KS2: The London effect?

Earlier this year, I produced a report looking at the changes in pupil teacher ratios over the past fifty years as between London boroughs and the rest of England’s local authorities that have remained on the same boundaries since 1974. London boroughs generally have had some of the ‘best’ PTRs throughout the past 50 years. As a result, it was no surprise to see how well schools in the London boroughs performed in the KS2 results for 2025, published by the DfE yesterday.

It is interesting to look at just one measure, the percentage of pupils achieving the higher standard in Reading, and the percentage change in this measure over the past decade or so.

Leaving aside the City of London, with its one primary school that has been excluded form the dataset, 28 of the London boroughs appear in the table. This compares with 20 local authorities outside of London. None of the latter are ‘shire’ counties. Not even the Home Counties of Surrey or Hertfordshire make it into the list.

Even among the unitary authorities in the list, some, such as the East riding of Yorkshire and West Berkshire might be considered predominantly rural in nature.

So, what might be deduced from this data? Parental help does make a difference. Has the ‘gentrification’ of Walthamstow help propel it to the top of the table? To consider the issue of parental support versus government funding for schools it is worth considering the present percentage of achievement at this higher grade by schools in two parliamentary constituencies that I am familiar with; Tottenham, where I started my teaching career, and Oxford East, part of the city where I have lived and worked for the past 45 years.

Both might be seen as constituencies with significant pockets of deprivation, but also areas subject to ‘gentrification’ in recent years. Schools in Oxford East have a profile with lower percentages than schools in Tottenham. How much of the difference can be ascribed to parents, and how much to better funding for London schools? Of course, class sizes also matter. But, as both are urban areas, the issue of small rural schools doesn’t really arise as it would if one compared Oxford East with its neighbouring constituency of Henley.

This work is at an early stage, but it does pose the question about the deep structure of school funding and, especially, the use of average salary data in any calculations in the funding of schools.

Class sizes on the increase

Increasing pupil numbers and pressure on funding , it seems, having an effect on class sizes in the secondary sector. Last week’s DfE data https://www.gov.uk/government/statistics/schools-pupils-and-their-characteristics-january-2019 revealed that the percentage of classes in the secondary sector with more than 30 pupils in them was, at 8.4% of classes, at its highest percentage since before 2006 and the fifth straight year to have recorded an increase. Some 13% of pupils were being taught in classes of more than 30 in January 2019. By comparison, in 2014 it was just 9.4% of pupils.

With more increases in pupil number over the next few years, this percentage of pupils in classes of over 30 pupils seems destined to increase even further, unless more funding can be found from the magic money tree called The Tresury.

Almost the same percentage of pupils in the primary sector were also being taught in these ‘large’ classes. The classes are mostly at Key Stage 2. This is because of the Blunkett limit of 30 pupils that applies to most Key Stage 1 classes. Indeed, the 18.1% of Key Stage 2 pupils in classes of more than 30 is a record percentage since at least 2010 and probably for a longer period as well. Hopefully, these children will find themselves in smaller classes when they move on to a secondary school.

Large numbers of pupils in classes means more time is required for assessment and preparation by teachers if the different needs of every child are to be adequately catered for. This may well be adding to the pressure teachers’ face from workload that must be undertaken during term-time.

The average Key Stage 2 class in England has some 27.9 pupils in it. The range is from Trafford, in Greater Manchester, where the average is 29.7 to Redcar & Cleveland in the North East, where the average is some 5.2 pupils per teacher fewer at 24.2 pupils in the average Key Stage 2 class.

Four of the lowest five areas with the best averages for Key Stage 2 class size are in the North East and the fifth, Cumbria is also in the North of England. Some boroughs in Inner London also manage to achieve among the lowest average class sizes at Key Stage2. By contrast, urban authorities in the North West and the Midlands feature among authorities with the highest average class sizes at Key Stage 2.

Some local authority areas in the North West have always had large classes and some of the worst pupil teacher ratios in the primary sector ever since I first started looking at such statistics in the mid-1970s, when the present pattern of local government in the urban areas outside of London was established. Hopefully, the new funding formula will help to further reduce the disparity between the best and the worst authorities, although other factors may intervene to prevent an entirely level playing field, such as the age and experience of the teaching staff.

Possible improvements in Key Stage 2 outcomes?

The DfE has today published the provisional Key Stage 2 assessments. There are some in the Liberal Democrats that would do away with these measures. I think there is a need to make them less stressful for both pupils and teachers but equally there is a need to demonstrate an informed understanding of how our education system is performing. In December more finalised data will be published. However, I suspect the overall figures will remain broadly the same.

One interesting observation in the DfE’s comments on page 18 of their analysis is that local authorities with lower attainment levels tended to see the biggest changes in attainment since 2017. This is both good news and not unexpected. If 80% of children are reaching the expected standard, then the other 20% may require significant resources to help them achieve what is expected. Whereas, where it is less than 60% of pupils there are probably easier gains. It would be interesting when the final figures appear to see how pupils receiving the Pupil Premium have fared in term s of improvements.

Cartographers might question the selection of grade boundaries used in the DfE’s map as they provide a representational view that focuses on local authorities in the middle of the range. (Incidentally, the map is difficult to read as far as local authority names are concerned and could be improved). There isn’t anything wrong with this approach, but the range between the bottom of the light blue and the top of the darker blue is only six points, whereas the range in the outliers is much greater. Tough on a local authority with a score of 61 such as West Sussex that is the same colour as Peterborough with 52%. Incidentally, I am not clear why the scale starts at 42%? But, perhaps the DfE aren’t using the data from Table L1 for the map. They don’t provide a link to the data.

As in the past, girls generally outperform boys, except in mathematics, where in the scaled score, boys have a higher score than girls, as is also the case for those performing at the higher ability level. For detailed data about other characteristics we must wait until December. The data for middle schools can largely be regarded as being based upon so few schools as not to be really representative, unless you live in an area with these schools and might want to question their future.

The data won’t help the Humanists that want to see an end to faith schools as, the more specific the faith, the better the outcome in their schools with; Jewish, Muslim and Sikh schools all performing better than other schools and especially better than schools with no religious character.  This may well tell us more about parental choice and support by parents that make a positive choice of school than about anything else.

Finally, as the DfE helpfully points out, attainment in all of reading, writing and maths is not directly comparable to previous years because of changes to writing TA frameworks. That doesn’t stop the DfE producing some comparisons.

More south coast woes?

What is it about the south coast of England that seems to affect the learning of a disproportionate percentage of children? Today’s data from the DfE on coasting schools at Key Stage 2 contains a higher than expected number of south coast local authorities with a high than the national average percentage of their schools seen as coasting.  Five of the top ten local authorities in terms of percentage of coasting schools are on the south coast. https://www.gov.uk/government/statistics/national-curriculum-assessments-key-stage-2-2016-revised

Poole 24% – worst in England as a percentage of schools

Southampton 14% – 4th

Bournemouth 13% – equal 5th

Dorset 13% – equal 5th

Portsmouth 9% – equal 9th.

Of the three South East local authorities with no coasting schools at Key Stage2, only East Sussex is a coastal county. By contrast, 24 London boroughs are recorded as having no coasting schools at key Stage2. Whether these schools will be able to keep up this enviable record once the new National Funding Formula kicks in, only time will tell.

Not all coastal locations have large percentages of coasting schools, Torbay, The Wirral and Sefton are three with no such schools. Across all local authorities, the average is three per cent of schools that were recorded as coasting.

One interesting aspect of the distribution, especially in the light of the new Chief inspector’s remarks, in the Daily Telegraph three days ago, is the presence of authorities with grammar schools at both ends of the table. How do parents in the coasting schools in both Poole and Bournemouth feel about the effects on the chances of their offspring passing the selection examination for grammar school if the school could be doing better? In our more litigious society might the fact that a school is coasting at Key Stage 2 be a matter for litigation if a pupil just missed a place at a grammar school? We shall no doubt see in due course.

There are a couple of caveats in terms of the data. Small schools are excluded from the dataset, so some authorities may have fewer schools included than others. Secondly, authorities are of different sizes so the Poole result is due to just four schools, whereas there are 12 coasting schools in Dorset. Norfolk, another county with a lot of coastline has the most coasting schools of any authority, 20 in number.

What will happen to coasting schools? Originally, the intention was to turn them into academies, assuming they weren’t already a school of that type. However, Oxfordshire is still waiting for a sponsor to be found for one of the first group of coasting schools identified last year. It will be up to the Regional School Commissioner to decide the governance fate of these schools. I suspect those schools that are also below the ‘floor’ in outcome terms are most likely to see the swiftest intervention. What happens if they are already academies will be interesting. A change of MAT, seems on the cards in those circumstances. At least, it is now difficult to blame the local authority for these outcomes.
