Levelling out

Under the government’s latest plans, I might not have gone to university. This was because I struggled to pass what was then ‘O’ level English. Fortunately, I found six different degree courses that didn’t make English ‘O’ level a requirement of entry. Even in the 1960s that was a bit of a struggle. However, LSE, with a large number of mature and non-standard entry students, was happy to review the person and not the exams that they had passed when considering who to accept.

My experience, more than half a century ago, made me think about today’s announcement that might be seen to threaten the autonomy of higher education institutions, if government funding is restricted to universities only accepting those with certain qualifications. Of course, there will need to be exemptions for young people with special educational needs. Hopefully, mature entrants also won’t be put off returning to learning by an overly difficult access programme, especially if they don’t have English and maths qualifications.

There are good reasons to expect a degree of literacy and numeracy of our graduates, even in subjects where, say, mathematical knowledge, might not be of any obvious use. With developments in technology, who knows what will be needed in the future in terms of skills.

More pernicious would be the reintroduction of student number limits just at the point the number of eighteen-year-olds is starting to increase once again. I titled this post ‘levelling out’ because any cap on student numbers will undoubtedly hit the most deprived hardest. UCAS recently reported that applications from those living in deprived areas, for university places in 2022, was on the increase. Disadvantaged students show confidence in applications as they approach exams | Undergraduate | UCAS “28% of young people from the most disadvantaged areas (quintile 1 using the POLAR4 measure) have applied – up from 17.8% nine years ago in 2013” according the UCAS Press Release.

Surely, the government doesn’t want to slam the door in the face of this growth in interest in higher education. Restricting the number of places at universities will increase the required criteria for admissions and that will certainly work against pupils in schools that are struggling to recruit teachers, either across the board or in certain subjects. Do we want to deprive these young people of the chance to attend a university just because an accident of birth?

A well-developed apprenticeship route is a necessary part of the education and skills offering, but a lack of money should not deprive anyone of a university education. It is bad enough being saddled with debt with punitive interest rates, but to be excluded from life chances because of the school you attended seems to be turning the clock back a long way further than is acceptable.

There are those that think too many already go too university and that they waste their three years partying and drinking, before starting a life on the dole. But, who would have thought studying a degree in video games a decade ago would have been the start of a billion-dollar industry?

Undergraduate applications for Education courses

UCAS has published a Statistical Release about the number of applications received for undergraduate courses by the January 2021 deadline. Normally, I don’t take account of undergraduate numbers, but I thought it worth looking at the JACS3 code for Group X that covers both teacher education and the teaching of the academic discipline of education. The numbers are for applications from applicants domiciled in England.

Overall applications for the X code area have fallen over the past decade, presumably as teacher training places have reduced in number at the undergraduate level.

The majority of applications come from women. Applications from males were:

So, although overall applications in 2021 are higher than in 2019, those from men have not recovered to the level of 2019 by deadline day.

The majority of applications come from school-leavers. For men aged 18-19 the number of applications was 3,270 of the 4,820, with only around 1,230 from all he age groups over 21.

Should there still be vocational training at undergraduate level for teachers? It is interesting that UCAS have pointed out the large increase in applications for Nursing courses. “Total applications for nursing courses have risen by almost a third (32%) to reach 60,130, with increases seen in each age group – from UK 18 year old school leavers (a record 16,560 applicants, up 27% on 2020) to mature students aged 35 and over, where for the first time over 10,000 (10,770, a 39% rise) have applied.”

UCAS also note that” the largest proportional increase in UK applicants by their declared ethnic group has come from black and mixed race students, both up 15% to 40,690 and 25,830 respectively. Applicants from the Asian ethnic group have increased by 10% to 70,140, while 11% more white students (to a total of 352,170) have applied.” There is also good news on the social mix of students, “more than a quarter of 18 year old students from the most disadvantaged areas (26.4% from quintile 1 of the UK using the POLAR4 measure, 33,960 students) have applied, up from 24.5% at the same point in 2020.”, but there is still from for more participation from students from these areas.

UCAS report that “overall, a total of 616,360 people had applied, an increase of 8.5% and a new record for this point in the application cycle.” However, perhaps not surprisingly, applications for the EU (excluding the Irish Republic) have declined this year.

Higher education still appears an attractive proposition for school leavers, this despite the tales about on-line learning and a lack of social life students have faced this year.

However, the future of undergraduate teacher training must be the focus of debate. Perhaps a generic degree working with young people might be a better option leading to an appropriate postgraduate teacher preparation course?

Bad deal for rural students

The fact that student living in London are provided with free travel to school or college by Transport for London has always been great for them, but I felt unfair on those living in the rest of the country. Free travel is also a great help to the family budget. This benefit to London sort of mirrors the complaints of the f40 group about how schools are funded across England.

The announcement by the Secretary of State for Transport on the 2nd January 2019 of a new railcard for 16 and 17 year olds just adds insult to injury for many young people living in rural areas. The new railcard isn’t an initiative from the rail industry. The department of Transport press release is very clear that the 26-30 year olds railcard is an industry initiative backed by the government, but that the card for 16 and 17 year olds is a government initiative and, therefore, can be seen as a political move.

Indeed, the press notice points out that the new card for 16 and 17 year olds includes half price for peak and season tickets, something not generally available on other railcards.

To rub salt in the wounds, the press notice goes on to announce that the ‘railcard could cut the cost of travel by hundreds of pounds a year for young people and their parents [sic], making it cheaper to get to school, college and work’. All very well if you live near a railway line.

At Oxfordshire’s Cabinet meeting on Tuesday, I asked a question about how the card would affect those not living near a railway line? For many, once the card comes into operation and the £30 purchase fee has been discounted, rail travel will be half the price of a similar bus journey, even assuming there is a bus after the rounds of cuts to such services.

The withdrawal of the Education Maintenance Allowance for 16-18 year olds in England by the Coalition and the refusal to change the rules on home to school transport after the raising of the learning leaving age, was an unfair allocation of resources that penalised students not able to walk or cycle to school or college.

Doing something for those that have a handy railway, but ignoring everyone else in rural areas, is an own goal for the government that may well feature in campaigning for the district council elections this May in the worst affected areas.

In Oxfordshire the 16-17 year olds in Wantage could well be paying twice the price of their college buddies that live in Didcot in order to attend classes, because the County has never progressed the re-opening of Grove Station that has been an aspiration for more than 20 years.

Similarly, those 16 and 17 year old student living in Charlbury will benefit if travelling to college in Oxford, but those living in Chipping Norton or Burford won’t when travelling to Witney.

Time for a rethink Mr Grayling.
