A target is still a target

Last week the DfE published the Postgraduate ITT targets for 2022/23. Postgraduate initial teacher training targets, Academic Year 2022/23 – Explore education statistics – GOV.UK (explore-education-statistics.service.gov.uk)  There must have been a collective sigh of relief across the ITT sector following the announcement, because, although some changes in the targets have been announced, including some reductions in overall targets, the outcome is not likely to have more than a marginal effect on providers except in Chemistry.

As the DfE noted in their announcement ‘It is also important to note that recruitment to postgraduate ITT in 2022/23 has not been limited for any subject except physical education. Therefore, although targets for certain subjects may have decreased compared to last year, this does not necessarily mean there will be fewer trainees recruited as a consequence – recruitment can exceed targets.’

This statement, of course, raises the question of why have targets? The answer is complicated, and has been a matter for debate for many years. I assume that The Treasury wants some idea of both how the DfE will spent its cash on schemes it operates, and what the drawdown of student loans could be at its maximum. Both are legitimate questions for government to ask. For a number of years, I was part of a group that discussed these targets before they were released, in those days in the autumn as recruitment to the round was about to start. Now, I read them at the same time as everyone else.

The DfE commentary also notes that adjustments have been made for under-recruitment in certain subjects.

A key driver of whether the 2022/23 targets have increased/fallen for specific secondary subjects is the extent to which those targets have been adjusted to build in the impact of recruitment being below target in the two previous ITT rounds before 2022/23. 

An example of a subject where such an adjustment has been made is modern languages. In the previous two ITT rounds, recruitment for modern languages was below target, so we have increased the 2022/23 target for modern languages to account for this previous under-recruitment. This is the first time we have made such an adjustment for the subject, leading to modern languages having the largest percentage increase in targets this year.

For some subjects, the impact of previous under-recruitment against targets can be offset by other factors. A good example of this is mathematics, where we have seen a decrease in the 2022/23 target compared to last year’s target. Whilst the 2020/21 and 2021/22 PGITT targets for mathematics were not met, the impact of this under-recruitment was more than offset by increases in the numbers of PGITT trainees, returners, and teachers that are new to the state-funded sector being recruited. Furthermore, there was an increase in the proportion of mathematics trainees entering the workforce immediately after ITT.’

This comment from the DfE suggests that retraining courses for serving teachers in subjects such as mathematics might now be considered when calculating targets. It would have been interesting to have seen the worked example for mathematics in order to see which of factors was important in reducing the total to a number close to that for English. Certainly, TeachVac has recorded lower demand for mathematics this year than might have been expected.

Interestingly, in the list of factors affecting the calculation of the targets, the DfE focus on factors affecting inflows. It is not clear the extent to which the changing global marketplace for teachers affects ‘outflows’ and whether any pause due to the effects of covid may have only been a temporary reduction in the number of teachers departing these shores?

The issue of including the effects of under-recruitment in the current targets is an interesting one. Schools start each September fully staffed, so there is a risk that by including the shortfall from previous years in the new target the supply is inflated to a point where a proportion of trainees won’t find a teaching post. It would be interesting to see if these are mostly likely to be trainees with student loans not training through an employer managed route. The DfE will have that data. Inflated targets can also lead to places being provided in parts of the country where there are not jobs. This was a consequence of using this methodology in the 1990s.

At the present time, this consideration of whether to include a previous shortfall in the current target is merely an academic discussion in most subjects, since 2022 will most likely again see courses fail to hit even these revised targets where they have been lowered, except perhaps in Chemistry and possibly mathematics, both subjects where over-recruitment is permitted.

However, the methodology used in calculating targets via the Teacher Supply model (TSM) process may become more important for providers in coming years as pupil numbers stabilise and funding comes under pressure, especially if large salary increases to cop with high inflation are not fully funded by government.

There will be tough times ahead in the ITT world. Will schools want to stay involved and what will be the collective views of Vice Chancellors towards the DfE and ITT?

Mixed messages from ITT data

On Thursday, UCAS published the data for applications to postgraduate ITT courses by mid-January 2020. I apologise for the delay in posting my comments this month, but I was on leave last week. With the DfE now trailing their own application site, it must be assumed that the UCAS data is no longer comprehensive in terms of applicants. However, I suspect it is still good enough to be able to identify trends in the recruitment cycle for September 2020.

The two key message from the data seem to be: fewer applicants, down from 14,650 last January to 14,240 this year. But, this number is so small as to make no real difference, and the whole of the decline is probably in applications to primary age courses. Applications for secondary courses increased by 130. This probably represents somewhere between 40-50 extra applicants this January compared with 2019.

What seems to be clear is that the application process has been moving faster this year, as there are more applicants that have been placed or offered unconditional offers than at this point in 2019. The other good news is that London and The South East have bucked the trend, with more applicants this January than in 2019.  The London number is impressive, with an increase of more than four per cent over last January. BY contrast, the reduction in the North East is in the order of seven per cent over last January.

Applicant numbers have held steady across most age groups, except for those aged twenty two, and 25-29 age group where applicant numbers are down slightly on last year. There are fewer male and female applicants this year, with fewer than 4,000 male applicants this January.

In terms of applications, primary courses are over 1,000 applicants below this point in 2019, with only PG Teaching Apprenticeships showing any growth over last year. For secondary courses, SCITTs are the main winner, although there are more apprenticeship and School Direct (non-salaried) applications as well. School Direct (Salaried) courses continue to lose ground, but at a slower rate; down to 1,220 from 1,280 last January. Higher Education courses still remain the largest category with 10,830 applications compared to 7,270 for School Direct (non-salaried) courses.

The picture for individual subjects is more nuanced at this stage of the cycle. Subjects with large numbers of applications and strong competition for teaching posts, such as physical education, geography and history have seen some reductions in the number of offers made to candidates possibly as a result of reductions in overall applications in these subjects. More worrying is the decline in applications for mathematics courses, as well as for chemistry and physics courses. The latter may have seen applications down by just 30, but that means a total of just 500 applications this January, with just 90 of these applications either having been placed or holding an offer.

The good news is there are more applications in art, business studies, design and technology and music than at this point in 2019. However, the increases are not yet sufficient to ensure all places will be filled this year. But, any increase is to be welcomed.

Modern Languages look to be the main casualty, with fewer than 600 offers or placed applications, compared to close to 1,000 at the same point last year.

By next month the shape of the recruitment round with have become clearer, and it should be possible to make some realistic predictions. If I were to put my money on it at this stage, and assuming exiting the EU doesn’t upset the labour market too much, then I would say the outcome might be slightly better than in September 2019, but not enough to meet the Teacher Supply model numbers from the DfE.

1,336 Physics trainees in 2020/21: wishful thinking or realistic target?

Yesterday, the DfE released the Teacher Supply Model (TSM) information for England covering the academic year 2020 to 2021. https://www.gov.uk/government/statistics/tsm-and-initial-teacher-training-allocations-2020-to-2021 There was also information on the methodology underlying the TSM that continues the trend towards more open government set by David Laws when he was Minister of State at the DfE.

Perhaps one of the strangest lines ever to appear in a government publication can be found on page 3 of yesterday’s key DfE publication, where it states reassuringly for ITT providers that ‘in reducing the 2020/21 TSM target, this does not mean there will necessarily be fewer trainees’. This is because the DfE has continued to uncap ITT recruitment in most secondary subjects, except PE, but has continued to cap primary numbers.

The DfE’s rationale for reducing targets, most of which haven’t been reached in recent years, are improvements in the methodology of the TSM, including the fact that NQTs entering through the assessment only route are now included in the calculations. Put simply, the DfE have found some more teachers not counted in previous versions of the TSM, and that has reduced the requirement for new teachers to be trained in 2020/21.

The problem the DfE civil servants face is that each September schools must be fully staffed, otherwise children would be sent home. This makes it difficult, if not impossible, to carry forward unfilled places from previous years, as there are not vacancies in the system. Also, carrying forward unfilled places would eventually lead to targets that were ludicrous in size. Better to start afresh each year.

Rising pupil numbers, teacher retention rates and curriculum changes are among the key drivers of the targets that are set at a national level. Interestingly, business studies and physics are two subjects where targets have increased for 2020/2021. In the case of the latter, from 1,265 to 1,336, an increase of 71 possible trainees. As in 2018/19 only 575 physics trainees were recorded outside of Teach First, this increase might raise something of a hollow laugh among providers.

One might wonder why recruitment in Biology (reduction of 76 trainee numbers), history (291 fewer trainees) and geography (187 fewer trainees) isn’t capped in view of their over-recruitment in 2018. Could it be that by recruiting in these subjects the overall deficit will be smaller than it would otherwise be? Surely not, but trainees need to consider their job opportunities before undertaking training to become a teachers in some of these subjects. By 2020, the DfE should be able to tell them about job chances as part of the new DfE Apply System that ought to be operating at that time.

Next month, the ITT Census for 2019 will be published, and it will be possible to see whether, as I hope, the shortfall this year is smaller than the number of missing trainees last year.

Overall, the drop of 602 in secondary targets won’t have much effect on the ground. The reduction of more than 1,500 in the primary postgraduate target to just 11,467, may have more implications for some providers and their future, especially if this is not the end of the reductions resulting from the recent decline in the birth-rate.

TSM Works, but only if trainees are recruited

As regular reads will know, I have been a student of the government’s process for deciding how many teachers to train each year ever since the late 1980s. Indeed, my first correspondence with the Department, and its civil servants, was on this very issue after a report identifying the mechanism used was published by what was then still known and the Stationery Office.

For a long time soon after start of the Blair government, the workings of the Teacher Supply Model or TSM as it’s usually referred to, went under cover and were not generally shared with the wider public until David Laws, as a Minister in the coalition, added the TSM to the list of open government actions. Since then it has been available to all that are interested: not many are I suspect.

All this is a rather long-winded way of paying tribute to the present generation of civil servants that mange the current version of the model. Using TeachVac data on vacancies advertised across England between January 2019 and the start of September, it becomes obvious that where the TSM number was met during recruitment into training for secondary sector subjects there were probably sufficient trainees to meet most of the demand from schools for teachers. This is despite the increase in pupil numbers again this year.

Now I am not going to reveal how TeachVac exactly works out the relationship between vacancies as a measure of demand and the TSM number, but it should be clear from the table that in those subjects where there was significant over-recruitment last September, such as PE, sciences – thorough biology, but not chemistry or physics- and history and geography, there has been no problems for schools.

At the other end of the spectrum are business studies and design and technology where there was big gap in recruitment last year and schools have been challenged to find teachers in these subjects, often having to re-advertise a vacancy. This problem of re-advertisements just makes the issue seem even worse than it actually is.

As I have pointed out in the past, asking schools to allocate a unique number to each vacancy until the post was filled would solve this problem at a stroke and provide useful data about the quantum of re-advertisements, and the schools most likely to need to re-advertise. We can but hope that with the DfE’s own vacancy site, this will be something civil servants will consider.

So, congratulations to the TSM team at Sanctuary Buildings, but not to those responsible for planning how to recruit enough teachers to meet the identified needs. Why this issue still doesn’t receive the same attention as the threat of a medicine shortage after Brexit isn’t clear to me. After all, the education of the next generation of citizens is vital to the health of this country as much as any other function of government.

Indeed, unless something is done, teacher supply will still be an issue long after the outcome of Brexit is consigned to history.

Why the TSM matters

The TSM, or Teacher Supply Model to use its full name, is the mechanism used by the DfE to identify the changes in the labour market for teachers that will determine how many training places will be needed and thus funded in a future given year. It also provides indicative numbers for other years, mostly assuming current policies and other inputs don’t change during the time period under consideration.

For many years the workings of the TSM under its various iterations were largely concealed from public view. However, over the past few years, the outcome of the process and how the numbers were created has been exposed to public gaze. Not that many members of the public have probably taken the opportunity of open government to work through the DfE’s calculations. Why bring this up now. Well, apart for the fact that the TSM for 2019 to 2020 will appear sometime soon, tomorrow is the last day for resignations for teachers wanting to leave their jobs this summer. At that point in time, it is often possible to see how well the TSM has worked. However, in periods where recruitment into training is a challenge and the TSM or any other figure for trainee numbers set by the DfE isn’t reached, the outcome is more complicated.

Nevertheless, if there are still far more trainees than jobs in the recruitment round by the end of May, then something isn’t working as efficiently as it might. There are two subjects where, based upon the vacancy data collected by TeachVac www.teachvac.co.uk where I am the Chair, questions might be asked? These are physical education and history. Both are important because students training to be teachers on these courses bear the whole cost of their training through fees and living costs. Should such students have an expectation that the DfE will not create too many training places resulting in a proportion not being able to secure a teaching post in their subject in either a state or a private school?

The over-supply of physical education trainees has been apparent for some time now and many find jobs in other subjects where they are not fully prepared for their teaching timetable. Potential teachers of physical education presumably do their homework before apply to train as a teacher and decide the risk is manageable, since numbers of applicants hold up very well every year.

The situation in history is more complicated. The advent of the English Baccalaureate created an expectation in the DfE TSM modelling process that more teachers of history would be required as more pupils studied the subject at Key Stage 4. How far that expectation has come to pass will be revealed next month when the data from the 2017 Teacher Workforce Census is revealed. However, even allowing for post for teachers of Humanities as well as teachers of History, this recruitment round does not seem to have created enough vacancies to absorb anywhere near the number of trainees.  Indeed, the risk to history trainees looking for a teaching post is now little different to that for physical education trainees in some parts of the country.

I don’t think that this means the DfE should no longer model teacher needs through the TSM, but I do wonder whether its regime should be so market orientated in how it deals with those that want to be a teacher.
