This is the stark warning to schools across much of Southern England that may need staff this September and especially to secondary schools. TeachVac www.teachvac.co.uk data has shown that the first three weeks of January have witnessed a continuation of the trend at the end of 2021 with a considerable increase in vacancies recorded.

TeachVac hasn’t changed its vacancy collection methods since 2020 but it has seen vacancies listed in the first 19 days of the month in 2022 increase by 14% over the recorded numbers recorded in early January 2020 pre-pandemic, and by a whopping 135% over the depressed level of last January.

As reported in a previous post, design and technology staff will be especially hard to recruit in 2022. Already in 2022, vacancies recorded are 48% up on the same period in 2020. Vacancies for teachers of music are up by an eyewatering 73% on 2020 vacancies in early January.

All these vacancies mean that the pool of new entrants will be reducing at a faster rate than in previous years. High quality trainees will be offered vacancies by schools that understand these trends and are aware of the state of the pool of trainees, either because they run school-based programmes or because their mentors have told them what higher education providers are saying.

Wish list for the new Secretary of State

The replacement of Mr Williamson as Secretary of State probably wasn’t much of a surprise. There isn’t a manual on how to handle a pandemic, but some issue were pretty obvious from really early on. Strategic thinking isn’t easy, and UK corporate management has not always managed it, so we shouldn’t be surprised that some Ministers don’t find it a real challenge.

Anyway, we have a new Secretary of State, and here are some of my top issues for him to consider.

Consider raising the free transport age for students from 16 to 18. The leaving learning age has now encouraged staying-on, and it is time to help the levelling up agenda by ensuring 16-18 year olds receive the same treatment in terms of transport as when they were at school. There would be a cost, not least because some 16-18 year olds attend further education colleges some distance from their homes, but the present arrangement affects the choice some 16 year olds make about what to study.

Finally remove the ability of schools to handle their own in-year admissions and create a common local scheme, as for September admissions. This would help both parents and local authorities ensure a place for children forced to move during a school year. Schools might also review their induction arrangements for such children to ensure they aren’t overlooked and set up to fail.

Take a long hard look at the teaching profession in the light of the market review. Make objectives clear. Can we construct a system than ensures enough teachers in the right places for all schools using a preparation route appropriate to the individual, whether they be a school leaver; a new graduate or a career changer. Encourage more under-represented groups into teaching and ensure the preparation course is financially fair to all and not a burden to some while others receive a salary.

Make the term teacher a reserved occupation term so that those banned from teaching cannot still use the term. teacher

Make a teaching qualification less generic. For a start, make it the right to teach either primary up to eleven or secondary not below eleven, and abolish the ‘middle’ level route. In the longer term make it more specific in relation to subjects and specialisms within the primary sector. And do something about qualifications and staffing for the growing SEND sector where there are often more unqualified teachers than in other sectors. At the same time review training numbers for educational psychologists and other allied professions that support our children and their schools.

Look at what funding might do to small primary schools now the birthrate is falling. Decide whether keeping schools in rural communities is a sensible idea or whether government is prepared to see many closures as school become financially non-viable due to restrains on per pupil funding.

There are no doubt many other issues, not least the future of expensive public examinations at age 16 and the content of a curriculum for the 21st century in a multicultural society, along with issues about school meals, uniforms and the developing gender agenda.

OECD’s Bill of health on teachers

Today the OECD publishes their latest TALIS report. (Teaching and Learning International Study) This report is about teachers and school leaders as lifelong learners. In addition to the full report, there are digests of the evidence from particular countries produced as separate country reports. It is important to note that the country report is headed England (UK). I assume that it is just schools in England included. This is important since education is a devolved activity.

When reading the report it is also of importance to start from the end and to note that the response rate from teachers and school leaders in England was generally only regarded as ‘fair’. Indeed, in some aspects the response wasn’t very far above the level regarded as too low to use in the survey. The other caveat, as far as I am concerned, is around the term ‘lower secondary’. This is not a discrete phase in England except in Central Bedfordshire, Northumberland and a few other towns around the country where 9-13 middle schools still exist, and, of course, in the independent sector where many ‘prep’ schools can be regarded as partly covering the lower secondary age range.  This may especially affect views on the nature of principals as, presumably most replying from the state sector in England were head teachers of secondary schools.

Almost all secondary teachers are trained through the post-degree professional training route, whether that training is in universities, SCITTs or schools. That is not the model throughout much of the OECD, where teacher preparation often still occurs alongside the acquisition of subject knowledge.

What is interesting is the relatively small degree of change recorded on a number of the items between the 2013 and 2018 TALIS studies, at least as far as England is concerned.

As the retirement boom of the first decade of this century fades into history, it is clear that the teaching force in England is generally younger than in many OECD countries. There is a slightly higher proportion of men in the workforce than across the OECD at 36% compared to 34% as the OECD average, but fewer women are principals – 41% against the OECD average of 47%. As a result of the age profile, the average length of service of a teacher in England is 13 years, compared to the OECD average of 17 years and more than 20 years in the small Baltic States.

Length of service is important in how it can affect attitudes to professional development. Older more experienced teachers may take a different attitude to professional development than that of teachers in the first few years of their careers; I dislike the TALIS term of ‘novice teacher’.

The BBC have chosen to highlight the issue of cyber-bullying and the fact that head teachers in England are more likely to face problems with pupils bullying online and misusing social media than in any other developed country. However, there seems to have been little change in classroom behaviour faced by teachers in England between the 2013 and 2018 studies.

Finally, although teachers saw the need for more funding and resources, the response of teachers to increasing their salaries was below the OECD average. This is despite teachers in England not being as well paid as those in many other OECD countries.
