increasing if a graduate’s earnings are not enough to match repayment rates. However, the move must be regarded as at least a step in the right direction. Regular readers know that I don’t think that graduates should need to take out loans to train to teach in state schools.

The other piece of news way a widening of the welcome to teachers trained anywhere in the world by the DfE, and thus no longer limiting QTS to just EU/EEA and Gove approved countries. The site helpfully reminds teachers about the 4-year rule that doesn’t require QTS

Employing overseas teachers without QTS (the 4-year rule)

Overseas teachers can teach in maintained schools and non-maintained special schools in England without qualified teacher status (QTS) for up to 4 years. This is called the 4-year rule.

It is illegal for overseas teachers to continue working as a teacher in a maintained school or non-maintained special school in England for longer than 4 years without QTS unless there is another legal basis to teach.

The 4-year rule applies to overseas teachers who meet all of the following conditions:

  • they have qualified as a teacher in a country outside of the UK
  • they have completed a course of teacher training that is recognised by the competent authority of that country
  • they are employed in maintained schools and non-maintained special schools, but not a pupil referral unit

Bizarrely, the DfE then reintroduce the term ‘instructor’ that disappeared in favour of ‘unqualified teacher’ more than a decade ago. It would, of course, be insulting to call these teachers ‘unqualified’. Here’s what the DfE says

 ‘There is no definition of special qualifications and experience. These are matters that the local authority or governing body need to be satisfied with. An overseas teacher can only be employed as an instructor if they have the special qualifications or experience needed for the instructor post.’

Overseas teachers can also work as teaching assistants (without QTS) for any period of time.’

Make of that what you will. However, I take it to mean that the four-year time limit can be disregarded on the basis of experience alone due to the judicious use of the word ‘or’.

Of course, all overseas teachers without ‘leave to remain’ will need to meet the demands of the points-based immigration system introduced by the present government. The scheme may limit the numbers actually recruited.

The government as also been putting flesh on the bones of its iQTS scheme for teachers to train overseas.

How all these measures dovetail into the re-accreditation of teacher education to produce a holistic strategy for staffing state schools across England remains a bit of a mystery to me. But no doubt Ministers have a cunning plan to ensure no pupil is taught by a teacher lacking the appropriate skills and qualifications

Most frightening part of the White Paper?

We will embed tutoring in every school

101. Government has invested £1 billion to establish the National Tutoring Programme. We will deliver up to 6 million tutoring packages by 2024, which when combined with our programmes to deliver tutoring for young people aged 16-19 equates to around 100 million hours of tutoring. Small group tuition has an average impact of an additional four months in primary schools and two months in secondary school, 63 and it is our vision that tutoring no longer be the preserve of families who can afford to pay for private tuition, but the right of any child in need of additional support.

102. We will continue to financially incentivise schools to provide tutoring – and we expect every school to make tutoring available to children who need it. Schools have the flexibility to use their own staff, bring in dedicated new staff or use external tutors from accredited organisations to provide high-quality tuition that best meets the needs of their pupils. 103. From 2024, we will have cultivated a vibrant tutoring market, serving schools right across England. We will expect tutoring to continue to be a staple offer from schools, with schools using their core budgets – including Pupil Premium – to fund targeted support for those children who will benefit.

Great idea, what’s wrong with it and why do you call it frightening?

My concern is that the consequences of this scheme might not have been thought through.

From 2024, we will have cultivated a vibrant tutoring market’. Not only do markets cost money to operate but there is also the question of where will these tutors come from? Will they come from the existing teacher workforce with teachers switching to tutoring from full-time teaching and, if so, where will their replacements come from?

The government does have an answer, but whether or not it has been agreed by the Home Office is another matter.

Paragraph 40 of the White Paper reads: ‘To make teaching here even more attractive to the best teachers from around the world, we will introduce a new relocation premium to help with visas and other expenses. This will be complemented by bursaries for international trainees with the potential to be brilliant teachers in priority subjects. By bringing forward legislative changes and introducing a new digital service, we will recognise high-quality teaching qualifications from all over the world in this country.’

Will the relocation premium be available to teachers returning to England after teaching in international schools or only to foreign nationals?

Fear not, there are other measures to boost teacher supply

 ‘We will therefore incentivise new teachers to work in places where they are needed most through our Levelling Up Premium. This will be worth up to £3,000 tax-free for eligible maths, physics, chemistry and computing teachers, in years one to five of their careers, who choose to work in disadvantaged schools, including in the new Education Investment Areas.’ (Paragraph 38).

Nothing about how to create more business studies, design and technology and geography teachers despite severe shortages in these subjects. Still there will be initiative to help engineers teach physics, and to improve the supply of languages teachers, although of which languages is not specified. The pledge for many teachers of Mandarin sees like something from a different age.

ITT will have more frequent ofsted visits, but seems to have escaped relatively lightly compared with some predictions.

A White Paper for an economic crisis. Reminds me of Education for All: A Framework for Expansion that was Mrs Thatcher’s attempt when Secretary of State for Education. That was scuppered by an oil price crisis.

Some reflections on the NfER webinar on teacher supply

Regular readers of this blog that listened to this webinar will have learned about some interesting data from Jack Worth’s presentation, not least the effect of bursaries on recruitment into training.

Here are some of my reflections

Keep in Touch Scheme

Absolutely needed. I drafted an idea for such a scheme earlier this year.

Part-time and flexible working

Good idea, but only if it increases recruitment. Needs research into balance between those working full-time and those only working part-time and effects on pupils and school ethos. Still, it is a better option than a procession of supply teachers.

Diversity and protected characteristics

It is 25 years this year since a Minister at the Department first addressed a conference on attracting a wider range of individuals into teaching. I have produced two significant reports for government and one for a teacher association during that time, both highlighted the issues that were discussed today. London is doing better than the rest of the country, but ‘young, White and female and able-bodied’ still seems to characterise the majority of those accepted into teaching. Some groups still find it disproportionally hard to become a teacher. There is a need to review where ITT places are located in relation to under-represented groups, and what happens if a particular group applies in large numbers for a particular course?

Tutoring as a career alternative to teaching or combined with flexible working in schools?

Many years ago, I wondered whether groups of teachers could band together to increase their pay by offering their services not as employees but as consultants. A group could take on teaching contracts alongside tutoring, delivery of professional development and creation of teaching resources as well as adult training and research to provide a varied career. The contract could specify the delivery but not the person delivering it. However, most people that enter teaching aren’t entrepreneurial, so such an idea probably wouldn’t work.

Underlying all the points being made during the webinar was the issue of the free market in teaching. Teachers can decide where they want to teach and if lucky can be paid a bursary to train to teach in a private school. As one speaker said, and has been apparent whenever there is a teacher shortage, teachers are more likely to end up in ‘good’ schools rather than challenging schools when demand exceeds the supply of teachers. Unless there is a change of attitude, levelling up is an impossible dream or a political con trick.

Should we link training places to schools on an expanded Teach First model whereby entrants to training are linked to schools and paid a salary from day one with pension contribution on top. Preparation, like the famous Project X of UCLA, should be linked to the demands of teaching in challenging schools and not how to teach in successful schools.

Finally, the new model of mentoring reminds me of what were once called Advisory Teachers. Mentoring might work better if the issue of the Middle Tier had been worked out rather than in the same disjoined way that school placements are created.   This is another area where a discussion of free market versus planned provision might be useful.

It will be interesting to see what the White Paper has to say on any or all of these issues. However, White Papers can often identify problems, but may not lead to solutions.

To hypothecate or not?

Civil Servants don’t seem to be very good at procurement if you read the latest report from the Education Select Committee at Westminster into the National Tutoring Programme.  Disadvantaged pupils facing ‘epidemic’ of educational inequality – Committees – UK Parliament this has not been a success. The Secretary of State recognised this in his speech to the ASCL Conference.

The issue of procurement and value for money is something that I have written about before on this blog.  Bulk buying back in vogue | John Howson (wordpress.com) With the present pressure on prices due to the world situation, schools and the whole education sector are going to need to review their spending. If we were to take 100,000 extra children from Ukraine, as announced by the Secretary of State  Education Secretary addresses Association of School and College Leaders conference – GOV.UK (www.gov.uk)

‘And we have a team that’s already making plans for a capacity of 100,000 Ukrainian children that will come in and take their places in our schools.’

This will impact on funding unless the government is prepared to fully fund the extra places. Wil the funding by hypothecated, as will be the £350 per month householder grant for refugees or just added to the normal school funding round?

At least teachers from Ukraine will be able to work in England as the Secretary of State also said in his speech:

And because teaching is an increasingly global profession, I want to attract the very best teachers from across the world.

That is why we will also introduce a new relocation premium to help with visas and other expenses for teachers and trainees moving here from abroad.

But even this is not enough: I want our country to be known around the world as the place to train and practise teaching, rivalling the likes of Shanghai, Canada and of course Finland.”

I assume that these changes will be introduced in time to help Ukrainian teachers fleeing the war with their families, as well as any Russian citizens unhappy with their government and fleeing a prison sentence for protesting against the war that might be teachers.

As my recent post on the dilemmas of teaching discussed, hypothecating finance isn’t just a national matter. Schools have to decide how to use their budgets between the needs of different pupils. In this respect, the announcements about SEND will be eagerly awaited, as funding for that sector is in woefully short supply.

Finally, local authorities especially in the shires, will be facing rising transport bills for school transport and social services visits along with other cost increases. For the past eight years, I have demonstrated how recruitment advertising can be much cheaper than it has been. Perhaps, it is now time for the DfE to get together with professional associations and other interested parties to work out how real saving can be made without reducing services. The past few years have seen an explosion of talent in education entrepreneurship. BETT would be a good place for the Secretary of State to announce new initiatives to help avoid wasting cash as has happened in the past.

iQTS: DfE delivers plans for 2022 pilot

This week the DfE produced the document outlining the plans for its new international teacher preparation qualification.

The DfE document states that the iQTS is a new, UK government-backed international teaching qualification which will be recognised by the Department for Education (DfE) (via an amendment to regulations) as equivalent to English qualified teacher status (QTS). It will be delivered by accredited English ITT providers to trainees all over the world.

The DfE cites that the aims of iQTS are to be:

  • provide opportunities for accredited English ITT providers to expand into the growing international teacher training market
  • make high quality training accessible around the world, allow trainees to benefit from evidence-based ITT and allow schools to develop local talent
  • increase the global pool of quality teachers and support global mobility within the teaching profession

According to the DfE the iQTS is built on evidence-based English methods and standards of teacher training with contextualisation for the wide variety of settings trainees may be in.

To be eligible providers of the pilot must be:

  • approved by DfE to offer iQTS
  • already accredited to deliver ITT leading to QTS in England

Also according to the DfE, iQTS is suitable for candidates living outside the UK, including:

  • UK citizens currently working abroad who wish to start teacher training or develop their teaching career
  • non-UK citizens who wish to begin teacher training or build on existing teaching experience
  • UK and non-UK teachers without QTS who wish to improve their employability in England and internationally with a UK government-backed and approved professional qualification

iQTS will be recognised as equivalent to QTS by DfE, although at present that outcome is still subject to the will of Parliament, via an amendment to regulations. When approved by Parliament this will mean that iQTS holders will be able to apply to gain QTS in order to teach in England. Those who have successfully completed the iQTS qualification will be eligible to apply for the professional status of QTS through DfE’s system for recognising overseas school teachers for QTS.

Once awarded iQTS by their provider, if a candidate wishes to gain QTS they will apply to the DfE alongside other teachers who are already eligible for QTS on the basis of having an overseas qualification.

If the iQTS holder then wishes to teach in a maintained school or non-maintained special school in England, they will need to complete an induction period in order to work in a relevant school. They will be able to complete their induction either in a DfE-accredited British School Overseas (BSO) or in a relevant school in England. During their induction, they will be assessed against English Teachers’ Standards.

Providers who wish to offer iQTS will:

  • run their own application process,
  • set course fees
  • award the qualification at the end of the course provided all of the iQTS Teachers’ Standards have been met.

The pilot year will be used to test, learn from and iterate the framework. The DfE state it is their intention to make iQTS available to all interested accredited ITT providers by September 2023 after the pilot year is complete.

This announcement comes before this afternoon’s House of Lords debate on Initial Teacher Training. The government’s plans for the shake-up of ITT in England have yet to surface and it will be interesting to hear what the Minister has to say in the Upper Chamber this afternoon on either the place of England in the global teacher preparation market or their plans for the home market.
