Education and climate change

Today is education day at COP-26. This blog first mentioned climate change in a post on 17th September 2019 and most recently did so in a post about school buildings Zero Carbon Schools | John Howson (wordpress.com) a couple of months ago.

I am delighted to say that the issue of school playgrounds as a possible resource for renewable energy is being taken forward by a multi-national company. Their idea is to inset PV tiles into the surface rather than have extending panels that was my suggestion. Any change to the surface must be safe for children in any weather conditions and must not become contaminated with anything that would reduce the effectiveness of the tiles as a source of energy. The process must also be cost effective.

However, with the roll out of 5G leading to the end of copper phone cables and no guarantee of phone services in a power cut as a result, some local generation and storage capacity in rural areas might well be another reason at looking into the wider role of schools and their buildings in serving local communities.

Today at COP-26 will no doubt be mostly centred around the curriculum as that is where governments can make promises that cost little to implement compared with changes to buildings already in use and setting standards for new construction.

There will also be a new award announced by the Secretary of State to encourage young people to take action against climate change, as if encouragement was needed. As I wrote in an earlier post on this blog, young people can start by conducting an audit of their school’s current actions relating to climate change and suggest some simple steps to start with. In the light of COP-26, will every governing body have an item about climate change on their agenda for this term’s final meeting?

School transport and especially the use of parent’s cars to take children to and from school can be a major source of both pollution and energy consumption. The move towards electric vehicles will help with the former and can encourage better use of the latter if the power to drive the vehicles is created from renewable energy.

So, today is a day for some celebration, much reflection and a desire to move forward. However, actions will speak louder than words in the next few years.

Zero Carbon Schools

Despite the spate of school strikes a couple of years ago, demanding action on climate change, the school sector hasn’t received much attention as to how it is helping to tackle climate change. Perhaps everyone has just been too busy dealing with the more immediately urgent pandemic.

As a result, it was great news to come across this on the BBC website.

Hertfordshire County Council has granted planning permission for a 300-pupil primary school and nursery in Buntingford – the county’s first net-zero carbon school. The school’s windows will be triple-glazed, with solar panels installed to run electric vehicle charging points, while heating will be supplied by air-source heat pumps. Cllr Jeff Jones said he was “really pleased” that the “much-needed facility” would meet growing local demand, with around 1,500 new homes built in Buntingford since 2011.

However, I hope those triple-glazed windows can open since many years ago a Council near Heathrow built a new school with double glazing and sealed windows to reduce aircraft noise. The solar gain in the summer made the building a very uncomfortable place to work. Technology has no doubt ironed out that problem.

The simplest is for pupils, staff or governors to conduct an audit of energy use in their school. Straightforward and relatively cheap actions to take include ensuring all cooking is by electricity not gas and installing at least one EV charging point in the car park where the school has one.

Longer-term, we need to make playgrounds dual use. For most of the year they lie idle but could double as generators of renewable energy with a bit of ingenuity. Time for a venture capitalist to work with technologists and some MATs and perhaps a diocese or two to set up a pilot scheme?

Then there is the issue of biodiversity that has moved up the agenda. Do schools grow flowers either in pots or in their grounds? The Jubilee Scheme for tree planting is starting soon, and schools not directly involved can see if they have space to plant a tree. I well recall, and it shows my age, the ‘Plant a tree in 73; plants some more in 74’ campaign.

Do primary schools still grow cress. On a larger scale could the new school in Hertfordshire have a green roof or even green walls to absorb Carbon? I hope the school will also have a ‘grey water’ recovery scheme to harness rainwater installed.

The education sector does need to take climate change seriously not just in the classroom but also in the building and operation of schools, colleges and our universities. Should those manicured lawns be cut just a bit longer and less frequently than in the past?

Climate change: proposals for schools

There doesn’t seem to be enough of a challenge for education in it, so I have reworked my earlier post into a series of challenges for schools. Do feel free to share it with others and send me additional challenges to raise with schools.

Climate Change is a challenge for the education sector as a whole, not just for state schools. Climate change challenges all education providers, from primary schools to higher education, and from small village schools to our chains of international private schools with campuses across the globe.

My proposals:

  1. Ensuring that by the end of this school-year every school has at least one charging point for an electric vehicle. This should be simple to achieve as it needs no new technology and a network of suppliers is in place to fit these points, either wall or column mounted. Of course, more than one point would be better, but let’s start the ball rolling with a simple and achievable target.
  2. To supply the electricity of these charging points, schools need a new incentive to use their roof space for the installation of photo-voltaic panels. Such a scheme would also provide a boost to this industry as it suffers from the ending of government schemes for domestic properties,
  3. School playgrounds are the most under-used of our public spaces. How can we make better use of them during the hours of daylight when they are empty of children and achieving nothing? Ingenuity in respect of playgrounds can create panels that are vertical when playgrounds are in use, but spread out horizontally to generate electricity when children are not about.
  4. This technology can be allied to the desire by the current government to create a world-leading battery technology industry. Schools are at the hub of their communities, so local generation of energy, stored when created and released when needed, can help challenge the traditional notion of power creation and distribution we are all familiar with.
  5. Many of our schools are still badly insulated. So we need a scheme to use a portion of the cash for education to reduce heat loss in schools through an insulation scheme for walls and ceilings.
  6. Require schools to replace all gas cooking in their kitchen by electric ovens, hobs and other appliances. I would also ask the design and technology departments to consider the use of gas in their home economics departments.
  7. On a bigger scale is the replacement of gas-fired boilers by other forms of heating. This is a big ask and we need to discuss with industry leaders how this might be achieved for all schools.
  8. Address the journey pupils take every day to and from school. We should aim to promote and reward such actions and discuss how to produce incentives for both schools and pupils to achieve a significant reduction in car journeys to and from school. I especially challenge the independent school sector to work with us on this task, as I know it is a real issue for many of those schools that draw pupils from a wide distance.

Education and Climate Change

We now have a generation of young people that are fully aware of the need for urgent action on climate change. We saw this through the determination of many young people to go on strike during the summer term. These strikes by students and school pupils across the country, inspired as so many campaigns are, by the action of just a single student in Sweden, have changed the landscape for ever. There is no going back.

But, equally, striking is not enough. Strikes draw attention to an issue, but after time they lose their impact and can damage the very cause they seek to champion, by creating a familiarity of protest.

Following the motion passed by the Lib Dems at their Conference, I have devised a set of priorities for the education sector. These actions will help to start the fight by the education sector against the harmful effects of climate change. These are just a start, but they offer the chance to inspire and encourage each and every schools to play its part in the better use of our planet and its finite resources.

Up until now, education has not lead the charge in fighting the battle to save our planet. The younger generation has rightly challenged us to change that approach, from one of passive reluctance to an active demonstration of what can be achieved.

Let me end on a challenge to those very students that have been striking for action on climate change and their other classmates that support them, but have not taken direct action. Now is the time for you to do something; each and every one of you.

Let’s start by addressing the journey you take every day to and from school. I am  fortunate to have within my county division The Cherwell School.

As well as being an outstanding secondary school, this school actively promotes the benefits of cycling and walking to school, with impressive results. Their Transport Action Group ensures the issue remains top of the agenda and is not seen as a one-off tick box exercise. We should aim to promote and reward such actions and will discuss how we might incentivise both schools and pupils to achieve a significant reduction in car journeys to and from school. I especially challenge the independent sector to work with us on this task, as I know it is a real issue for many of those schools that draw pupils from a wide distance.

For a sector where the pupils took the issue of climate change seriously, but the establishment too often didn’t do more than pay lip service to the issue, let us move to one inspired by the strikes to create the action necessary to say that in both England and across the whole of the United Kingdom we have an education system we can be proud of in terms of its forward thinking contribution to decisive action on climate change.

900th post: Solar or PV?

I thought I would save this post for something special, but I couldn’t wait, so just noting in passing that today is my birthday, I wanted to comment on the apparent lack of inclusion of schools in Labour’s announcement about renewable energy this morning. After all, climate change and reducing fossil fuel use is something very urgent and special. For everyone

The announcement from Labour talks of solar panels when I think that they mean photovoltaic panels, generating electricity and not just heating water. More concerning to me is that there is no mention of installing such panels on schools or other public buildings in the announcement. Indeed, the announcement reads more like a bribe than an energy policy advocating renewables as a way forward.

Way back in 2007, in a chapter in a book edited by Duncan Brack and called ‘Reinventing the State’, I advocated that ‘schools should take the lead in areas such as renewable energy use.’ In the chapter I wrote in the book, I suggested ’the use of community bonds to fund capital developments associated with both energy saving and the adoption of renewable supplies’. I also suggested that such schemes would also help in the education of future generations about the need for the responsible stewardship of our plant.

Earlier this year, I suggested all governing bodies should be required to undertake an audit to see if they can reduce the carbon footprint of their school and increase the use of renewable energy. I suggested starting by substituting cooking by gas with cooking using electricity in school kitchens. Schools might also encourage more cycling and walking to and from schools and less use of parent’s cars to transport pupils. How about a policy of some school minibuses being electric powered, especially where they are only used for short distance journeys.

Councils that commission home to school transport could require all taxis undertaking journeys of less than a specified distance to be electric powered vehicles and, if operators want to charge more, perhaps councils could offer lease deals to prevent costs spiraling out of control.

I wonder if new schools are being built with grey water recycling facilities and other energy saving specifications. Maybe, like sprinkler systems, the government doesn’t think these type of changes are appropriate for new schools?

As regular readers know, I also have a think about how school playgrounds and other outdoor spaces could be used to help create renewable energy during the long periods of the years when they are not being used for their designated purpose. Someone told me of a road surface being trialed in France that might be used. I will see if I can follow up on this idea.

Finally, has your school introduced a policy to eliminate the use of plastics where possible and how well are you succeeding? Should the DfE being providing more help and encouragement?

 

 

 

 

 

Energy policy for schools

Yesterday, at Oxfordshire’s Cabinet meeting I asked a question about how many maintained schools in the county had renewable energy scheme with either PV or solar panel in place on their roofs? I put this question down a couple of weeks ago before the current protests in London started and I certainly didn’t know that Greta Thunberg, the 16 year-old Swedish climate change campaigner would be in London yesterday.

After some ‘toing and froing’ about who would answer the question, either the Cabinet Member for property or the Cabinet Member for Education, the issue was solved by the absence of the former and the presence of the latter at the meeting.

The formal question and answer are set out below:

Question: “How many maintained schools in Oxfordshire have either solar or photo-voltaic panels on their roofs or elsewhere on school grounds?”

 Answer: ‘The Council does not hold a database with this information, as schools would need to register for the FIT (Feed In Tariff) themselves, information on the installation and/or registration is not readily available. On request at such short notice we have been able to ascertain that 30 of our maintained schools have either solar or photo-voltaic panels on their roofs or elsewhere on school grounds.’

Whether the lack of a database is a result of the collapse of Carillion over a year ago isn’t clear, but I am surprised that the County knows so little about maintained schools. Of course, nobody probably knows about all the secondary schools in the county, as all except one are academies. Then there are a large number of private schools. What their energy policy is, I guess nobody knows as a matter of record.

For this reason, when the school strikes started, I suggested a more positive policy would be for these young people to start an audit of their schools and ask for a policy moving towards cutting carbon emissions. This seemed a more positive approach than missing lessons, even if less dramatic. They could also campaign for more walking and cycling to schools by their fellow students.

My supplementary question yesterday, put at the meeting, was to ask what the Cabinet Member for education would do, especially in encouraging the Anglican and Roman Catholic Diocese to improve the generation of renewable energy by their schools. The Anglican Diocese of Oxford has generally had a very negative attitude to the use of the roofs of their schools to generate electricity. In my view it is time this changed.

I also asked about my own bugbear, school’s playgrounds and outside spaces. For 175 days a year they are largely unused, and for the other 190 days only partly used. Can research help to make them a more productive asset in our quest for cleaner energy?

Finally, I attended a wonderful concert in Oxford’s Sheldonian Theatre last evening. Under the beautiful painted ceiling, first the Oxfordshire County Youth Orchestra played three pieces, and then the Sydney Youth Orchestra completed their UK tour by playing Rachmaninov’s Second Symphony. Those that know this symphony will be aware of how demanding it is to play.

As I left, I pondered on the growth of the aviation industry that had made their tour possible, but is such a threat to or planet. Tacking fuel emissions from jet engines is a much bigger challenge than using school playgrounds to create energy, but both must surely play a part in tacking climate change.

 

 

Gas cooking?

At the same time as the Conservatives were gathering in the City, I was attending the spring meeting of the Liberal Democrat Education Association also being held in Oxford. Now it is worth pointing out that the Lib Dem meeting was attended by the Lib Dem MP for part of the City and some of the county and city councillors elected as Liberal Democrats for wards and divisions across the City. On the other hand, the Conservatives currently only have an elected MEP to represent the City; irony or irony. There are no Conservative MPs, County or city councillors elected anywhere in the City of Oxford, and their lack isn’t due to any defections, recent or otherwise.

Anyway, enough of political facts and on to campaigns. At the Lib Dem education conference, I proposed that we build on the report of the Committee on Climate Change issued last week that stated as an aim that, ‘From 2025 at the latest, no new homes should be connected to the gas grid.’ https://www.theccc.org.uk/wp-content/uploads/2019/02/UK-housing-Fit-for-the-future-CCC-2019.pdf The same aim should be true for new public buildings, including new schools, of which there are likely to many built in Oxfordshire over the next decade to cope with the 100,000 new homes to be constructed across the county.

However, I would go further than just eradicating gas from the design of new buildings, and I proposed a campaign to start by looking at school and college kitchens in both state and private schools and colleges, as well as our universities and asking, ‘are you cooking with gas?’

There should then be a operation, if necessary backed either with funds culled from excessive school balances or some other source of funding, to replace existing gas cookers with alternatives, such as induction hobs. Once gas cooking has been removed from education establishments, whether used for cooking meals or in food technology (home economics for those of my generation, and domestic science for those with even longer memories) lessons, where they still exist, we can then move on to the bigger task of asking how schools and colleges are heated and what can be done to reduce their contribution to greenhouse gas emissions by changing from gas heating systems?

I also wonder whether those pupils that went on strike over climate change could start an audit of climate performance in their schools, working along with their School Councils and governing bodies. After all, Strikes demonstrate concern: actions demonstrates commitment to change. From such small acorns in individual schools, might the mighty oak or real change start to grow.

Of course the biggest resource in schools that could help climate change is the playground. As I have pointed out before, playgrounds are used for their intended purpose for a fraction of the year. Could some clever researcher help turn them into a source of power for heating and light as well as where children can gather and play?
