Flat Lining: not good enough

Yesterday, UCAS announced its latest numbers for applications to postgraduate teacher preparation courses. Next month will witness the half-way point in the current recruitment cycle. At this stage of the year there tends to be a levelling off in the rate of applications from current students, as they head towards final examinations and dissertation submissions, and the momentum in applications tends to be driven by career changers.

Both the current world health outlook and this week’s falls in stock market prices are too recent to have affected decisions about teaching as a career option but, if either, and certainly if both, continue then the period after final examinations this summer might see an upturn in applications for teacher preparation courses. This would obviously be helped if companies reduce or stop hiring graduates this year.

But, all that is for the future. These figures suggest very similar overall outcomes to this point last year, with some subjects doing slightly better than last year, while others are faring less well.  Applications for primary sector courses continue their downward trend.

Still, there are some crumbs of comfort for the government. Applications to providers in the key London and South East regions are up on last year, whereas in the other regions applications are lower. As ever, it would be helpful to see these changes by primary and secondary sector applications. Overall applications for primary courses are down by nearly a thousand applications, whereas those for secondary courses are up by around 500. However, this might translate into less than 200 additional applicants. In fact, there are some 50 fewer applicants overall than this point last year: a reduction of around one per cent.

Applications for Teaching Apprenticeships continue to increase on this point last year, although the level of applications remains at little more than ‘noise’ in the system. Primary School Direct (non-salaried) courses remain the only bright spot in the primary sector, with a small increase in applications, against falls elsewhere.

In the secondary sector, there are increases for all types of courses, but the School Direct Salaried route is still attracting only a small number of applications, and acceptances are down on this point last year to just around 140 applications.

The bad news on the subject front is the slump in ‘offers’ to languages courses continues, and the various subjects within this group are now registering their lowest levels of ‘placed, conditionally placed and holding offers’ applications since the 2013/14 recruitment round. Both mathematics and physics are also down on last year’s offers. Where there are increases, as in art; business studies and design & technology they come from such a low base that they are not yet anywhere near sufficient to ensure that the Teacher Supply Model number will be reached; still in these subjects every additional trainee is to be welcomed.

With increasing pupil numbers for 2021, when this cohort of trainees enters the labour market, just keeping pace with last year is to be heading backwards in terms of need for new teachers even at constant funding levels. Any increased funding for schools, if not absorbed in other cost pressures, just makes staffing issues worse.

 

Mixed messages from ITT data

On Thursday, UCAS published the data for applications to postgraduate ITT courses by mid-January 2020. I apologise for the delay in posting my comments this month, but I was on leave last week. With the DfE now trailing their own application site, it must be assumed that the UCAS data is no longer comprehensive in terms of applicants. However, I suspect it is still good enough to be able to identify trends in the recruitment cycle for September 2020.

The two key message from the data seem to be: fewer applicants, down from 14,650 last January to 14,240 this year. But, this number is so small as to make no real difference, and the whole of the decline is probably in applications to primary age courses. Applications for secondary courses increased by 130. This probably represents somewhere between 40-50 extra applicants this January compared with 2019.

What seems to be clear is that the application process has been moving faster this year, as there are more applicants that have been placed or offered unconditional offers than at this point in 2019. The other good news is that London and The South East have bucked the trend, with more applicants this January than in 2019.  The London number is impressive, with an increase of more than four per cent over last January. BY contrast, the reduction in the North East is in the order of seven per cent over last January.

Applicant numbers have held steady across most age groups, except for those aged twenty two, and 25-29 age group where applicant numbers are down slightly on last year. There are fewer male and female applicants this year, with fewer than 4,000 male applicants this January.

In terms of applications, primary courses are over 1,000 applicants below this point in 2019, with only PG Teaching Apprenticeships showing any growth over last year. For secondary courses, SCITTs are the main winner, although there are more apprenticeship and School Direct (non-salaried) applications as well. School Direct (Salaried) courses continue to lose ground, but at a slower rate; down to 1,220 from 1,280 last January. Higher Education courses still remain the largest category with 10,830 applications compared to 7,270 for School Direct (non-salaried) courses.

The picture for individual subjects is more nuanced at this stage of the cycle. Subjects with large numbers of applications and strong competition for teaching posts, such as physical education, geography and history have seen some reductions in the number of offers made to candidates possibly as a result of reductions in overall applications in these subjects. More worrying is the decline in applications for mathematics courses, as well as for chemistry and physics courses. The latter may have seen applications down by just 30, but that means a total of just 500 applications this January, with just 90 of these applications either having been placed or holding an offer.

The good news is there are more applications in art, business studies, design and technology and music than at this point in 2019. However, the increases are not yet sufficient to ensure all places will be filled this year. But, any increase is to be welcomed.

Modern Languages look to be the main casualty, with fewer than 600 offers or placed applications, compared to close to 1,000 at the same point last year.

By next month the shape of the recruitment round with have become clearer, and it should be possible to make some realistic predictions. If I were to put my money on it at this stage, and assuming exiting the EU doesn’t upset the labour market too much, then I would say the outcome might be slightly better than in September 2019, but not enough to meet the Teacher Supply model numbers from the DfE.

Problem not yet solved

Data from the second monthly report on applications and acceptances for postgraduate teacher preparation courses shows little overall change for last year. The trend is still not good, with 10,270 applicants domiciled in England as at 16th December 2019, compared with 10,820 on the corresponding date in 2018 and 11,430 in 2017. The good news is that there are more applicants this year from London and the surrounding regions, and the fall in numbers is more marked in applicants from the north of England where filling teacher vacancies has been less of an issue.

There are fewer applicants in all of the age groups compared with last year, and those shown as ‘age 22’ numbered just 1,510 this December compared with 1,910 in December two years ago. There are nearly 500 fewer women applicants this December, and 150 fewer male applicants. Male applicants make up less than a third of applicants in December 2019.

Fewer applicants also means fewer applications. Total applications were down in December, from 30,930 in 2018, to 29,330 in 2019. In 2017, the number of applications in December was over 33,000. Although it will concern providers, the fact that the bulk of the reduction in applications is for primary ITT courses; down from 14,720 in 2018 to 13,380 in 2019 will be something of a relief to the DfE, as the falling birth rate means fewer primary teachers are likely to be needed in the next few years that is unless schools receive a large cash injection for more teachers, rather than more pay for existing staff.

Applications for secondary courses at 15,950 were only 150 down on 2018 and very similar to the December 2017 figure of 16,070. Most subjects were at similar levels in terms of offers made by mi-December although art, design & technology, mathematics and Religious Education were slightly ahead of their 2018 position. By contrast, geography was slightly worse than in 2018 and acceptances for modern languages notably so. Is this the first sign of a reaction to Brexit? Certainly overall application levels for languages courses seem well down on last year.

Apprenticeships are the route in primary with more applications in December 2019 than in December 2018. Higher Education seems to be a major loser, with applications down from 6,150 in 2018 to 5,570 in December 2019. In December 2017, Higher Education had recorded 7,870 applications. In the secondary sector, both SCITTs and apprenticeships registered small increases in December 2019 over the previous December figure. All other routes were broadly similar to the previous December.

Hopefully, the government’s recruitment advertising campaign will improve matters in 2020, but compared to the defence forces, I have seen relatively little recruitment advertising for teaching over the festive period. This is despite the massive difference in recruitment needs between teaching and the whole of the armed forces.

If there is not a pickup in early 2020 in the number of applicants into secondary subjects, 2020 will begin to look like another year when training targets are not met and schools will have to make up the shortfall in teachers from other sources. With increasing pupil numbers, the need for more teachers is going to be an on-going challenge for secondary schools.

 

No Great Flood: ITT data November 2019

November data from UCAS on applications to postgraduate ITT courses, published yesterday, is always the first data from the new cycle; a cycle that will end next September. As such, the numbers already offered places, holding offers or already placed are small. However, we now have four years of data from November, so something might be inferred about trends from even these small numbers.

Suffice to say, in secondary subjects at least, there is no great change, at the offer level, in most subjects areas, with six of those subjects followed showing higher offers than last year; six lower and three the same. Of course, with rounding and such small numbers, the inferences must be limited.

However, modern foreign languages; music; mathematics; geography; computing and chemistry are all lower than last year in terms of all the offer categories. Of these, mathematics, chemistry and computing will be the subjects where even now there should be a watch on what is happening, because the DfE’s ITT Census, published yesterday, revealed lower numbers this year compared with 2018. In mathematics and chemistry, the Teacher Supply Model number for September 2020 is higher than last year: the mountain peak just became a bit further to climb than last year.

So, what about overall applications? Applications for primary phase courses are down this November on both last year and the year before at 7,980 compared with 9,750 two years ago. In the secondary sector, the number at 9,860 is 50 above this point last year and 700 up on two years ago: so that’s good news at the overall level. But, just taking mathematics as an example, the all states number this November is 830 compared with 930 last year: still well above the 640 of November 2017, but heading in the wrong direction.

As with the ITT Census, it seems as if the trend towards older applicants has continued. More over 30s and fewer early applicants from final year undergraduates and those in the 22 year old age bracket. Applications are down from both men and women; women by just under 400 applicants and men by around 80 applicants, to only 1,950. At this stage, we don’t have the gender breakdown by phase or subject in term of applicants.

In terms of overall applications, there has been a modest increase in applications for Teaching Apprenticeships at the postgraduate level, up from 80 applications to 150. Applications to SCITTs are at similar levels to this point last year, but other routes have seen declines in overall applications. In the case of higher education down from 9,230 two years ago to 7,910 this year. For School Direct Salaried, applications are down from 2,760 last year to 2,360 this year; about the same level as two years ago.

I don’t know whether the strikes in the university sector will affect offers being made to candidates over the next month or so, but it shouldn’t make much, if any, difference to applications since UCAS is the first point of entry.

So, no great tidal wave of applicants this year as the recruitment process opened. The increase in the starting salary and the funds for schools being offered as part of the general election campaign have yet to bear any significant fruits, at least in terms of increased applications for teaching as a career by graduates.

However, it is only the start of the cycle and at this point one must remain positive and hopeful.

 

Gifts may not be the same as presents

As many readers of this blog will know, the DfE is planning a new digital application service for prospective trainee teachers. Apart from being trendy, I am not sure what the word ‘digital’ adds to the title, as surely nobody would create a new paper-based application service these days.

You can read about the service at https://dfedigital.blog.gov.uk/2019/09/05/testing-apply/ The new service will eventually replace the existing service run by the Universities and Colleges Admissions Service (UCAS), probably by the start of the application round for 2021 courses, if the trial stages go well.

Now, I have had my differences with UCAS over the present system, introduced when I sat on a Committee representing ITT interests as an independent member. Some of my concerns seems to be being replicated by the DfE in designing their system. However, I have a much more fundamental concern than the design of the system about the DfE’s proposal. UCAS isn’t a government body. Instead, it is owned by its members. The new system will transfer ownership of the postgraduate application process for teaching to the government.

Is that change of ownership a good idea? Certainly, it will directly save both candidates and the providers of courses money as, like the DfE teacher recruitment service, it will be free at the point of delivery. It am sure it will also be well designed.

However, ownership of the process will then be in the hands of politicians and not the providers. Imagine a future government that recognises the need to balance supply and demand for teachers across the country and closes off courses when sufficient applications have been received, but before providers have made their choice of applicants. This could force later applicants to choose from the remaining courses that are short of applicants. Now, in some ways this is similar to the recruitment controls imposed upon the sector a few years ago. Any such regulation might reduce the freedom of providers to select candidates. You could envisage other interventions.

The DfE team running the service will need to know a great deal about the complexities of the teacher preparation market. If it is an in-house set-up at the DfE, what oversight will there be? Is there to be an advisory board or some other form of governance structure or will the system just be run by a changing stream of civil servants, supervised by a senior policy officer and just keeping ‘in contact’ with the providers?

As a government function, the application service will always be subject to Ministerial oversight and direction. Whether that is a ‘good thing’ or not will depend upon your views about services run by government. Certainly, as a public service, there should be more data available than is currently the case with the UCAS service.

As Ed Dorrell of the Tes remarked at the NABTT Conference, during his talk on teacher supply, Ministers don’t like talking about a crisis, and my analysis of the data that year certainly landed me in hot water, as anyone that reads the August 2013 posts on this blog can discover.

Whatever I think, the DfE is presenting the new system to the sector. I just hope it is a gift worth receiving.

Teacher Labour Market 2020 – current thoughts

While I was away, UCAS published the September data about applications to postgraduate teacher preparation courses. Generally, any changes between these data and the end of cycle data are small. As a result, these data provide a guide to how many new teachers may be available in 2020.

The number of new teachers required is affected by the interplay of supply and demand. In the primary sector, although there may be local issues created by local circumstances, I do not think there will be any national problem over supply. This is because the birth rate is now lower than a few years ago and more teachers are working for longer, possibly as a result of changes to the pension age. Of course, any increase in departure rates might upset my calculations, but, for now, I don’t see the sort of issues the secondary and special school sectors will face confronting the primary sector in 2020.

The secondary sector is facing the challenge of more pupils in 2020 than in 2019. This generally mean a requirement for more teachers. Sadly, many subjects do not appear to have reached the DfE’s estimate of trainee numbers, as set out in their Teach Supply Model (TSM). I am especially anxious for both mathematics and physics, where the UCAS data has likely outcomes below the numbers accepted in 2018. In both cases this was not enough to satisfy demand from schools, even before the increase in pupil numbers is factored into the equation. Fortunately, the number of biologists is likely to be at a record level, and this supply line will help offset any shortages of physical scientists.

The lack of mathematics teachers will need to be covered by trainees from subjects such as geography where trainee numbers remain healthy, as they do in history and physical education. Many history trainees will need to find a second subject, as there is unlikely to be enough vacancies to support this level of trainee numbers. From the DfE’s point of view record numbers in history help the overall total of trainees and will allow Ministers to use a more flattering headline number that disguises issues within particular subjects. But, hey, with QTS any teacher can be asked to teach any subject to any child, so who cares about the details?

Happily, Religious Education has had a good year, with offers coming close to its projected need identified by the TSM, assuming all those offered places actually turned up at the start of their courses. Design and Technology fared slightly better this year than last year’s disastrous recruitment round, but will still fall far short of requirements, as will Business Studies. IT also appears to have suffered from a poor recruitment round into courses in 2019.  Elsewhere, outcomes may be close to last year’s, so there should be enough teachers of modern languages overall, although whether with the combination of languages needed is not known. Similarly, the number of trainee teachers of English may cause problems in some parts of the country in 2020, most notably London and the Home Counties and any other areas where the school population is growing.

These predications will be validated later this autumn when the DfE publishes its annual ITT census. Until then they remain observations based upon more than 20 years of studying the trends in the teacher labour market in England.

UCAS Access allowed

Usually at this time of the month I would be commenting on the UCAS data about applications to graduate ITT courses. Curiously, this month access to the monthly data has been hidden behind a password access page on the day the data was released. Even more curiously, the daily updates that contain most of the same data, but in a slightly different format, are still available for all to see: very odd. I have emailed UCAS to ask for an explanation and the data is now available for all to see. I will post the new information after the end of the original post

So, what can be gleaned from the data that is in the public domain? Firstly it is for the state of play on the 25th July, whereas the monthly data only covered data up to 16th July 2018. As a result the 2019 data ought to show higher numbers due to the longer timescale covered.

Allowing for the time difference, and the difference in the data presentation by UCAS, it seems as if the recent TV campaign plus the publicity about the government’s recruitment and retention strategy might have made some difference to the numbers accepting offers of places on ITT courses, but any increase is not of any significant magnitude in many subjects that were on already on track to create an eight year of missed targets: mostly probably will still miss their target unless there is a late surge in applicants. It is probably too early for any change to the Skills Tests to have had any effect on these numbers.

With a new Secretary of State, a pay offer for teachers and a Prime Minister promising more money for schools, not to mention the risks of a recession as a result of the outcome of Brexit, is teaching going to see this rush of late applications? Frankly it is anyone’s guess, but my feeling is that 2020 is still going to be a challenge for schools recruiting classroom teacher, unless there is a drop in numbers leaving the profession and an increase in those seeking to return due to worsening economic conditions.

Those preparing teachers in September might still find themselves with many empty places on their courses across a range of subjects.

Reviewing the monthly data that represented the position at the 15th July, there seems to be good news for Design & Technology, where good news is baldy needed,  and in biology, history and religious education. The first two are not shortage subjects, although the biologists will plug the gaps left by fewer chemists and physicists if those numbers don’t improve. Business Studies, English, geography and Languages are at broadly similar levels to this point last year. Along with the two sciences already mentioned, IT, mathematics, music, art and PE are all below the level for offers at this comparison point last year and, apart from PE are heading for missed targets again.

Applicant numbers are marginally down on last July last year, on the most favourable measure, by around 600 to some 36,210. However, that’s some 2,000 below the number two years ago.  Younger career changes seem to be the group moving away from considering teaching as a career. There is a slight increase in applications from those 21 or under; new graduates. The other increase, of around 250, is in the age-group above the age of 40. The risk, as the performance profiles issued earlier this week demonstrated, is that this group has a lower success rate at reaching QTS than trainees from the youngest age group.

The trend towards fewer women applying is also evident in the figures for this month when compared with both last year and the year before. After a large decline between two years age and last year, the decline in male applicants is relatively modest this year, some 250 down from last year, to 12,430 of whom 8,200 have either been placed or are holding an offer.

Although there are more applications to providers in London than for any other region, the number has slipped below 20,000, about 750 applications below this point last year. The good news is that there are 800 ‘placed’ trainees in London compared with 750 in July last year. The less good news is that the number ‘conditionally placed’ is down on last year and the number ‘holding an offer’ is similar to last year.

Applications for primary courses continue to decline, down to 41,790 this July compared with 44,310 in July last year. Applications overall for secondary courses are up, from 58,830 to 59,440. However, these may not be in the subjects where they are most needed. Higher Education has seen the brunt in reductions of applicants, down from 52,350 to 47,700. Salaried School Direct courses and apprenticeships still seem out of favour with secondary schools, with only 710 placed or holding offers for such routes in the secondary sector this year, compared to 900 last year.

Overall, my comment at the end of the blog yesterday that Those preparing teachers in September might still find themselves with many empty places on their courses across a range of subjects still seems to hold good after reviewing the monthly published data from UCAS.

An Auger effect already?

The publication of the data on ITT applications for June 2019 coincided today with the DfE’s date for publishing its annual raft of statistics on teachers and schools. The DfE data is, of course, backward facing, whereas the UCAS data tells us what to expect in the teacher labour market in 2020.

With only three months left in the current recruitment round, it is usually easy to predict the actual outcome of the recruitment round. However, with the current levels of uncertainty over issues such as the funding of schools after the new Prime Minister is elected by Conservative Party members, and assuming there isn’t a general election in the autumn, as well as what happens to tuition fees in the short-term, the past may not be a guide to the future. Nevertheless, this blog will try and made some inferences from the data as it currently stands.

Overall applications are down on last year. The current total of 32,720 applicants is some 490 below the figure for June 2018. Perhaps of most concern is the decline in ‘placed’ applicants in London and the South East, where the figure is down from 900 last year to 710 this year. There has also been a decline in ‘conditionally placed’ numbers in these two regions, although numbers ‘holding offers’ are similar to last year at this point.

There has been a reversal in the recent trend in age profile of applicants, with fewer applicants than last year in all age groups, except for new graduates 21 or under, where the number is up from 4,630 last year to 4,670 this year. ‘Placed’ applicants over the age of 25 are down this year by 130 to some 1,440. In the past, this age group has help keep applicant numbers up as younger applicants have fallen away.

The number of applications are down from both men and women, mostly as a result of fewer applicants being ‘placed’. As degree results are confirmed over the next month or so, the number of ‘placed’ applicants should increase rapidly over the next two months. This is a number that will need watching very carefully.

The data on application status by provider region (Table B6 of the UCAS monthly data) confirms that there needs to be a focus on what is happening in London. Placed numbers are down by 100, and ‘conditionally placed’ by 160, with only those ‘holding offers’ up by 50, for a net change across the three categories of around 200. Application numbers to providers in London are down by around 600. With London schools seeing growth in pupil numbers, and so far in 2019 having advertised 10 vacancies per secondary school (www.teachvac.co.uk data) these numbers must be of concern.

So far it is primary courses that have borne the brunt of reduced applications, down from 41,180 in 2018, to 38,880 in 2019, whereas applications for secondary courses are up from 52,530 to 53,250. But, before anyone hangs out the bunting and declares a ‘dance and skylark’, it is worth delving deeper into the statistics for individual subjects. History, English and biology al doing extremely well, and could recruit their largest numbers of trainees in recent years.

On the other hand, art, chemistry, IT, mathematics, music and physics are recording new lows for June in terms of those ‘placed’ and either ‘conditionally placed’ or ‘holding an offer’. Based on the evidence of previous years, none of these subjects will hit the required Teacher Supply Model number in 2019.  That’s bad news for the 2020 recruitment market for teachers.

Has the Auger Report with its suggestion for lower fees already had an effect on recruitment onto UCAS courses for this September? If so, the government must react sooner rather than later to stem any further losses ad protect teacher supply.

 

 

 

 

Bumping along the bottom

The alternative title I thought about for this commentary on the February 2019 UCAS data about applications to post-graduate teacher preparation courses was, ‘the Goldilocks effect’; some good; some bad and some results in the middle. Indeed, the final outcome of this year’s recruitment round is more difficult to call than for many years. The outcome is likely to differ by individual subjects.

However, one trend that is becoming apparent is the continued decline in interest from applicants in non-EBacc arts and quasi vocational subjects. Thus, art, music, design and technology; computer studies and business studies are all either recording new lows in the number of offers for February or are bumping along the bottom. The government must look seriously at this problem if it does not want to impoverish a future generation of school students and wreck many important export earning industries by depriving them of home grown talent first nurtured in our schools.  By the same token, the independent schools ought also to be worried about this trend, to the extent that they recruit trained teachers with QTS.

As might be expected, history, geography and biology are performing well in terms of the number of offers that have been made. Biology will help ensure there will be sufficient teachers with a scientific background in 2020, even though chemistry and physics are in a similar position to this point last year. Both these subjects are unlikely to attract enough candidates to meet the Teacher Supply Model requirements on the present trajectory for offers.

Overall, applicant numbers, at 18,510 on the 18th February this year, are similar to the 18,830 recorded on the 19th February 2018, but still well down on the 24,700 of February 2017. It is worth recalling that in February 2012, without the School Direct route applicants, numbers stood at almost 35,000, not far short of double where they currently stand.

There is more detail about applicants than applicants in the data. Applications for primary are down on 2018 at 24,710 compared with 26,430 in 2018, but applications for secondary subjects are higher at 28,380 this year compared with 27,910 in February 2018. That could mean about 200 more applicants spread across all the different subjects.

Looking at the applications in more detail, primary higher education continues to witness a decline in applications, down to 10,680 this year from 12,570 in 2018. On the other hand, School Direct Salaried plus Apprenticeships are up by around 600 applications.

In the secondary sector, higher education still dominates applications, although School Direct fee applications have seen a significant increase, from just over 8,000 applications in 2018 to 9,000 this February. However, applications for School Direct Salaried plus Apprenticeships are still below the February 2018 figure in the secondary sector.

Young graduates and final year undergraduate applicant numbers are almost back to last year’s, level in terms of overall applicants, but young career changes are still behind the number of applicants at this point in 2018. Compared with the 10,671 men that had applied for courses in 2012, the present number of 5,900 male applicants, including the School Direct applicants, is probably little more than half the 2012 total.

Still, Mr Gibb should be pleased that two thirds of applicants have been made an offer, although only 330 have been unconditionally placed. Nevertheless, making offer to two out of every three applicants is a very generous ratio indeed.

 

Teacher Preparation: national policy or local decision?

Schools Week recently broke a story about the STEP Academy Trust wanting to go its own way on teacher training, just at the time when the government seems to want to create a unified approach to recruitment onto courses preparing would-be teachers.

As documented previously on this blog, Mr Gibb has called for providers not to reject possible candidates wanting to become a teachers. According to Schools Week, one of the reasons for The STEP Academy Group wanting to go its own way was in order that they could demand higher standards than currently achieved by primary PGCE courses that operate through UCAS. According to the article in Schools week, the Trust apparently equates attending a Russell Group University as a key selection measure, along with a B and not a C is English and Mathematics at GCSE. Curiously, the Schools Week article didn’t mention a grade required for Science.

The DfE will have to come down hard on any provider wanting to avoid using a central application system if the government believes such a system is a good idea. Certainly, creating lots of different admissions systems, might well put off applicants. After all, that’s why centralised admission systems were invented in the first place; way back in the 1960s for undergraduate courses.

I am not a fan of the present UCAS system, as it is expensive for both candidates and providers, whilst being cost neutral for UCAS. The former GTTR system of sequential applications also allowed for better monitoring of applicants progress and also provided better data about rejections than the present Apply 1 and Apply 2 system, but it is what we have in place. There was room for improvement, as there still is. The number of places on offer and the number of offers made might help candidates assess where to apply, especially later in the recruitment round when courses are on the cusp of closing.

I assume the STEP Academy will want to operate a form of School Direct salaried training scheme, paid for by the Trust. Neither the Trust nor their suggested university partner have any allocation from the DfE for 2019-20 training places. This raises the interesting question of whether or not those on training courses need to be on courses with allocated places in order to obtain QTS? Maybe because the recruitment cap has been abolished that rule doesn’t matter, but has the cap been abolished for primary courses?

Alternatively, these could be regarded as assessment only candidates, to be presented at the end of the period of teaching in the classroom? There doesn’t seem to be any cap for the number of such people granted QTS each year.

But, none of this probably matters to the school since, under the Govian rule change, they don’t need to employ teachers with QTS; anyone will do, presumably so long as they meet the Trust’s entry requirements.

However, candidates might want to reflect upon the usefulness for a career in teaching of a non-standard entry qualification. Will schools outside of the Trust recognise their qualification? Who knows?

Finally, it may be a bit late for 2019 entry to be thinking of starting a course in September, unless the Trust have applicants knocking on their door as a result of the Schools week article.

I am also surprised that under the National Funding Formula schools in East Sussex have enough income to create such a course. Perhaps it will all be paid for by the Trust’s South London schools?
