ITT Applications: Some surge; some not yet

Applications to subjects such as art and design and business studies have shown some of the largest increases in applications over the period between mid-March and mid-April– note this isn’t the same as an in applicants, because applicants may make a number of applications to different courses.

There have also been increases in subjects such as chemistry; mathematics; music, religious education, many of the European Languages and Computing. On the other hand, applications for design and technology; drama and history have remained at similar levels to last year. There are actually fewer applications for both physical education and geography, continuing the trend seen earlier in the year. Perhaps the most disappointing number, is revealed in the fact that applications for physics courses have also remained flat, at just some twenty or so applications below last April.

In terms of applications to the different sectors, the extra applicants have targeted the secondary sector; where applications are up from 40,560 in April 2019, to 43,270 this April. By way of contrast, applications for the primary sector courses fell from 32,350 in April 2019, to 31,920 this April.

Most of the extra applications are concentrated in and around London, with the East of England; South East and London regions accounting for the 680 of the 710 or so additional applicants. The number of applicants registered in the North East was actually below the April 2019 number; falling from 1,350 to 1,310. Although more applicants were registered in all age groups, the increase in those in the 30-39 age group, from 4,160 to 4,310 stands out as worthy of note. Relatively few new graduates have so far chosen to apply, as might be expected at this point in their courses, even though they may be facing a great degree of uncertainty over their futures.

The School Direct Salaried route and higher education courses seem to have borne the brunt of the decline in applications for primary sector places, with the Apprenticeship and School Direct Fee courses recording increases, and SCITT applications remaining broadly the same as last April.

In the secondary sector, all routes have recorded more applications, with higher education and School Direct fee courses experiencing the greatest increases.

As a result of the increase in applications to the secondary sector, there is little point in discussing the number of offers that have been made in the different subjects, as it is too early to tell anything about the quality of the additional applicants. However, as I hinted in last month’s report, this recruitment round is likely to take on a very different outlook than was being predicted even as recently as February. Indeed, it may well turn out to be the best recruitment round in some subjects since 2013.

My best guess is that with the increased number of those seeking benefits after being made redundant, and the possibility of some graduates having employment offers withdrawn as firms struggle to reduce their costs, we will see further increases in applications over the next couple of months.

Will the DfE consider the need for recruitment controls once again, in order to ensure government expenditure on student loans does not exceed a certain level as part of the need to cap some areas of government spending? Might some bursaries come under threat as part of any package of emergency changes forced upon the government?

 

 

 

 

Academic data

In many ways the data produced yesterday by UCAS about applications and acceptances for postgraduate teacher preparation courses is now merely academic. I will be very surprised if the current pandemic doesn’t see a sharp increase in applications to train as a teacher during the rest of this admissions round. Indeed, in some subjects, there is already some evidence of a recovery in offers from the levels of the last few months.

So, first the good news. There has been a surge of offers in Business Studies, art and music. These are welcome, but not yet enough to ensure these subjects will recruit sufficient trainees this year. Offers in physical education are also above last year, but don’t rate being classified as a surge. Most other subjects are still tracking where they were at this point last year. However, geography offers are below last year’s numbers and that might be a concern if the numbers don’t recover over the next few months. The real issue is with Modern Foreign Languages. Here, published offers are well down on last year. Some of this may be due to the method of reporting the data in this subject area, but it remains a concern.

On applications, the overall total for England is startlingly similar to March 2019; 63,820 this year compared with 63,570 in March 2019. However, applications for primary courses are down on last March; from 28,670 to 27,870; somewhere around 250-300 less applicants in all probability. This means that applications for secondary subjects are up from 34,600 last March to 35,940 this year: in excess of 400 new additional applicants, many in the arts subjects.

Higher education has around 400 few applications for primary courses, whereas there are 130 more applications for primary PG Teaching Apprenticeships. School Direct Salaried is the other route to have seen a significant decrease in applications.

On the secondary side, all routes have seen an increase in applications, although for the School Direct Salaried route it is only some 60 extra applications in total to bring the number to 2,130.

As far as the age of applicant is concerned, there are small increases in those in the 24 age-group and the 40+ age-group, and a small fall in those aged 22. All other groups have similar numbers to March last year. There is also little change in the gender balance of applicants when compared with March 2019. This year, 7,260 men have applied compared with 7,140 last year. For women, the numbers are 17,800 this year compared with 17,740 in March 2019.

I expect applications to increase sharply over the next month or so in response to the pandemic. I send my best wishes to everyone working in both schools and teacher education at this difficult and challenging time.

 

 

 

 

 

Flat Lining: not good enough

Yesterday, UCAS announced its latest numbers for applications to postgraduate teacher preparation courses. Next month will witness the half-way point in the current recruitment cycle. At this stage of the year there tends to be a levelling off in the rate of applications from current students, as they head towards final examinations and dissertation submissions, and the momentum in applications tends to be driven by career changers.

Both the current world health outlook and this week’s falls in stock market prices are too recent to have affected decisions about teaching as a career option but, if either, and certainly if both, continue then the period after final examinations this summer might see an upturn in applications for teacher preparation courses. This would obviously be helped if companies reduce or stop hiring graduates this year.

But, all that is for the future. These figures suggest very similar overall outcomes to this point last year, with some subjects doing slightly better than last year, while others are faring less well.  Applications for primary sector courses continue their downward trend.

Still, there are some crumbs of comfort for the government. Applications to providers in the key London and South East regions are up on last year, whereas in the other regions applications are lower. As ever, it would be helpful to see these changes by primary and secondary sector applications. Overall applications for primary courses are down by nearly a thousand applications, whereas those for secondary courses are up by around 500. However, this might translate into less than 200 additional applicants. In fact, there are some 50 fewer applicants overall than this point last year: a reduction of around one per cent.

Applications for Teaching Apprenticeships continue to increase on this point last year, although the level of applications remains at little more than ‘noise’ in the system. Primary School Direct (non-salaried) courses remain the only bright spot in the primary sector, with a small increase in applications, against falls elsewhere.

In the secondary sector, there are increases for all types of courses, but the School Direct Salaried route is still attracting only a small number of applications, and acceptances are down on this point last year to just around 140 applications.

The bad news on the subject front is the slump in ‘offers’ to languages courses continues, and the various subjects within this group are now registering their lowest levels of ‘placed, conditionally placed and holding offers’ applications since the 2013/14 recruitment round. Both mathematics and physics are also down on last year’s offers. Where there are increases, as in art; business studies and design & technology they come from such a low base that they are not yet anywhere near sufficient to ensure that the Teacher Supply Model number will be reached; still in these subjects every additional trainee is to be welcomed.

With increasing pupil numbers for 2021, when this cohort of trainees enters the labour market, just keeping pace with last year is to be heading backwards in terms of need for new teachers even at constant funding levels. Any increased funding for schools, if not absorbed in other cost pressures, just makes staffing issues worse.

 

ITT Census 2019: few surprises

The DfE published the ITT Census this morning https://www.gov.uk/government/statistics/initial-teacher-training-trainee-number-census-2019-to-2020 I suspect that it escaped the purdah rules as it is an annual publication and the date was announced well in advance.

Regular readers of this column, and especially those that read my post earlier in the autumn predicating the outcome, will find few surprises in the data. Indeed, most of my conclusions for the 2020 labour market for teachers still stand.

The headline news is that only English; PE; Biology; history and geography recruited more trainees across all platforms than the DfE’s Teacher Supply Model suggested would be required at postgraduate level. Design & Technology; Computing; Religious Education and music all had better years than last year, but still failed to pull in enough trainees to meet likely demand from schools in 2020 as measured by the DfE Model.

Mathematics; Modern Foreign Languages; Physics; Chemistry; Art & Design and Business Studies all recruited a lower percentage of those seen as needed than they achieved last year. English and PE were also in that category, but still pulled in more than 100% of identified need. In both cases, this may cause problems in 2020, especially if the DfE number has been pitched too low, as it almost certainly has in English.

Overall, thanks to the 26% increase in history numbers; the 34% increase in geography – where the DfE number was reduced, but a lack of recruitment controls meant a similar number of trainees was recruited to last year – and Religious Education where there was a surge in trainee numbers this year to a level last seen before 2013, overall secondary trainee numbers increased by 2% to 17,098 from 16,327 last year. That’s 85% of target compared with 83% last year.

As predicted by many providers, recruitment to primary postgraduate courses fell below target at 98%, down from 103% last year. The 12,400 recruited is the second lowest number of recruits for primary postgraduate courses in the past five years. .

Undergraduate numbers continued to fall, with 4,777 primary and just 184 secondary students shown as new entrants. Some 75 of the secondary entrants at undergraduate level are on PE degree courses. The only other subject worthy of note is Mathematics, with 59 undergraduates.

So, what else can we glean from the data? Taken together, primary and secondary postgraduate entrants hit a new low in percentage terms this year when compared to the DfE target; only 89% of target. That’s two per cent down on last year, and is due entirely to the fall in the primary percentage against target.

Men accepted onto primary postgraduate courses hit a new six year low, at just 2,153 compared with 2,415 last year and 2,852 in 2014/15. However, there were more men starting secondary courses, up from 6,285 last year to 6,587 this year, the highest number since before 2014/15. However, it still means that men account for only 17% of primary and 39% of secondary trainees this year.

Minority ethic entrants also reached a new high this year at 19% of postgraduate entrants and broke through the 5,000 level for the first time. Numbers were also up at undergraduate level as well.

Under 25s still account for 50% of new postgraduate entrants, but, as predicted earlier this year, numbers for the 25-29 age group were slightly down on last year. This was compensated for by a rise in the number of those over 45 starting ITT postgraduate courses. The 1%increase in those declaring a disability was also a new record.

Non-UK EEA nationals represented 5% of postgraduate recruitment, the same as in recent years. The percentage for ‘other nationals’ increased to three per cent, while UK national fell to 92% of postgraduate trainee numbers.

There is more to mine from this data, but that will form the basis for another post.

 

1,336 Physics trainees in 2020/21: wishful thinking or realistic target?

Yesterday, the DfE released the Teacher Supply Model (TSM) information for England covering the academic year 2020 to 2021. https://www.gov.uk/government/statistics/tsm-and-initial-teacher-training-allocations-2020-to-2021 There was also information on the methodology underlying the TSM that continues the trend towards more open government set by David Laws when he was Minister of State at the DfE.

Perhaps one of the strangest lines ever to appear in a government publication can be found on page 3 of yesterday’s key DfE publication, where it states reassuringly for ITT providers that ‘in reducing the 2020/21 TSM target, this does not mean there will necessarily be fewer trainees’. This is because the DfE has continued to uncap ITT recruitment in most secondary subjects, except PE, but has continued to cap primary numbers.

The DfE’s rationale for reducing targets, most of which haven’t been reached in recent years, are improvements in the methodology of the TSM, including the fact that NQTs entering through the assessment only route are now included in the calculations. Put simply, the DfE have found some more teachers not counted in previous versions of the TSM, and that has reduced the requirement for new teachers to be trained in 2020/21.

The problem the DfE civil servants face is that each September schools must be fully staffed, otherwise children would be sent home. This makes it difficult, if not impossible, to carry forward unfilled places from previous years, as there are not vacancies in the system. Also, carrying forward unfilled places would eventually lead to targets that were ludicrous in size. Better to start afresh each year.

Rising pupil numbers, teacher retention rates and curriculum changes are among the key drivers of the targets that are set at a national level. Interestingly, business studies and physics are two subjects where targets have increased for 2020/2021. In the case of the latter, from 1,265 to 1,336, an increase of 71 possible trainees. As in 2018/19 only 575 physics trainees were recorded outside of Teach First, this increase might raise something of a hollow laugh among providers.

One might wonder why recruitment in Biology (reduction of 76 trainee numbers), history (291 fewer trainees) and geography (187 fewer trainees) isn’t capped in view of their over-recruitment in 2018. Could it be that by recruiting in these subjects the overall deficit will be smaller than it would otherwise be? Surely not, but trainees need to consider their job opportunities before undertaking training to become a teachers in some of these subjects. By 2020, the DfE should be able to tell them about job chances as part of the new DfE Apply System that ought to be operating at that time.

Next month, the ITT Census for 2019 will be published, and it will be possible to see whether, as I hope, the shortfall this year is smaller than the number of missing trainees last year.

Overall, the drop of 602 in secondary targets won’t have much effect on the ground. The reduction of more than 1,500 in the primary postgraduate target to just 11,467, may have more implications for some providers and their future, especially if this is not the end of the reductions resulting from the recent decline in the birth-rate.

Are marginal trainee teachers more likely to fail?

The latest ITT performance profiles were published this morning by the DfE. https://www.gov.uk/government/statistics/initial-teacher-training-performance-profiles-2017-to-2018 These include data for individual providers as well as general figures for the whole undergraduate and postgraduate cohorts gaining QTS in 2017/18 – last summer’s output of new teachers.

Generally, the picture isn’t much changed from the previous year. Headline percentage gaining QTS for the postgraduate cohort remained at 91%, with happily some 734 more trainees that gained QTS for a total of 25,490, up from 24,764 the previous year. Sadly, these were not always in the subjects where there was the most need.

The total of those on undergraduate courses continued to fall; down by nearly 300 to just 4,733 gaining QTS. The new Secretary of State might care to reflect that the 30,000 new teachers last summer isn’t far short of the whole establishment of the Royal Navy he was responsible for as Defence Secretary. Imagine if ITT had the same revenue budget as the Royal Navy to train teachers. Hopefully, some of the new cash promised by Boris will come in the direction of both teacher preparation and CPD.

It is interesting that Physics, where recruitment onto teacher preparation courses has been challenging for a number of years, is bottom of the list of secondary subjects in terms of trainees awarded QTS. Some of this may be down to early departure from the course, and clearly some did not complete the course to QTS in time, with some 5% ‘yet to complete’ when the numbers were compiled.

Physical Education, a non-bursary subject, and one where demand for places exceed supply, turned in a percentage of 97% of trainees being awarded QTS. However, not all bursary subjects with few recruitment challenges managed to turn out such a high level of trainees with QTS. History and English both only managed to see 95% and 93% respectively of their trainees awarded QTS.

The groups with lower than hoped for percentages being awarded QTS against the overall postgraduate average of 91% included men (88%); those from an ethnic minority background (88%) – although 13% did not declare on this measure and that may have affected the outcome. Those with a declared disability and with lower academic performance as measured by degree class were also groups with lower than average percentages gaining QTS as were older trainees that were switching careers. The highest identified percentage (94%) was for those with First Class degrees

The saddest statistic is the number of trainees gaining QTS in design and technology:

This is not enough to provide for future middle leaders in the subject, let alone to staff the subject effectively. This is something else for the new team in Sanctuary Building to discuss.

I hope in future posts to discuss the differences between the different postgraduate routes. However, they can be small and accounted for in terms of attitudes to recruiting groups that achieve lower rates of QTS.

NASBTT Awards 2019

Last evening I attended the first ever awards ceremony to celebrate excellence in school-based teacher education and to recognise the exceptionally hard-working and talented staff that make school-based teacher education a success.

This was an evening of meetings with old friends, including someone who I help tutor on their Master course more than twenty years ago and who is now a senior education official. Such meetings are just as joyful as when teachers meet former pupils. There was also the opportunity for great conversations about education and, hopefully, the start of new friendship within the education community.

Much of my career in education since the 1980s has been involved with teacher preparation in one way or another, and it is wonderful to see how NASBTT has developed and flourished into the important organisation it has now become.

TeachVac, the organisation where I am chairman, was especially delighted to be able to sponsor the award for the Administrator of the Year at last night’s ceremony, as throughout my career I have been lucky to work with some splendid administrative staff at all levels. Entrepreneurs probably miss the support of a good administrator more than anything else when starting up a new business: well, I know that I certainly have.

“As many of you know, we started TeachVac five years ago to save schools time and money by using the best that modern technology can offer, coupled with an extensive understanding of the education scene.

TeachVac has listed 47,000 jobs since the start of January, well 47,003 to be precise up to when the office closed this afternoon, all at no cost to schools in either money or time.

TeachVac doesn’t want to waste administrator’s time, but please do ask your teachers to check when they cut and paste information about jobs. The number of times either a maths job contains the word English all the way through the job description or the closing date is after the starting date: well TeachVac’s staff have stopped counting.

Administrators are busy people, indeed I salute their ability to multi-task; dealing with the panic on the phone while at the same time reassuring the student about an assignment date, and simultaneously filling in that DfE form requiring the number of left-handed trainees over the age of thirty and with naturally curly hair; while thinking, whatever next.

When I set up a SCITT in 1995, I appointed the administrator before the course leader. Good teachers are not yet commonplace, but they can be found; good administrators are like gold dust.

I was reminded of all this when reading through the excellent submissions for this award: hardworking, sensitive, forward thinking, tea and tissues were just some of the terms that would feature in a wordle of the description of the qualities of an administrator. I would add, approachable, friendly and all-knowing to that list

Lower Fees: a threat to teacher education?

Will the promise of a possible cut in tuition fees held out in the recent Augar Review harm applications to teacher preparation courses, especially those courses for postgraduates?

Due to an accident of history, postgraduate teacher preparation courses with a higher education component are still usually linked to the student fee regime, at least in England. This anomaly has worked well for course providers in recent years, as they have mostly been able to charge the full fee or something close to that amount.

Although not generous, in terms of the cost of running these courses, the fee has generated more income than was possible during the period when the fee income meant that it was almost impossible to cover the cost of running a course from the income received and university management would every year have to write off deficits, often amid suggestions that teacher education would not survive.  Apart from in one or two institutions, it did survive, as it has survived the Govian era of regarding higher education as part of ‘the blob’.

Still, Augar poses new threats. In the short-term, probably the 2019-2020 recruitment round, will would-be teachers postpone applying for courses until the issue of a fee cut and changes to the interest rate on student debt are decided.

Any such reduction in applications would be a worry since noises from Whitehall now suggest that the government’s planned spending review may be delayed because of the change of Prime Minister.

Hopefully, those concerned with policy on teacher education will have raised the issue of the effect on recruitment of a possible future cut intuition fees with DfE civil servants. However, until their political bosses (is that a non-sexist word?) take a decision, there may be little that can be done in the short-term, except monitor what happens to applications and even that may be easier said than done next year.

I also hope that those on the teacher education side are talking both to civil servants and to the teacher associations about what happens to funding if fees are reduced to say £7,500? Will the shortfall from current levels of funding be made up by the government, and will that mean closer monitoring of recruitment again?

Course providers will need reassurance that the cost of running their courses will be covered if fees are reduced for students. If not, will we see further changes in the landscape, with some schools unwilling to participate for anything less than the current level of funding, especially with the pressures on school budgets at present?

Of course, I favour a return to the situation where all fees for post-graduate courses are paid by the government, and training to be a teachers doesn’t require an increase in the level of debt to the individual, especially if the length of time repayments must be made is also increased by ten years as Augar suggested.

With probably another five years of increased secondary training targets to come before the bulge of pupils passing through secondary schools can be provided with sufficient teachers, even if not the right mix of subjects, anything that deters new entrants should be avoided. A delay by applicants awaiting a decision on lower fees might end up as a loss of a number of potential teachers to the system.

Bumping along the bottom mark 2

Today’s data from UCAS revealing the latest data about applications for postgraduate ITT courses shows a picture very similar to that of March last year. Applications for courses in England were 22,100 by the 18th March this year, compared with 22,430 on the 19th March 2018. Really little changed. By the end of the recruitment round last year not enough applicants were recruited in a range of subjects and, unless the Brexit fiasco causes an upset of significant proportions, the same result seems likely again this year.

Casting around for items of good news, it seems as if applications from those 21 or younger is the same as last year at this point in time, and applications from those above the age of 30 are higher than last year, by around 500 applicants. But, applications from the other age groups are down on last year. Chemistry, Biology and Religious Education are doing well for applications this year, but many other subjects are only around the same level as in March last year and in a few cases hitting new lows.

The decline in applications is greater for men than for women, with men now only accounting for 29% of applicants to ITT postgraduate courses. Overall numbers placed are still down on this point in 2018, at 570, compared with 750 in 2018, and although conditionally placed numbers are up, those holding offers are at a similar level to last year.

There must be serious concerns about Business Studies, with just 360 applications, of which just 70 have been placed; all conditionally. Similarly, in design and technology, there are only 730 applications across all aspects of the subject, with just 150 of these having been placed; again all conditionally. both these subjects are already in short supply in the teacher labour market.

Never fear, 1,140 physical education applications have resulted in places being accepted along with 670 in history and 560 in geography. 690 of the 3,180 applications for Biology have resulted in applicants being placed. However, for Physics, the number is just 190 out of 960.

Can the School Direct Salaried route survive? So far only 220 applications have resulted in either a place or an applicant holding one or more offers out of 2,070 applications in the secondary sector. Things are a bit better in the primary sector, with 1,190 placed or holding offers, out of 6,140 applications. However, neither sector seems to be attracting many applications for postgraduate teaching apprenticeships. So far, there have only been 330 applications for these course across both sectors.

The loss of interest among applicants is still mainly in the primary sector, but the figures for applications to courses to train in the secondary sector are affected by the few subjects where there has been growth in the number of applications.

As noted earlier, most shortage subjects are still bumping along the bottom, and with pupil numbers increasing again in 2020 when these applicants will enter the labour market for teachers that is not good news.

 

 

Teacher Preparation: national policy or local decision?

Schools Week recently broke a story about the STEP Academy Trust wanting to go its own way on teacher training, just at the time when the government seems to want to create a unified approach to recruitment onto courses preparing would-be teachers.

As documented previously on this blog, Mr Gibb has called for providers not to reject possible candidates wanting to become a teachers. According to Schools Week, one of the reasons for The STEP Academy Group wanting to go its own way was in order that they could demand higher standards than currently achieved by primary PGCE courses that operate through UCAS. According to the article in Schools week, the Trust apparently equates attending a Russell Group University as a key selection measure, along with a B and not a C is English and Mathematics at GCSE. Curiously, the Schools Week article didn’t mention a grade required for Science.

The DfE will have to come down hard on any provider wanting to avoid using a central application system if the government believes such a system is a good idea. Certainly, creating lots of different admissions systems, might well put off applicants. After all, that’s why centralised admission systems were invented in the first place; way back in the 1960s for undergraduate courses.

I am not a fan of the present UCAS system, as it is expensive for both candidates and providers, whilst being cost neutral for UCAS. The former GTTR system of sequential applications also allowed for better monitoring of applicants progress and also provided better data about rejections than the present Apply 1 and Apply 2 system, but it is what we have in place. There was room for improvement, as there still is. The number of places on offer and the number of offers made might help candidates assess where to apply, especially later in the recruitment round when courses are on the cusp of closing.

I assume the STEP Academy will want to operate a form of School Direct salaried training scheme, paid for by the Trust. Neither the Trust nor their suggested university partner have any allocation from the DfE for 2019-20 training places. This raises the interesting question of whether or not those on training courses need to be on courses with allocated places in order to obtain QTS? Maybe because the recruitment cap has been abolished that rule doesn’t matter, but has the cap been abolished for primary courses?

Alternatively, these could be regarded as assessment only candidates, to be presented at the end of the period of teaching in the classroom? There doesn’t seem to be any cap for the number of such people granted QTS each year.

But, none of this probably matters to the school since, under the Govian rule change, they don’t need to employ teachers with QTS; anyone will do, presumably so long as they meet the Trust’s entry requirements.

However, candidates might want to reflect upon the usefulness for a career in teaching of a non-standard entry qualification. Will schools outside of the Trust recognise their qualification? Who knows?

Finally, it may be a bit late for 2019 entry to be thinking of starting a course in September, unless the Trust have applicants knocking on their door as a result of the Schools week article.

I am also surprised that under the National Funding Formula schools in East Sussex have enough income to create such a course. Perhaps it will all be paid for by the Trust’s South London schools?
