750 not out

After celebrating its 5th birthday in January this year, this blog has now reached another landmark: the 750th post. The administrators tell me that means somewhere close to 450,000 words have appeared so far, with a word count averaging somewhere between 550-600 words per post: slightly shorter in recent years than in 2013 and 214.

Key themes in recent times have included, the place of local democracy in the school system and the recruitment scene for teachers, whether into teacher training or for the labour market for teachers and school leaders. This blog has published an analysis of the monthly figures from UCAS for applicants and applications to teacher preparation courses for graduates almost since the day it started. Those post followed on from a monthly review I wrote during the first decade of the century. It that case, circulation was only to a band of paid subscribers.

My involvement with TeachVac www.teachvac.co.uk and its global affiliate www.teachvacglobal.com has allowed me to make comments on the state of the labour market for teachers and school leaders in England. However, since much of the data TeachVac holds is unique to the company and TeachVac is a free to use recruitment site for both schools and teachers it isn’t a good idea to give away everything for free, so the data has been used sparingly on the blog.

How did this blog come about? Between 1998 and 2011 I wrote a series of columns for the Times Education Supplement, the venerable and much respected publication for the teachers and their schools. When I retired from their service, I wrote for Education Journal for a year or so, but was never really satisfied by being tied down again to a publication schedule: hence, eventually in 2013, the blog.

The nature of blogging provides freedom to the creator of the pieces to say what they want when they want. Originally, it was a blog about the numbers in education. To some extent it still is, but it has widened its approach, especially after I became a Liberal Democrat County Councillor in Oxfordshire in May 2013. My experiences with schools in Oxfordshire has resulted in a number of interesting posts since then, some of which have subsequently appeared in print in the Oxford Mail.

Where next for the blog? I suppose the next goal must be to reach 1,000 posts, probably by sometime in 2020. There is certainly enough to write about.

I would like to thank the many people that have added comments to the various posts over the years. There are some regular commentators, such as Janet Downs, and there are those that have just posted a comment about one specific post. Then there are the many people that have liked various posts. Thank you for your votes of support and appreciation.

The blog is mainly read by United Kingdom readers, although recently there have been more readers from the USA than in the early days and there has always been a small number of visitors from locations in different countries around the world.

If you have read this far, thank you for letting me indulge myself and I hope to keep you entertained, informed and possibly sometimes even educated.

 

 

Interesting news

So the THE is to be sold off from the TSL Group. https://news.sky.com/story/tpg-plots-break-up-and-sale-as-teachers-bible-hits-end-of-term-11411284 Where does this leave the TES and the education community it has served for more than 100 years? The new story says that:

The remainder of TES Global’s ‎business, which includes the magazine previously called The Times Education Supplement, is expected to be sold separately in the coming months.

As reported earlier on this blog, TPG acquired the TSL Group in July 2013. The accounts of TSL Group or last year, ending in August 2017 didn’t make pretty reading and I wonder whether predications for the outcome in 2018 could possibly be at the back of this move to split up the TSL Group, starting with the seemingly most saleable part of the business?

TPG has not made a total success of its venture from the Lone Star State into UK markets: think Poundworld and Prezza restaurants and the TSL Group makes the third less than financially satisfactory outcome. Still, TPG are large enough to take the hit and make use of any tax losses that might come with it.

There is still a great business to be had working with UK teachers and their schools as TeachVac has shown on the recruitment side and SchoolsWeek on the news side. However, the entry of the DfE into the recruitment market probably won’t make it easy to attract buyers for the TES part of the group unless they can see a clear strategy to create an integrated education news and information platform serving the whole education community including teachers, parents, administrators and the general public in a low cost environment that is entirely a digital presence.

As a former employee of the TSL Group, they bought my business in 2008 when the government was establishing the School Recruitment Service: a recruitment site that the TES no doubt helped reach a swift demise. I worked for TSL from 2008 until 2011 and then retired. The world has moved on since 2011 and the digital environment is much more organised than it was then as TeachVac has demonstrated in the recruitment field www.teachvac.co.uk in just four years from a standing start.

Protecting the teacher vacancy market must be a major concern for all interested in ensuring that schools can recruit and retain teachers and other staff in an orderly manner. Everyone needs to be thinking about the 2019 recruitment round to ensure that there will be a secure operational market place for vacancies for the whole of that round. What must not happen is a disorderly market that leaves schools and teacher struggling to know where to place and find vacancies. As Chair of TeachVac, I am not a disinterested party in this debate. At this stage it is merely a matter for concern. It must not become a real issue.

 

Vacancy war breaks out

The DfE’s rather muddled announcement earlier today of a service to clampdown on agencies charging schools “excessive” fees to recruit staff and advertise vacancies https://www.gov.uk/government/news/new-free-website-for-schools-to-advertise-vacancies was clearly written by a press officer that didn’t understand what was being said. Either that or the government is in more of a mess than I thought. Muddled up in the announcement posted on the DfE’s web page today are two separate and different services.

In one, the DfE announced that:

Mr Hinds will launch a new nationwide deal for headteachers from September 2018 – developed with Crown Commercial Service – providing them with a list of supply agencies that do not charge fees when making supply staff permanent after 12 weeks.

The preferred suppliers on the list will also be required to clearly set out how much they are charging on top of the wages for staff. This will make it easier for schools to avoid being charged excessive fees and reduce the cost burden on schools of recruiting supply teachers through agencies.

Such a service might backfire if it drove some agencies out of business and then allowed the remainder to actually increase their prices to schools.

However, it is the other service, starting now for a limited trial just after the end of the main recruitment round for September vacancies that is of more interest, as it directly competes with TeachVac www.teachvac.co.uk the free national service for vacancies that has been running successfully for the past four years. TeachVac was set up to do exactly what the DfE say they are now trying to do:

 To help combat these costs, the Secretary of State has announced a free website has been launched to advertise vacancies, which currently costs schools up to £75 million a year. This website will include part-time roles and job shares.

Well, TeachVac does all of that. Regular readers will know that I am chair of the company that owns and operate TeachVac and its international site Teachval Global. Why should the government want to destroy an already successful free service? Perhaps the teacher associations can tell me what see that will be better in the DfE’s offering? Certainly, the DfE won’t have access to the same level of real time job data as TeachVac that has already allowed us to comment on the problems facing schools in London and the Home Counties that have been trying to recruit teachers for September.

TeachVac will continue, as it is backed by its successful TeachVac Global arm that provides a similar paid service for international schools around the globe. http://www.teachvacglobal.com as well as its extensive data and associated businesses.

In the meantime, paid for vacancy services, such as the TES – also a player in the supply agency marketplace- eteach, SchoolsWeek and The Guardian must explain to their investors how they will combat another free service displaying teaching vacancies. Local authorities, don’t have investors to explain to, but could see their job boards affected by the DfE move, especially for posts in primary schools where they are often a key player in the local market.

But, for everyone the key question is, after two failures in this field, will the DfE be successful this time around? Judging by the quality of the announcement, there must be a measure of doubt, especially at the costs involved. Let me know what you think. Job listings for teachers

There was an interesting meeting/workshop at the DfE yesterday. The focus was on their embryonic (and expensive to produce) ‘job listing service’, to use its current working title. There were more DfE representatives in the room – were they being paid London salaries – than the whole workforce of TeachVac www.teachvac.co.uk that is located on the Isle of Wight. This is surely the sort of project that could have been outsourced to an area of high unemployment to boost a local economy, maybe it is and I am doing the DfE an injustice?

Anyway, private BETA testing is now taking place in part of Cambridgeshire and the North East of England. The aims include providing better data for the DfE. They won’t have any for this recruitment round, so they might like to view this post https://wordpress.com/post/johnohowson.wordpress.com/2542 where I commented on the situation in London.

Those of us attending the event were told not to take photographs of the slides of the entry screens to be used by schools to log jobs. However, anyone that wants to see what the system might look like has only to log on to https://nationalcareersservice.direct.gov.uk/job-profiles/secondary-school-teacher to have some sort of idea of what the site might look like, as the DfE team are using the gov.uk standards and templates from ‘scheme.org’.

In her introduction, the deputy director at the DfE responsible for this work area said the goals included:

  • reducing the time and cost to schools – TeachVac does both of these already and
  • making finding jobs easier – but no evidence was provided as to what was wrong with current job boards and other means of finding vacancies for teaching posts.

However, the Deputy Director did say that job seekers had told them that poor quality listings make finding jobs difficult. I challenged her to publish the evidence on this point, as TeachVac welcomes feedback and the team in Newport want to know if the DfE has evidence from users about TeachVac. Sadly, I didn’t receive an answer to the direct question.

There is a hunger out there for a vacancy listing service from schools and I believe TeachVac offers the best free national vacancy service currently in operation. TeachVac hasn’t required a penny of public money. If you agree there is a need, go to https://petition.parliament.uk/petitions/214287 and add your name to the petition. But also go to www.teachvac.co.uk and register as a teacher and make a free search. Then ask yourself what more do I need to know when looking for a teaching post? Let the team know your thoughts.

TeachVac may not look like a wonderful up to the minute site, but it works and you only see the front end screen when you register or change your preferences, so all the investment goes on making the system work for you.

TeachVac is a closed system – you cannot view all the jobs on offer and that is deliberate. No agency can download all the jobs. The risk of the DfE’s ‘open’ system is it provides an incentive for commercial companies to capture applicants – especially new entrants from training – and sell them to schools for a finders’ fee.

An outcome where the DfE destroyed the present market, only to create new commercial opportunities in the recruitment market at even greater cost to schools than the present system would not be a sensible or desirable outcome. But, it is a risk of the present approach using an ‘open’ system.

Is the DfE work value for public money/ That’s for others to judge, but if you haven’t tried TeachVac yet, www.teachvac.co.uk then please do so before making up your mind.

Teacher Recruitment

The Public Accounts Committee has today published a report in to teacher recruitment and retention. https://publications.parliament.uk/pa/cm201719/cmselect/cmpubacc/460/46002.htm Associated with the report they have published a letter from the Tes about their recruitment and CPD services. It may well be that the letter from the Tes was published because it corrected a perceived inaccuracy in the oral evidence as to advertising rates.

The PAC has asked the DfE to continue its work on a vacancy service, so I thought, for the sake of completeness, I would share the letter that TeachVac sent to the Committee via its Clerk last November. the letter has now been published by the PAC as part of the evidence relating to this inquiry: better late than never.

Retaining and developing the teaching workforce

I refer to the recent meeting of the Public Accounts Committee on the above subject. It was concerning to see the Department for Education is planning on spending significant money on developing a system for teacher recruitment that already exists and successfully meets their defined objectives. Their stated objectives were to provide a free service for recruiting teachers to schools which at the same time produced useful data about the teacher vacancy marketplace. A system that does just this has been extant since 2014 and now has more teaching jobs in England than any other service including the paid for recruitment providers. TeachVac produces daily data which is unavailable elsewhere and is completely free to schools and teachers. We have attempted to interact with the DfE team but the conversations about both the data we could make available to them and any modifications to the system they would wish to see have met with a desultory response at best. Considering that this system has cost the government nothing, meets their stated objectives and was developed by a team with some 60 years combined experience of this market, we wondered why the committee didn’t ask the DfE representatives about alternatives that would not impact the already strained education budget. I understand the work undertaken by the DfE so far has been using a third party company that has no experience of the rather different education recruitment market. It appears to have SRS written all over it, but I suppose the DfE will consider that it is ‘their’ system not someone else’s. At TeachVac, the development of another free to use service will not affect our revenues so our concerns are related to the waste of the education budget not our own finances. I would be happy to brief you or your Committee about how TeachVac provides an extensive and free service and the copious and detailed data we collect. I have attached two examples of this data, the first is a look at the problem one county’s primary schools are experiencing in appointing Head teachers and the second is comparative recruitment data for two schools in the same town an issue discussed during your hearing.

The DfE is now sifting through the responses it has received to the bids to develop a service. However, the service will miss the 2018 recruitment round and could have a profound effect on the stability of the whole market for teacher recruitment and, unless mandatory, the quality of the data collected will depend upon the degree of take-up by schools.

 

A National Vacancy Service

Tomorrow, the DfE is holding a meeting to brief recruiters about its plans around a service publishing vacancies for teachers and school leaders. In the light of the demise of Carillion, is this new service a move based upon foresight by officials of the need to protect services from private sector enterprises or a belief that State operated services can do the job cheaper than private companies?  This is an important issue, since there are many in the government and among its supporters that see nationally operated services, of the type a vacancy service would presumably offer, as little more than a return to recreating nationalised industries.

At this point I must declare an interest for new readers of this blog. Some years ago, I helped form TeachVac to provide a free national vacancy service for teachers and for schools to save money on recruitment advertising, through the use of modern technology to bring together schools with vacancies and those looking to apply for such posts. TeachVac www.teachvac.co.uk and its offshoot for international schools, TeachVac Global, www.teachvacglobal.com are now the largest since source for teaching posts in England and can help to attract teachers back to work in England. All at no cost to the public purse.

TeachVac also had the added bonus, of providing real time information on the labour market: something the DfE will no doubt also want to play up about their service. This week, TeachVac will have already a recorded record number new vacancies for teachers and school leaders since schools returned from holiday just over a week ago.

As I pointed out recently in the blog post about business studies teacher recruitment – blink and they are gone – a large proportion of vacancies recorded so far in 2018 are in and around London. As of yesterday, 58% of recorded vacancies in 2018 were from schools in London; the East of England or the South East with just 32% located in the other six regions. The percentage was the same for both vacancies in the primary and secondary sectors.

Is this because these areas are seeing the fastest growth in pupil numbers and are already adding new vacancies in expectation of their growing rolls? Is it because teachers in these areas are leaving in larger numbers. TeachVac Global is certainly seeing interest from teachers wanting to consider working overseas. Is it because these schools feel the new National Funding Formula doesn’t hurt as much as it could have done and they now feel more confident on their spending for 2018/19? There are other ways of answering these questions: TeachVac at least points out what to ask.

TeachVac will shortly be publishing two reports on aspects of the teacher labour market during 2017. One reviews primary school leadership and the other considers main scale vacancies in the secondary sector across England. Details of the cost and how to obtain them will be available on the TeachVac web site. As a free service, TeachVac is happy to discuss data provision for teacher trainers, schools, MATs, diocese, local authorities or indeed anyone interested in labour market real time data on teacher vacancies.

 

Not a surprise?

In my Review of 2017, I wrote that:

‘Although there have been changes in the junior ministerial ranks, the Secretary of State has served throughout the year and is now approaching the point in her tenure when she is in the zone where many politicians find themselves either changing jobs or being removed from office in a reshuffle.’

Lucky guess or just reading the political runes? I note that the TES expressed similar views, so perhaps the departure of Justine Greening wasn’t unexpected. Nevertheless, we must thank the now former Secretary of State for her calming period in office. If it survives, still no means a certainty, the National Funding Formula may be Justine Greening’s legacy from her time in office at Sanctuary Buildings. We now await the possibility of changes in the more junior ministerial ranks.

The new Secretary of State served on the Education Select Committee for a period after 2010 and we had this exchange when I gave oral evidence to the inquiry into attracting, training and retaining the best teachers, when I appeared as one of a panel of witnesses.

 Professor Howson: I can’t imagine that the CBI would be terribly happy if we took the whole of Oxford and Cambridge’s output to fill our 35,000 places. That is part of our dilemma. Yes, we want people who are as well qualified and able as possible, but we are not competing in a vacuum, and society as a whole has to decide where it wants to put teaching in terms of the competition for graduates.

Q149 Damian Hinds: Gosh-most people would say that teaching should be very near the top. McKinsey, BCG and Goldman Sachs can fight their own battles, but in society, we want teaching to be very high up on that list of priorities, don’t we?

Professor Howson: Then this Committee must recommend that the Government take actions to achieve that. As someone has already said, pay may well be one of those actions.

It will be interesting to see how quickly Mr Hinds acts to deal with the problems over teacher training numbers discussed in this blog and elsewhere during the past week. Perhaps he might like to create a specialist group to advise him on possible ways forward. I am sure that with his track record on social mobility including his role in the APPG on social mobility, he will find many willing to offer help.

Apart from teacher supply issues, Mr Hinds will need to look at the governance of the academy sector and how it relates to the remaining maintained schools. Having been educated in a faith school, he will not be unaware of the role such schools play in our system despite the increasingly secular nature of much of modern society. They may offer a model for cooperation that could plot a path to a unified system working towards the goal of greater social mobility that works not only for potential university graduates but for apprentices and everyone else in society.

School Recruitment Service Mark 2 announced

Yesterday, at the Public Accounts Committee, a senior civil servant announced the date for the DfE’s latest foray into the world of teacher recruitment. The DfE’s version of a vacancy service will go on trial in the spring. Over the past two months, I have written a couple of posts about the development of this service, first mooted in the 2016 White Paper and then, somewhat surprisingly, rating a mention in the 2017 Conservative General Election Manifesto. In the meantime, the DfE has been quietly beavering away designing their service.

With political backing of this nature, such an idea wasn’t going to be ditched easily, unlike the plans to offer middle leaders to struggling schools, unceremoniously dumped this time last year. So, I am not surprised by the latest announcement.

As regular readers will know, I chair TeachVac, http://www.teachvac.co.uk the free service for schools and teachers that has been up and running for the past four years with no government aid and is now the largest platform by number of vacancies for teacher vacancies in England. More recently TeachVac has expanded to handle vacancies in international schools around the world through TeachVac Global www.teachvacglobal.com

As TeachVac is free to everyone using it is England, competition from the DfE doesn’t both us; although I do wonder about the size of the DfE’s budget that will be needed to ensure the new product doesn’t follow the route to oblivion of the School Recruitment Service that was established and then scrapped a decade ago. Perhaps someone could ask a PQ or submit an FOI to find out how much money they aim to spend on marketing the trial next spring?

For paid providers of recruitment services, whether, either just vacancy advertisements or through recruitment services and teacher placements, the threat to their profits is more real. You only have to look through the accounts posted on the web site of Companies House to see how valuable teacher recruitment has been over the past few years and why the government might have wanted to offer an olive branch to schools by providing a free service at this time so many schools are strapped for cash.

As I pointed out when starting TeachVac, such a service, like TeachVac, also helps satisfy the National Audit Office’s remarks about the lack of data available to the DfE about the teacher labour market. What they will do with the data they will obtain we won’t know until 2020 at the earliest, as 2019 will be the first full year they will be able to obtain data for a whole recruitment cycle. However, by then Ministers won’t be able to fall back on just the data from the School Workforce Census.

TeachVac, now covers all schools state funded and private – I wonder whether the DfE will offer their service to the private sector – as it does with access to the Teachers’ Pension Scheme – or restrict it only to state-funded schools thus offering a lifeline to paid services.

Imitation is the sincerest form of flattery

In the DfE’s White Paper of March 2016 there was discussion of the idea of the need for a teacher vacancy portal. The Select Committee in the last parliament were also interested in the idea. As we also know for the NAO report of earlier this week, the DfE historically has had little handle on the necessary management information regarding the current working of the teacher labour market. It was, therefore interesting to receive the email detailed below earlier today from the DfE:

Thank you for your email. We [at the DfE] have recently started a 14-week ‘alpha’ development phase of the Teacher Vacancy Service project, and our focus is very much on user testing at the moment. We are hoping to engage again with vacancy suppliers shortly.

I would be delighted to hear from those involved in the ‘alpha’ testing phase at present so we can see how the DfE’s efforts match up against those of TeachVac and other suppliers such as the TES and eteach?

We know the DfE set aside a budget of £300,000 last autumn for some of this work. As TeachVac is free to schools and teachers, anything the DfE is going to do isn’t going to hurt our direct profits, as TeachVac makes its money in other ways. Whether it hurts other suppliers of vacancies will depend upon the model the DfE is proposing to use.

If it is a portal to redirect schools and applicants to suppliers and other job boards it probably won’t be public money well spent. If it is a foray from the DfE into the type of service TeachVac offers for free, then it will be interesting to see how the DfE’s ideas match up with what already exists. If the DfE is intending to drive down the cost of recruiting then it will certainly have an impact on those that charge for marketing teaching vacancies? They can argue the case as to whether or not it is good use of public money.

Either way, from the Fast Track scheme of nearly 20 years ago, through the School Recruitment Service of nearly a decade ago, to the National Teaching Service, abandoned late last year, schemes derived by civil servants don’t seem to have had a great success rate when they try to intervene in the labour market for teachers.

Nevertheless, as TeachVac www.teachvac.co.uk has demonstrated, there is a need for a service that is free to schools and teachers and also provides high quality data for those that want to understand the current labour market.

If the DfE version does not interact with independent sector schools, the private providers such as TeachVac, the TES and others will continue to have the edge over the DfE by offering a wider range of information about vacancies all in one place.

This week has seen a significant move forward in understanding the need for real-time vacancy information for the teaching profession. The DfE should now explain what they are proposing.
