Yes, Minister, you did know there was a problem

School building is an important, but not usually politically interesting, subject. As a result, it is an area of policy often overlooked when policy changes such as academisation are introduced. However, schools do need buildings, and a prudent government would ensure that those building were fit for purpose. For those that follow education, the present crisis has been brewing for some time, and RAAC is only one part of a much bigger issue.

Para 15 In seeking to increase choice, introduce innovation and raise standards free schools often meet a demographic need for new school places, but they are also creating spare capacity, which may have implications for schools’ financial sustainability. By September 2016 the Department had opened 429 new free schools, and plans to open 883 in total by September 2020. The Free Schools Programme aims to give parents more choice and increase competition between schools, and thereby improve the quality of education. Free schools also have a role in meeting local need for new school places. There can be an inherent tension in the extent to which they can meet these aims cost-effectively. The Department estimates that some of the places in 83% of the mainstream free schools approved since September 2013 address a need for more school places. It also estimates that 57,500 of 113,500 new places in mainstream free schools opening between 2015 and 2021 will create spare capacity in some free schools’ immediate area. Spare capacity can affect pupil numbers, and therefore funding, in neighbouring schools. The Department’s data indicate that spare places in 52 free schools opening in 2015 could have a moderate or high impact on the funding of any of 282 neighbouring schools. The financial sustainability of free schools themselves may also be affected if a significant number of their places are not filled. The Department assesses financial viability as part of the process of approving free school applications. It has also sought to assess whether creating free schools is having the intended effect of improving educational standards through competition but the sample size is currently too small to draw meaningful conclusions.

Even more telling is this paragraph a little later in the Report

Para 2.22 The Department expects the condition of the school estate will worsen as it cannot fund all the maintenance and improvement work required. The way the system works adds to the risk that the Department may not achieve its aim of preventing buildings that are in reasonable condition from deteriorating. (bold added by me).

There is no denying that capital project funding in the school sector is complicated, and that the demise of a middle-tier knocked away some of the props underpinning the operation of our schools. The DfE has been warned on many occasions that the academy programme meant that it would be running schools in manner it had never previously experienced. Such operational oversight included the capital programmes of which there are three.

Replacement of existing stock – successive governments have ducked this issue, except during periods of falling rolls when new places are not required. A combination of increased house building and a significant upturn in the secondary school population, plus the extension of the learning leaving age to eighteen all during the last decade of conservative government can explain the pressure on the replacement budget, but cans kicked down the road don’t disappear for ever, as the government is now discovering.

New or replacement build out of revenue reserves – some school buildings have been built by schools underspending their annual revenue income and capitalising the cash into a new building. I have long deprecated this approach. My view has always been that revenue income is for spending on today’s children and not for saving up for future generations and new buildings: not a view all accept.

One implication of this practice is that the DfE may not know which of these building constructed from revenue funding contain RAAC, especially if built by Grant Maintained Schools and academies free from local authority oversight.

The government is currently trying to contain the size of the problem by focusing on RAAC, but asbestos and other issues mean, as the NAO identified in 2017, our school estate is not in good shape. The kicker has caught up with the can, and cannot easily kick it any further away.

Marking time between PMs

The current political turmoil at Westminster has led commentators and journalists to suggest that the Schools Bill is now effectively dead in the water. The Bill had been struggling ever since it was introduced into the House of Lords and then received a right mauling, such as Upper House can sometimes deliver. Even Tory members of the ‘revising chamber’ seemed unimpressed by their own government’s attempts at reform. The strongest support at that point in time seemed to come from the bench of the Lords Spiritual in the form of the Church of England Bishop with the speaking rights for their schools.  

So, while the DfE also waits to see whether kit Malthouse joins the ranks of those passing through Sanctuary buildings or will be allowed to stay on in post as Secretary of State by the next prime minster, what might civil servants do with their time if the Bill has effectively been dropped?

Personally, I would like to see the regulations for in-year admissions updated to provide more power provided for local authorities, especially with regard to children in care and those with an EHCP that move into a new area. These are some of our most vulnerable children, and the present system of opt-out by academies for in-year admissions sometimes doesn’t help their education.

I have called this a need for a Jacob’s Law to change this situation, but in reality, it doesn’t need a law, just a change in regulations and secondary legislation.

The last two White Papers have both contained references to returning control of in-year admissions to local authorities and the government has confirmed that to do so doesn’t need primary legislation.

The loss of the Schools Bill also puts at risk the idea of a register of young people of school age. Such a list would allow movement of young people to be tracked and make it harder for children to disappear off the radar. Not impossible, because parents can take drastic action such as disappearing overseas, but at least it might help policymaker understand the extent of home schooling and encourage debate about the rights of children and their parents to education and what that term actually means in the modern age?

Potential new teachers?

Will the announcement of a pause in recruitment to the prestigious Civil Service Fast Track Scheme be good news for teaching? In an attempt to cut back on the number of civil servants, the government is considering not recruiting to the Fast Track Scheme for ayear, according to some newspaper reports. This is a dangerous move for long-term workforce planning, as some police forces discovered when recruitment was frozen for constables.

However, a large number of graduates looking for a career and not able to join the civil service might mean some will consider teaching as an alternative career. So, it might be a silver lining for teaching, although we probably don’t need more history graduates applying to become teachers.

Alternatively, universities might find more applications for one-year higher degrees increases as potential candidates wait out the recruitment freeze by acquiring a further qualification.

Much will depend upon whether the labour market for graduates remains competitive or whether the worsening economic situation once again makes teaching seem like a safe haven in a possible economic storm.

 Either way, the DfE should consider once again paying the fees for all graduate trainees as they did between 1997 and 2010. This is an easy to sell inducement into teaching and its cost is quantifiable.

This blog has pointed out before the inequality of two teachers in adjacent classrooms on very different packages: one with a salary, the other with a new round of student loan debt now at an interest rate in excess of 12%. Why teacher should be required to pay to train when the Fast Track civil servants aren’t – they could have kept the scheme open and charged the same fees as trainee teacher’s pay – but that would have been unfair to those not able to fund the costs. I have also noted before that as a society we pay trainee officers in the forces a salary, but not trainee teachers.

While schools have been using the pool of PE trainees to fill vacancies, especially for January appointments, it has been suggested to me that schools might also look at offering joint history/RE appointments, perhaps under the guise of humanities posts. There is a shortage of RE teachers and, as noted, lots of unemployed history trainees looking for teaching posts. In the same way, art trainees can work in the design part of design and technology departments, at least at Key Stage 3.

Today marks the normal final resignation day for serving teachers intending to leave their jobs this summer. 2022 has been a record year for vacancies, and TeachVac passed the million hits in a month for the first time in its history in May.

 Our new Premium Service for schools, based on a No Match: No fee basis, is also selling well into the market as schools increasingly realise that in a challenging labour market, they cannot afford to miss potential candidates registered with a job board now it its eight year of operation.  

TSM Works, but only if trainees are recruited

As regular reads will know, I have been a student of the government’s process for deciding how many teachers to train each year ever since the late 1980s. Indeed, my first correspondence with the Department, and its civil servants, was on this very issue after a report identifying the mechanism used was published by what was then still known and the Stationery Office.

For a long time soon after start of the Blair government, the workings of the Teacher Supply Model or TSM as it’s usually referred to, went under cover and were not generally shared with the wider public until David Laws, as a Minister in the coalition, added the TSM to the list of open government actions. Since then it has been available to all that are interested: not many are I suspect.

All this is a rather long-winded way of paying tribute to the present generation of civil servants that mange the current version of the model. Using TeachVac data on vacancies advertised across England between January 2019 and the start of September, it becomes obvious that where the TSM number was met during recruitment into training for secondary sector subjects there were probably sufficient trainees to meet most of the demand from schools for teachers. This is despite the increase in pupil numbers again this year.

Now I am not going to reveal how TeachVac exactly works out the relationship between vacancies as a measure of demand and the TSM number, but it should be clear from the table that in those subjects where there was significant over-recruitment last September, such as PE, sciences – thorough biology, but not chemistry or physics- and history and geography, there has been no problems for schools.

At the other end of the spectrum are business studies and design and technology where there was big gap in recruitment last year and schools have been challenged to find teachers in these subjects, often having to re-advertise a vacancy. This problem of re-advertisements just makes the issue seem even worse than it actually is.

As I have pointed out in the past, asking schools to allocate a unique number to each vacancy until the post was filled would solve this problem at a stroke and provide useful data about the quantum of re-advertisements, and the schools most likely to need to re-advertise. We can but hope that with the DfE’s own vacancy site, this will be something civil servants will consider.

So, congratulations to the TSM team at Sanctuary Buildings, but not to those responsible for planning how to recruit enough teachers to meet the identified needs. Why this issue still doesn’t receive the same attention as the threat of a medicine shortage after Brexit isn’t clear to me. After all, the education of the next generation of citizens is vital to the health of this country as much as any other function of government.

Indeed, unless something is done, teacher supply will still be an issue long after the outcome of Brexit is consigned to history.
