Virtual Schools have a key role

Do you know what a Virtual School is? I will assume that regular readers of this blog will know, but for the newcomer or casual readers, it is the local authority service that provides support for the education of both Looked After Children, and those children previously looked after. Recently the role of the service has been extended to include all children with a social worker and, even more recently, children in kinship care.

In many respects the virtual school embodies the very essence of local authority Children’s Services, bringing together support for children in need and their education.  In that respect, it is disappointing that too often the Head of the Virtual School is often only a third-tier officer not reporting directly to the Director of Children’s Services.

The extension of the work of virtual schools to include children with a social worker has been the subject of a recent research report looking at the outcomes of extending the role of the virtual school to encompass all children with a social worker.

The report indicated that attendance, and the consequences of challenging behaviour – suspensions and exclusions – have featured significantly in the work of virtual schools with this new group of young people. Improved attainment, has been less of an outcome. The effects of covid-19 on both attendance and exclusions may well have meant less resources for improving attainment of this group; or that improving attainment may just take longer, and be a consequence of improvements in attendance. Either way, I would have liked to see more discussion about the age at which a child is linked to a social worker, and whether it is easier in the primary sector than the secondary schools to improve attainment?

In many ways, the report makes disappointing reading more than 15 years after the government department at Westminster responsible for education added children’ services to its remit under the last Labour government.

Too often there has been a lack of awareness of the educational needs of these vulnerable young people on the part of schools and social workers, and a real lack of data to allow effective tracking of such young people’s education attainments, partly because of data protection issues.

 I understand that concern, and there is an interesting vignette in the report of child that had a social work for a brief period because of domestic abuse being offered extra maths teaching by their new school because of having been a ‘child in need’ for a brief period. The mother had hoped for a new beginning at a new school. This illustrates the complexity of the challenges in working with these young people and their families.

Many ofsted reviews of Children’s Services highlight challenges with inter-service working, and this report also has concerns. My worry is that in education, the growth of MATs and the downgrading of local authority roles, has made it more challenging for the development of policy around the education for all children with a social worker. The almost total absence of any contribution for elected cabinet members to the review worries my immensely. As with the NHS, local political input is seen as of little effect and not worth considering.

Personally, I think that view is wrong, and a strong local political sense of place in both education and social work with children is vital, as those that have read my demand over the years for Jacob’s Law, and the success of the Clause in the new Bill on in-year admissions will understand.

Teacher Analysis Compendium 4

In my last blog post I drew attention to the Teacher Analysis Compendium 4 – subtitled Analysis of teacher supply, retention and mobility, and recently published by the DfE at: https://www.gov.uk/government/statistics/teachers-analysis-compendium-4 in my last post I reviewed the application the DfE has also created for this work, although unlike most apps this is largely designed around on-line use and might be a challenge for mobile phone users if not for those with larger size tablets.

Anyway, the Compendium contains useful and often unique insights into the following areas of the teacher workforce:

Subject Knowledge Enhancement courses for potential trainees (SKE);

Teacher Subject Specialism Training (TSST);

Time series analysis of teachers in England using Teachers’ Pensions Scheme data;

Teachers returning to the profession;

The pool of qualified teachers who are not currently teaching in the state-funded sector;

Entrants and leavers to the teaching profession;

Retention of Newly Qualified Teachers;

Annex –missing teachers’ characteristics.

In times past, these type of statistics would have appeared in the annual Volume of Statistics on Teachers that were part of a series of education statistics put out by the Department each year. Whether either ad hoc compendiums of this nature or a regular series of volume of statistics is the best way for data of this type to be presented to the outside world is not for me to judge.

One area of debate that is likely to emerge from the consideration of the data in the Compendium is whether there ought now to be a more regional approach to the provision of teacher preparation places to meet the growing demand over the next few years, especially in and around the London area? This was something the National Audit Office raised in their Report of a couple of years ago.

The compendium might have usefully contained a table showing where completers obtained their first job in terms of whether it was within the same region or a different region from where they trained. Using the northings and eastings available it might also be possible to determine the relative distance from the training base the first job was obtained. Tracking the movements of these teachers might also be illustrative of how mobile the teaching force is and at what stages in their careers?

The work on Subject Knowledge Enhancement courses for potential trainees (SKE) is particularly interesting, as this is a growing area of the market for potential teachers. Such courses have the capacity to bridge the gap between an increasingly diversified higher education system, where degrees no longer match the needs of subjects taught in schools, if they ever really did, and the desire for specific subject knowledge from those that enter the teaching profession.

In a future Compendium, a look at the degrees of these that enter our primary schools might merit a section. Are primary schools still too heavily dominated by Arts and Humanities graduates that lack in-depth knowledge of science and mathematics and are the preparation course able to remedy any deficiencies to an acceptable level without sacrificing the knowledge and skills of trainees in other subject areas they may not have studies for several years?

 

 

Breakfast Clubs good: but not for all?

A coterie of key research organisations have collaborated in a small scale study of the effects of breakfast clubs in schools. The results of their research have been published today. https://www.ifs.org.uk/publications/8714

The headline on the IFS press release is ‘Breakfast clubs work their magic in disadvantaged English schools’. However, embedded in the text of the press summary is the observation that: “while relatively disadvantaged students (those eligible for free school meals) were more likely to attend the breakfast clubs, the intervention was more effective at raising the attainment of pupils from less disadvantaged backgrounds (those not eligible for free school meals). This suggests that support for school breakfast clubs might not reduce socio-economic gaps in pupil attainment.” For many this will be a disappointing outcome as it is always hoped that the breakfast will have benefits on learning: perhaps the results take time to trickle down or the sample of these pupils in the study produced this finding.

However, this finding raises the issue of cost effectiveness of this type of intervention. The report states that “gains in pupil achievement were delivered at relatively low cost. Dividing the costs by all pupils in the school, the intervention cost just £11.86 per eligible pupil over the course of the academic year. It also required 2.6 hours of staff time per eligible pupil per year. It should be noted, however, that the breakfast club take-up rates were relatively low – the average school’s take-up rate was between 13% and 52%. An increase in take-up would lead to higher costs, but also potentially higher impact on attainment.” There are, of course, other benefits, two of which are detailed below.

There did seem to be a positive gain in terms of attendance with “absence rates falling by almost one half-day per year. The effect was particularly strong for authorised absences, which are primarily due to ill health. This suggests that the breakfast club might have improved pupil health, although we did not find strong evidence to support this when looking at the average Body Mass Index of students in Year 6.” Sadly, late arrivals were not significantly encouraged by the offer of a before-school breakfast club to seemingly improve their arrival times. This is a disappointment, as it might have been hoped that the breakfast club would have helped encourage both attendance and an improvement in time-keeping. Perhaps the research didn’t cover a long enough period or the marketing to parents didn’t reach the groups that might benefit the most.

The other finding that teachers will welcome and that might be enough to encourage more schools down the road of breakfast clubs was that “Behaviour and concentration in the classroom improved substantially as a result of the breakfast club provision, suggesting that a better classroom learning environment is an important mechanism through which the intervention might improve attainment. The improvement in teachers’ assessments of their classroom learning environment was equivalent to moving a classroom from average ratings of behaviour and concentration to ratings in the top quarter of the schools in our sample.” Food aids learning, improves concentration and reduces bad behaviour. Great news for teachers.

 

 

 

 

Experience matters

Experienced teachers are more effective than those who are in the first few years of their careers and teachers in the most advantaged fifth of schools have an average of nearly one and a half years more experience than those in the least advantaged, according to initial findings from a research project by the University of Cambridge, presented to a Sutton Trust conference in London recently. http://www.suttontrust.com/newsarchive/best-in-class-summit/

Now, there’s a surprise: experience matters as much in teaching as in any other walk of life. Actually, it is good to have this fact confirmed from time to time. What matters with this research is if inexperienced teachers end up in more challenging schools as a result of market forces. Such an outcome leaves a Conservative government with a dilemma. If they really want to improve outcomes for pupils in challenging schools they need to address the percentage of inexperienced teachers in such schools. I saw this first hand in the 1970s in Tottenham where the most challenging schools had high staff turnover and large numbers of inexperienced new entrants that included myself among them.  In the Highgate end of the borough this was far less of an issue.

The research highlighted a the start of this post pinpoints the differences in behaviour between challenging schools and those less difficult to teach in as a factor in and this may well be why so many new entrants to the classroom cite behaviour managements as their greatest challenge. Any teacher preparation course must cover a wide range of topics and probably would find it a real challenge to impart the skills necessary to teach in the most challenging schools. However, once teachers have found a teaching post in such a school the extra support ought to be channelled in their direction, as I suspect tis the case in the best of the Academy Trusts, but is not yet the norm.

For a government wedded to the market, it is the market that will need to solve the problem. This usually means money, as supply and demand are governed by price. The alternative is to use a Corbynite Labour solution and direct teachers where they need to work.

The research mentioned above highlighted that teachers recognise success in a school isn’t an individual effort, but a collective response. As a result, team bonuses were favoured by those asked over individual payments. However, this still leaves the issue that if payment only comes after results how do you incentivise the teachers to work in challenging schools in the first place? In the 1970s it was through the Schools of Exceptional Difficulty payments that were added to basic salary for working in schools identified as challenging.

Of course, you could take another tack and try and hide the issue by creating a fuss about something else, such as the role of teacher associations, as the Education lead at one of the conservative think tanks has done ahead of the teacher conferences this Easter. It might keep the right-wing Tory press happy, but my guess is most other members of the 4th estate will still be focussing on issues such as teacher supply that are likely to be to the fore during the conference season.

Election manifestos are starting to appear

Right of centre think tank Policy Exchange this week published its education manifesto. Not quite in the league of Kenneth Baker’s call for a coalition with Labour in terms of headline grabbing policies it did however have some surprises. I am delighted that they recognise that charging fees for trainee teachers is wrong. Their solution is slightly more nuanced than mine which regular readers will know is to make training free at delivery. Policy Exchange only want fees paid off for those working in state schools. This presumably means that the private sector will have to pay extra to attract teachers as such teachers would still be required to repay their fees. That’s an interesting idea, but it leaves a third group, including possibly many PE teachers where government training numbers are too high, in limbo. What of the trainee that wants to work as a teacher but cannot find a job: should they be penalised for training if they have to take a job outside of teaching because the government mis-calculated training numbers? For those reasons I am still personally in favour of remitting fees for all trainees.
Policy Exchange also wants to allow city regions to create incentives for teachers to work across the country. This seems like a thinly disguised version of regional pay and I wonder whether it is based on serious research since most of the teacher shortages that don’t affect the sector as a whole are likely to be in and around London where teacher turnover is at its highest. A more radical move would have been to hand the training to regions or even local authorities to administer.
The think tank’s idea that all 16-18 year olds should study maths, but not seemingly English, is a sensible proposal that most would now agree is worth implementing once an acceptable curriculum can be devised.
Earlier this week I attended the launch of the DataLab project funded by the Fischer Family Trust. This initiative should be a useful source of independent research into education using the large databases on pupils and teachers that are now available. Their first projects showing that learning isn’t a linear process but has its ups and downs and their work on pupils that just gain a place at a selective schools and those that just miss out is well worth reading. The fact that those that just miss out on a grammar school place often outperform those who just gain a place must give pause for thought to the lobby wanting to expand selective schools on academic grounds.
Next week is national apprentice week and it is really good to see the focus on those young people not going to university. One of the great failings of the Blair Labour government was to cast aside the Tomlinson Report without really understanding what it was trying to do. Perhaps if there were a Labour/Tory coalition we might see some more progress. But, we might also see a Liberal Democrat as leader of the opposition facing the PM every Wednesday: now there’s a thought to cheer me up.

Mixed views on Phonics Screening Check

The evaluation report issued today by the DfE on the Phonics Screening Check https://www.gov.uk/government/uploads/system/uploads/attachment_data/file/198994/DFE-RR286A.pdf seems to offer some interesting messages.

The research report conducted by NfER concluded that;

One of the key messages to emerge from the evaluation so far is that many schools appear to believe that a phonics approach to teaching reading should be used alongside other methods. Evidence from the case-studies and surveys suggests that most teachers are overwhelmingly positive about phonics teaching and its contribution to reading development. However, it is less certain that this is an endorsement of the recommended approach of systematic synthetic phonics taught first and fast. Whilst nine out of ten literacy coordinators agree, at least to some extent, that the teaching of systematic synthetic phonics has value in the primary classroom, a similar proportion, somewhat contradictorily, feel that a variety of different methods should be used to teach children to decode words, suggesting there is widespread misunderstanding of the term ‘systematic synthetic phonics’. Thus, it appears more likely that the reported level of agreement with the value of systematic synthetic phonics actually represents support of the more general use of phonics within the primary classroom, and that teachers in general have not yet fully adopted the practices recommended in the Department for Education’s policy and evidence paper, The Importance of Phonics: Securing Confident Reading.

Within this broad acceptance of phonics teaching as part of a mixed approach there was less certainty reported about the Phonics Screening Check. The researchers created a typology of four different types of approach:

Supporters of synthetic phonics and the check – 28% of literacy coordinators

Supporters of synthetic phonics but not of the check – 39% of literacy coordinators

Supporters of integrated literacy teaching – 5% of literacy coordinators

Supporters of mixed methods – 28% of literacy coordinators

So, this first evaluation of the check suggests that phonics has found a place in teaching reading, and indeed probably always did have such a place in primary schools, but around a third of literacy coordinators, and presumably their schools, use phonics as a part of mixed methods or an integrated approach. A further 39% don’t see the value of the check, although they support synthetic phonics. Just over a quarter of literacy coordinators both support synthetic phonics and the check.

The next question must be around what is the evidence about outcomes in relation to the typology? Do schools teaching synthetic phonics and using the check do better than similar schools that use missed methods and ignore the check or is the check just a waste of money that forces teachers down an inappropriate route when teaching their pupils to develop the skill of reading?

Personally, I want well trained teachers working with young children, and indeed learners of any age, that can produce results using appropriate methods. I am not an expert about teaching reading, so I don’t know what the sensible approach is, and whether different children respond to different methods.

It would certainly be disappointing if using the check provided better information to parents, but that outcome resulted in more cramming, as if learning to read was some sort of examination rather than a skill that children need to develop. From the point of view of the teacher, experience in the classroom may mean a screening check can seem too simplistic and not necessary, but equally the challenge must be to find a method to help every child read that can do so, and create as much understanding from those with special educational needs. If teachers can do that then I don’t mind what method they use; if they cannot do so without structured help, such as the phonics screening check, then so be it.

Excluded should not mean forgotten

Just before Easter the DfE published a research brief about a trial programme into dealing with school exclusions entitled: Evaluation of the School Exclusion Trial: Responsibility for Alternative Provision for Permanently Excluded Children – First Interim Report Brief. Reducing the number of exclusions could have an impact on both schools and society in general since many of the young people who fall into criminal behaviour as teenagers were excluded from school at some point in their education: often during the last few years of formal education when exclusions are at their highest in relation to the school population.

Although the trial is relatively small scale and still in the early stages it has produced some interesting findings. However, the authors of the report suggest that most of the issues raised during the baseline research phase were not directly related to the trial but concerned issues related to Alternative Provision (AP) that is often used with pupils at risk of exclusion.

The issues included:

-the shrinking of the AP market currently underway;

– problems in rural areas where the possibilities for managed moves and AP were limited

because of geographical location;

-managing changes in demand and requests for increased flexibility when AP providers may

have limited capacity;

-providing AP providers with regular income, particularly when they are not operating in

highly populated urban areas, to ensure stability of provision and high quality staff;

-the current lack of AP at Key Stage 3; and

-the availability of AP at Level 2.

Some issues, which may impact on the trial, but are not directly related to it, concerned schools.

These included:

-the difficulty of engaging some parents;

-the need to improve intervention in primary schools to address underlying serious

behavioural problems early on; and

-ensuring that schools have sufficient accommodation to be able to provide a range of in school provision on and off-site.

Two issues were identified which directly relate to the implementation of the trial. These are:

-ensuring that schools have the capacity and expertise to commission, manage and monitor AP;

and

-increasing the extent of early intervention at the first sign of difficulties.

At their heart, many of these issues relate to the extent that the schools are separate entities or part of a system of schooling responsible for the education of all children whose parents want to trust the State with the education of their children. In the muddle that is our school system at present this issue is important to deal with if schools are to be able to feel confident about helping challenging pupils. One solution is to commission the market to provide AP services over a wide area, or even nationally, and leave the contractors to identify how to allocate resources and still make a profit while meeting service levels. Cash could be recouped from schools that made use of the service.

However, this doesn’t deal with the issue of prevention at the in-school level, especially at the primary school where these problems often first manifest themselves. As the research report identifies, finding a way of providing early intervention is important. Such early investment may be a good investment, but will require co-ordination and support for schools. Ministers might want to start thinking this through in time to have some policies ready when the final report appears around the time of the general election. One policy might be to ensure better professional development for primary teachers whose initial training is so crowded that at present it leaves scant room for more than basic behaviour management techniques. There is also the issue of how far parents can exploit their child’s rights to avoid facing up to difficulties when they arise in a school

This trial is an important look at an area too often neglected by policy-makers and it is to be hoped it will attract the attention of Ministers since behaviour is too often quoted as a reason teachers feel demoralised and want to leave the profession.
