Growing pains, but not for TeachVac

Should the latest American owners of the TES be worried by the DfE’s vacancy site? Probably not in the short-term, but looking on a longer perspective there must be some anxiety. TeachVac, the other free service offering teacher vacancies to trainees, teachers and returners, where I am the chair of the board, monitors how the DfE site is doing compared with TeachVac www.teachvac.co.uk on a weekly basis.

Apart from the February half-term period, this week is the first time that the DfE site has broken through the 25% barrier in relation to TeachVac. Of course, the two sites aren’t directly comparable, since the DfE site carries non-teaching vacancies, but not vacancies from independent schools, and TeachVac carries the latter, but not the former.

Still, the DfE clearly won’t have a full analysis of the 2019 recruitment round as they will be missing so many vacancies in the first quarter of the year. The interesting time will come in the summer, when schools paying a subscription to advertise their vacancies on paid-for platforms will need to decide whether or not to renew their subscriptions or switch back to using them only when the free site such as TeachVac or the DfE fail to provide enough applicants to make an appointment.

This assumes that the DfE site is still in operation by the summer. With the start of the new government financial year next week, it must be expected that funding has been agreed to operate the DfE’s site for the whole of the financial year. From a point of view of schools, it is to be hoped it doesn’t follow the private sector approach of taking booking, or in this case vacancy adverts, right up to the point where the plug is pulled.

I think that schools have a right to expect a statement from the government that either the DfE site will continue for another year or that if it doesn’t it will be replaced by links to other sites providing details of vacancies, such as TeachVac. The latter would, of course, be a much cheaper option for the DfE, but I assume having spent money on the software for their site they will want to see a return on their expenditure.

TeachVac is breaking new records this year, both on the number of vacancies listed, and on the rate of applicants signing up to receive job matches. This on minimal marketing and in the teeth of indifference from all the teacher associations. Teachers, however, know a good thing when they see it and the fact that a job posted this morning can be matched to a teacher that has requested it by late afternoon shows what can be achieved.

 

We cannot ignore those left behind

This post was prompted by two event. Firstly, someone reading my post of the 15th June 2017 on this blog, entitled Class rules: not OK, about a report issued by the Social Mobility Commission, and secondly, by some recent data from the Office of National Statistics (ONS) reported in the Oxford Mail. That data revealed that in the area of North Oxford I represent on the county council women can expect to live up to eleven years longer than women living in some parts of the east of the City.

Both of these facts reminded me of the issue of deprivation, and the role that education can, could and should play in helping improve the life chances of everyone in society. Over the years, since fresh thinking began to appear after the paralysis of the Second World War, and its aftermath, there have been various schemes aimed at reducing the effects of deprivation on schooling. These have included, Education Priority Areas, Schools of Exceptional Difficulty; Education Action Zones, and currently, Education Opportunity Areas. In the same time period funding for schooling has shifted from a local matter, topped up by grants from Westminster, to a national formula assisted by the Pupil Premium for some children, with different arrangements for those designed as SEND pupils.

Have any of these interventions made much difference? The interesting point about all the schemes listed in the previous paragraph was that they were determined at a national level. There was also a time during the period when the market was seen as the dominant narrative in policy-making when there were few schemes specifically aimed at the disadvantaged areas of England.

So, what would I do if I had the chance? Teachers are important. For without teachers both determined to work in these areas of deprivation and with an understanding of the children and their families that live there, no progress will be made. When there are teacher shortages, challenging schools find staffing difficult and turnover a real problem, as those that do come to work in these schools often don’t stay very long. Well-designed local training programmes crafted between schools and higher education can help, and will certainly reduce the lack of preparation some new teachers feel when joining these schools that are so unfamiliar to them. Good leadership is also very important, and I worry about the development of both middle and senior leadership for these challenging schools in the present climate. But without staff, no changes are possible.

Then, of equal importance, there is the curriculum. Yes, reading and writing are important, but so is a balanced curriculum, especially in the secondary school. We need a curriculum that increasingly involves the learner in choosing rather than being told what to learn. Of course, you cannot choose to learn to break the law, but you may want to learn a more practical set of skills than the current EBacc permits. To demotivate and even alienate from learning young people both now, and probably in the future, through an inappropriate curriculum is a as great a failure of our politicians than the current shambles over Brexit.

Finally, we need to engage the parents that the system failed. Unless we do, they won’t help break the cycle of deprivation. As an earlier post showed, the relationship between persistent absence and deprivation is stark. If education for all really is important for our future as a society, then we have to break down this cycle that is repeating itself between the generations.

All this takes cash, and with rising pupil numbers and a lack of political will to increase taxation, it is difficult to see where the resources will come from. Perhaps, through greater use of modern technology?

Congratulations to the Education Select Committee

Alongside the unfolding shambles that is Brexit much of the work of parliament at Westminster goes on almost as normal. Next week the All Party Parliamentary Group on the Teaching Profession s its spring meeting, and I have provided them with an update on teacher recruitment along the lines of yesterday’s post on this blog.

However, of more significant to the work of parliament was the meeting yesterday of the Education Select Committee. Details at https://www.parliament.uk/business/committees/committees-a-z/commons-select/education-committee/news-parliament-2017/send-evidence-17-193/ The minutes haven’t been published yet, but will be well worth reading when the do appear.

When I first started following the work of Select Committees in the 1980s, and then submitting written evidence, and in 1996 being called for the first time to provide oral evidence, these Committees met in rooms at Westminster. They mostly just questioned experts in the field they were discussing. There was no TV channel or live streaming, and I recall astonishing a clerk by requesting that a graph accompanying my evidence needed to be reproduced in colour in the minutes if it was to be understood by readers. Incidentally, guidelines in many organisations for reproducing graphs and charts in both colour and monochrome are still often very lax, making some documents very difficult to understand.

Issues such as concerns about the presentation of data will have been fully understood by those providing evidence to the Education Select Committee yesterday. In three groups, of either two or three, young people with special needs or disabilities provided evidence of their own experience of the education system to the MPs on the Committee. I think this is the first time that the Committee has actually heard at first hand from students with SEND of their experience of our education system.

Schools should not be just exam factories, but pupils with SEND should not lose out in achieving their full potential just because they face additional challenges.  Relegating these pupils to a separate room at lunchtime might be both convenient and help to ensure their safety, but it doesn’t help in making friendship with other pupils. Simple actions such as the wearing of a ‘high vis’ Gillet in the playground can warn other pupils to take care, and reduce the need for isolation and significantly increase opportunities to associate with other classmates.

All new schools should be built with doors and circulation spaces wide enough to take motorised wheelchairs, for even if there are no pupils when the school is being built, who is to say that there won’t be parents, staff, governors or even HMIs making use of such aids to their mobility? For the same reason, lifts must provide access to all upper floors where teaching takes place.

Funding for SEND, and the High Needs Block in general, needs more attention and I hope the Select Committee will consider that issue along with the part the NHS can play in early identification of those that need EHCPs rather than waiting for children to start their education. I hope that yesterday was the start of more conversation between Select Committees and those whose voices are often not heard enough.

Teacher recruitment update

The question of school and college funding may have driven the issue of teacher recruitment from the top of the education agenda, but that does not mean that the concerns about staffing have one away. They have just been buried under more topical concerns.

Whether it a sign of the growing number of secondary pupils for September or that the funding crisis isn’t as bad everywhere as it obviously is in some schools, but advertised vacancies are ahead of this point last year in the TeachVac system www.teachvac.co.uk That’s good news for teachers and trainees looking for a job for September, but less good news for some schools trying to recruit a new staff member.

As in the past, the main secondary subjects fall into three groups. Firstly, there are the quasi-vocational subjects of business studies and design and technology where there has already been more vacancies recorded in 2019 than the market can cope with and schools anywhere in England could find recruiting a teacher challenging. Schools seeking a teacher of physics can also face recruitment issues regardless of where the school is located.

The second group of subjects are those where local recruitment challenges may now be apparent, but recruitment problems are most likely to affect schools in London and the Home Counties. These subjects include, mathematics, English, computing, religious education and music. Most of these subjects may well migrate into the first group before the May resignation deadline.

Finally, in the third group are three EBacc subjects, modern languages, geography and history as well as physical education. At present, there is no sign that there won’t be enough of teachers in these subjects to meet needs. However, as noted in the past, this doesn’t address either the issue of the quality of applicants or the possibility that some schools may find attracting candidates a challenge for a variety of reasons.

In the primary sector, vacancies seem to be appearing more slowly than last year, perhaps reflecting the slowdown in the birth rate that is affecting intake numbers quite dramatically in some areas.

It is worth noting that you still wouldn’t be able to obtain this information from the DfE’s vacancy site. As of last Friday, the DfE site had only around 25% of the live vacancies being carried by TeachVac, so teachers looking for a job might use the DfE site if it was a vacancy in the first group of subjects listed above, as applicants may well be few and far between, but for subjects in the other groups they might well be missing some possible opportunities if they stick to just the DfE site.

I don’t know how much the DfE has spent on their site so far, but, as I have comments before, a simple site linking to other free vacancy sites such as TeachVac would achieve a better outcome for far less expenditure of public money.  This takes us back to school funding and why the DfE chose to compete in a marketplace already well served in this manner?

FE: too often forgotten

This blog is as guilty as many in education of too often overlooking the further education sector. Despite its status of something of a poor relation to both higher education and the school sector, further education has an important part to play in developing the economic activity of our nation. One of my regrets about the Coalition government was that it allowed the further education sector to be excluded from the funding deal for schools. That deal may not have been perfect, but it has left schools, and especially those secondary schools without 16-18 provision, relatively much better off than the further education sector. The oft quoted number is that a lecturer in the FE sector earns around £7,000 less than a school teacher when teaching the same age group.

One has to ask, is it rational to be thinking of cutting fees for higher education without also considering the funding of further education, where a portion of higher education work also takes place. I suspect that a significant amount of the work on FE funding assumed that further education could subsidise expensive practical subjects from the assumed cheaper to deliver classroom based education. Such a view is both short-sighted and not, I suspect, based on much in the way of evidence. I guess that when general studies was taught to classes 100 or more day release students, such subsidies were possible: but mostly, I suspect, that was a long time ago.

Teaching English and Mathematics, both classroom based subjects, to those that failed to reach a satisfactory level at school cannot be done in large classes. It also cannot be done properly by those without sufficient knowledge and skills of teaching.  Practical subjects whether construction or hairdressing need both small groups and often expensive equipment. The Treasury doesn’t seem to realise this fact. Government also doesn’t seem to realise that students often have to travel significant distances to attend colleges offering subjects they are interested in learning.

We have already seen a couple of universities flirt with financial issues and there must be a risk as the number of 16-18 year olds reduces for the next couple of years that further education as a sector will experience the same sorts of serious financial problems.

Once the agony of the Brexit saga is finally resolved, one way or another, then British industry and commerce must step in to support the development of the further education sector as a means of creating talent for our wealth generating industries, whether old manufacturing skills or modern IT related skills or those that have yet to be fully understood around the applications of AI across the workplace.

Now is the time to review the economics of the whole 16-18 sector. Schools are able to support small sixth forms, especially where pupil numbers are growing at Key Stage 3. Colleges don’t have this luxury and it is a false economy to under-fund them when we need a more productive and skilled workforce at all levels. Those that don’t go to university are as important in our economy as those that do and much less of a burden on the public purse.  They deserve a better deal.

 

 

Gas cooking?

According to the BBC new this morning, the Prime Minister addressed a gathering of Tory activists in Oxford yesterday, at their National Conservative Convention. https://www.bbc.co.uk/news/uk-politics-47346630

At the same time as the Conservatives were gathering in the City, I was attending the spring meeting of the Liberal Democrat Education Association also being held in Oxford. Now it is worth pointing out that the Lib Dem meeting was attended by the Lib Dem MP for part of the City and some of the county and city councillors elected as Liberal Democrats for wards and divisions across the City. On the other hand, the Conservatives currently only have an elected MEP to represent the City; irony or irony. There are no Conservative MPs, County or city councillors elected anywhere in the City of Oxford, and their lack isn’t due to any defections, recent or otherwise.

Anyway, enough of political facts and on to campaigns. At the Lib Dem education conference, I proposed that we build on the report of the Committee on Climate Change issued last week that stated as an aim that, ‘From 2025 at the latest, no new homes should be connected to the gas grid.’ https://www.theccc.org.uk/wp-content/uploads/2019/02/UK-housing-Fit-for-the-future-CCC-2019.pdf The same aim should be true for new public buildings, including new schools, of which there are likely to many built in Oxfordshire over the next decade to cope with the 100,000 new homes to be constructed across the county.

However, I would go further than just eradicating gas from the design of new buildings, and I proposed a campaign to start by looking at school and college kitchens in both state and private schools and colleges, as well as our universities and asking, ‘are you cooking with gas?’

There should then be a operation, if necessary backed either with funds culled from excessive school balances or some other source of funding, to replace existing gas cookers with alternatives, such as induction hobs. Once gas cooking has been removed from education establishments, whether used for cooking meals or in food technology (home economics for those of my generation, and domestic science for those with even longer memories) lessons, where they still exist, we can then move on to the bigger task of asking how schools and colleges are heated and what can be done to reduce their contribution to greenhouse gas emissions by changing from gas heating systems?

I also wonder whether those pupils that went on strike over climate change could start an audit of climate performance in their schools, working along with their School Councils and governing bodies. After all, Strikes demonstrate concern: actions demonstrates commitment to change. From such small acorns in individual schools, might the mighty oak or real change start to grow.

Of course the biggest resource in schools that could help climate change is the playground. As I have pointed out before, playgrounds are used for their intended purpose for a fraction of the year. Could some clever researcher help turn them into a source of power for heating and light as well as where children can gather and play?

 

More or less: which way for the future?

The BBC has recently run an interesting piece about the relationship between class sizes and teachers’ salaries, based upon some OECD data. The article headed ‘when class sizes fall so does teachers’ pay’ is an interesting thesis. https://www.bbc.co.uk/news/business-47281532 However, how does it relate to the first law of economics that when there is a shortage of supply, and demand remains consistent, either the price will rise or substitution will take place?

The nightmare scenario for government is that facing the secondary sector in England at present. Pupil numbers are on a rising curve, at least until the middle of the next decade. This means more funding will be required, even if the unit of funding per pupil falls in real terms. At the same time, there is a labour shortage that is growing worse in some parts of the curriculum.

Hence, demand for more cash for schooling since, as the BBC pointed out, it is a fact of school life that staffing costs, and especially the cost of teachers, consumes the largest part of any school budget. However, schools are competing with other government services for cash and it seems likely that in England, however hard the teacher associations press their case, the cash needed for the extra pupils will come before any significant uplift in funding per pupil.

So, to that extent, larger classes is one way to fund better pay for teachers. However, most schools, and especially secondary schools, are constrained about how far class sizes can be increased, due to the physical nature of their buildings and the dependence on a classroom based building model.

In England, there may be the space to increase pupil-teacher ratios, perhaps back to where they were around the turn of the century, but that is likely to come from altering contact ratios – the amount of time teachers spend in the classroom – as much as from increasing class sizes. The trade-off of worsening contact ratios will almost certainly be a rethink about workload, since making the job of a teacher look even harder won’t help recruitment into the profession.

There is one helpful point for the government in England, but probably not for parents, and that is the fact that in England children have no right to be taught by anyone with knowledge and training in the subject they are teaching. Indeed, in extremis – nowhere defined except in very vague terms – children can be ‘taught’ by those with no background knowledge or training in what they are asked to teach. So long as there are enough people willing to be teachers, then pay can be kept under control. And, as everyone knows, there are plenty of arts and social science graduates for whom a teaching salary can still look attractive.

Today The Pearson Group published its annual results. Might their experience point to another way forward? The substitution of capital – in the form of IT and AI – for labour? So long as the learner is engaged, as there are in higher education, this may well be part of the way forward. But, for those that see schooling as a struggle between the generations, rather than the development of future wealth and happiness, the physical presence of a teacher overseeing learning has much to recommend it.

Who that teacher might be, and how well they will be paid, will, I am sure, still feature large in the future debates about the economic of education.

 

Money for education

The DfE has published its annual retrospective look at the amount of money generated by education as an export industry. This implies either goods or services sold overseas or alternatively consumed and paid for here by non-residents. Now that the DfE includes both further and higher education the data can no doubt be more easily collated by one government department, although with the help of others along the way.

The latest set of data refers to 2016, although the technical note doesn’t seem to define what is covered. For fees, I assume it is the academic year 2016/17, but possibly for some other products and services, the calendar year 2016? This blog has commented upon the figures released for previous years and the trends seem largely the same; decline in language training income and from the further education sector, balanced by higher income form higher education fees still being reported and increases in equipment, publishing and awarding body sales.

Overall, HE accounts for two thirds of the income stream, so any slowdown in the world economy and post-Brexit departure or non-arrival of EU students will impact on the figures and hurt some universities in cash terms. There is also a sizeable research income attracted from overseas that may be impacted by Brexit, especially if some research teams move elsewhere.

Further education accounted for 6% of revenues in 2010, but by 2016 this was down to just two per cent. During the same period, English Language Training share of revenue fell from 14% to just eight per cent. High education increased its share during this period from 60% to 67%.

The total income from education exports increased between 2010 and 2016 from £15.88bn to £19.93bn.

With more UK schools opening campuses across the world, a proportion of their income will no doubt continue to find its way into future year’s figures once local spending has been accounted for. How far such growth can be set off against the loss of teachers from the labour market in England to help staff this export drive is an interesting debate that no doubt someone within government has had at some point. However, this transnational education activity has shown significant growth, especially in the schools sector, albeit from a relatively low base in 2010.

Some teachers returning from overseas may well bring back more cash than they had when they left to teach overseas, but such additional wealth for the country wouldn’t be captured in this data.

There is no doubt that education is a potential export growth area for the United Kingdom as a whole. New markets will be needed, especially post Brexit it there is a significant slowdown in revenues generated by higher education.

 

TeachVac – saving schools money

The EPI Report published earlier today, about school balances and the use of their income, especially by secondary schools, provides me with an ideal opportunity to beat the drum for TeachVac, the free recruitment site for teachers, where I am chair of the board.

Over the past four years, TeachVac www.teachvac.co.uk has built a brand from a standing start and at no cost to the public purse. Last year it matched nearly 55,000 vacancies for teachers in England with potential applicants from across the country. These teachers included, new entrants from training; teachers seeking promotion or just changing schools and returners, whether from a break in service or from working in a school overseas or in the further education sector that includes Sixth Form Colleges.

2019 has started where last year left off for TeachVac, breaking new records within the first week of January. Already, there have been enough new jobs in the first 10 days of January for teachers of Business Studies listed by TeachVac to absorb more than 10% of the new output from training this summer. This is a subject where the DfE really does need to review the bursary funding for trainees if schools are not going either to have to delete the subject or teach it with unqualified teachers or those with QTS, but no subject expertise.

As the DfE vacancy site, the only national competitor to TeachVac that is also free to schools and teachers, approaches full roll out we would invite detailed comparison between the DfE site and TeachVac on both technical features and cost per vacancy. If the DfE is paying too much for its site, then that is still money not reaching schools, but ending up in the pockets of a private company instead.

The TeachVac view is that the sector should be aiming for the lowest price recruitment site compatible with a level of service agreed as the gold standard by all participants in education. In my role as Chair of the TeachVac board, I have been disappointed about the willingness of those representing schools and teachers to even consider properly, let alone offer support, to initiatives by new entrants into this market aimed at saving their member money.

TeachVac has now established a global site for international schools around the world. With the experience of four years of working across schools in England, I believe that TeachVac Global can create the same market transformation as TeachVac has achieved in England.

One other advantage of handling nearly 55,000 vacancies a year through TeachVac is the research evidence it can provide. TeachVac will be shortly publishing its review of the market for senior staff, and specifically for primary headteachers in England during 2018. This will be the second such review, after that of the 2017 market review published last year.

Later, there will be a general review of the market for teachers during 2018, based upon TeachVac’s data. Some of that work will already have appeared in this blog as trends in the 2018 labour market became apparent during the year. This blog has already published some first thoughts about the 2019 labour market for teachers in secondary schools: more will follow as the market for September vacancies develops.

 

 

 

Your Future: Their Future – an assessment

Is it worth advertising on TV to recruit people into teaching as a career? The DfE clearly wanted to know the answer to this question and commissioned some research to look at their marketing campaign over a number of years. I wonder about the approach used, as it is a very econometric based approach and I have questions about such an approach. I also have concerns about the lack of knowledge on the part of the authors about the history of teacher recruitment. There is no evidence in the bibliography provided that they have read, ‘Teacher workforce planning: the interplay of market forces and government polices during a period of economic uncertainty’ that I co-authored with Olwen McNamara in 2012 and that appeared in Volume 54 of Education Research. This article would have provided some historical context to the issue of recruitment into training. Had they also contacted me, I could probably have filled in the gaps in their datasets as they related to applications and acceptance into training. They might also have looked at my 2008 publication for the think tank Policy Exchange, about trends in teacher supply.

There are also some questionable statements in the report. Perhaps the most obvious of these is on page 27 of the report, where it comments about the UCAS application process that:

As might be expected, applications are high as soon as the applications process opens, after which there is an on-going decay until the applications process closes. This pattern repeats every year. The data series is currently too short (two and a half years of data) to calculate seasonal indices. Historic data on UCAS applications over a longer span of time would lead to better models of UCAS applications and calculating seasonal indices could be attempted in the future when additional comparable data is available.

The first statement is only party true. It holds true for applications for primary, PE and history courses, not least because places in these subjects are filled quickly and are finite in number – see numerous posts on this blog about the application cycle over the past five years. However, that pattern is not true for many other secondary subjects,

In reality there are three parts to a typical application cycle: initial interest; a mid-cycle dominated by career changers and end cycle phase, where new graduates form an important part of the applicant numbers. This is obvious from the data I hold covering the past 20 years.

To my mind there is no doubt that marketing does draw attention to teaching as a career and the National Audit Office (NAO) might want to compare the DfE spend with that of the Ministry of Defence, where recruitment targets are a fraction of those for teaching, but TV advertising is a key part of the budget.

This report doesn’t really look into how well designed the campaigns were, and uses an approach that can ignore the various design element. Is the catch phrase ‘Your Future: Their Future’ any more memorable than ‘Nobody forgets a Good Teacher’? To me it is less memorable than ‘I was born in Carlisle, but the Navy made me a man’. How important is the cumulative effect of a campaign as opposed to its individual elements is also worth discussing?

This was an initial report, perhaps the NAO should now take the research on to answer the question about the value for money the DfE has obtained through its marketing campaigns for teaching as a career.
