Disturbing profile data on new teachers

Yesterday, the DfE published its annual survey of ITT providers, through an analysis of their outcomes

One of the most revealing tables in the report is reproduced below.

For every one of the groupings in the table, the minority group or groups seem to have fared less well than the majority group in terms of their percentage awarded QTS. Whether it is older trainees, trainees with a declared disability, males or those from a declared non-white background, the percentages gaining QTS are lower than for the comparator group. Interestingly, in most case the percentage of each group teaching in a state school is also lower, although older qualifiers marginally outperformed younger new teachers in terms of the percentage teaching in a state school at 73% compared with 72%

The disturbingly low percentage of ‘Black’ teachers gaining QTS continues. Only 78% of ‘Black’ trainees were awarded QTS, the lowest percentage in the table, and 11% points below the White trainee outcome for that much larger group of trainees. The government really should investigate why this discrepancy in outcome continues each year, especially as only 65% of ‘Black’ trainees awarded QTS were teaching in a state school at the time of the data collection.

Elsewhere, the demise of the undergraduate route is such that only 4,737 final year trainees were recorded, compared with 35,371 postgraduate trainees of whom nearly 19,00 were on school-led courses, with just over 16,500 on higher education led courses. What this balance will look like after the end of the current re-accreditation process is completed is an interesting question. With falling pupil numbers in the primary sector, it seems likely that the 40,000 trainees with QTS in these profiles will mark something of a high point.

The covid pandemic affected these data in two ways. Firstly, the pandemic created a one-year increase in registrations to train as a teacher, boosting the 2020-21 cohort of postgraduate trainees, and secondly, more trainees than usual may have extended their course and will have qualified later than normal due to the effects of the pandemic. Those late qualifications will have redcued some of the outcome percentages.

Although Teach First still uses that name for its band of training, the DfE has re-named its trainees as the ‘High Potential ITT trainees’. It would be interesting to understand the thinking behind this insult to other trainees and their providers. whether universities or schools?

Finally, there is some evidence to support the thesis that the distribution of training places may not be ideal. Only 62% of those awarded QTS in both the North East and North West were employed in state schools, compared with 76% that trained in London; 78% in the South East and 82% of those trained in the East of England. Since these three regions also contain a high percentage of the national total of private schools, this is an interesting outcome, and raises a key question about the use of resources across England.

London attracts would-be teachers

The DfE has now published the data on both applications and applicants for postgraduate teacher training courses recruited through their portal up to the 20th December 2021. As they helpfully point out, the data are not always directly comparable to that provided in previous rounds by UCAS. However. The general direction of travel is discernible enough to provide a measure comparison with previous UCAS data.

Apart from the data on applicants and applications – applicants may make a number of applications – data on those offered a place and those accepting the offer can be determined from some of the tables. In the case of that data the subjects do not aways align with those previously used by UCAS.

So, what to make of the data? A previous blog looked at the data early in December, the data considered here is for the month as a whole, up to the Christmas holiday break, and are best compared with 2019 data rather than 2020, as 2019 was the last year before the pandemic distorted the data.

Of most interest is the number of applications made in secondary subjects. Here the comparison with 2019 reveals a mixed picture. 43% of applications are for three subjects: PE (21%) English (13%) and history (9%). Add in biology (5%), and those four subjects account for almost half the applications for secondary subjects. Of course, as the courses in those subjects fill their places, their percentages will fall and those for other subjects will increase. Indeed, PE now takes a smaller share than in early December, demonstrating the early demand to train as a PE teacher despite the relative lack of teaching posts for those that do train as a PE teacher.

With language teaching in the news this week, it is interesting to see the subject accounts for just five per cent of applications, compared with the 13% each for English and mathematics that may account for a similar amount of curriculum time. Only 146 offers have been made in languages. However, this is one subject where comparison with UCAS isn’t really possible because of the change in method of recording the subject.

Compared with December 2019 data, in terms of offers, mathematics is doing well, as is design and technology, but from a very low base, and not yet offering the prospect of the subject meeting its target.

Applications for primary courses appear much healthier than they were in 2019, and the data would suggest there will be few problems in this sector. London still appears to be a good source of applicants with almost 17% of candidates. However, offer rates are much lower than in the north West. Maybe the timing of applications was later in London, and hasn’t yet allowed enough time for processing. However, this is something to watch as the recruitment round unfolds.

Overall applications are ahead of December 2019, by around some 2,000 with applicants domiciled in England around 500 ahead of December 2019 once applicants from outside England are removed from the total. This data reinforces the importance of the London region as a source of applicants.

Compared with December 2019, there are both more male and female applicants. The increase is spread across most of the age groups, with notable increases from those in the over-40 age-groups, including 29 candidates over the age of 60.

There is a regrettable lack of a breakdown by phase between the different types of courses. However, it is obvious that the School Direct salaried route is still out of favour, no doubt being partially replaced by the apprenticeship route.

With an overall buoyant labour market, and many areas of the public sector running TV advertising campaigns at the present time, teaching as a career for graduates will need to continue to do everything possible to attract applicants, especially in a wide range of secondary school subjects. 2022 may be hard work.

Problem not yet solved

Data from the second monthly report on applications and acceptances for postgraduate teacher preparation courses shows little overall change for last year. The trend is still not good, with 10,270 applicants domiciled in England as at 16th December 2019, compared with 10,820 on the corresponding date in 2018 and 11,430 in 2017. The good news is that there are more applicants this year from London and the surrounding regions, and the fall in numbers is more marked in applicants from the north of England where filling teacher vacancies has been less of an issue.

There are fewer applicants in all of the age groups compared with last year, and those shown as ‘age 22’ numbered just 1,510 this December compared with 1,910 in December two years ago. There are nearly 500 fewer women applicants this December, and 150 fewer male applicants. Male applicants make up less than a third of applicants in December 2019.

Fewer applicants also means fewer applications. Total applications were down in December, from 30,930 in 2018, to 29,330 in 2019. In 2017, the number of applications in December was over 33,000. Although it will concern providers, the fact that the bulk of the reduction in applications is for primary ITT courses; down from 14,720 in 2018 to 13,380 in 2019 will be something of a relief to the DfE, as the falling birth rate means fewer primary teachers are likely to be needed in the next few years that is unless schools receive a large cash injection for more teachers, rather than more pay for existing staff.

Applications for secondary courses at 15,950 were only 150 down on 2018 and very similar to the December 2017 figure of 16,070. Most subjects were at similar levels in terms of offers made by mi-December although art, design & technology, mathematics and Religious Education were slightly ahead of their 2018 position. By contrast, geography was slightly worse than in 2018 and acceptances for modern languages notably so. Is this the first sign of a reaction to Brexit? Certainly overall application levels for languages courses seem well down on last year.

Apprenticeships are the route in primary with more applications in December 2019 than in December 2018. Higher Education seems to be a major loser, with applications down from 6,150 in 2018 to 5,570 in December 2019. In December 2017, Higher Education had recorded 7,870 applications. In the secondary sector, both SCITTs and apprenticeships registered small increases in December 2019 over the previous December figure. All other routes were broadly similar to the previous December.

Hopefully, the government’s recruitment advertising campaign will improve matters in 2020, but compared to the defence forces, I have seen relatively little recruitment advertising for teaching over the festive period. This is despite the massive difference in recruitment needs between teaching and the whole of the armed forces.

If there is not a pickup in early 2020 in the number of applicants into secondary subjects, 2020 will begin to look like another year when training targets are not met and schools will have to make up the shortfall in teachers from other sources. With increasing pupil numbers, the need for more teachers is going to be an on-going challenge for secondary schools.

 

APPG paper for cancelled meeting

As a result of the general election, the All Party Parliamentary Group on the Teaching Profession meeting fixed for Monday has been cancelled. Below is the report I would have provided to the meeting about my views on the labour market for teachers in 2020.

At present, reading the runes of teacher preparation courses starting this September, courses that will provide the bulk of new entrants into the labour market in 2020, especially in the secondary sector, the picture is still one of shortages. The DfE’s ITT Census will be published on Thursday 28th November, (presumably subject to any purdah restrictions as a result of the general election).  The following is based upon an analysis of UCAS offers data published in September 2019. The DfE has unfortunately cancelled an update to the Teacher Compendium that would have provided more data on retention for individual sectors and subjects.

Sadly, many subjects do not appear to have reached the DfE’s estimate of trainee numbers, as set out in their Teach Supply Model (TSM) for 2019. I am especially anxious for both mathematics and physics, where the UCAS data has likely outcomes below the numbers accepted in 2018. In both cases this number was not enough to satisfy demand from schools in 2019, even before the increase in pupil numbers is factored into the equation for 2020. Fortunately, the number of biologists is likely to be at a record level, and this supply line will help offset any shortages of physical scientists.

The lack of mathematics teachers may need to be covered by trainees from subjects such as geography, where trainee numbers remain healthy, as they do in history and physical education. Many history trainees will need to find a second subject, as there is unlikely to be enough vacancies to support the present level of trainee numbers.

Happily, Religious Education has had a good year, with offers coming close to its projected need identified by the TSM, assuming all those offered places actually turned up at the start of their courses. Design and Technology fared slightly better this year than last year’s disastrous recruitment round, but will still fall far short of requirements, as will Business Studies. IT also appears to have suffered from a poor recruitment round into courses in 2019.  Elsewhere, outcomes may be close to last year’s, so there should be enough teachers of modern languages overall, although whether with the combination of languages needed is not known. Similarly, the number of trainee teachers of English may cause problems in some parts of the country in 2020, most notably London and the Home Counties and any other areas where the school population is growing.

As a result of this analysis, there could be three possible scenarios for 2020:

Continuing shortages

Assuming no changes to the supply situation, and a cash injection into schools that is not entirely absorbed by increased salaries for the existing workforce, then the present supply crisis will continue and could intensify in some subjects and the parts of the country already most challenged by teacher shortages and increases in the secondary school population.

A return to normal market conditions

As the supply of new entrants will be less than required to meet the demands of schools in 2020, this state of affairs is only likely to occur if both the rate of departure by the present workforce slows down and there is an increase in teachers seeking to return to work in state schools. In the short-term for 2020, any pay increase would likely attract returners in greater numbers if accompanied by improvements in workload and pupil behaviour initiatives. The recent decline in the birth rate may start to affect teacher vacancy levels in the primary sector in 2020, as some schools consider the effect of declining rolls on future budgets and start to take steps to avoid creating deficit budgets.

More teachers than vacancies

This situation usually only occurs during a significant recession, such as that experienced ten years ago after the financial meltdown. It is an extremely unlikely scenario for 2020 unless EU teachers also opt to remain teaching in England post-Brexit rather than return home, and there is a flood of returners to teaching concerned about redundancies elsewhere in the economy and a lack of other job opportunities. Such a scenario would also lead to increased applications for teacher preparation courses making it a more likely prospect for the labour market of 2021 than in 2020.

1,336 Physics trainees in 2020/21: wishful thinking or realistic target?

Yesterday, the DfE released the Teacher Supply Model (TSM) information for England covering the academic year 2020 to 2021. https://www.gov.uk/government/statistics/tsm-and-initial-teacher-training-allocations-2020-to-2021 There was also information on the methodology underlying the TSM that continues the trend towards more open government set by David Laws when he was Minister of State at the DfE.

Perhaps one of the strangest lines ever to appear in a government publication can be found on page 3 of yesterday’s key DfE publication, where it states reassuringly for ITT providers that ‘in reducing the 2020/21 TSM target, this does not mean there will necessarily be fewer trainees’. This is because the DfE has continued to uncap ITT recruitment in most secondary subjects, except PE, but has continued to cap primary numbers.

The DfE’s rationale for reducing targets, most of which haven’t been reached in recent years, are improvements in the methodology of the TSM, including the fact that NQTs entering through the assessment only route are now included in the calculations. Put simply, the DfE have found some more teachers not counted in previous versions of the TSM, and that has reduced the requirement for new teachers to be trained in 2020/21.

The problem the DfE civil servants face is that each September schools must be fully staffed, otherwise children would be sent home. This makes it difficult, if not impossible, to carry forward unfilled places from previous years, as there are not vacancies in the system. Also, carrying forward unfilled places would eventually lead to targets that were ludicrous in size. Better to start afresh each year.

Rising pupil numbers, teacher retention rates and curriculum changes are among the key drivers of the targets that are set at a national level. Interestingly, business studies and physics are two subjects where targets have increased for 2020/2021. In the case of the latter, from 1,265 to 1,336, an increase of 71 possible trainees. As in 2018/19 only 575 physics trainees were recorded outside of Teach First, this increase might raise something of a hollow laugh among providers.

One might wonder why recruitment in Biology (reduction of 76 trainee numbers), history (291 fewer trainees) and geography (187 fewer trainees) isn’t capped in view of their over-recruitment in 2018. Could it be that by recruiting in these subjects the overall deficit will be smaller than it would otherwise be? Surely not, but trainees need to consider their job opportunities before undertaking training to become a teachers in some of these subjects. By 2020, the DfE should be able to tell them about job chances as part of the new DfE Apply System that ought to be operating at that time.

Next month, the ITT Census for 2019 will be published, and it will be possible to see whether, as I hope, the shortfall this year is smaller than the number of missing trainees last year.

Overall, the drop of 602 in secondary targets won’t have much effect on the ground. The reduction of more than 1,500 in the primary postgraduate target to just 11,467, may have more implications for some providers and their future, especially if this is not the end of the reductions resulting from the recent decline in the birth-rate.
