Funding schools: how far to hypothecate?

No sooner do we have a National Funding Formula for schools than it starts to dawn on some people that’ equal’ shares may not be the best way to achieve the policy goal of levelling up outcomes. How funds are distributed to schools are key to education outcomes, and have been ever since the State mandated schooling as the default position for the education of children whose parents did not, could not, or would not make other arrangements.

At the heart of the debate about the distribution of funds are two key principles: equity and the identification of the point of decision on how to spend funds. For much of the past 100 years the issues around the degree of hypothecation of funds was centre stage. With the devolution of budgets to schools in the 1990s, this issue was replaced for a long period by the debate over how much cash should be allocated to schooling.

Of course, the problem of creating an education system where all may enjoy success meant that the issue of how funds were allocated didn’t entirely disappear from the political agenda. However, the simple view of a hard National Funding Formula approach that put the view that ‘equal means the same for all’ centre stage – except of course that pay differentials and London weighting meant that it was never as simple as some would have liked – gained supremacy in thinking, although there were always other exceptions such as Education Opportunity Areas.

Funding policy is now under scrutiny once again, with the national levelling up agenda taking centre stage in the political agenda around policymaking. This policy hasn’t been fully worked through in terms of what it means for education and the hypothecation agenda. I wrote in an earlier blog post about how you enforce retention payments to teachers if that is a mechanism to be used in the prosecution of levelling up. This week there have been two helpful additions to help the discussions on the funding debate. The House of Commons library has published a research briefing, excellent, as always, on School Funding https://researchbriefings.files.parliament.uk/documents/CBP-8419/CBP-8419.pdf

Teach First, the charity whose aims now extend well beyond just training teachers to work in schools with high levels of disadvantage pupils, has published a  report around rethinking the Pupil Premium Rethinking pupil premium: a costed proposal for levelling up | Teach First The Pupil Premium is, of course,  a great example of a semi-hypothecated grant to schools, in that its criteria for distribution are made clear, but its actual use by schools is not determined closely as part of the funding.

At present, different rules also apply as between maintained schools and academies and Academy Trusts in how funds distributed through the National Funding formula may be aggregated to cover central costs. This is an interesting area of the hypothecation debate that merits further discussion.

But in the end, decisions about the allocation of funds will always be in the hands of those that provide the funding. Local council taxpayers can be grateful that funding schools is no longer a part of their costs in urban areas. In the countryside, and where there are large bills for special needs transport, it is a different matter, as school transport costs are left to local council taxpayers to cover.

Schools and their teachers

Today, the DfE published it annual update of statistics about key features of the school system in England. https://explore-education-statistics.service.gov.uk/find-statistics/school-workforce-in-england for the school workforce based upon 2020 census taken last November and https://www.gov.uk/government/statistics/schools-pupils-and-their-characteristics-january-2021 for school, pupils and their characteristics based upon January returns.

There are a mass of data in the two publications that will take time to work through. One highlight is that the percentage of teachers retained after one year of service continued its downward decline, but retention rates for those with longer service reversed the downward trend of recent years to register improvements. This may, of course, be due to the lack of opportunities for new jobs, both within and outwith schools that was the result of the covid pandemic. The 2021 census will confirm whether this is a reversal of a trend or just a blip.

It would be necessary to see the actual numbers and not percentages and the balance between the primary sector and secondary schools before commenting in detail on the one-year retention rate decline. The start of the reduction in primary rolls might have meant some temporary posts weren’t replaced, but the data in its present form cannot answer that question.

England is increasingly being divided into two nations in terms of the ethnicity of its teaching force. The North East still has 99% of its primary, and 98% of its secondary teachers classified as White, whereas Inner London has 27% of its primary and 35% of its secondary school teachers classified as from minority groupings. These percentages in Inner London have been increasing steadily over the past five years. There are policy implications behind the percentages, especially when the percentages are disaggregated to local authority levels. What are the consequences for Society as a whole if this uneven distribution continues?

One outcome arising from the pandemic has been the increase in pupils claiming Free School Meals – up from 17.3% in 2020 to20.8% in 2021. This represents some 1.74 million pupils. Over 420,000 pupils have become eligible for free school meals since the first lockdown on 23 March 2020. This compares to 292,000 for the same period (March 2019 to Jan 2020) before the pandemic. However, due to the change in Pupil Premium rules schools will not fully benefit from the funding through the Pupil Premium and Catch-up funds that are linked to Free School Meal numbers. As the Jon Andrews of the Education Policy Institute notes:

“Today’s figures are a further indication that the government’s change to how the pupil premium is allocated means that pupils and schools are now missing out on vital funding. These losses are found not only in the pupil premium itself but in other areas such as catch-up funding for disadvantaged pupils, which is closely linked to it.

“The Department for Education should now publish its analysis of the impact of this decision on pupil premium allocations and clarify whether any savings from this have been redistributed.”

The number of unqualified teachers has remained broadly stable across primary, secondary and special schools for both male and female teachers with a slight downward trend in the primary sector for the number of unqualified female teachers.

ITT: hiccup not a change in direction?

Secondary schools across England might want to start thinking about their staffing needs for 2022 and 2023. Evidence from the data released earlier today by UCAS about application levels for postgraduate ITT courses reveals some disturbing trends.

This time last year, the pandemic caused something of a flurry of applications to train as a teacher. Applications have continued to increase this year and are currently about 24% higher for primary sector courses- why supply is generally adequate – but only 10% high for the secondary sector overall. Within that sector there are some significant increases, but also some worrying numbers in terms of applications.

Looking at the key curriculum subject,s there must be concerns that in IT, design & technology, geography, languages, business studies and physics there will not be enough applicants of suitable quality to meet the number of places on offer. In business studies and physics there are more applicants than last year, but current trends suggest that unless there is a wave of new graduates seeking to enter teacher preparation courses over the summer the targets won’t be universally met.

In languages, the total number of applications this years is down in most languages on the May 202 number. The same is true for design and technology, where applications are down from 1,190 in May 2020 to 980 this May. So, far only 260 applications have been offered places, with just 30 fully placed.

A significant proportion of the increase in applications are in subjects such as history (+1,100) PE (+1,000) and mathematics (+1,830), whereas geography has 650 fewer applications than last year and biology around 2,000 fewer. History and PE are not subjects where more applicants are needed to meet targets, although more should equate to more choice and better teachers.

These numbers don’t suggest a golden age for secondary school teaching as a career, and should do more than cause a pause for thought at the School Teachers’ Review Body.

In the North East region the number of applicants, at 1,450 this May, is actually around 50 below the figure for May 2020. Fortunately, in London there are some 1,300 more applicants than last year and around 700 more in the South East. Applicants are also still remaining in the process, withdrawals are holding at 23% of applications, and are only up from two to three per cent of applicants.

Another interesting straw in the wind is that there are has been virtually no increase in applicants over the age of 40 when compared with May 2020 total for this age group. Younger career switchers are still looking at teaching as a career, but the increase in new graduates still remains sluggish. This is an area where better data would help flesh out the real picture in the secondary sector. How many of the applications for PE have come from personal trainers that have seen their business disappear? And why are applications for design and technology so low. At current levels, it is difficult to see a future for the subject in our schools, a point made in the past by this blog.

Finally, the Postgraduate Apprentice route seems to be heading towards a situation where it will take over from the School Direct Salaried route. How much longer can that route survive with less than 200 offers in the secondary sector, and fewer than 400 in the primary sector?

If there is not an influx of applicants in some subjects between now and the start of courses, then schools will find recruitment in 2022 challenging. If these numbers are a portent of a decline in interest in teaching, then the levelling up agenda may well be wishful thinking, unless a new strategy for teacher supply is introduced.  

Another nail in the coffin of 3-tier schooling

Somerset County Council is to reorganise some of its remaining three tier schools into a more usual pattern of primary and secondary sectors according to a BBC story.

Somerset County Council has approved changes to nine schools in the Crewkerne and Ilminster area – saying that while the majority of responses to a public consultation had opposed the plans, no viable alternatives had been put forward. Pupils in the schools will move from a three-tier system (infant or junior, middle and upper) to a two-tier system (primary and secondary), with the change prompted by financial instability resulting from low pupil numbers. The Cabinet member for education and transformation said the decision marked a “significant milestone” following a “long and difficult journey”. https://www.bbc.com/news/uk-england-somerset-56430254

Three tier patterns of schooling, similar in nature to the private sector, pre-prep, prep and secondary school model were introduced into the state system in the late 1950s and early 1960s. Usually they were introduced in response to both the move towards non-selective secondary education and the most efficient use of school buildings following the requirement of the 1944 Education Act to remove the remaining all-age elementary schools. All-age schools became briefly fashionable again with the advent of academies, but I have yet to see any research evidence of whether they work any better than the dominant system with a break at eleven.

A few three tier systems still linger on, especially in Northumberland and a few other areas, but for the past two decades authorities have been unwinding most of the systems. There were two models at the height of the three tier approach. A switch to secondary at age 12, where the schools educating children up to twelve were regarded as primary schools and those with a break at 13. The 9-13 schools in those systems were regarded as secondary schools. This compromise affected the funding arrangements for pupils depending upon which system was in operation. Buckinghamshire used the former system whereas Bedfordshire chose the latter.

In Oxfordshire, the City of Oxford, in 1974, at the point where it lost its status as a County borough and became a district council with no further responsibility or schooling, opted for a three tier system of schooling, even though the rest of the county had opted for a two tier comprehensive system. In those days, the city was run by a Conservative administration, and there are those that think the choice of a different system to the county system reflected a view on the loss of perceived status by the city politicians. Certainly, it took until the end of the 1990s before the county achieved a single unified system of education. That lasted a mere decade before the arrival of academies once again fractured the landscape asunder.

Three tier systems had some impressive supporters including Sir Alec Clegg in the West Riding of Yorkshire. But, in the end, they were never destined to be more than a footnote in the history of state schooling in England.

8th Birthday

Today, 25th January, is the 8th birthday of this blog. Last year the blog’s 7th birthday was a very special occasion, as it coincided with the 1,000th post. This year, the blog has reached 1,106 posts, including this one. Last year, in the celebration post, I mused about stopping at 1,000 posts as viewer numbers were falling away. Throughout the spring there were relatively few posts, but then came the pandemic and a new impetus to communicate education stories.

The blog has also found a new audience in the USA, were visitors numbers have never been higher than in the past six months. Indeed, the autumn witnessed a resurgence in readership, with views in October 2020 being higher than in any month since January 2018, when the fall off in views started; reaching a low point in February last year, of fewer than 20 views a day that month.

The most read post of the past twelve months was the one about the PISA Study entitled ‘Poverty is not Destiny – OECD PISA Report’ that has had 1,592 views since it appeared on the 30th September 2020. I hope that the most recent post ‘Jacob’s Law’ will do similarly well, as it also deals with a very important issue.

In the past year, the posts have totalled some 63,000 words, for an average of around 550 words per post. That’s close to my aim of creating easy to read posts of around 500 words. There have been 128 likes of the posts, and 75 comments, including my responses to comments from other people.

The past year also witnessed the 50th anniversary, earlier this month, of the start of my teaching career, and I celebrated that event with a special post.

The covid-19 pandemic has shaped all our lives, and the lack of statistics, not least about attainment, has influenced what posts could and could not be scribed. The blog still aims to look at stories behind the numbers, but also now ranges more widely across the education landscape.

Today also makes a special day for TeachVac, the free job board for teachers www.teachvac.co.uk where I am chair of the Board. A significant milestone in registered users was passed today. The platform has retained some 77% of all registered users, a higher figure than this blog. But, then it serves a different purpose.

So, what lies ahead? I hope to keep this blog going for another year, and aim to reach its 10th birthday in January 2024. However, other distractions could always mean a premature end to my writing, especially if viewing figures once again slide away to a level where the effort does not seem worthwhile.

DfE to review ‘Children’s Social Care’

Last week the Secretary of State for Education announced a  ‘wholesale independent review of children’s social care will set out to radically reform the system, improving the lives of England’s most vulnerable children so they experience the benefits of a stable, loving home.’ https://www.gov.uk/government/news/education-secretary-launches-review-of-childrens-social-care

According to the DfE, ‘the review will reshape how children interact with the care system, looking at the process from referral through to becoming looked after. It will address major challenges such as the increase in numbers of looked after children, the inconsistencies in children’s social care practice, outcomes across the country, and the failure of the system to provide enough stable homes for children.’

These terms of reference remind me somewhat of the Carter Review into ITT, similarly led by a chair with links to the DfE. This review comes after a period where successive Ministers have not seemed much interested in this part of the work of the DfE.

I hope the review will tackle the issue of the relationship between social work and education. Should the social work part of the system be re-integrated with adult social work in local authorities as a family service; removed from a joint service with education to create a distinct service reporting to a cabinet member in each local authority and with a statutory head of service or remain as it is?

The present system of a hybrid department worked when schooling was travelling towards a national service under Labour and Michael Gove’s academy programme. Now it sits less well with a director often taking strategic decisions about an area of operation where they sometimes don’t know the right questions to ask.

Education departments should retain responsibility for the Virtual School and also need strengthened powers over in-year admissions for children taken into care required to move school. This blog has made that point several times.

I favour a new service for children operating under a cabinet member in each local authority and supported by a corporate parenting committee or scrutiny panel. Each local authority should have a Children in Care Council run by young people that regularly surveys the views of the young people themselves.

I recall being powerfully moved after reading a poem written by a child in care about coming home and finding all her possessions in a couple of bin bags waiting in the hall for the social worker to arrive to take her to a new foster placement. No wonder these children are often troubled and not easy to teach at school.

Every ITT course should be addressed by both a child in care and an adopted child so that trainee teachers can confront the reality that they may never have experienced in their own lives.

Finally, I hope that the review is not long and drawn out, but reports quickly and that there will be the funds to back up its recommendations. These young people should no longer be left on the margins of society.

World Statistics Day

Today we recognise the power of statistics for both good and evil. Many years ago, when I was teaching geography in a school, I would ask my A level groups to at least audit, if not actually take, a course in statistics. As well as informing their general education, the course also helped with their understanding of the geography syllabus of the 1970s that was rapidly changing from mere descriptive and clerical tasks to a more analytical approach to the issue of ‘place’.

At the same time I was persuading my Year 7s to play games. The farming game and the railway game were two favourites. Both helped instil collaborative learning skills plus discussion about issues such as risk and probability.

One spin off from this interest in statistics was the ability to help students remember that temperature was continuous and rainfall intermittent, and thus one was represented by a line on the graph and the other by columns. There is an interesting debate to be had about when discrete data becomes continuous because of the length of the time series? Good question for today.

One of the earliest research projects I ever encountered was conducted by a lecturer at LSE who was counting the number of phone calls between different settlements in South Africa and creating some form of density map. The clerical work, pre-computers, took a whole summer. Now it might take just a few minutes. However, working through the data, town by town, created a feeling for ‘rightness’ that can be lost when a computer spills out the results. The ability to estimate when a number is in the right relationship to those around it is still a key skill.

Playing with information, not statistics, led me into the world of teacher supply via the database of leadership vacancies I started in the early 1980s. Later today, I will participate in a call set up by civil servants to discuss the replacement for the Teacher Supply Model. I think this will be the fourth or fifth iteration of such models to decide how many teachers we need to train each year. Watch out for more on this in a later post.

The School Workforce Census is a great improvement on what went before. However, despite the publicity for the new approach to displaying government statistics, I have some reservations. Perhaps, this is just my age showing, and I need to find some YouTube videos to help me learn new skills.

Understanding data in all forms has never been a more important prerequisite for those making decisions about our lives as the present pandemic has clearly demonstrated. A classical Oxbridge education might have been valuable as a foundation of a career in politics during previous generations. Surely, it is not adequate for leaders in the modern world.

Let us celebrate World Statistics Day by counting the number of different statistics we see during the course of the day. More than we might imagine.

Social mobility requires teachers

Living and working as I do in Oxford, I am not surprised about the Sutton Trust and the Social Mobility Commission findings, published today, about the importance of private schools in the education of those at the top of many career ladders. These universities, and others in disciplines not addressed by Oxford and Cambridge, will always turn out those likely to become the leaders in their chosen fields.

The debate sparked by this fairly commonplace research, but nevertheless worthwhile as a reminder of the real world, has been mostly about how to create access to these universities for a wider group of students? Both Oxford and Cambridge are now creating schemes to take more pupils from a wider range of backgrounds than when the present leaders in society were heading for university all those years ago.

However, for me, the key issue remains the need to provide enough teachers all of whom are inspiring for all pupils in our schools. To further the Oxford theme, BMW don’t want to produce any sub-standard cars at their Cowley plant, and they put in place quality assurance mechanisms to prevent that happening. Politicians on the other hand don’t view schooling in the same way. Parents are required to educate their children, but if they trust the State to undertake that education, there is no guarantee of quality or even, as recent data about pupils with special education needs has revealed, a guarantee of a school place.

One issue that I have raised consistently over the past two decades is that of the credentials that teachers need in order to teach. For teachers in the secondary sector, subject knowledge, a knowledge of pedagogy, and the ability to marry the two together, are, in my view, vital in allowing teachers to teach their subject, especially as it become more complex to understand and explain.

However, governments of all persuasions have continued to remain satisfied with a minimum standard that allows those with Qualified Teacher Status (QTS) to teach anything to anyone of any age in schools. Indeed, thanks to Michael Gove, you don’t even need to have that basic qualification to teach in most state-funded secondary schools these days, and teachers trained in a range of different countries have automatic right to obtain QTS.

Is this minimum standard, with no requirement to keep it up to date during a teacher’s career, still acceptable in the 21st century? Well, it allows Ministers to talk of record teacher numbers, not of record shortages of teachers equipped to teach physics, business studies or many aspects of design and technology.

This lack of respect for parents and children by a state system that is not staffed by teachers knowledgeable in their subject lies behind a large part of why some children, however able, cannot reach our top universities.

A labour market based upon open competition, with schools increasingly setting their own pay rates, favours schools with access to more funds. These nearly always aren’t the schools in the most deprived areas: those schools also lack access to the same degree of parental funding and support, whether through direct monthly cash payments or by parents paying for private tuition that help keep up a school’s outcomes.

Bumping along the bottom

The alternative title I thought about for this commentary on the February 2019 UCAS data about applications to post-graduate teacher preparation courses was, ‘the Goldilocks effect’; some good; some bad and some results in the middle. Indeed, the final outcome of this year’s recruitment round is more difficult to call than for many years. The outcome is likely to differ by individual subjects.

However, one trend that is becoming apparent is the continued decline in interest from applicants in non-EBacc arts and quasi vocational subjects. Thus, art, music, design and technology; computer studies and business studies are all either recording new lows in the number of offers for February or are bumping along the bottom. The government must look seriously at this problem if it does not want to impoverish a future generation of school students and wreck many important export earning industries by depriving them of home grown talent first nurtured in our schools.  By the same token, the independent schools ought also to be worried about this trend, to the extent that they recruit trained teachers with QTS.

As might be expected, history, geography and biology are performing well in terms of the number of offers that have been made. Biology will help ensure there will be sufficient teachers with a scientific background in 2020, even though chemistry and physics are in a similar position to this point last year. Both these subjects are unlikely to attract enough candidates to meet the Teacher Supply Model requirements on the present trajectory for offers.

Overall, applicant numbers, at 18,510 on the 18th February this year, are similar to the 18,830 recorded on the 19th February 2018, but still well down on the 24,700 of February 2017. It is worth recalling that in February 2012, without the School Direct route applicants, numbers stood at almost 35,000, not far short of double where they currently stand.

There is more detail about applicants than applicants in the data. Applications for primary are down on 2018 at 24,710 compared with 26,430 in 2018, but applications for secondary subjects are higher at 28,380 this year compared with 27,910 in February 2018. That could mean about 200 more applicants spread across all the different subjects.

Looking at the applications in more detail, primary higher education continues to witness a decline in applications, down to 10,680 this year from 12,570 in 2018. On the other hand, School Direct Salaried plus Apprenticeships are up by around 600 applications.

In the secondary sector, higher education still dominates applications, although School Direct fee applications have seen a significant increase, from just over 8,000 applications in 2018 to 9,000 this February. However, applications for School Direct Salaried plus Apprenticeships are still below the February 2018 figure in the secondary sector.

Young graduates and final year undergraduate applicant numbers are almost back to last year’s, level in terms of overall applicants, but young career changes are still behind the number of applicants at this point in 2018. Compared with the 10,671 men that had applied for courses in 2012, the present number of 5,900 male applicants, including the School Direct applicants, is probably little more than half the 2012 total.

Still, Mr Gibb should be pleased that two thirds of applicants have been made an offer, although only 330 have been unconditionally placed. Nevertheless, making offer to two out of every three applicants is a very generous ratio indeed.

 

Trends shaping Education

In a recent post, I wrote about the effect of the housing market on schools and what might happen if there was a slowdown in transactions. Interestingly, the OECD yesterday published a much more high level approach to the same sort of question. Previous editions of the book appeared in 2008, the first edition, and then in 2010, 2013 and 2016.

This time the authors have identified a number of key themes; shifting global gravity towards Asia and China in particular; public matters; security; living longer and living better and finally, modern cultures.

Some of these trends have already had an impact on education on England. Michael Gove tried to kickstart the learning of Mandarin in schools. However, in terms of what is being taught, it is still way behind common EU languages spoken by our neighbours, but few others around the world.

Security in schools became a big issue in England after the classroom shooting at Dumblane in the 1990s, where the concern was about intruders entering schools. In more recent times, the concerns have been about ensuring pupils, especially very young ones, cannot leave without permission. How far should schools be fortresses?

With the increase in school shootings across the USA it often seems that arrival and departure times are the greatest risks for schools, certainly in the USA, rather than planned meetings with the head teacher. Total security is probably almost impossible to achieve without a huge investment in time, effort and resources. I recall visiting a high school in New York almost 20 years ago where there were metal detectors for all to pass through. Yet, there had been a shooting the previous day, with the weapon having been passed through an open window to avoid the detection system.

As we are living longer, we are also creating fewer children, despite the current bulge hitting the secondary school sector. Schools are often seeing older parents than a couple of generations ago and that may mean these parents know more about life and are more prepared to stand up for their perceived rights. This can make the job of being a head more demanding and reduce the number of teachers willing to take on the role.

Living longer means some teachers are happy to retire later, thus helping the teacher supply situation. Should the DfE run an ad campaign along the lines of ‘one year more’ and provide a bonus for those taking later rather than early retirement?

I think the current technological revolution will impact very heavily on schools and education. One year the big CES exhibition held in Las Vegas every January will major on technology and education not widescreen TVs or health devices. Not sure when, but it will happen and will challenge our whole notion of schooling and education and the link between the student, their family and educators.
